The Prime Minister admits that he does not even do his own grocery shopping, so how would he know that his failed policies and all the advice that he gave to the previous prime minister, have made food inflation double what the bank's target rate is or that the Liberals' industrial carbon tax, oil and gas cap and food packaging tax have made food more expensive? How would he know, when he does not fill his own gas tank, that his industrial carbon tax or his clean fuel standard is raising the cost of the fuel that Canadians have to put in their tanks to get their kids to school and to get them to sports? It is making life more expensive.”
“Mr. Speaker, I did not find any of that in the budget. In fact, what we see is what we saw in the last nine Liberal budgets. We see that housing would get more expensive and less would get built in Canada, as well as a higher deficit, which means Canadians will be paying more for Liberal incompetence. The Prime Minister 's banker buddies and bondholders would get more money than what goes to the provinces in health care transfers. Canadians will have to line up even more at food banks after this budget's release. What the Liberals needed to do was get government out of the way, cap government spending, get rid of the food taxes so that food inflation and food costs can come down and get rid of antidevelopment laws so that Canada can build, build, build.”
“Amendment to the amendment With that, I move: That the amendment be amended by deleting all the words after the words “the government's budget statement” and substituting the following: “since, instead of presenting an affordable budget so Canadians can have an affordable life, it presented a budget that fails to: a) consider that every dollar the Liberal Government spends comes out of the pockets of Canadians in the form of higher taxes and inflation; b) bring down the deficit to the level Liberals promised in their last fiscal update, which promised $42 billion last year; c) scrap hidden taxes on food, including the industrial carbon tax on farmers, the food packaging tax that adds billions in costs, and the fuel standard tax that adds 17 cents per litre to diesel and gasoline for farmers; d) end the inflation tax by bringing down the cost of government instead of printing money to pay Liberal bills; and e) include a plan for any oil and gas pipelines that would strengthen our nation's economy and get our resources to market.””
“We will give them jail and not bail so that they stay where they belong, behind bars, and Canadians can feel safe once again. We will give Canadians affordable housing once again. Let us remember that, under the Conservative government, it was half the cost for housing, and it was a lot cheaper to get food. One paycheque used to do. “It is because the Liberal government, with its antidevelopment, anti-energy laws, drove $600 billion of good Canadian investment to the United States. Under the current Prime Minister alone, $60 billion of good Canadian investment in jobs, talent and machinery has gone to the United States. The Liberals do not want anything to be built here. The only thing they are building in this country is more bureaucracy. That is on the taxpayer's head. The Liberals need to get rid of these anti-energy laws that will not let anything get built. They have these so-called investments, but we are not seeing more investment coming into Canada from the private sector. It does not pay to invest here in Canada under the Liberal government. That is why pipelines are being built outside, and nothing is getting built here.”
“In fact, he doubled the deficit and put more debt on Canadians' heads. Every single broken promise is more expensive for Canadians, who are already struggling under the government. Young Canadians have lost the dream of home ownership. Yesterday there was another broken promise, and the Governor of the Bank of Canada proved it. The Liberal government continues to say we have the fastest-growing and strongest economy in the G7. I asked the Governor of the Bank of Canada what he thought about it. He said that, in fact, Canada does not have the fastest-growing economy in the G7; Canada has the fastest-shrinking economy in the G7, and our economy is collapsing. That is why we are seeing that Canada also has the second-highest unemployment rate in the G7. Why is that?”
“Whether they are sitting at home, sitting in their car or walking their kids to school, every Canadian is saying they are scared. Under the government, which has soft-on-crime policies, criminals have more rights than victims. The budget changes none of that. The Prime Minister is notorious for breaking every single promise. He said he was the guy to deal with President Trump. In fact, his elbows went missing and Canada's tariffs went up. Every place that he or his Minister of Foreign Affairs goes, tariffs go up and Canada's ranking in the world gets lower. He went to China; the tariffs went up. He said he could deal with Trump; again, the tariffs doubled. If the Prime Minister really had his elbows up, Canada would have a better deal and a better standing in the world, but obviously we do not. He said he would spend less.”
“All of that is being sacrificed because the Prime Minister thinks it is more important that his banker buddies get paid more on the interest on the debt that the government has put on top of Canadians. In fact, it is so bad that his banker and bondholder buddies get more money than what goes to the provinces in health care transfers. The money his banker buddies get is more than what Canada collects in GST revenues. This budget has nothing to help Canadians who are fearing for their life these days. Violent crime is out of control. It is up 55%. Gun crime is up 130%. Extortion, which has really affected the South Asian community, is up 330%. The Liberals could not even say “extortion” in this budget. (1030) Canadians will not feel any safer now.”
