Only by successfully reintegrating the former combatants and guaranteeing that they lead stable lives will security risks be eliminated. China greatly appreciates the work done by the United Nations Development Programme (UNDP) in this regard. Thirdly, the United Nations Political Office in Bougainville (UNPOB) and the Bougainville Transition Team (BTT) should continue to play an important role. Under the leadership of Ambassador Sinclair, UNPOB has made positive contributions to the peace process in Bougainville. China appreciates and will continue to support the work of UNPOB.

  3. Important work, such as establishment of a constituent assembly to review and adopt a constitution and the holding of elections for an autonomous Government, will be successively carried out. I shall discuss a few points concerning the peace process. First, efforts should be continued to step up the weapons collection programme. Success in creating a constitution and holding elections will depend upon the success of the weapons collection programme. We appeal to the various parties to be flexible in order to reach a consensus on how to dispose of the weapons already collected and to conclude the work in stage III. This will help promote confidence among the various parties and will increase the sense of security among the people of Bougainville and their confidence in the peace process.

  4. Mr. Zhang Yishan (China) (spoke in Chinese): I wish at the outset to thank Ambassador Sinclair, the representative of the Secretary-General, for his very comprehensive briefing. I also appreciate the briefing by the representative of Papua New Guinea. On 29 July, Ambassador Sinclair submitted to the Government of Papua New Guinea a report verifying and certifying the completion of the work of stage II. The relevant Papua New Guinea constitutional amendment and the new organic law have begun to be formally implemented. Implementation of the Bougainville Peace Agreement has yielded preliminary results, for which the Chinese Government feels greatly encouraged. At present, the Bougainville peace process continues to face the task of weapons disposal in stage III.

We hope that the resolution can contribute to stabilizing the Liberian situation, to alleviating the humanitarian crisis in its capital and to promoting a peaceful solution to the Liberian question. China appreciates the tireless efforts of the Secretary-General and of the Economic Community of West African States (ECOWAS) in promoting the peace process. We highly value the decisions reached at the recent ECOWAS summit, and we call upon the international community to provide assistance to the ECOWAS peacekeeping force. We hope that cooperation between the United Nations and ECOWAS can be further strengthened so that, together, they can help the parties in Liberia to end their conflict and to achieve stability and peace in the country soon.

  7. We hope that, in the people's interests, they will intensify their constructive negotiations in order to reach a consensus on arrangements for a transitional Government as soon as possible. We welcome the resolution just adopted by the Security Council, which authorizes the deployment of a Multinational Force to Liberia. The resolution has demonstrated the determination of the United Nations in seeking a political solution to the Liberian question. We have taken note of the concerns of a number of members with regard to paragraph 7 of the resolution, and we regret that a compromise solution could not be found on that point by the parties concerned.

We are therefore pleased to note that, in the spirit of compromise and cooperation, and after numerous consultations, we have finally adopted the present resolution on Western Sahara. That once again proves that, with sufficient political will, consensus is always attainable. We hope that the spirit of consensus will continue to prevail in our work. China has always been concerned about the issue of Western Sahara. It has been our hope that this matter could be resolved in a fair and equitable way, within the framework of the United Nations. China supports and appreciates the efforts made by the Secretary-General and his Personal Envoy, Mr. James Baker.

  11. They have been carrying out terrorist acts in China and in the Central Asian countries and are an important part of the international terrorist forces. Opposing East Turkestan terrorist organizations is an important aspect of the international counter-terrorist struggle. Last year, at the request of China and of other concerned countries, the Committee put the major East Turkestan organization, the East Turkestan Islamic Movement, on the consolidated list. We hope that other East Turkestan terrorist organizations also will be included on that list. We will continue to work closely with the members of the Committee and to contribute to the strict implementation of Security Council resolution 1455 (2003) and of other resolutions and to the global struggle against terrorism.

