The OSCE is an important organization for the maintenance of international peace and security in Europe. It is also a major partner of the United Nations. We value the contributions of the OSCE to preventive diplomacy, dispute settlement, post-conflict peacebuilding and counter-terrorism in the Caucasus, the Balkans and Central Asia. China has always maintained that dialogue and consultations are the best approach to resolving differences and to preventing and settling conflicts. We encourage the OSCE to continue its efforts in that regard.”

China supports the Security Council providing to countries involved in situations on the Council's agenda more opportunities to present their positions and opinions. 15. “Innovative methods such as informal interactive dialogue have given Council members opportunities to exchange opinions with regard to sensitive situations on the Council's agenda with countries involved. The Council has also improved its annual report submitted to the General Assembly. On the other hand, there is still room for improvement of the Council's working methods. The 2010 note by the President of the Security Council (S/2010/507) should therefore be further implemented. The Security Council and various other United Nations organs should carry out their work in accordance with the division of labour, their comparative advantages and the demands of the United Nations Charter in an integrated and coordinated manner that results in synergy instead of duplication of efforts, controversy and waste of resources.”

33. “More important, after the withdrawal of peacebuilders, a group of professionals will be left behind in host countries, thus reinforcing national capacities and sustaining peace and development. Secondly, the targeted selection of personnel should be strengthened. Security sector reform, the rule of law, human rights and economic and social development are the priorities for peacebuilding. We hope that the Steering Group to be led by Under-Secretary-General Malcorra will seriously study and follow up on the plans so as to formulate workable recommendations for the United Nations. China believes that achieving substantive results at an early date in the Darfur political process and reaching a comprehensive political agreement represent the fundamental guarantee for long-term peace, stability and calm in Darfur. Since the Council held a high-level meeting on the Sudan last month (see S/PV.6425), the peace process in the Sudan continues to make progress. Voter registration for the referendum in Southern Sudan has concluded smoothly. We commend Northern and Southern Sudan, the African Union and the United Nations Secretariat for their efforts to that end.”

China is shocked by Israel's attack on the multinational convoy carrying humanitarian aid to Gaza, which resulted in heavy casualties. We condemn Israel's actions targeting humanitarian workers and civilians. We wish to express our condolences on the bereavement of Turkish citizens and those of other nationalities. We support a quick response by the Security Council and its taking necessary actions. At present, the humanitarian situation remains grim in the occupied Palestinian territory, especially the Gaza Strip. China expresses its serious concern.”
