“The operations of cross- border relief points have been extended successively several times. We urge the parties concerned to show sincerity in order to see positive progress made in the cross-line delivery operations. To date, the humanitarian aid for Syria is grossly underfunded. Donors should effectively deliver on the commitments to support humanitarian action and early recovery projects throughout Syria. Unilateral sanctions have long weakened the Syrian Government’s ability to revitalize the economy and carry out reconstruction. Such sanctions should be lifted. We once again urge foreign forces to end their illegal military presence in Syria and to stop plundering Syrian natural resources. I now resume my functions as President of the Council. “We also support the Arab countries in strengthening their solidarity and cooperation to make greater efforts to reach a political settlement of the Syrian issue. Terrorism is a long-standing threat to the political process in Syria. China welcomes the positive progress made by the Syrian Government in combating terrorism and firmly supports their efforts in this vein. We call upon the international community to act in accordance with international law and Security Council resolutions, adopt a uniform standard and a zero-tolerance approach in its cooperation to combat terrorist forces in Syria. “The international community should start with the full implementation of resolution 2712 (2023) so as to realize a sustainable ceasefire and effectively protect civilians through joint efforts to keep the situation under control and eliminate the risk of escalation of the situation on the Syrian- Israeli border. Secondly, we must work together to promote a political solution to the Syrian question. The international community should, based on full respect for the sovereignty, independence, unity and territorial integrity of Syria, and in accordance with the spirit of resolution 2254 (2015), adhere to the principle of Syrian-led and Syrian-owned solutions, encourage dialogue, bridge differences and find a solution acceptable to all parties. We welcome the continued engagement of Special Envoy Pedersen with all parties in that respect.”

“I shall now make a statement in my capacity as representative of China. I will mention three points. First, we must work together to avoid a spillover from the Palestinian-Israeli conflict. Over the past two months, the situation in the occupied Golan has remained tense. Airports in Damascus and Aleppo are among the various locations within Syria that have been subjected to frequent air strikes. This is a matter of deep concern to China. All parties in Syria and Israel should exercise maximum restraint and avoid escalation. Major countries outside the region should play a constructive role that contributes to the de-escalation of the situation. The occurrence of these incidents is closely related to the current round of escalation in the Palestinian-Israeli situation.”

“We strongly condemn actions in Gaza that clearly violate international humanitarian law. We oppose the collective punishment of civilians in Gaza, as well as their forced displacement or transfer. We urge Israel to lift its blockade of Gaza as soon as possible and fully restore the supply of essential materials such as water, electricity and fuel. We call for the emergency opening of more relief channels to Gaza and the full utilization of crossing points, including Kerem Shalom, so as to ensure that sufficient humanitarian supplies can enter Gaza from all directions in an unimpeded and highly efficient manner. China supports further actions by the Council in that regard, on the basis of resolution 2712 (2023). We must step up efforts to promote the revitalization of the political horizon of the two-State solution.”

“Resolution 2712 (2023) is the initial step for promoting a ceasefire and easing the situation. It is of a great significance and must be implemented immediately and fully so as to achieve a lasting ceasefire and avoid a bigger humanitarian catastrophe. Israel must stop all military operations against hospitals, schools and other civilian facilities and contain the intensifying settler violence in the West Bank. We welcome the active mediation by Qatar and Egypt, among others, to facilitate the release of part of the people held captive. We support further diplomatic efforts so that more people held captive can be released at an early date. We hope that this will create political space for dialogue and negotiation and the restoration of peace. We must step up efforts to protect civilians.”

“Since Israel’s announcement of the evacuation order, 80 per cent of the population in Gaza have been forced to flee their homes. The medical system in Gaza, under blockade and siege, has seen a complete collapse. Out of 24 hospitals in the north, 22 have already shut down. The World Health Organization called Al Shifa Hospital a death zone. From schools run by the United Nations to the Indonesian hospital in Gaza, from the Jabaliya refugee camp in the north to the Khan Younis camp in the south, civilian facilities have been targeted frequently, and there is nowhere for the children in Gaza to run. In the past 46 days, more than 5,000 children have been killed. All this should not and must not be allowed to continue. We must step up efforts to promote an immediate cessation of hostilities and realization of a ceasefire.”

On 20 November, a delegation of Arab Islamic foreign ministers visited Beijing and conducted in-depth exchanges and coordination with China on promoting the de-escalation of the current conflict, the protection of civilians and a just solution to the question of Palestine. Chinese leaders and the visiting foreign ministers agreed that the international community should take immediate and responsible actions to prevent a spillover of the crisis, resume peace talks and realize lasting peace and security in the Middle East. The three briefings we just heard further highlight the gravity of the situation in Gaza and the urgency of saving lives.”

The Palestine-Israel situation has been a source of concern for the entire world. China has always made unremitting efforts to restore peace. On 21 November, the BRICS group — Brazil, Russia, India, China and South Africa — held its first summit since its expansion. During the meeting, President Xi Jinping elaborated China’s position and proposal on ending hostilities and achieving a ceasefire, as well as realizing durable peace and security, thus speaking up for justice and peace and pointing the way to ease the current situation towards a fundamental settlement.”