  12. Thirdly, the practicality of the consolidated list must be improved and enhanced. This list is an important tool for Member States in implementing sanctions. Through the efforts of the Committee, the consolidated list has been rendered even more useful. We hope that additional efforts can be made to improve it in order to ensure that the information provided is as detailed, accurate and specific as possible. China has always attached great importance to, and actively participated in, the work of the Committee and has strictly applied the sanctions adopted by the Security Council through its resolutions. China, too, faces the scourge of terrorism. East Turkestan terrorist organizations have been receiving long-term training, arms and funding from the Taliban and Al Qaeda.

  13. The views and proposals of the Committee and of the Monitoring Group provide important guidance. We encourage the Committee and the Monitoring Group to acquire firsthand information and to use precise evidence as a basis for strengthening its analytical work, and we appeal to States to cooperate with, and support, the work of the Committee and the Monitoring Group. Secondly, coordination and cooperation with the Security Council and the Counter-Terrorism Committee must be strengthened. Both committees are important mechanisms in the Security Council's counter- terrorism efforts. The strengthening of exchanges will be helpful in order to avoid duplication, improve efficiency and move forward in the struggle against terrorism. We welcome and support the momentum achieved recently by the two Committees in strengthening cooperation.

  14. This is an important and indispensable part of the counter-terrorism struggle waged by the Security Council and the world as a whole. Recently the Committee took a series of active measures to implement the resolutions of the Security Council and to enhance the work of the Committee. These include improvement of the consolidated list, the revision and expansion of the guidelines for the work of the Committee, and the drawing up of guidelines for Member States in the formulation of their implementation reports. The Committee still faces an arduous task, however. I should like to make three proposals concerning the work of the Committee and of its Monitoring Group. The first area of importance is for the Committee to strengthen its capacity for analysis and research, and to implement and improve sanctions against Al Qaeda and the Taliban.

The Security Council Committee established pursuant to resolution 1267 (1999) as a sanctions mechanism, targeting the Taliban, Al Qaeda and relevant entities and individuals, has shown us the importance of studying and analysing changes in the level of threat posed by Al Qaeda; continuously updating the list of entities and individuals subject to sanctions; and assisting States in the implementation of their sanctions measures and in monitoring and enhancing these measures. The Committee addresses the sources of funding and weapons used in the planning and carrying out of terrorist attacks by Al Qaeda in order to determine if these links can effectively be severed and whether illegal cross-border activities by terrorist elements can be forcefully combated.

  16. I would also like to welcome the presence of the Chairman of the Monitoring Group of the Committee, Mr. Chandler, and other Committee members. Terrorism is the common enemy of the international community. The terrorist bombings that have taken place recently in Saudi Arabia, Chechnya, Morocco and Afghanistan indicate that the Taliban and Al Qaeda still constitute a serious threat to international peace and security and to regional peace and stability.

  18. Countries in West Africa are closely interwoven and have influence with each other. We favour the proposal by the Council's West African mission that a regional approach be adopted to settle the conflicts there. We believe that the rampant activities of professional mercenaries, the proliferation of small arms and the illegal exploitation of natural resources lead to instability in West Africa. But it is a fact that poverty is a root cause of such problems. Therefore, the eradication of poverty, along with economic development, is the fundamental way out for achieving lasting peace in West Africa. The United Nations must carefully study this issue - how to help the West African countries eradicate poverty and achieve sustainable development.

  19. We support the work of the United Nations Mission in Cote d'Ivoire under the leadership of the Special Representative of the Secretary-General and in accordance with the mandate of the Council. China calls upon the international community, especially the donor countries, to continue to provide generous support to the people and Government of Cote d'Ivoire. We call upon the donor countries to provide ECOWAS with further support in order to facilitate its peacekeeping efforts there. We support the strengthening of cooperation between the United Nations and ECOWAS so as to further promote the peace and reconciliation process in the country. I sincerely hope that process of peace, reconciliation and development in Cote d'Ivoire will be smooth. I also hope that the people will move towards peace, stability and prosperity.

