The Chinese delegation wishes emphatically to point out once again that stagnation in the Angolan peace process is inconsistent with the spirit of the agreements reached by the parties concerned and is not what the international community would like to see. The Angolan peace process is now at a critical historical juncture. If the two parties in Angola, proceeding from their overall national interests, can truly remove past grievances, bury the hatchet, build mutual trust and firmly advance the peace process, the future of Angola is bound to take a turn for the better, and the Angolan people will be able to embark on the broad road of national rejuvenation and development.

  2. These are necessary measures to build mutual trust and we would like to express our appreciation. However, we are deeply concerned at the failure to achieve the anticipated objectives in implementing the Lusaka Protocol and the relevant agreements reached by the two Angolan parties. We call on the two parties, particularly UN ITA, to demonstrate greater political will and a sense of national responsibility, to refrain from further delaying the implementation of the provisions of the Lusaka Protocol and the timetable reached by the two sides, to complete the quartering of forces and to take part in real earnest in the establishment of a Government of Unity and National Reconciliation and of joint national armed forces.

We sincerely hope that both parties in Angola, particularly the Uniao Nacional para a Independencia Total de Angola (UNITA), will seize this opportunity and make full use of the favorable conditions created by the extension of the mandate of the United Nations Angola Verification Mission (UNAVEM. III) to accelerate the peace process with a view to ultimately achieving national reconciliation. Developments during the past two months show that the parties concerned in Angola have taken a number of concrete steps to accelerate the process of national reconciliation and that some substantive progress has been made in the peace process. We appreciate the Angolan Government's enactment of an Amnesty Law and its completion of the quartering of the rapid reaction police force.

  4. I wish also to pay tribute to Ambassador Elaraby, President of the Council last month, and to the Egyptian delegation. The excellent job they did fully demonstrates the skills of the ancient civilization of Egypt and the intelligence and wisdom of the Egyptian people. I take this opportunity also to extend a warm welcome to His Excellency the Vice-Minister without Portfolio of Angola and to thank him for coming to the Council and making a statement, which we greatly appreciate. The Chinese delegation will vote in favour of the draft resolution before us. This draft resolution decides to extend the mandate of the largest current United Nations peace-keeping operation by a further three months. This demonstrates the strong support of the international community for the Angolan peace process.

However, having carefully studied the recommendation of the Secretary-General on the establishment of the United Nations Support Mission in Haiti (UNSMIH), and having taken fully into account the urgent requests of the Haitian Government and the desires of the Latin American countries, the Chinese Government has made the utmost effort, and we agree in principle to the establishment of UNSMIH. We have noted with satisfaction that, thanks to the joint efforts of the parties concerned, after friendly consultations, a consensus has finally been reached on the text of the draft resolution.   9. At present, there are no indications that the Government of Haiti is faced with any organized threat, nor does the situation in Haiti pose any threat to international peace and security. Therefore, UNMIH has fulfilled its mandate in Haiti and will successfully conclude its mission. The Chinese delegation would like to take this opportunity to thank UNMIH for its contribution.   12. The basic approach to settling the question of Tajikistan is for the parties concerned to resolve their differences through peaceful negotiations and to achieve national reconciliation. As a neighbour of Tajikistan, we sincerely hope that Tajikistan will achieve peace, stability and the well-being of its people. We support the efforts of the Secretary-General and his Special Representatives to promote a comprehensive political settlement of the Tajik question. In carrying out its mission, the United Nations Mission of Observers in Tajikistan (UNMOT) has played and will continue to play a positive role. We hope that the two parties concerned will cooperate closely with UNMOT and ensure the security of its personnel so that it can carry out its tasks undisturbed.

I listened to his statement attentively; it should be a positive element in the Council's deliberations on Tajikistan. The Tajik parties recently agreed on a further three- month extension of the cease-fire agreement in order to create a climate conducive to the prompt resumption of political negotiations. We note that the two parties concerned are making preparations for the next round of political negotiations; the Chinese delegation welcomes this. We reiterate that the sovereignty and territorial integrity of the Republic of Tajikistan should be respected.

