“It's a good question. I don't know the answer. Bob Mueller also said there was elements of when they meddled on behalf of Hillary Clinton as well, too. Not as much, but he made that statement at the intelligence committee. I don't know why. I know historically Vladimir Putin has disliked Hillary Clinton. I could make an argument that the decisions that were made under the State Department when she was running it was advantageous to the Russian government after they invaded eastern Ukraine, after they took over Crimea. There wasn't the level of response that I think the Russians thought they were going to get. But what was they angry?”

“And I don't know the details of the bills that they're trying to debate and what the crux of the argument is. Just because a piece of legislation is said to be election security doesn't necessarily mean it's actually election security. So I don't know those bills specifically. But yes, this is something there is no question amongst Republicans and Democrats that the Russians tried to influence our election that we need to harden certain election infrastructure. And we've seen how the state's opinions have evolved since 2016. Under Jay Johnson in the Obama administration, he had decided that election infrastructure, the machines that count votes and all that was part of critical infrastructure. And originally, the secretaries of state, many of the Secretary of States, Republicans and Democrats, pushed back.”

“Yeah, for sure. And so we should be working with our allies on this. And disinformation is a part of covert action. Covert action is the responsibility of the Central Intelligence Agency, the CIA, my old employer. But the CIA is prevented from being involved in covert action in the United States of America because of a law called the National Security Act in 1947. So the entity best designed and organized to deal with covert action can't because they're not allowed to. And so who should be taking the lead? How do we coordinate this? And it's not only just a government issue. How do you tell someone or the press, hey, you reported on something that was actually a campaign by the Russian government to influence somebody, right? So you start getting into First Amendment issues. So this is why this conversation, and Congress is actually perfectly poised to deal with that.”

I've been talking about Russian disinformation since 2015 and that we need to be countering it.