It is our sincere hope that the parties there will proceed from the fundamental interests of the country and the nation, bury the hatchet and strengthen cooperation in a spirit of mutual understanding. We hope they will sincerely implement the Linas- Marcoussis Agreement and the Accra Agreement so as to achieve national stability at an early date and to create a sound environment for the economic and social development of the country. Peace and reconstruction in Cote d'Ivoire cannot be separated from the support and help of the international community. The Chinese delegation appreciates the peace efforts by the United Nations, the Economic Community of West African States (ECOWAS) and France in the country.

  21. We deeply appreciate the efforts made by the Government of Cote d'Ivoire to implement the Linas-Marcoussis Agreement, to bring about national reconciliation and to maintain national stability. We welcome the joint declaration signed on 4 July between the C6te d'Ivoire national defence and security forces and Forces nouvelles. This declaration undoubtedly is of crucial importance to the peace process in Cote d'Ivoire. We have also noted that the Government of Cote d'Ivoire has already presented the amnesty law to the National Assembly, and we hope it will be adopted very soon. We support the full implementation of disarmament, demobilization and reintegration programmes. China has always closely followed the situation in Cote d'Ivoire.

  22. I am certain that he will make a further contribution to peace and reconstruction in Iraq. I wish to take this opportunity, on behalf of my country and of my delegation and on my own behalf, to wish him every success in his new capacity. I wish to thank you, Mr. President, for having convened this important meeting. The peace process in Cote d'Ivoire is now at a crucial stage. It is therefore a very timely meeting, and it is necessary for the Council to listen to the briefing and to exchange views on this issue.   23. Mr. Zhang Yishan (China) (spoke in Chinese): I wish first of all to comment on Ambassador Greenstock's departure from the Council. Ambassador Greenstock will be leaving us to take up his new responsibilities. He was involved in the drafting of resolution 1483 (2003) on Iraq - indeed the United Kingdom was a sponsor of that resolution. He therefore has an excellent understanding of that resolution; it can even be said that he is an expert on it. I am convinced, therefore, that in his new capacity he will work in the spirit of the Security Council. He has a very good understanding of the Council's attitude, position and even sentiments towards that resolution. I believe that he will do his best to implement resolution 1483 (2003); he was present when it was unanimously adopted.

  24. While we strive further to strengthen cooperation between the CTC and international, regional subregional organizations, we must ensure the Committee's core position and leadership. International, regional and subregional organizations should work in the spirit of Security Council resolutions fully to support and cooperate with the CTC. China has always fully supported the global fight against terrorism and the work of the CTC. We will continue in the future to participate constructively and actively in the work of the CTC. I wish to affirm that the Chinese delegation intends to work closely with Ambassador Arias to ensure that the CTC can better serve the international cause of counter-terrorism and the interests of the myriad States Members of the United Nations.

To that end, the CTC should not only continue to serve as a bridge between recipient and donor countries, but also closely follow the provision of such assistance so that the donors, as proposed by the CTC, can effectively provide assistance to countries in need. The eighth 90-day programme of work includes some very good ideas on counter-terrorism assistance to be provided by the CTC and I hope that action will be taken to turn those ideas into reality. Secondly, it is imperative that we maintain the leadership of the CTC in the cause of international counter-terrorism. The CTC was established by the Security Council under Chapter VII of the United Nations Charter and its authority and legitimacy are irreplaceable.

  26. The CTC has continued to strengthen its cooperation with international, regional and subregional organizations. Its Chairman has sent letters to 17 international and regional organizations, in which he has indicated the inter-State areas for cooperation. We highly appreciate the leadership of Ambassador Arias and the worthy efforts of his colleagues. At the same time, I wish to thank the Vice- Chairmen and the secretariat of the CTC for their work. China supports the eighth 90-day programme of work of the CTC. I wish to make two comments on the Committee's future work. First, it is important to further strengthen the work being done in counter-terrorism assistance. Under your leadership, the work of the CTC over the past three months has made further progress. The CTC has continued actively to review the progress reports submitted by various countries on their implementation of resolution 1373 (2001) and has begun its review of stage B implementation in certain countries. The CTC's counter-terrorism assistance has been carried out at a deeper level and, on the basis of the particular situations of various countries, the Committee has made relevant proposals in its draft letters.

