3. “That is all the more important given the prospect of the upcoming presidential elections. Belgium is pleased to note that all parties in Lebanon state that they are ready to work on the matter. Now is the time for words to be translated into deeds, and for specific measures to be taken to ensure that the elections really do take place in due time and with respect for democratic rules. 4. “For Belgium, the Arab Peace Initiative remains key to regional peace. We know that a high-level international meeting on the Middle East is also scheduled for this autumn and it is important that this meeting should genuinely be viewed as an opportunity not to be missed by any of the parties involved, directly or indirectly, in the process. Belgium appeals to the parties to undertake specific actions to improve the situation of the population. The deterioration of the humanitarian situation in the Gaza Strip is a cause for concern. Reopening the Karni Terminal for both imports and exports is of critical importance to avoid the total collapse of the economy in the Gaza Strip, with the all too predictable humanitarian consequences. In Lebanon, all political forces should focus on seeking a solution to the current political impasse.”

5. “Mr. Verbeke (Belgium) (spoke in French): Like my other European colleagues, in my following comments, I align myself with the statement to be made by Portugal on behalf of the European Union later today. Belgium welcomes the direct contacts particularly in Jericho between the Israeli Prime Minister, Mr. Olmert, and the Palestinian President, Mr. Abbas. This dialogue constitutes a major step forward in the quest for a durable solution to the conflict between Israel and Palestine. We must encourage them to continue along this course. The Quartet has met several times over the last few months. Its renewed vitality is reflected in part in the appointment of Mr. Blair as its representative. We await his first report at the next meeting of the Quartet here in New York on 23 September. Regional initiatives also are very topical.”

What can, and should, the Security Council do? The Council should, of course, not seek to exercise some sort of stewardship over existing initiatives, such as the Kimberly Process and the Extractive Industries Transparency Initiative, which are not directly under the Council's purview. However, those initiatives do have an impact upon international peace and security, which are the primary responsibilities of the Security Council. 8. “We would particularly like to highlight the decision to hold a meeting at least once per year between the Security Council and the Peace and Security Council of the African Union. As my Peruvian colleague has already pointed out, continuing and expanding the discussion begun during the public debate held this past June on the subject of natural resources and conflict should be another element of the Security Council's efforts in the area of conflict prevention. In the presidential statement adopted by the Council on that occasion, the Council took note of the role that natural resources can play in armed conflict and post-conflict situations. As we are all aware, natural resources can act as a destabilizing factor.”

During the open debate last March on this topic (5649th meeting), we said that cooperation, coordination and capacity are the three key concepts determining the success of any joint effort between the Council and regional and subregional organizations. Belgium advocates a pragmatic and empirical approach in this sphere. In this context, we welcome the publication of a joint communique by the Security Council and the African Union during the joint meeting on 16 June in Addis Ababa.”

In that connection, there are a number of legal and reconciliation mechanisms in place at the regional, national and international levels - chief among them the International Criminal Court - that can contribute to ensuring that justice is done. 50. “Holmes, Belgium condemns in the strongest terms the refusal to grant access to humanitarian workers in conflict situations. He pointed out that there have been several conflicts on the Council's agenda in which such access has been denied. We have also seen numerous instances of the use of humanitarian assistance for political purposes, which is unacceptable. The Council must use all of its influence in order to guarantee total access in full security for humanitarian staff. Among the aspects of resolution 1674 (2006), Belgium attaches particular importance to the fight against violence, especially sexual violence against women and minor children. We have noted how such acts of violence become true instruments of war in a number of conflict situations. It is imperative not only to eradicate such practices but also to prevent them.”
