We appreciate the positive efforts by regional and subregional organizations such as the African Union, the East African Community (EAC) and the International Conference on the Great Lakes Region in exercising their good offices with regard to the issue of Burundi. We support the EAC in taking the lead in that regard. Thirdly, our priority should be increasing humanitarian assistance to Burundi and supporting its economic and social development. China notes that the Independent National Electoral Commission recently announced the results of the constitutional referendum, with broad participation and nearly three quarters of the population voting in its favour, in a full demonstration of the ability of Burundi's Government and people to properly address relevant issues. The international community should consider the situation in Burundi comprehensively and objectively, respect the country's ownership in handling its affairs and provide constructive assistance with a view to preserving peace and development in the region. It has formulated an national development plan, signed an agreement with Tanzania and the Office of the United Nations High Commissioner for Refugees on the return of refugees and worked with neighbouring countries to encourage the voluntary return of Burundian refugees to their homes. China welcomes those developments. Burundi is an important country in the Great Lakes region, and its stability and development contribute to wider peace and stability in the region. The international community should continue to provide it with constructive assistance. China would like to emphasize the following three points. First, there must be proper respect for Burundi's national ownership, sovereignty, unity and territorial integrity.

The international community should do more to enhance the safety and security of the peacekeepers, and we hope that MINUSMA will beef up its security measures so as to ensure that supplies and installations for security are in place. At the same time, we hope that it will continue to strengthen communications with troop-contributing countries and donors so as to ensure that it has the equipment and resources necessary to execute its mandate and ensure self-protection. China has more than 400 peacekeepers deployed to MINUSMA. China welcomes the formation of the Joint Force of the Group of Five for the Sahel (G-5 Sahel), which will enable them to cope and respond to terrorist activities and threats on their own initiative, and hopes that the United Nations Multidimensional Integrated Stabilization Mission in Mali (MINUSMA) and the international community will continue to provide support to the countries of the region and the Joint Force.   14. The Chair of the Mali sanctions committee, Ambassador Skoog, recenlty led the Council's mission to the country and held talks with various parties concerned. China hopes that the sanctions committee will play a constructive role in facilitating the Malian peace process. Secondly, the security situation in the country continues to deteriorate. The international community should, as requested by the Government, continue to support and help the Government to enhance its security and counter-terrorism capacity-building so that the latter can gradually assume the responsibility for maintaining order and security on its entire territory. We would like to thank Special Representative of the Secretary- General Annadif and Ambassador Skoog for their respective briefings. Recently, there has been positive progress in terms of implementing the Agreement on Peace and Reconciliation in Mali. The new Government of the country is firmly committed to the peace process. China expresses its appreciation for the efforts being carried out by the Malian Government and the Malian people. At the same time, however, the security situation in northern and central Mali remains grim. Terrorist activities are rampant inside the country and in neighbouring areas, which seriously affects the peace process.

The third issue is the situation in Africa.   32. On 19 January, the Council held an open meeting at the ministerial-level on peace and security in Afghanistan and Central Asia (see S/PV.8162) and adopted presidential statement S/PRST/2018/2. All that has helped Council members understand the Afghan issue through first-hand experience, facilitated efforts by the international community to explore ways to solve the Afghan issues from a regional perspective, and promoted lasting peace and development in Afghanistan and Central Asia. The second issue is the situation in Middle East. In January, the Council held an open meeting on Libya (see S/PV.8159) and an open debate on the question of Palestine (see S/PV.8167). More than 50 countries and organizations stated their views on the situation between Palestine and Israel and the status ofJerusalem.

Peace and stability in Afghanistan are in the interest of the long-term well-being of the Afghan people and impact their regional stability and security. The current security situation in the Sahel region is severe. The countries of the Group of Five for the Sahel (G-S Sahel) have decided to establish a Joint Force to address regional security challenges on their own. In recent weeks the Government of South Sudan has shown its commitment to maintaining national stability and promoting socioeconomic development, which China commends. However, the situation on the political, security and humanitarian fronts remains challenging. The international community should make moving South Sudan's political process forward an urgent priority. The Intergovernmental Authority on Development (IGAD) has recently been actively preparing for its high-level revitalization forum by conducting broad consultations with stakeholders in South Sudan and with other countries in the region. Much has been done to improve mutual understanding among the parties and make the political dialogue more inclusive.