The recommendations put forward by the Secretary-General in his report with regard to the future role to be played by the United Nations in Iraq's reconstruction are timely and highly important. The Council should give them due attention and careful consideration. I would like to reiterate that China has always attached importance to Iraq's reconstruction. China was one of the first countries to give humanitarian assistance to Iraq. We will continue to render support to the Iraqi people within our capabilities. We are prepared to work with other members of the international community to help the Iraqi people in their reconstruction efforts and to ensure early achievement of national stability and development. The Iraqi people have a long history and an ancient culture. Their country is a cradle of civilization.

  30. In that regard, the forthcoming international conference on Iraq's reconstruction, which is scheduled for October, is of important significance. We wish the conference fruitful results. Thirdly, we are in favour of an active and effective role for the United Nations in Iraq's political process and economic reconstruction. Security Council resolution 1483 (2003) has established a good foundation for this effort. The resolution also reflects the international community's consensus. It should therefore be fully implemented. As pointed out by the Secretary-General, the legitimacy and impartiality of the United Nations is a considerable asset in promoting the interests of the Iraqi people.

Secondly, we are deeply concerned about the security situation in Iraq and its negative effects on the restoration of normal life for the Iraqi people and on the international humanitarian relief endeavour. Achieving security and stability in Iraq is undoubtedly a very important and urgent task. Security is closely linked to reconstruction and development. We hope that, with the efforts of the parties concerned, law and order in Iraq will be restored and the security situation will be improved as soon as possible. After suffering from years of economic sanctions and the scourge of war, Iraq now faces the arduous and complex task of reconstruction. An effective response to those challenges requires the extensive participation and support of the international community.

  32. We wish to see the earliest possible formation of a broadly representative interim administration, supported by the Iraqi people. We favour the early launching of a constitutional process run by and for Iraqis. The Iraqi Governing Council was established a week ago. We welcome this development and share the Secretary-General's view that "it is important that Iraqis are able to see a clear timetable leading to the full restoration of sovereignty". (S/2003/715, para. 107) We look forward to the day when Iraq will be reintegrated into the international community with a new look as an independent and sovereign member pursuing a policy of good-neighbourliness.

  33. I wish to reiterate that the Chinese Government shall continue to support them in implementing recent Security Council resolutions. In the Secretary-General's report and the supplementary briefings given by him and Mr. Vieira de Mello, three points in particular have drawn our attention. First, the Iraqi people ardently hope to see their sovereignty and self-government restored as soon as possible. Secondly, the security situation in Iraq remains unstable and economic reconstruction will be an arduous and long-term task. Thirdly, the United Nations can and should play an active role in the course of reconstruction. China wishes to state its views with particular focus on these areas. First, we fully understand the powerful aspirations of the Iraqi people to being masters of their own country.

We also acknowledge the statement made by the representative of the Iraqi Governing Council, Mr. Pachachi. Over the past two months, Mr. Vieira de Mello, acting under the mandate of Security Council resolution 1483 (2003), has opened extensive contacts with various Iraqi sectors and other relevant parties and has heard their views on the reconstruction of their country. He has provided us with important information for a comprehensive and objective understanding of the situation in Iraq and of the aspirations of the Iraqi people. In his report, the Secretary-General has made many useful recommendations for the way forward. We highly appreciate the valuable contributions of the Secretary-General and Mr. Vieira de Mello.

The Chinese delegation wishes to thank Secretary-General Kofi Annan for his recent report on Iraq and for the supplementary briefings which he and his Special Representative, Mr. Sergio Vieira de Mello, delivered earlier. We listened attentively to the Secretary-General's statement, which drew a very clear picture of the current situation in Iraq and the aspirations of the Iraqi people and provided a concise summary and explanation of what should be done in that country. It reflected his usual wisdom and vision, and I wish to place on record my highest appreciation of and support for it.