“United Nations missions must provide equal opportunities for women in training, recruitment and promotion, and make appropriate arrangements in terms of logistics and security to facilitate the performance of duties by female police officers. At the same time, the imbalance in geographical representation has been a persistent issue. We hope that other nations will recruit more talent from developing countries and assign such recruits to mid- and senior-level positions in the Department of Peace Operations and in field missions. Sixthly, we must respond to the challenges posed by emerging technologies. The disruptive development of emerging technologies continues to have a complex impact on United Nations peacekeeping operations.”

“It is crucial to fully implement resolution 2518 (2020) so as to provide more targeted protection for peacekeepers. United Nations police, especially individual police officers, have limited equipment and are subject to significant security risks. All parties concerned must maintain close communication and coordination to promote the timely and full deployment of police officers with adequate equipment to ensure the self-protection and emergency response capabilities of United Nations police. Fifthly, we must give full play to the unique role of female peacekeepers. As Ms. Fossen mentioned in her statement, indeed more and more female peacekeepers are contributing to United Nations peace operations. China welcomes that development.”

“United Nations police are also duty-bound to support the building of the law enforcement and judicial capacity of host countries. The United Nations Mission in South Sudan and the United Nations Multidimensional Integrated Stabilization Mission in the Central African Republic have both accumulated useful experience in that regard, and it is important to take stock of their best practices with a view to replicating them in other contexts. I also hope that, on the basis of today’s exchange, we will be able to promote some of the good practices in other missions. Fourthly, we must ensure the safety and security of peacekeepers. The recent spate of attacks reminds us that the security risks confronting our peacekeepers remain acute.”

“I would like to put a question to all the Police Commissioners present here today: in terms of increasing the trust between their missions and host countries, what better and practical suggestions and recommendations do they have in that regard? Thirdly, we must reinforce the capacity-building of host countries. Past experience shows that supporting the capacity-building of host countries is a sure way to maintain the flexibility and effectiveness of United Nations missions and ensure their ultimate success. To that end, support for host country capacity-building, including sustainable development capabilities, should be integrated into United Nations missions’ transition and exit planning and performance assessment.”

“The number of tasks is increasing, but the priorities are no longer that clear. In some cases, mandates have even become divorced from reality. In his New Agenda for Peace, the Secretary- General proposed that United Nations peace operations be given clear, prioritized and achievable mandates that can be adapted to the changing situation on the ground. We believe that, as a critical link of peace operations, peacekeeping policing must resolutely serve the core mandate of promoting a political settlement and constantly explore new ways to leverage its own advantage to facilitate the performance of United Nations missions’ overall mandates. Secondly, stable partnerships with host countries should be established. Host country relations are a major challenge facing many United Nations missions today.”

The Secretary-General’s report on the comprehensive assessment of the overall performance of United Nations peacekeeping operations, issued this past August (S/2023/646), offers a valuable reference in that regard as well. In the light of the situation we currently face and of the Secretary-General’s recommendations, I would like to make the following points. First, there is a need to make peacekeeping mandates more realistic. For many long-standing United Nations peace operations, their mandates have become increasingly complex and unwieldy over the years, with blurred priorities.”

“All crossings into Gaza should be utilized, and the Kerem Shalom crossing should be opened as soon as possible. These days, we also hear frequent discussions about the “day after” for Gaza. Regarding that point, it must be pointed out that no arrangement for Gaza can be imposed on the Palestinian people. No solution to the current situation can deviate from the two-State solution. The future of Palestine must — and can — be decided only by the Palestinian people themselves. “The Council should also respond to the joint appeal made by Director-General Ghebreyesus and Commissioner-General Lazzarini to promote the establishment of a medical evacuation mechanism so that pregnant women and all those who are seriously injured or ill in Gaza can be transferred and treated in a timely manner. The resumption of the supply of deliveries is urgent. We call on Israel to immediately lift the blockade and completely remove restrictions on livelihood supplies, in particular fuel delivery to humanitarian and medical institutions and livelihood facilities. Over the past two weeks, just over 500 trucks have entered Gaza through the Rafah crossing, which is a drop in the bucket for the people of Gaza, who are struggling and on the brink of death.”

“We demand that the physical safety and humanitarian needs of detainees be guaranteed and call for diplomatic efforts to facilitate their release as soon as possible. There is no time to waste in saving lives. More than 1,300 children and their families are trapped in the rubble, and their fate remains unknown. “Wars can be won by relying on weapons, but that will not bring about peace. The relentless flow of weapons onto the battlefield serves only to exacerbate and perpetuate the Ukraine crisis, causing more innocent people to suffer from the war. We call on all the parties, especially the countries with major influence, to play a truly positive role instead of intensifying confrontation, prolonging the war and exacerbating tensions. We should all work to foster an environment conducive to peace. China’s position on the Ukraine issue is crystal clear. We have always stood on the side of peace and dialogue. We remain committed to facilitating peace talks and seeking a political settlement of the Ukraine crisis. The international community should step up diplomatic efforts with a greater sense of urgency.”

“I shall now make a statement in my capacity as the representative of China. I thank Assistant Secretary-General Jenča for his briefing. The missile attack in the Donetsk region yesterday damaged municipal and civilian infrastructure and caused dozens of civilian casualties. China is gravely concerned about that. The protection of civilians is a red line under international humanitarian law. Civilian infrastructure should not and must not be allowed to become military targets. Whether on the Ukraine issue or on other issues, China opposes all violence and attacks against civilians. China once again calls on the parties to the conflict to remain calm and exercise restraint, strictly abide by international humanitarian law and make every effort to protect civilians and key civilian facilities.”
