The Russian delegation has noted that the resolution on the financing of the United Nations Peace-keeping Force in Cyprus (UNFICYP) now clearly indicates a combined method for financing the Force. The main part of the expenditure on the operation will be covered on a voluntary basis, first and foremost by the parties involved, with the remainder being covered by States Members of the United Nations. We also note that the resolution provides that when the Force's mandate is considered in December 1993 there will be a comprehensive reassessment of UNFICYP, including the implications for the future of the Force of progress on confidence-building measures and towards a political settlement.”

22. “While supporting the establishment of this organ of international criminal justice for the punishment of persons guilty of having committed serious violations of international humanitarian law on the territory of the former Yugoslavia, we also believe that this body will not abolish nor replace national justice organs. As we understand it, the provisions of Article 9, paragraph 2, denote the duty of a State to give very serious consideration to a request by the Tribunal to refer to it a case that is being considered in a national court. But this is not a duty automatically to refer the proceedings to the Tribunal on such amatter. A refusal to refer the case naturally has to be justified.”

The delegation of the Russian Federation is grateful for the Secretary-General's report on the conditions surrounding the preparations for and holding of elections in Cambodia. We greatly appreciate the actions of the United Nations Transitional Authority in Cambodia (UNTAC) and its attempts to fulfil its mandate, particularly with respect "xo the preparations for the elections, despite the considerable difficulties encountered by the United Nations principally through the stubborn reluctance of the Party of Democratic Kampuchea to cooperate with UNTAC and to meet its obligations under the Paris Agreements. Of particular concern is the growing number of attacks on UNTAC personnel, whose bravery and selflessness we commend.”

50. “In our view, the resolution is balanced and non-confrontational, clearly indicating the concern of the Security Council regarding the existing Situation and its desire to find a political solution to the problem. We call on the Democratic People's Republic of Korea to retract its announcement and to abide fully by its obligations under the Treaty and also the obligations under the safeguards agreement, which remain in force. In this connection, we firmly support the efforts of the IAEA aimed at the implementation of this agreement. We are convinced that strict observance by the Democratic People's Republic of Korea of the Treaty on the Non-Proliferation of Nuclear Weapons is, above all, in the interests of the north Korean party itself and is also in the interests of stability and security on the Korean peninsula.”