  36. The Chinese Government has always fully promoted the peace process in the Democratic Republic of the Congo. We have contributed military observers, military engineers and medical teams to MONUC, and we have also participated in the international committee in support of the transition in the Democratic Republic of the Congo. I wish to reiterate here that China, will, as always, work with all the parties concerned to play a constructive role in the political resolution of the issue of the Democratic Republic of the Congo.

  37. We hope that an expanded and modified MONUC will make further positive contributions to the peace process in the Democratic Republic of the Congo. At the recently concluded second summit of the African Union, the African States reached a broad consensus on the integration of the African Union and the prevention and settlement of regional conflicts in Africa. They also put forward many practical measures. These will help to create a sound external environment for the settlement of conflict in Africa, including that in the Democratic Republic of the Congo. We are convinced that, with the strong support of the international community and joint efforts on the part of the African countries and peoples, conflict in the Democratic Republic of the Congo and in Africa at large will be resolved fully and at an early date.

  38. The Democratic Republic of the Congo has a vast territory and a wealth of natural resources. We sincerely hope that the various parties in that country will put aside past differences and work jointly, in a harmonious and cooperative manner, to bring the Democratic Republic of the Congo into a new era of peace, stability, prosperity and development. The peace process in the Democratic Republic of the Congo is at a crucial stage. The international community must increase its political, economic and financial contributions to it so that the Transitional Government can receive the necessary support. China supports the idea that, as a result of the latest development, the mandate and size of MONUC should be adjusted. We support the adoption by the Council of a draft resolution on this issue at an early date.

All of these events are testimony to the fact that the various parties in the Democratic Republic of the Congo have gradually moved onto the path of political reconciliation, peace and national unity. We have always believed that the fundamental resolution of the question of the Democratic Republic of the Congo depends on the efforts of the Congolese people themselves. We sincerely hope that the various parties in that country will proceed on the basis of the long- term and fundamental interests of the people and that they will seek common ground while putting aside their differences and working in a spirit of national reconciliation and mutual understanding. We hope that they will implement the agreements in good faith so as to promote the peace process.

  40. I wish also to express my appreciation to the European Union-led Interim Emergency Multinational Force for its efforts to stabilize the situation in Bunia. The situation in the Democratic Republic of the Congo has been an ongoing source of concern for China. We are pleased to note that in the past several months significant progress has been made in the peace process in that country. In early April, the Government of the Democratic Republic of the Congo and the parties concerned reached agreement on transitional arrangements. President Kabila was later sworn in as the head of the Transitional Government. On 30 June the Transitional Government was formally established, and yesterday four Vice-Presidents were sworn in.

  41. In June I took part in the Council's mission to Central Africa and was a witness to the conflict in the Democratic Republic of the Congo as well as to the poverty in Ituri and Bunia. As a result, I understand better the difficult circumstances in which Mr. Ngongi has been working and the contributions he has made to the peace process in the Democratic Republic of the Congo. I wish also to express my congratulations to Mr. Ngongi, because, as he was leaving, the Transitional Government of the Democratic Republic of the Congo was established. I believe that this represents the best possible culmination of his two years in the Democratic Republic of the Congo. I wish him every success in his new capacity.

Mr. Zhang Yishan (China) (spoke in Chinese): I would like first of all to thank Under-Secretary- General Guehenno and former Special Representative of the Secretary-General Ngongi for their respective briefings. The Security Council has held two public meetings this month on the question of the Democratic Republic of the Congo. This is clear evidence that the Security Council and the parties concerned attach great importance to the peace process in the Democratic Republic of the Congo. I wish to take this opportunity to thank Mr. Ngongi for the efforts he has made over the past two years at the head of the United Nations Organization Mission in the Democratic Republic of the Congo (MONUC) to advance the peace process in that country.

