“Israel must fully lift its blockade on Gaza, open all crossing points and refrain from obstructing the efforts of humanitarian relief agencies to meet humanitarian needs and provide medical treatment. The humanitarian situation in Gaza remains desperate. Gaza must be rebuilt, and the devastating effects of the Israel invasion must be addressed. My delegation hopes that the Security Council will seriously and expeditiously consider the report of the Board of Inquiry established to investigate Israeli against United Nations facilities in Gaza. Jordan is fully committed to supporting its Palestinian brothers and sisters, alleviating their suffering and providing them with humanitarian assistance through Hashemite philanthropic agencies.”

“Israel must halt those illegal and sacrilegious activities and respect Jordan's special and historical role in preserving those Muslim holy sites, in accordance with the provisions of the Jordan-Israel Peace Treaty. The Security Council should exert pressure on Israel to put an immediate end to its aggressions, which can only increase tension in the region. Israel's unilateral and illegal measures, which seek to create new facts on the ground, to eliminate Jerusalem's Arab and Islamic character and alter its legal status, constitute aggressions against the rights of the Palestinian people, sacred Muslim shrines and the Islamic heritage, whose preservation has been called for by UNESCO. Those measures run counter to all international norms and resolutions calling on Israel to maintain the historic sites and religious shrines in Jerusalem.”

“Moreover, the natural growth in the existing settlements in the Gaza Strip, the West Bank and East Jerusalem constitutes a violation of international humanitarian law, including the Fourth Geneva Convention, threatens the negotiations on final status and runs counter to Israel's obligations. Such activities remain an obstacle to the establishment of a viable Palestinian State. Israel, the occupying Power, must refrain from any attempts to change the character of East Jerusalem, including excavations near the Al-Aqsa mosque, and put an end to its aggressions against Islamic sites, notably the historic Ma'man Allah cemetery, which contains the tombs of prominent Arab and Muslim personages, and to its attempts to deface or eliminate its Islamic and Arab features and to build a museum over it.”

“We commend the European Union, the Russian Federation and the United Nations, including the Security Council, and approve of the positive moves by the United States Administration in embarking directly on peace efforts. We also commend and appreciate the international support for efforts to find a solution to the problems in the Middle East, and we hope that it will be reciprocated by all parties concerned. “All parties must seriously engage in negotiations targeted at achieving the only possible solution: an independent Palestinian State. Peace and stability in the region and for its peoples can be achieved only through a peaceful solution based on the two-State vision. The peace to which Arabs aspire is one based on the restoration of the Palestinian people's legitimate rights, including their right to establish an independent, contiguous and viable Palestinian State on their national soil, with Jerusalem as its capital, in accordance with the relevant resolutions of international legitimacy and the Arab Peace Initiative, which is a basic attempt to address all aspects of the Israeli-Arab conflict. In that regard, Jordan welcomes the efforts of the Quartet.”

“We call on the Security Council to move quickly and to make every effort and use its good offices to put an end to illegal Israeli practices such as excavation work and its attempts to destroy Islamic sites in Al-Quds. We warn of the grave consequences of this escalation, which strikes at the heart of all the efforts made by the international community, including the Quartet, to achieve a just, comprehensive and lasting peace in the Middle East. Reactions to Israel's excavation and demolition work were not limited to the Arab world or the Islamic world. Indeed, the parties that ordered such work have now realized the widespread condemnation to which it has led, even inside Israel, and perhaps they now realize how unwise their decision was.”

“These latest Israeli practices are a clear violation of those resolutions and represent an attempt to change the legal status of the city of Al-Quds, an occupied city to which the Fourth Geneva Conventions of 1949 apply, just as they do to all territory occupied by Israel since 1967, including the city of Al-Quds. All of those Israeli actions are a clear violation of the legal opinion of the International Court of Justice on the construction of the wall, which called for Israel to refrain from any attempt to change the demographic or geographic status of Al-Quds and the Palestinian territory. The Government of the Hashemite Kingdom of Jordan calls on the Israeli Government immediately to cease its illegal violations.”

“The Bab Al-Maghriba area, where Israel is undertaking its excavations, is part and parcel of Al-Haram al-Sharif, as it is one of the main entryways to the site. It is an Islamic site and must not be desecrated. Its maintenance and restoration are the responsibility of the religious authorities, not of the Israeli Government. Furthermore, Al-Haram al-Sharif, including the Bab Al-Maghriba area, is inside the city of Al-Quds - Jerusalem - to which the relevant Security Council resolutions apply. The Israeli Government knows full well that Israel has no sovereignty over Al-Quds. No Security Council resolution recognizes Israeli sovereignty over Al-Quds.”