  14. We are of the view that Iraq must fully implement the relevant resolutions of the Security Council and must cooperate fully with UNSCOM. This is in the interest of the Gulf region and the international community, as well as in the interest of Iraq itself. We are also of the view that the reasonable and legitimate security concerns of Iraq as a sovereign State should be respected by all parties, that Security Council resolution 687 (1991) should be implemented comprehensively and that the sovereignty, territorial integrity and political independence of Iraq should be safeguarded. In view of the above, and given the fact that the amendments we proposed have already been accepted by the sponsors, the Chinese delegation will vote in favour of the draft resolution before the Council.

  17. National reconciliation is the only way out. In the final analysis, the Somali question can only be resolved by the Somali people themselves. But the international community has an unshirkable responsibility, too. The United Nations, the Security Council in particular, has at least a partial responsibility for the situation in Somalia today. We are always of the view that the United Nations cannot just leave Somalia alone. That is why we support the work of the United Nations Political Office for Somalia (UNPOS) in Nairobi. But we also believe that this limited presence is not enough. The United Nations should make a greater effort, and we hope that the Organization of African Unity (OAU), the African States and the Arab States can play a greater role in this regard. Many proposals have been made in previous statements.

  18. Society was in turbulence, and the people were unable to carry out a normal life. At the time, with a heavy heart, I appealed to the leaders of Somalia that peace was of the utmost importance and only peace could save Somalia. To our regret, the situation in Somalia today is hardly in any way different from that of a year ago. There is no prospect of a solution bringing peace. The Chinese Government and people have always been deeply concerned by developments in Somalia, and have great sympathy for the plight of the Somali people. We have always believed that the key to the solution of the Somali question is national reconciliation. Through broad- based political consultations, all factions in Somalia should, in the general interest of the country and the nation, set aside their differences, sit down and talk to each other.

  19. Mr. Wang Xuexian (China) (interpretation from Chinese): The Chinese delegation is in favour of holding an open debate on the Somali question. We also welcome this opportunity. We believe that such a debate can focus the attention of the international community on Somalia and facilitate new and effective efforts of interested States in seeking a solution to the Somali question. At the end of 1994, as a member of the Security Council delegation, I visited Somalia. During the few days of my stay, I was so shocked at what I saw that I could hardly eat or sleep. The once-beautiful Mogadishu - the pride of East Africa - was now reduced to complete ruin. No buildings emerged unscathed by war damage. The airport and the harbour were closed. The infrastructure was totally destroyed. Shots were heard all the time.

  20. The Chinese delegation will vote in favour. In keeping with China's basic position on sanctions, we are not in favour of using pressure tactics such as mandatory sanctions in the region of the former Yugoslavia. Instead of rendering any help, they would only complicate the issue and hurt innocent civilians. We are therefore of the view that the Security Council should lift these sanctions against the Federal Republic of Yugoslavia and further consider the easing of other economic sanctions against it. We believe that this will not only help to alleviate the suffering caused by the sanctions to the people in the Federal Republic of Yugoslavia and the region, but also facilitate the economic development of all the countries of the region and contribute to restoring peace and stability.

The Mission of the International Conference on the Former Yugoslavia has clearly stressed in all the reports it has submitted to the Council that the Government of the Federal Republic of Yugoslavia continues to meet its commitment to close its border with Bosnia and Herzegovina. The Mission enjoys full freedom of movement within the Federal Republic of Yugoslavia and good cooperation with its Government. We are of the View that these unremitting efforts of the Government of the Federal Republic of Yugoslavia to continue to meet its commitment to bring peace to Bosnia and Herzegovina should be fully recognized and encouraged by the Council through concrete action. We have noted that the draft resolution before us extends the partial suspension of sanctions against the Federal Republic of Yugoslavia to 180 days.

  22. Mr. Wang Xuexian (China) (interpretation from Chinese): The Federal Republic of Yugoslavia is an important factor for promoting peace and stability in the region. Its Government has been making unremitting efforts to urge the Bosnian Serbs to accept the peace plan. Just a few days ago, the Foreign Ministers of the Federal Republic of Yugoslavia, Bosnia and Herzegovina and Croatia signed a declaration of principles on the settlement of the Bosnian conflict, thus moving the peace process one step forward. The Security Council has already welcomed this development. The Federal Republic of Yugoslavia has indeed made many efforts to implement the relevant resolutions of the Council.

