Resolution 1244 (1999) is the principal legal basis for resolving that question, and it is vital that in doing so we adhere to the purposes and principles of the Charter of the United Nations and engage in dialogue and negotiations within the framework of the relevant Security Council resolutions, in order to reach an appropriate settlement that is acceptable to all the parties. We appreciate Serbia's positive efforts in the search for a political solution to this issue, and welcome the significant consensus that has been reached in the high-level dialogue between Belgrade and Pristina on mutual recognition of academic credentials and personnel integration.

I have also listened attentively to the remarks of Ms. Vlora Citaku. China respects the sovereignty and territorial integrity of Serbia, and we understand Serbia's legitimate concerns regarding the question of Kosovo.

  5. South Sudan has just started its peaceful reconstruction, and there is a long and difficultjourney ahead. It therefore needs strong support from the international community. China hopes that the Council and the international community at large will continue to provide support to IGAD. Meanwhile, we actively encourage all the parties in South Sudan to meet each other half way and push for an early formation of a transitional Government so as to restore peace, stability and development in the country at an early date. China will continue to play a constructive role in the political settlement of the question of South Sudan. Last but not least, I wish the delegation of Angola, the incoming President of the Security Council, all the best in the month of March.

We call on the international community and the countries of the region to continue to support the mediation efforts of Special Envoy De Mistura and to act together to push all the parties in Syria to accept and implement the agreement as soon as possible, with the aim of ceasing hostilities and resuming the Geneva peace talks in order to create conditions conducive to a rapid and appropriate settlement of the Syrian issue. Thirdly, on South Sudan, good progress has recently been made in implementing the agreement on resolving the conflict in South Sudan. The Government of South Sudan has declared that it is going to establish a Government of national unity in the first week of March. China highly appreciates the mediation efforts of the Intergovernmental Authority on Development (IGAD).

  7. Secondly, with regard to Syria, there has been good progress recently in bringing in humanitarian assistance and promoting a cessation of hostilities. Important decisions were made at the ministerial meeting in Munich of the International Syria Support Group regarding expanding humanitarian aid and halting hostilities. The Russian Federation and the United States reached an agreement on ceasing hostilities, which China welcomes.

Preserving the legitimate national rights of the Palestinian people is the collective responsibility of the international community, which should take stronger measures to reactivate the Israeli-Palestinian peace talks, push Palestine and Israel to resume them as soon as possible and meanwhile strengthen cooperation with Palestine and economic assistance to it with a view to alleviating the humanitarian situation. The Council should respond positively to Palestine and the Arab States' legitimate aspirations and carefully study the issue of providing international protection to Palestine, in order to play a greater role in promoting the peace talks. China welcomes all initiatives conducive to ameliorating the situation and resuming peace negotiations.

Council sanctions against Somalia and Eritrea should contribute to promoting peace and stability in Somalia and the Horn of Africa, as well as to the counter-terrorism efforts of the Somali National Army and the African Union. The final report of the Monitoring Group issued in October (see S/2015/802) found no evidence of support to Al-Shabaab by the Eritrean Government. In the light of the changes in the situation, the Council should make the corresponding adjustments to the relevant sanctions regime.

Recently, Somalia's political process has made progress. Efforts aimed at building a federal system are proceeding steadily, and economic and social development is gradually being restored, which China welcomes. China believes that, with the help of the international community, the Somali Government and people will attain greater achievements on the path to peaceful reconstruction. In Yemen, history has repeatedly shown that war offers no solutions and that political dialogue is the only path to achieving a durable peace.

The international community should focus on the real difficulties faced by the developing countries in combating financing for terrorism, and provide them with effective assistance, including financial resources and training of personnel. International counter-terrorism activities must adhere to the purposes and principles of the Charter of the United Nations and other recognized fundamental norms of international relations, and bring into full play the leading role of the United Nations. That is the primary principle in our efforts to combat the financing of terrorism. Secondly, the resolutions of the Council and relevant rules of FATF must be implemented effectively. China welcomes the adoption today of resolution 2253 (2015).   22. Some countries are still facing real difficulties in implementing the Council's resolutions and FATF rules. Fourthly, efficiency in combating the financing of terrorism needs to be further improved. The current lists of terrorists lack information that is crucial to identifying them, thereby hampering effective monitoring by the financial organizations. With respect to combating the financing of terrorism, China wishes to emphasize the following five points. First, the fundamental principles of counter-terrorism action must be strictly followed. Terrorism is the common enemy of humankind and any act of terrorism - whenever, wherever or by whomever conducted and for any motivation - constitutes a serious crime. There must be no double standards in counter-terrorism.