“The Dome of the Rock and the Al-Aqsa mosque were restored in 1952 and again following the fire at Al-Aqsa in early 1969. Earlier this month, Jordan completed the rebuilding of the Salahaddin shrine and has returned it to the Al-Aqsa mosque, having thus repaired the damage done to the shrine by the 1969 fire. The Jordanian Government has strongly condemned Israel's violations of the sanctity of the holy Al-Aqsa mosque, beginning with excavation work and followed by the use of force against worshippers in the compound. The desecration of any holy site or symbol is of the utmost seriousness, and the continued excavation by Israel of Islamic holy sites can lead only to a further escalation of violence, which certainly will not help efforts to reactivate the peace process and return to direct negotiations.”

“It will bolster practical, serious efforts to reach a just, peaceful and fair settlement in accordance with the terms of reference of the peace process, the relevant international resolutions, the Arab Peace Initiative and the fundamental principles of the Road Map. While the Palestinian parties were consulting and reaching agreement in the holy city of Mecca, Israel initiated excavation and demolition work on the historic road leading to the Al-Bab Al-Maghriba, abutting Al-Haram Al-Sharif. That represents a serious escalation that jeopardizes Islamic holy sites in the city of Al-Quds. It is unacceptable under any pretext and is likely to trigger emotional responses and lead to grave consequences. The Hashemite leadership has given the utmost attention to the issue of rebuilding and restoring Islamic holy sites in Al-Quds al-Sharif.”

“My delegation would also like to align itself with the statements made by the Permanent Representative of Kuwait on behalf of the Group of Arab States and by the Permanent Representative of Azerbaijan on behalf of the Organization of the Islamic Conference in the context of the Council's consideration of the item entitled "The situation in the Middle East, including the Palestinian question". The question of Palestine remains the core of the Arab-Israeli conflict. The situation in the Middle East is directly affected by any progress or backward movement on the question of Palestine. Jordan welcomes the agreement reached in the holy city of Mecca between Fatah and Hamas as an important step towards the creation of a government of national unity.”

“We call for a speedy reactivation of the mechanism by the Quartet through cooperation with the Palestinian Authority. A settlement of the Israeli-Palestinian conflict will require an end to Israeli occupation and must be based on the principles of international legality and an agreed solution to the problem of Palestinian refugees, based on General Assembly resolution 194 (III). We must demonstrate political will and work to put an end to this escalation and resume negotiations. Unilateral solutions will never produce a lasting peace between the two peoples.”

“We welcome the positive measures taken by both parties, such as the meeting held at Petra in March during the meeting of Nobel Peace Prize laureates. We call on Israel, the occupying Power, to put an end to all practices that violate the human rights of the Palestinian people and to occupation measures such as permanent restrictions on, and military action against, the Palestinian people; ongoing colonization; and the building of the separation wall. Indeed, all of those actions, which have been condemned, prevent the Palestinian Authority from respecting and fulfilling its commitments under the road map, especially in the difficult political context that prevails in the occupied Palestinian territories, as they have created a humanitarian crisis and threaten to create a security crisis as well.”

I wish to recall that the Government of Jordan is making every effort to put an end to this dangerous escalation. We call upon the Palestinian and Israeli parties to respect all the agreements signed, as well as the Sharm el-Sheikh agreement, and to cease all measures of escalation, whether they be rocket firings, incursions, arrests or kidnappings. “What the Israeli occupation forces are doing in Gaza after their unilateral withdrawal only weakens the chances for the success of the political process and heightens the atmosphere of violence and extremism. Today we hope that the Security Council will send a strong and clear message that this unproductive and negative situation, brought about by irresponsible measures, must cease. Our efforts must focus on de- escalation, the creation of trust between the two parties and the immediate implementation of the road map. A failure by the Council to send that message and to turn the parties in the right direction will not stop the deterioration of the situation or save the worsening political process caused by the tensions and the delays in efforts to put an end to the current deadlock.”

We condemn Israel's insistence on pursuing its vast military operations against Palestinian civilians; those operations are totally unjustified. We also condemn the collective punishment imposed by Israel on the Palestinian people in Gaza. We condemn violence and the killing of civilians anywhere. The recent developments are extremely unfortunate and do not serve peace and stability in the region. We had hoped that all the parties - particularly the Israeli party - would display a high level of restraint, because we all know the political difficulties and security challenges in the region in general.”