In View of the positive changes in the present situation in Liberia, the Secretary-General has recommended that the mandate of the United Nations Observer Mission in Liberia (UNOMIL) be extended to 31 January 1996. The Chinese delegation wishes to associate itself with this recommendation and will vote in favour of the draft resolution before us. The road to peace in Liberia will not be a smooth one, since the outstanding issues are very complicated. Therefore, in order to achieve national reconciliation all parties in Liberia will still have to make arduous efforts. We sincerely hope that the various parties will continue to channel their renewed efforts towards the peace process so that the reconstruction of the country can begin soon and the people there can resume a normal life.

We are of the View that the peace process in Liberia has proved that only when the parties concerned demonstrate good will for a political settlement and readiness to truly give up war and persist in peaceful negotiations can there be a momentum of peace to transform hostility into friendship. In conflicts in certain regions, particularly those between various parties within a country, peace cannot be brought about by mandatory means or be imposed from outside. We are also of the view that the active participation of the international community, particularly regional organizations, in the mediation and peace-keeping activities has also facilitated the peace process in Liberia. We especially appreciate the untiring efforts and important role of Nigeria and Ghana in this regard.

  25. We are pleased to note that the Transitional Government established thereafter has won the support of the leaders of all parties and that of the general public. The parties to the conflict have ordered their respective forces to lay down their arms, the disengagement of these forces has started, and the cease-fire appears to be holding. The various parties have been fighting and talking for as long as five years since the outbreak of the civil war in Liberia in 1989. Fighting has wrecked Liberia's economy, killed hundreds of thousands of people and made hundreds of thousands of others refugees. Therefore, bringing an early end to the civil war so as to restore stability and tranquillity in the country is in keeping with the general trend and reflects the will of the people.

We hope that in the near future we will all meet in Rome and, together with Ambassador Merimee, enjoy the hospitality of the Italian Government and the Italian people. There have recently been encouraging developments in the situation in Liberia, as evidenced by the signing by the conflicting parties of an Agreement on a comprehensive cease-fire and the establishment of the Council of State, in Abuja on 19 August. The signing of the Abuja Agreement represents an important step forward by the parties in the peace process, and the Chinese delegation warmly welcomes this event.

  28. Based on its principled position, China is not in favour of using air strikes to exert pressure. Doing so will not help the settlement of the question, but, rather, will further complicate the situation and create obstacles to a political settlement. We believe in the light of the agreement of principles reached by the parties concerned that it is necessary to cease the air strikes immediately so as to create a conducive environment for the process of the political settlement. The options for ending the protracted conflict in Bosnia and Herzegovina are complicated. Although an agreement of principles has been reached by the parties concerned, many substantive issues still remain to be resolved.

This is a positive development for which the Chinese delegation expresses its heartfelt welcome. On the question of Bosnia and Herzegovina, the Chinese delegation has always maintained that its sovereignty, territorial integrity and political independence should be respected by the international community. A proper solution should be found through peaceful negotiations - that is, acceptable to the parties concerned. It has been borne out that peaceful negotiation is the only right choice for the settlement of the question in Bosnia and Herzegovina.

The Chinese delegation would like to register its regret and disappointment at the result of the voting. It is fair to say that the requests contained in the draft resolution were reasonable and appropriate and that its language was moderate. If the draft resolution had been adopted, it would have contributed greatly to the peace process in the Middle East, not damaged it. Although the draft resolution was not adopted today, the Government of Israel should understand that the fact that there were 14 votes in favour of the draft resolution forcefully demonstrates that its decision to confiscate land in East Jerusalem is wrong and cannot be accepted by the international community or the Security Council.

Only in this way can contradictions and difficulties be defused and the ship of peace sail to victory. China has no self-interests whatsoever in the Middle East. We have all along supported the Middle East peace process and have stood for a political settlement of the Middle East question on the basis of the relevant resolutions of the United Nations. It is hoped that the Israeli side will abide by relevant United Nations resolutions and the agreement with the Palestinian side, and will seek a proper solution through negotiations and dialogue. Pending a final, proper solution, neither side should take any unilateral action that might change the status of Jerusalem or lead to the aggravation of the situation, lest the Middle East peace process be adversely affected. Reviewing the past on the occasion of the commemoration of the fiftieth anniversary of the end of the Second World War, we are well aware how precious peace is. The political will of the leaders of the two sides for a peaceful solution is needed now more than ever before in order to build mutual trust and jointly overcome obstacles.