International terrorist forces, in addition to such traditional methods as receiving donations and committing armed robbery, are using new channels to raise funds, including the illegal exploitation of and trafficking in oil and other mineral resources, the smuggling of cultural relics and ransom payments. Secondly, the financing of terrorism is becoming ever more discreet, due to the growing number of ways to transfer funds in today's world, in particular the rapid growth of electronic payment platforms. It has become more difficult to precisely identify the sources of funding of terrorist organizations. Thirdly, international cooperation in that regard needs to be strengthened. China's position on the issue of Western Sahara has been consistent and remains unchanged. Based on that, we voted in favour of resolution 2218 (2015), adopted by the Security Council this morning. We know that some Council members have concerns about the resolution. When the members of the Council were holding consultations on the draft resolution, more time should have been allowed for that, and more patience should have been shown so as to enable us to listen more extensively to the various opinions.

With regard to South Sudan, the Intergovernmental Authority on Development (IGAD) has made the decision to establish a new mechanism for consultations and to push for a new round of political negotiations between the parties to the conflict. We call on the international community to remain firm, resolute and patient and to continue to push for the effective ceasefire and cessation of violence between the parties to the conflict, who must work rapidly, through negotiations, towards consensus on such important issues as the structure of the transitional Government, and cooperate actively with the mediation efforts of IGAD and others. The international community should also attach importance to easing the humanitarian situation in South Sudan.

China highly commends France, as President of the Council for the month of March, for guiding the Council's work to a successful conclusion. The Council has had a busy schedule this month; it adopted nine resolutions, including resolution 2206 (2015) on the reports of the Secretary-General on the Sudan and South Sudan, and issued eight presidential statements, including those on the situation in the Middle East (see S/PRST/2015/7 and S/PRST/2015/8). I would like to focus on three points pertaining to the work of the Council this month. First, the situation in the Sudan and South Sudan has been a priority issue on the Council's agenda for the month of March.

First, on the situation of the Middle East, China is deeply worried about the serious difficulties facing the peace process in the Middle East, and expresses deep regret over the fact that the Council failed to adopt draft resolution S/2014/9l6, on the question of Palestine, submitted by Jordan on behalf of the Arab Group of countries (see S/PV.7360). The stalemate in the peace talks will inevitably lead to further escalation. China hopes that the Palestinians and the Israelis alike will adhere to their strategic choice ofpeace, stay the course ofthe peace talks, meet each other half-way and resume peace talks as soon as possible. The international community should enhance coordination and be open- minded in an effort to help both sides restore trust.

We should recognize the importance of the links between terrorist and criminal organizations, and prevent and combat terrorist organizations that use the Internet and information and communications technology in order to engage in terrorist activities, with a view to maintaining international and regional peace and stability. In conclusion, I would like to wish Chile the very best when it assumes the presidency of the Council in January.

  47. Terrorism now takes place in broader geographical areas, and the means that terrorists resort to are increasingly cruel. That presents a serious threat to international peace and security. The international community must adhere to uniform criteria in dealing with this and abide by the purposes and principles of the Charter of the United Nations, respecting countries' sovereignty, while the United Nations and the Security Council must play the leading role. We must take steps to cut off terrorist financing and channels for recruiting members and obtaining equipment.

At the initiative of Chad, as President of the Council, the Council held an open meeting (see S/PV.7343) and adopted presidential statement S/PRST/2014/27 on cooperation between the United Nations and the African Union (AU), in which the Council expressed its wish to establish more effective relations with the Peace and Security Council of the AU and called on the international community to increase its efforts to improve peace and security in Africa. China has always been a constructive participant in that area, and is ready to work with the international community to promote enhanced cooperation with the African Union in peacekeeping and help Africa achieve its goal of a conflict-free continent by 2020. Thirdly, regarding the issue of counter-terrorism, the recent numerous terrorist attacks have taken a heavy toll.

  49. We urge Palestine and Israel to exercise restraint and take steps to ease tensions, rebuild mutual trust and restart the peace talks. China has been closely following the peace process in the Middle East, and has pushed for peace and negotiations. We firmly support using the good offices of the international community and the due role of the Council. We welcome the draft resolution proposed by Jordan on the question of Palestine and Israel and hope the Council will act as soon as possible to respond to the legitimate concerns of the Arab countries. Secondly, on the question of Africa, the Council has discussed items on Libya, South Sudan, the Central African Republic, the Democratic Republic of the Congo, the situation in Central Africa and the LRA.

We adopted eight resolutions, including ones on combating terrorism and cross-border criminal organizations, and issued four presidential statements on the Central African region and the Lord's Resistance Army (LRA), among other items. China greatly appreciates Chad's proactive and effective work at the helm of the Council, and its successful leadership of our work. With regard to the Council's work this month, I would like to focus on three issues. The first is the situation in the Middle East. China is deeply concerned about the continuing tension between Palestine and Israel and the recurring bloodshed that has resulted in many innocent civilian casualties.
