“Having been subjected to aggressions and illegal unilateral coercive measures that have violated the basic human rights of women and girls, the Islamic Republic of Iran is determined to continue to do what is necessary for the empowerment of women and girls in order to provide the grounds for them to play their important role in the society and fully utilize their potential and abilities, including in the area of peace and security.”

“Nevertheless, the Security Council should address the subject of women and peace, and security insofar as it falls within its mandate under the Charter of the United Nations, namely the maintenance of international peace and security. Accordingly, those issues that are essentially not related to international peace and security must be addressed by the relevant organs of the United Nations, namely, the General Assembly, the Economic and Social Council and the Commission on the Status of Women. In promoting and enhancing the role of women in peace and security, specific national conditions and historical and cultural differences must be fully recognized and respected. As such, it is essential that the national ownership of the concerned Government and people are respected in conflict resolution and post-conflict reconstruction.”

“The Islamic Republic of Iran attaches great importance to the role that women in different parts of the world can play in preventing and resolving conflicts, as well as peace processes and peacebuilding. Women and girls are among the most vulnerable people who suffer from conflict situations as they are subject to violence, including sexual exploitation. Therefore, every effort should be made to ensure the security of women in armed conflicts. Women can play an important role in conflict prevention and resolution. They can also make significant contributions to peace and security. In that context, their role needs to be promoted and strengthened.”

“We also stress the importance of defining the legal, operational, technical and financial aspects related to the use of modern technology, in an inclusive and transparent manner, in appropriate intergovernmental processes. At any rate, any and all information gathered through advanced technological means must be used exclusively for the fulfilment of the clearly defined mandates of the operation concerned. The Islamic Republic of Iran has hosted one peacekeeping operation of the United Nations for more than 10 years after the end of the eight-year war imposed as a result of Saddam Hussein’s aggression against Iran. Likewise, to date, Iranian forces have participated in eight peacekeeping operations of the United Nations and four Iranian citizens have lost their lives in such operations.”

“We emphasize that the policy formulation and decision-making process in all stages of peacekeeping operations, including with respect to protecting the peacekeeping forces, must be conducted with the active participation of troop- and police-contributing countries. The use of modern technologies should aim at increasing the safety and security of United Nations personnel, including peacekeepers. At the same time, their use must be considered on a case-by-case basis and must uphold the principles enshrined in the Charter of the United Nations, particularly the respect for sovereignty and territorial integrity of Member States, and also the fundamental principles of peacekeeping, especially the consent of the host State.”

“To that end, special attention must be paid to the full respect for the principles of sovereign equality, political independence and territorial integrity of all States and non-intervention in matters that are essentially within their domestic jurisdiction, as well as impartiality, the consent of the parties, and the non-use of force except in self- defence and defence of the mandate. Iran continues to support the implementation of the Declaration of Shared Commitments on United Nations Peacekeeping Operations, which aims at ensuring collective efforts to improve the efficiency and effectiveness of United Nations peacekeeping in order to address urgent challenges facing contemporary peacekeeping operations.”

“In this context, we emphasize the unique and crucial role of the Special Committee on Peacekeeping Operations as the only United Nations forum mandated by the General Assembly to review comprehensively the whole question of United Nations peacekeeping operations in all their aspects. We also underline that the establishment of any peacekeeping operation or extension of mandate of existing ones or their improvement must be in full conformity with the principles set forth in the United Nations Charter as well as the basic principles that have developed to govern such operations.”

“The United Nations peacekeeping operations have been a vital tool for the fulfilment of the very first and yet the most important purpose of the Organization, namely “to maintain international peace and security, and to that end: to take effective collective measures for the prevention and removal of threats to the peace, and for the suppression of acts of aggression or other breaches of the peace”. Despite all its challenges, the use of this tool needs to be continued and also further improved to ensure that peacekeeping operations keep pace with the changing complex nature of the peace and security context.”

“The Security Council must also remain fully vigilant and avoid being trapped by the fabrications of the Israeli regime – which, as usual, are blindly supported by certain Western countries in the Council; those who have prevented the Council, in the past seven decades, from taking any action against the criminal acts of the Israeli regime, emboldening it to commit, with total impunity, more crimes with more brutality. In conclusion, I reiterate the principled policy and resolute determination of the Islamic Republic of Iran, as in the past, in maintaining and promoting maritime security in the Caspian Sea, the Persian Gulf, the Strait of Hormuz and the Sea of Oman, as well as contributing to maritime security, ensuring freedom of navigation and combating maritime crimes, including piracy in the Indian Ocean and the adjacent areas.”