  44. The first was "Long live the Democratic Republic of the Congo". That is easily understandable because, as a resident of the country, she naturally hopes that her country will become independent and prosperous. However, it was her second slogan that was most striking. She said, "Long live MONUC". Judging by that, we can see that the people of the Democratic Republic of the Congo have great confidence in, and expectations of, the United Nations and the United Nations Organization Mission in the Democratic Republic of the Congo (MONUC). That is because MONUC has played a very good and positive role among that long-suffering people. It can undoubtedly provide warmth and security to people there. What that woman said demonstrates that MONUC, by protecting human rights in the country, has played a very positive role.

  45. His account of the human rights situation in Mambasa and Drodro was truly shocking. Some of his recommendations deserve further, detailed study by the Council. Efforts to protect human rights need to be further strengthened. As a member of the Security Council, I participated in the mission that visited the Democratic Republic of the Congo. I witnessed first-hand the poverty, instability, violence and violations of human rights. I also saw the child soldiers. Those children are really very young. Some are not even as tall as the weapons they carry. While visiting Bunia, we met with officials of the interim administration and members of non-governmental organizations present there. A woman said something that I found unforgettable. At the end of her statement, she pronounced two slogans.

There have been some positive developments in the country, which we very much welcome. The transitional Government of the Democratic Republic of the Congo has finally been established. We sincerely hope that there will be a fresh start in the history of the Congolese people, and that that people will finally take the road to stability, independence and prosperity. We would also like to thank the Deputy High Commissioner for Human Rights for his briefing.

  47. It is a positive sign. We hope that with the support of the international community, both sides will maintain dialogue and gradually find a proper solution to outstanding issues in order to achieve long-term peace, stability and development in Kosovo. China has always been concerned by the situation in Kosovo and in the Balkan region in general. The Vice-Minister of Foreign Affairs of China will soon visit Serbia and Montenegro and he will go to Kosovo to establish contacts with the local parties. We will continue our own efforts for the full implementation of Council resolution 1244 (1999).

  48. They still encounter problems in using their own language and in participating in politics and public life. To make Kosovo a genuinely democratic and tolerant society, such a situation should be reversed at an early date. We have noted that yesterday the Serbian leaders in Kosovo invited all internally displaced persons and refugees to return to their homes. We have taken note of that appeal. We hope that the parties concerned will take practical actions so that all refugees and internally displaced persons can return to their homes at an early date and in decent conditions. The settlement of the issue of Kosovo ultimately depends on dialogue and cooperation between the Government of Serbia and Montenegro and the Kosovo Provisional Institutions of Self-Government. We welcome the willingness to cooperate shown by the leaders of both sides.

  49. We are pleased to note that over the past several months the situation in Kosovo has shown progress. The Transfer Council is up and running. The Kosovo Police Service has set up the unit against organized crime. UNMIK has decided to establish a special board to monitor the Kosovo Protection Corps. That deserves our positive appraisal. At the same time, we are concerned at the slow progress in national reconciliation and in the establishment of a multi-ethnic society in Kosovo. As the Secretary-General pointed out in his report, violence and crimes against ethnic minorities are still taking place. Ethnic minorities, especially Serbs, find that there are still difficulties ensuring their freedom of movement and that their mass return to their homeland is difficult.

  50. I wish to congratulate your country, Madame, on presiding over the Security Council for this month. The Chinese delegation will fully support your work. I also wish to take this opportunity to express our thanks to the Russian delegation for presiding over the Council last month. I thank Ambassador Lavrov for his diplomatic skill, which led to the successful completion of the Council's work for last month. The Chinese delegation thanks the Secretary- General for his report (S/2003/675) and Mr. Steiner for his briefing. Over the past year, Mr. Steiner has led the efforts of the United Nations Interim Administration Mission in Kosovo (UNMIK) to restore social stability and economic development in Kosovo. He has made a tireless effort. We express our appreciation for that.