“In fact, if the deficit is doubled, it can only be paid in a few ways. He will raise taxes again, or it will be paid through the silent tax, inflation, which will make sure that all the things Canadians buy will be more expensive afterward. How much more do young Canadians have to sacrifice? Let us look at the affordability crisis the government has created. Young Canadians who do the right thing, work hard, go through school and graduate cannot find a job, cannot move out of their parents' basement and certainly cannot afford anything. They cannot meet the milestones of their life that are so important and that we used to consider the Canadian dream, such as going to school, getting a good job, getting married, buying a home and having kids.”
“We did not come here with much. We lived through very harsh poverty. We used to stand in line for low-income bus passes. However, there was a hope. With hard work, back then people could have an affordable life. They could afford groceries and housing, and most importantly, they could live in safe neighbourhoods. After 10 years of the government, which doubled housing costs, doubled food inflation, doubled food bank usage and increased crime by 55%, Canada is not Canada anymore. It certainly does not feel like it, because the government has done the most irresponsible thing with the safety of Canadians and their money. The Prime Minister had the gall to stand up in front of young Canadians and tell them they would have to sacrifice more so he could spend more, and, boy, will he spend a lot of money.”
“I am thinking about the seniors who have to choose between eating and heating, or the single mom who goes to the grocery story and sees that Liberal inflation on food has made everything more expensive. In fact, food inflation is twice the bank's target and is growing 50% faster in cost here than it is in the U.S. That single mom has to choose what she can pick out for her kids this week, whether it is nutritious or not, because more nutritious food is more expensive under the Liberal government. Will she have to sacrifice and go hungry so her kids can be fed? When we look at this budget, there is absolutely nothing inside it for the everyday Canadian. I remember that when I moved here with my family, people could get by with just one income. In elementary school, I remember getting a paper route to help out at home.”
“Mr. Speaker, is anyone really better off in Canada than they were before? Will this budget make life any more affordable or safer? We thought Justin Trudeau was the worst money manager in Canadian history. The current Prime Minister makes him look like Scrooge, because he just delivered the most expensive budget in Canadian history outside of COVID. In fact, he will double Justin Trudeau's deficit, if members can believe that. It is unfathomable that in this budget, the Liberal government just slammed, on top of all the other taxes and expenses, another $5,400 of costs onto Canadian households. It is an empty-promise budget. Is anyone better off? I am looking at the 2.2 million Canadians waiting in a food bank line every single month, 700,000 of whom are children.”

After 10 years of the Liberal government, housing costs have doubled, food bank usage has doubled and youth employment is the lowest it has been in 25 years. The cost on the interest of the government's debt is more than GST revenues or what goes to the provinces in health care transfers. Today, the finance minister had a choice to make. Food prices could have come down. They could have been cheaper, but again, he refused to do this.”
“Mr. Speaker, I can promise that Albertans will not be happy with that answer, because nine costly, inflationary Liberal budgets have given Canadians double deficits, double debt, double food bank usage, double rents, double mortgages and double inflation. What Canadians do not want is for the Prime Minister to double down on the same failed policies that send 2.2 million Canadians into a food bank every single month. Instead of trying to cause a costly election on a costly budget, why not an affordable budget for an affordable life?”

How many more sacrifices do young Canadians have to make so that the Prime Minister can keep lining the pockets of his elitist buddies?”
“Mr. Speaker, housing was half the cost under our leader when he was the housing minister, and if all of those expensive programs worked, 700,000 kids would not be waiting in food bank lines every single month. Rents have doubled. A P.E.I. senior reported that he is living out of his car because he cannot afford rent, but this is the new normal in Liberal Canada. The only people eating and living good today are the Prime Minister and his elitist buddies. Why is he putting taxpayer-funded bonuses ahead of struggling Canadians?”
“Mr. Speaker, the Prime Minister told young Canadians to make sacrifices while Liberal insiders and elites have never had it so good. Canadians are lining up at food banks while the Liberals use tax dollars to hand out bonuses. CMHC executives got $30 million in bonuses for helping the Liberal housing crisis. EDC executives got $60 million in bonuses for the Liberal mismanagement of COVID benefits. How many more sacrifices do young people need to make so the Prime Minister can keep lining the pockets of his insider buddies?”

Their Liberal deficits are what is making the food go up in cost. This is why grocery inflation is up 4%. People who used to donate and who used to volunteer at food banks are now standing in line for food at those food banks. Why will the Liberals not stop feeding their egos and their bloated bureaucracy so Canadians can finally afford to feed themselves?”