  43. For ethnic communities in Kosovo, reconciliation and peaceful coexistence serve the fundamental interest of all and meet the need of Kosovo and countries in the region to develop and prosper. China hopes that the relevant parties will always put the well-being of their people first, effectively protect the legitimate rights and interests of all communities in Kosovo, refrain from actions and rhetoric that might escalate the situation and safeguard the peace, development and stability of the Balkans. Resolution 1244 (1999) provides an important legal foundation for resolving the question of Kosovo. All parties should observe the purposes and principles of the Charter of the United Nations and seek, through dialogue and negotiations, a solution that is acceptable to all parties within the framework of relevant Security Council resolutions.

  44. Mr. Zhang Dianbin (China) (spoke in Chinese): China thanks Mr. Tanin, Special Representative of the Secretary-General for Kosovo, for his briefing. China welcomes Mr. Dacie, First Deputy Prime Minister and Minister for Foreign Affairs of Serbia, to the Chamber to addresses the Council. I also listened very carefully by the statement made by Ms. Citaku. Currently, the security situation in the Kosovo region is relatively stable, although complex factors remain. China welcomes the resumption of high-level dialogue between Belgrade and Pristina since August. We hope that the two sides will remain committed to the general direction of a political settlement, continue to implement existing agreements and gradually increase mutual trust so as to create favourable conditions for the final peaceful settlement of differences.

  45. To date, there are over a 1,000 Chinese peacekeepers working in the United Nations Mission in South Sudan. Since the beginning of the year, China has provided $5 million in humanitarian assistance through the World Food Programme and has also donated through its bilateral channel 8,550 tons of food aid to the country. China is willing to continue to play its constructive role in helping South Sudan achieve lasting peace, stability and sustainable development.

Taban Deng Gai, delivered a speech at the General Assembly (see A/72/PV.19) in which he expressed the hope that there would be increased support from the international community for South Sudan in order to enhance social cohesion and allow the South Sudanese people to engage in post-war construction. While the international community is providing support to South Sudan - for example, in conducting blood transfusions - there must be greater input into economic foundations such as agriculture, energy and infrastructure. That will make South Sudan far more self-reliant, including in being able to ensure its own blood supply. The Chinese Government has consistently supported the South Sudanese peace process through both bilateral and multilateral channels, including the Security Council, to promote development in South Sudan.

  47. To ultimately address this issue, efforts must be made by the South Sudanese Transitional Government and its own people. Only by mobilizing this initiative on the part of the South Sudanese Transitional Government can assistance from the international community be much more productive and efficient. Before proposing solutions, the international community should engage with the South Sudanese Government in full consultation in order to avoid forcefully imposing any solutions. Thirdly, the matter of economic assistance merits attention in order to address the root causes of the South Sudanese crises.   48. In that connection, the international community should enhance its level of support. At the same time, the parties must enhance coordination and synergy in order to reach a political settlement. The AU, IGAD and other regional countries and organizations must seize this opportunity for greater involvement in the mediation process, while coordinating and cooperating in order to fully utilize their respective strengths and advantages. In that connection, the Security Council should play a coordinating role so as to ensure that the AU and IGAD can assume leadership roles in the mediation process. Secondly, the leadership role of the South Sudanese Government must be fully respected in terms of dealing with internal affairs.

  49. Parties attending those meetings enhanced communication and reached consensus. China welcomes such a development. At the same time, we also note that the situation in South Sudan is very fragile: there is continued armed conflict, slow political progress, a dire humanitarian situation and a severe economic recession. South Sudan needs the continued assistance of the international community. First and foremost, it is imperative that we encourage all parties to the conflict to return to the political track in order to achieve a cessation of hostilities and a ceasefire. China supports the national dialogue and the high-level revitalization forum on the South Sudan peace agreement, which is an important opportunity for South Sudan to achieve political reconciliation and implement the Agreement.

Since the beginning of the year, the Transitional Government in South Sudan has been committed to the resolution of the issue of South Sudan. The national dialogue launched by the South Sudanese Transitional Government and the Intergovernmental Authority on Development (IGAD) is preparing to hold the South Sudan high-level revitalization forum. During the previous session of the General Assembly, the United Nations, the African Union (AU) and IGAD held a high-level meeting on South Sudan. The AU Peace and Securiy Council also had a ministerial meeting on the South Sudan issue.