“Rather than playing the victim and demonizing others, the Israeli regime must immediately stop all its irresponsible policies, aggressions and crimes, as well as unlawful and inhumane practices, which have long been the main source of threat, instability and insecurity in such a volatile region as the Middle East, and beyond. Moreover, the Security Council must live up to its Charter-mandated responsibilities, put an end to its longstanding inaction and procrastination with respect to the systematic violation of international law by the Israeli regime and its criminal and destabilizing activities, and hold that regime accountable for all its unlawful practices, which include committing four core international crimes.”

“Such accusations can in no way whitewash the terrorist acts of the Israeli regime against commercial navigation. In less than just two years, this regime has attacked over 10 commercial vessels carrying either oil or humanitarian goods in regional seas. Similarly, Israel’s hue and cry about the Mercer Street incident cannot deflect attention from the other destabilizing activities and adventurism of the Israeli regime in the region. In addition to its policy of deception and fabrication, it is an open secret that Israel is the master in conducting false-flag operations.”

“Very recently, one of the senior military sources of these countries said tha t “everything points to the drone being launched from Yemen”, and afterwards, their special forces were dispatched to Yemen to apparently “hunt down terrorists behind the drone attack”. Everything is quite telling and clear. This also proves that these countries have not learned from their failures in the aggression against the Yemeni people. All such allegations are the repetition of fabrications pumped to media by the Israeli regime immediately after that incident. There is no irrefutable, verifiable and conclusive evidence to substantiate these grave accusations. What they try to portray as definite hard evidence is nothing but certain photos which prove nothing.”

“Regarding the politically motivated statements made by the United States and the United Kingdom in this meeting against Iran concerning the Mercer Street vessel incident, I reiterate, once again, our firm rejection of these unsubstantiated allegations. The massive presence of the military forces of these countries, including in the Persian Gulf and the Sea of Oman, has always been the main source of regional insecurity and instability, and fabrications and false-flag operations, including by Israel, have been used to justify such unwarranted presences or to invade regional countries.”

In addition, according to a decision of the seventh meeting of the Indian Ocean Naval Symposium in July 2021, a regional maritime security centre will be launched in Iran’s Chabahar port for the Indian Ocean rim countries, enabling the regional States to dispatch their representatives to the centre and exchange information aimed at ensuring maritime security.”

“It has now been well over a decade that the naval forces of the Islamic Republic of Iran have been deployed in the Indian Ocean and the adjacent areas in support of international efforts to combat piracy therein. This has repeatedly been acknowledged by the Secretary-General in his relevant reports and commended by the Security Council in its numerous resolutions. Likewise, the sixth meeting of the Indian Ocean Naval Symposium – comprising 24 Member States and seeking to enhance maritime cooperation among navies of the littoral States of the Indian Ocean – was held from 22 to 25 April 2018 in Tehran.”

“While there is a comprehensive set of statutory regulations, as well as considerable capacity in combating maritime crimes, the imposition of unilateral coercive measures – which is contrary to international law and the Charter of the United Nations – has hampered our access to new technologies and equipment commensurate with the new trends and the level of advancement of criminal activities. Despite that, and fully committed to its relevant international obligations, the Islamic Republic of Iran has continued to significantly contribute to the promotion of maritime security, including, inter alia, by combating maritime crimes, in particular piracy.”

“When needed, efforts to counter maritime crimes may be complemented, at the regional level, by the cooperation and partnership of States of the region concerned, and on the high seas, through international cooperation. Nevertheless, all such activities must be conducted in full conformity with the basic principles of international law, in particular with full respect for the sovereignty of States and refraining from the threat or use of force against the territorial integrity or political independence of States.”

“Maritime security is key in ensuring freedom of navigation, facilitating international communication and promoting peaceful uses of the seas and oceans and their resources, the conservation of their living resources, and the preservation of the marine environment, as well as promoting the economic and social advancement of all peoples and the strengthening of peace, security, cooperation and friendly relations among all nations. As a basic principle, the primary responsibility for ensuring maritime security, including by effectively combating maritime crimes, notably piracy and armed robbery at sea, rests with individual States, consistent with their relevant obligations under international law.”

