“We believe that improving the security situation should be one of the top priorities in addressing the multifaceted Libyan crisis. We commend the work of the United Nations Support Mission in Libya (UNSMIL) in supporting Libyan actors to underpin the ceasefire agreed in September and fully implement the new security arrangement in the capital, which aims to strengthen the power of legitimate State institutions. While the continued assistance of UNSMIL, and the whole international community in general, remains important, it is of course the primary responsibility of all Libyan actors to set aside their differences and genuinely cooperate to bring stability and security to their country. In that connection, unifying State security institutions throughout the country is absolutely vital.”

We continue to support his tireless diplomatic endeavours to facilitate a Libyan-led political solution to end the protracted crisis. We also appreciate the visit made by Ambassador Olof Skoog to Libya as Chair of the Committee established pursuant to resolution 1970 (2011), concerning Libya, and we look forward to his detailed briefing in due course. The continued violence by armed groups and terrorists shows how the security situation in Libya remains highly fragile. “We believe that the implementation of the ceasefire regime agreed to by the parties is vital to de-escalating the increasing tensions and helping to address the needs of the civilian population. In that regard, we should note the recent call for restraint by Mr. Ertugrul Apakan, Chief Monitor of the OSCE Special Monitoring Mission to Ukraine, who also urged all sides to protect the population and deliver on their commitments to ending the violence, and especially to withdrawing weapons, disengaging, demining and adhering to the ceasefire. There is no doubt that only a peaceful settlement can resolve the situation in eastern Ukraine.”

In the recent thematic report of the Special Monitoring Mission we also noted the impact of the ongoing situation on efforts to improve the humanitarian situation. “We note that there was a meeting of the Astana guarantors in Moscow this week, which we hope will be helpful in sustaining the engagement to move the political process forward, particularly the formation of the constitutional committee. At the same time, we also look forward to the four-way summit on Syria to be held in Istanbul this weekend. We hope that all those diplomatic initiatives at the various levels will contribute to reinvigorating the United Nations-facilitated political process. As the process of the constitutional committee should be Syrian-led and Syrian-owned, we encourage all Syrian parties to constructively engage with the Special Envoy. “We agree with Under-Secretary-General Lacroix that the Agreement on Peace and Reconciliation in Mali remains very central, and we are encouraged by the progress made with regard to its implementation, including the nomination of interim authorities at the district level, the creation of municipalities and the adoption of the national security sector reform strategy. We hope that the post-election period will witness more invigorated efforts by the parties to ensure greater peace and stability in the country. Indeed, the formation of the committee should be a stepping stone for relaunching the Geneva political process in accordance with resolution 2254 (2015). It is therefore time for all Syrian parties to constructively engage with the Special Envoy to establish the committee as soon as possible. In this regard, we welcome the invitation extended by the Syrian Government to the Special Envoy. “As the Special Envoy said, the stabilization of the situation in Idlib should be taken as a window of opportunity for reinvigorating the political process, without which there cannot be a sustainable way to address the Syrian crisis. In this regard, since the outcome of the Syrian National Dialogue Congress held in Sochi, we understand the Special Envoy has been conducting a series of extensive consultations with Syrian actors and concerned Member States on the formation of the constitutional committee, which is indeed necessary as the process has to be truly inclusive. “As the Secretary- General's report indicated, the departure of several former FARC-EP commanders from training and reintegration areas, especially in the south-eastern region, is a worrying sign. The underlying reasons for that departure should therefore be addressed as quickly as possible. We are also aware of various sensitive issues, including the delays in the socioeconomic reintegration of FARC-EP combatants into civilian life, the issue of illicit economies, the continued killings of community leaders and former FARC-EP members and other issues highlighted in the report that might potentially create difficulties for the efforts aimed at consolidating peace in the country.”

“The signing of a broad-based seven-point national pact for life and the protection of social leaders and human rights defenders was also a big milestone in addressing the main challenge to the implementation of the peace agreement. We believe that the new Government's commitment to bringing development, security and the rule of law to the conflict-affected communities in a more coordinated and focused way is the most important decision that it has reached to date with regard to consolidating the gains made so far. “The holding of peaceful and democratic parliamentary and district council elections within the proposed time frame is indeed important, as Special Representative Yamamoto said. The peaceful conduct of any electoral process is critical to enabling people to exercise their right to vote freely, without fear or threat of insecurity, but implementing an inclusive and credible electoral process in that context remains a challenge. There has certainly been progress in the preparation for the elections, but there is a need to accelerate those efforts and build confidence in the electoral process through the involvement and participation of all relevant stakeholders. That is key to ensuring the timely and successful holding of the elections. All Afghan stakeholders have very important responsibilities in that regard.”

Those and other positive developments have certainly rekindled a sense of hope and optimism, and we very much welcome them. We would like to congratulate the Government of Guinea-Bissau and the political actors for their constructive engagement, which has led to this breakthrough. The role played by the Economic Commission of West African States (ECOWAS) in resolving the institutional paralysis is indeed commendable, and it is testament to the significant contribution that regional and subregional organizations can make in resolving conflict and crisis situations in their immediate neighbourhood, in close coordination with other international stakeholders.”

As indicated in the briefings we have just heard, there have been positive developments in Guinea- Bissau, and we would like to echo the words of our African colleagues from Cote d'Ivoire and Equatorial Guinea. After the institutional paralysis of the past three years, President Jose Mario Vaz's appointment of Aristide Gomes as a consensus Prime Minister, following consultations with political stakeholders and civil society, is indeed a step in the right direction.”

“We believe that the efforts to address the root causes of conflict should be enhanced by fostering reconciliation, strengthening democratic institutions, promoting popular participation and expanding social services. In that regard, we welcome the alignment of Liberia's national development agenda with the Sustainable Development Goals, which will help to address poverty in Liberia and improve the economic situation of its society's most vulnerable sections, particularly women and young people. We also note the continued implementation of the Liberia peacebuilding plan, developed in close consultation between the United Nations, the Government of Liberia and partners. “Ethiopia is proud to have played its part in the stabilization of Liberia through its contribution of three infantry battalions to UNMIL. We welcome the adoption today of presidential statement S/PRST/2018/8, which, among other things, requests the Secretary-General to undertake a study of the role of UNMIL in the resolution of conflicts and challenges in Liberia, with a view to drawing lessons for the best practices of United Nations peacekeeping missions in transition. We believe that will be vital to enhancing the overall effectiveness of United Nations peacekeeping. In spite of the remarkable progress made over the past decade and a half, Liberia still faces enormous challenges. That is why it needs the continued support of the international community, post-UNMIL, to sustain peace.”

The United Nations Mission in Liberia (UNMIL) completed its mandate last month at a time of great hope and optimism, and we appreciate its important contribution to promoting peace, stability and development in Liberia. In the words of the country's newly elected President George Weah, the UnitedNations has had a positive impact on the lives of Liberians, as well as on every part of the fabric of Liberian society, since its arrival in 2003. We appreciate the dedicated efforts of Special Representative Zarif and the civilian and military personnel of UNMIL, as well as the contributions of the troop- and police-contributing countries. We pay tribute to the 202 peacekeepers who made the ultimate sacrifice in advancing peace in Liberia.”
