“8596, p.5) Let me conclude by underlining that there can be no military solution to the Syrian conflict. Any lasting settlement can be achieved only through a political agreement, in line with resolution 2254 (2015) and the Geneva communique (S/20l2/522, annex). A political settlement is urgently needed, since it remains the only way towards sustainable peace under the extremely dire circumstances. We look forward to the establishment of the constitutional committee, the first step towards a genuine political process, under the supervision of the United Nations. “In that context, I would like to thank the three penholders in charge of the humanitarian dossier on Syria for proposing a draft resolution, as recently announced. They can count on our support. There is a need for enhanced efforts aimed at the promotion of and compliance with international humanitarian law, as indicated in the recently adopted presidential statement S/PRST/2019/8, on the initiative of Poland, on the occasion of the seventieth anniversary of the Geneva Conventions. Let me recall the words of the President of the International Committee of the Red Cross, Mr. Peter Maurer, on this important anniversary "[C]ontinued violations of the law do not mean the law is inadequate, but rather that efforts to ensure respect are inadequate. We can and must do more. The Council can do more." (S/PV.”

“The protection of civilians and provision of unhindered access to humanitarian assistance are not a choice but a legal obligation for all sides to the conflict. Those who do not comply should be held accountable. That is why we should focus on the need to enhance multilateral cooperation and uphold international law to address the multiple challenges not only in Syria but also in a wider regional perspective. That was the aim of our high-level debate, held almost two weeks ago, on challenges to peace and security in the Middle East (see S/PV. 8600). As almost every day we hear about the suffering of the civilian population in Idlib province, we want to underline that civilians should be subject to protection, in line with the international law.”

“I shall now make a statement in my capacity as the representative of Poland. At the outset, I would like to thank Under- Secretary-General Mark Lowcock and Special Envoy Geir Pedersen for their briefings. As always, I reiterate our full support for their work. The current situation in Syria remains unacceptable. As we speak, a deadly escalation of the conflict in north-west Syria is ongoing. Since April, more than 500 civilians have been killed and hundreds more injured, including the most vulnerable groups, that is, women and children. Strikes have caused the destruction of civilian infrastructure, including internally displaced persons camps, markets, schools and, most importantly, health-care facilities. Any military operation should be conducted fully in line with international humanitarian law and international human rights law.”

“Rebuilding damaged infrastructure and restoring effective administration, security and public services are indispensable for creating conditions for the voluntary, dignified and safe return of internally displaced persons, as well as their local integration or resettlement. It is also vital that internally displaced persons be treated in a non-discriminatory manner, irrespective of their perceived affiliation, and be provided the assistance they require. To conclude, I would like to stress the need to support Iraq in its efforts to restore stability after years of conflict in full respect for its unity, sovereignty and territorial integrity. “The effective implementation of this decision, as well as ensuring accountability for noncompliance with the decree, will be critical. In addition, we remain concerned about the continued activity of Da'esh cells across numerous governorates, which still pose a significant security threat. After years of conflict, the path to stabilization and reconciliation in Iraq will require time, extensive reforms and the building of strong State institutions. We believe that it is essential to meet the needs of all Iraqis, including women, young people and members of all religious and ethnic groups, including by prioritizing the delivery of basic public services and creating job opportunities. Advancing stabilization and reconstruction in areas recaptured from Da'esh is also of critical importance.”

“We are encouraged by the continued dialogue between Baghdad and Irbil aimed at resolving outstanding disputes. We highly commend the efforts undertaken by the Iraqi authorities to restore stability and prosperity in the country. We welcome in particular their continued focus on combating corruption and on finding ways to improve the environment for business and investment. “We continue to believe that, during the transition from peacekeeping to peacebuilding and in order to achieve lasting peace in Darfur, particular emphasis needs to be put on socioeconomic conditions, including the provision of health services and workplaces, education, trade, basic economic infrastructure and agriculture, as well as on establishing effective rule of law across Darfur. Without the support of the international community and securing funding for development in Darfur, we are putting the gains achieved with great effort over the past decade at risk. “However, NATO does not intend to install new land-based nuclear missiles in Europe, while Russia decided to field its SSC-8 missiles across from European regions. Those rockets are hard to detect and can carry conventional or nuclear warheads and therefore significantly enhance the risk of nuclear conflict. Poland, like other allies, supported the United States' decision to withdraw from the INF Treaty. It was a logical and understandable reaction to Russia's actions. “The erosion of that significant element of the European security architecture constitutes yet another challenge for international security. The Russian Federation bears sole responsibility for the demise of the Treaty. NATO allies have raised concerns over Russia's compliance with the Treaty for several years, including within the NATO- Russia Council. In December 2018, NATO allies affirmed that Russia had developed and deployed the SSC-8 missile system, also known as the 9M729, which constitutes a violation of the Treaty. We regret that Russia has shown no willingness and taken no steps to ensure the implementation of the INF Treaty in an effective, verifiable and transparent manner. In a post-INF-Treaty world, we have to take steps to guarantee our security.”

Poland is committed to all efforts aimed at the preservation of effective arms-control and disarmament arrangements, which are fundamental to international security. However, to be effective, the commitments must be verifiable and observed by all sides in good faith. The Intermediate-Range Nuclear Forces (INF) Treaty has been crucial in upholding European and global security for more than 30 years. Under the INF Treaty, almost 3,000 missiles have been removed and verifiably destroyed. We regret the failure of the long- lasting United States efforts to preserve the INF.”

“We welcome the constructive approach of the Somali Government in addressing conflict-related sexual Violence and its willingness to work with Special Representative of the Secretary- General Patten to develop a new national plan to end sexual violence in conflict. We are deeply worried about the increasing number of attacks by Al-Shabaab in Somalia and by the increased use of improvised explosive devices. We see a need to address the threats posed by explosive devices in a comprehensive manner and to reflect on the critical nexus linking mine-action activities and peace and security. We believe that the international community should step up its efforts against the trafficking and illicit diversion of precursor chemicals by Al-Shabaab.”

First of all, let me express my sincere condolences on the deaths of three staff members of the United Nations Support Mission in Libya (UNSMIL). In this moment of mourning, our thoughts and prayers are with the families and friends of the victims and all UNSMIL personnel on the ground. Poland condemns in the strongest terms today's attack on the UNSMIL vehicle carried out in Benghazi, which resulted in the deaths of three staff members and the injury of at least eight other people. “On behalf of the members of the Security Council, I should like to condemn in the strongest terms the outrageous, deadly and totally unacceptable attack on the United Nations that occurred today in Benghazi, Libya. We understand that three United Nations staff members were killed, and others were injured. The members of the Security Council convey their deepest condolences to the families of the victims. Those brave workers were operating under a mandate given by the Council in order to provide a more secure future for the people of Libya. We commemorate their ultimate sacrifice in the cause of peace. I ask those present to now rise and observe a minute of silence for those killed. The members of the Security Council observed a minute ofsilence. Adoption of the agenda The agenda was adopted.”