“According to the World Bank Group, over 80 per cent of international trade is transported by sea, and the volume of seaborn trade is expected to double by 2030 and quadruple by 2050. These figures alone prove the importance of the oceans and seas in the global economy and confirm the vital importance of, and the need for, the preservation of maritime security as a global common good. Enjoying the longest coasts in such strategically important waterways as the Persian Gulf, the Sea of Oman and the Strait of Hormuz as well as high maritime shipping capacity, and also as an important oil- and gas-producing country, the Islamic Republic of Iran is highly interested in, and attaches great importance to, maritime security.”

“To remove this threat, the international community must compel the regime to renounce the possession of nuclear weapons, join the Treaty on the Non-Proliferation of Nuclear Weapons and put all of its nuclear activities and facilities under the comprehensive safeguards of the International Atomic Energy Agency. Other accusations of the Israeli regime’s representative were mere fabrication and disinformation too.”

“Finally, in his statement today, the Israeli regime’s representative once again played the victim and, to distract attention from the brutal crimes that the regime continues to commit, accused others in the region and the world. Instead of proposing to address the challenges of others, the Israeli regime must stop the murder and bloodshed and cease expanding its terrorist activities to the entire region. Israel’s accusations regarding Iran’s peaceful nuclear programme are completely absurd, irrelevant and baseless, and its objective is to cover up the danger that the nuclear weapons of that regime pose to the region and beyond.”

“There are various news reports and indications that, after being stopped and detained in the north of Beirut, which was then under the occupation of the Israeli regime, said Iranians were immediately handed over to the Israeli military forces. Likewise, there are various pieces of evidence, including assertions by some of those who were in Israeli prisons and released later or who have visited the prisons, suggesting that they are still alive and are in the hands of the Israeli regime. We underline the responsibility of the United Nations in properly addressing this criminal act, as well as its assistance in returning the abducted diplomats and journalist to Iran.”

“Condemning, in the strongest possible terms, all crimes of the Israeli regime against Palestinians, the Islamic Republic of Iran reiterates its support for the just cause of the Palestinian people and the full realization of all of their inalienable rights, in particular their inherent right to self-determination and to the establishment of an independent Palestinian State throughout Palestine, with Al-Quds Al-Sharif as its capital. In conclusion, I would like to recall the thirty-ninth anniversary of the abduction of three members of the embassy of the Islamic Republic of Iran in Beirut, as well as an Iranian journalist, who were captured in July 1982 during the occupation of Beirut by the Israeli regime.”

“Such unwavering support for Israel from the United States is against the inherent rights of the oppressed Palestinians, including their right to life, dignity, liberation, self-defence and self-determination and to establish their own independent State. The Security Council must put an immediate end to this unjustifiable and unacceptable trend and to compel the Israeli regime to cease, immediately and completely, all of its crimes against Palestinians; to remove the unlawful and inhumane blockade of the Gaza Strip; to end the occupation of all Palestinian territories, the occupied Syrian Golan and parts of Lebanon; and to hold that regime accountable for committing the gravest international crimes for several decades.”

“At the same time, it is evident that the decades-long silence and inaction of the Security Council against such grave breaches of the peace constituting a serious threat to international peace and security is because the United States has systematically shielded the Israeli regime against any action by the Council, one example of which is the use of the veto 44 times to prevent the adoption of draft resolutions of the Council against Israel, which is unprecedented in the Council’s history. The latest example of such measures was the act of the United States, in May 2021, to block the Council from issuing even a simple press statement calling for an end to Israel’s bombardment of Gaza.”

“Moreover, we must also refer to the continued destabilizing measures and military adventurism of the Israeli regime in the region, clear examples of which are the continued occupation of the Syrian Golan and parts of Lebanon, as well as the systematic violation of the sovereignty of these two countries in contravention of international law, in particular article 2(4) of the Charter of the United Nations. The history of mankind testifies that, when unlawful acts go unpunished, they are repeated. Therefore, the Israeli regime commits all such crimes with total impunity because, for well over seven decades, the Security Council has been dead silent against all unlawful acts committed by that regime, and the Council’s decades - long utter and inexcusable inaction has seriously emboldened that regime to commit more crimes with more brutality.”