  34. The Chinese delegation is deeply concerned over this development. The realization of peace in the Middle East region is the common aspiration of all nations in the area. The achievements of the peace process have not been come by easily. At this highly sensitive and critical moment, we hope that the parties concerned will do their utmost to create favourable conditions to further promote, rather than undermine, the peace process in the Middle East. The question of Jerusalem involves religious faith as well as the fundamental interests of all nations in the Middle East, and should be treated with prudence. In our view, the recent action by Israel contravenes the spirit of relevant United Nations resolutions and the agreement between Israel and Palestine, and is detrimental to the Middle East peace process.

  35. The Middle East conflict has been going on for several decades, during which war has broken out many times, bringing tremendous suffering to the people in the region. In the wake of changes in the international situation, the PLO and Israel finally signed the Declaration of Principles in September 1993, which marked a breakthrough in the Middle East peace process and opened up the way for harmonious coexistence between the Arab and Jewish nations. Since then, there have been more positive developments in the peace process. China, like the international community as a whole, is greatly encouraged by this fact. However, the Middle East peace process is still fragile and is full of pitfalls, interference and challenges. Recently, the dispute between the parties concerned with regard to the question of Jerusalem has again intensified.

The Chinese delegation is deeply concerned at the insufficient progress achieved towards a comprehensive political settlement of the question of Georgia and at the obstruction of the return of refugees and displaced persons in the Abkhaz region. We also believe that in seeking a settlement of the question of Georgia the international community must respect the sovereignty and territorial integrity of the Republic of Georgia.   42. For all these reasons, the Chinese delegation voted in favour of the three resolutions just adopted. United Nations peace-keeping operations should conform strictly to the purposes and principles of the Charter. The consent and support of the parties concerned are important preconditions for the deployment of such operations. We urge those parties to cooperate fully with United Nations peace-keeping operations in order to ensure that they can accomplish their missions effectively. In conclusion, the Chinese delegation reiterates that it has reservations about taking enforcement action and about the use of force in peace-keeping operations under Chapter VII of the Charter. I now resume my functions as President of the Security Council. There are no further speakers.

  43. United Nations peace-keeping operations can play only a complementary role. We note that, since its establishment, the United Nations Protection Force (UNPROFOR) has played a positive role in containing the conflict, protecting the security of the local civilian population and carrying out humanitarian relief activities. However, for various reasons, UNPROFOR has not fully met expectations in fulfilling its mission. As requested by the parties concerned, the Secretary-General has proposed the division of UNPROFOR into three parts in those three States of the former Yugoslavia, and has offered revisions to their mandates. We hope that this will help create an appropriate atmosphere and give further impetus to the political settlement process.

  44. We have consistently maintained that the sovereignty and territorial integrity of the States of the region should be respected. We hope that these States will recognize each other as soon as possible and seek a political settlement, acceptable to all sides, through negotiation. In particular, we appeal to the parties to the conflict to consider the fundamental interests of the people, immediately cease all hostilities, and implement in earnest agreements already reached - particularly the cease-fire agreement - in order to create conditions for building confidence and pursuing political negotiations. At root, the settlement of the conflict in the region of the former Yugoslavia will ultimately depend on the peoples of the region themselves and must be achieved through peaceful means.

  45. I thank the representative of Rwanda for his kind words addressed to the Chinese presidency. I shall now make a statement in my capacity as representative of China. (spoke in Chinese) The question of the former Yugoslavia has dragged on for a long time without resolution, and little progress has been achieved in the process of finding an overall political settlement. In two Republics, Croatia and Bosnia and Herzegovina, the conflicts continue unabated, the humanitarian situation continues to deteriorate and great losses of life and property have been incurred. The Chinese delegation wishes to express its profound concern in this regard. China has no self-interests whatsoever in the region of the former Yugoslavia.