“As clearly stated by the Secretary-General in his note on the economic and social repercussions of the Israeli occupation on the living conditions of the Palestinian people in the Occupied Palestinian Territory, including East Jerusalem, and of the Arab population in the occupied Syrian Golan, the blockade “may amount to collective punishment, which is prohibited under international law”. Yet the Israeli regime continues occasionally striking the Gaza Strip. Of course, these are only the tip of the iceberg of the inhumane crimes and unlawful practices committed by the Israeli regime against the Palestinians, constituting war crimes and crimes against humanity and entailing the international responsibility of the Israeli regime, whose officials must therefore be brought to justice for committing such heinous crimes.”

“Likewise, in referring to the brutalities of the Israeli regime, one must not lose sight of the blockade of Gaza, imposed since 2007, which, according to the Secretary -General, “continues to severely restrict the movement of persons and goods to and from Gaza, and has affected every aspect of Palestinians’ rights, including freedom of movement, the right to life, the right to health, the right to an adequate standard of living and the right to food”, and, according to a report of the Special Committee to Investigate Israeli Practices Affecting the Human Rights of the Palestinian People and Other Arabs of the Occupied Territories, by undermining all aspects of a viable economic and social life, “has transformed Gaza from a low-income society with modest but growing export ties into the regional and international economy to an impoverished ghetto with a decimated economy and a collapsing social service system”.”

“Such measures “resulted in the displacement of 1,255 Palestinians, the majority of whom were women (296) and children (666, including 305 girls)”. On 7 July 2021, the Israeli regime entirely demolished the Palestinian village of Humsah al-Fawqa for the fifth time. During its 11-day attack on Gaza in May 2021, the Israeli regime destroyed over 2,300 housing units, and according to the Office for the Coordination of Humanitarian Affairs, “an estimated 16,250 housing units sustained some degree of damage, as did multiple water and sanitation facilities and infrastructure, 58 education facilities, 9 hospitals and 19 primary healthcare centres”.”

“In addition, as reported by the Secretary-General, from 1 April 2020 to 31 March 2021, “4,450 Palestinians were held as ‘security prisoners’ in Israeli prisons, including 140 children, 37 women and 10 members of the Palestinian Legislative Council”. In a barbaric act on 8 July 2021, Israeli troops detonated explosives, destroying the family home of a Palestinian prisoner, Muntasir Shalabi. Furthermore, one of the unlawful and brutal actions of the Israeli regime has been the confiscation and demolition of Palestinian homes. According to the Secretary-General, from 1 April 2020 to 31 March 2021, “Israeli authorities demolished 1,015 Palestinian-owned structures … Demolitions more than tripled during Ramadan in 2020, compared with the same period in 2019”.”

“According to the Office for the Coordination of Humanitarian Affairs, almost 2,000 Palestinians were also injured during attacks on Gaza, including “over 600 children and 400 women, some of whom may suffer from a long-term disability requiring rehabilitation”. Besides, according to the Secretary-General, from 1 April 2020 to 31 March 2021, “Israeli military and security forces killed 21 Palestinians, including 6 boys, and injured another 1,662 Palestinians, including 185 children (7 girls and 178 boys) and 21 women”. The Israeli regime also continues to commit the most systematic and gross violation of the rights of the child. According to the annual report of the Secretary - General, in 2020, the United Nations verified 1,031 cases of grave violations against 340 Palestinian children, of whom 11 were killed, 324 maimed and 361 detained.”

“Since the previous quarterly open debate of the Security Council on the situation in the Middle East, including the Palestinian question, the situation in Palestine has been drastically aggravated owing to the unlawful policies and barbaric practices of the Israeli regime, including the desecration of Haram Al-Sharif, the confiscation, demolition, seizure and confiscation of Palestinian homes, and the killing and wounding of thousands of Palestinians in the West Bank and the Gaza Strip by the Occupying forces. For example, in its 11-day brutal and all-out war on Gaza in May 2021 alone, Israeli forces killed 256 Palestinians, including 66 children and 40 women. This includes 13 members of an extended family who were killed and buried in the rubble of their own home – many of whom were children, one as young as six months.”