It took decades for food banks to have one million food bank users every month. It took the Liberals just six months to double that number. The Prime Minister said, bet, he is going to double the deficit and make more than 2.2 million Canadians visit a food bank in a single month. When will these guys realize that inflationary deficits are driving up food costs and driving more Canadians to food banks?”
“Mr. Speaker, the Prime Minister has built the fastest-shrinking economy in the G7. Did the Liberals not learn anything from Justin Trudeau, that the more they spend, the worse it gets for Canadians? Ten years of deficit spending has left Canadians with high inflation, and it is only getting worse. In typical Liberal fashion, the Prime Minister promised to cap government spending, yet he is going to double the deficit. After 10 years of Liberal deficits, what do the Liberals not understand? The more they spend, the more expensive things get for Canadians.”
“Mr. Speaker, the Liberal Prime Minister ’s economic record is even worse than Justin Trudeau’s. By doubling the deficit, he is making everything more expensive, especially groceries. Today’s devastating inflation numbers confirm that Liberal deficits are crushing Canadians. Rent is up 5%, groceries are up 4%, and the four core inflation numbers are all above the bank's target. The so-called budget expert’s math is not mathing. Will the Liberals stop their inflationary deficits that are driving up the cost of living?”
“Mr. Speaker, Canadians were promised one thing, but the bait and switch left them a leader who is elbows and knees down now, and the Liberals cannot get their story straight on the economy. First they blamed Trump's tariffs for having the fastest-shrinking economy in the G7. Now they claim they have the best deal on tariffs with the U.S. It does not add up. Since the Prime Minister took office, he has doubled the deficit and chased $52 billion of investment into the U.S., and now another $1 trillion. Now 86,000 Canadians have lost their jobs. Why? Is it because of the Prime Minister 's failed trade diplomacy, his failed economic policy or both?”
“Mr. Speaker, today is the big day. The Prime Minister is in Washington begging with his elbows down, chasing a trillion dollars of Canadian investment jobs to the U.S. He promised to sign a deal by July 21. It is October. Instead he caved to the president's demands on countertariffs and digital services taxes. Now Canadian workers, businesses, manufacturers and farmers all got hit with double U.S. tariffs, and the Prime Minister probably got stuck with the lunch bill too. Will the Prime Minister stop begging and negotiate an actual win for Canada against U.S. tariffs?”
“Instead of hug-a-thug policies, Conservatives have proposed common-sense bills, such as the jail not bail act, which would keep our streets safe. If the Liberals are serious about getting tough on crime, they will pass these bills now to keep Canadians safe.”
“Mr. Speaker, after 10 years of Liberals, Canadians are not safe anymore. Violent crime is up 55%, gun crime is up 130%, and extortions are up 330%. Recently, the Swift 1200 radio station in Surrey was shot up, which was allegedly tied to extortion. A Calgary family reached out to me to say their house and business were shot up, and that was also tied to extortion. The Liberals' soft-on-crime policies have turned Canada into a lawless land where violent repeat criminals get bail easily. Liberals are now targeting law-abiding, trained, tested and licenced hunters, farmers and sport shooters in a $750-million gun-grab scheme. Even the Minister of Public Safety admits this scheme does nothing to stop crime and is nothing more than a Liberal, taxpayer-funded vote grab. The Liberals need to scrap the gun grab now.”
“Mr. Speaker, that food program is feeding bureaucracy, not kids. The finance minister made a grand show and said he was going to haul in all the grocery store CEOs, tell them what was on his mind and say, “Hey, buddy, you had better lower grocery prices, or else.” Then he doubled the deficit, making inflation go up, making food prices soar and sending two million Canadians into food banks. Why does the finance minister not haul in the real inflation culprit, the guy who sits beside him, the so-called budget expert, and tell him to stop ballooning the deficit so food prices can actually come down?”
“Mr. Speaker, Justin Trudeau tried to make groceries the most expensive in Canadian history. The Prime Minister said, “Hold my champagne.” In August, food inflation outpaced overall inflation by 84%, and now the Parliamentary Budget Officer said the deficit could soar to $70 billion. It is the Liberal deficit that fuels the inflation tax that made grocery prices go up. Why is the Prime Minister so obsessed with making grocery prices more expensive than Justin Trudeau did?”
“Mr. Speaker, in the last election, Canadians were duped by a guy who is committing economic vandalism. The finance minister said that he would bring down the cost of groceries by Thanksgiving 2023. It is almost Thanksgiving 2025, and the cost of groceries has skyrocketed. It is as though the Liberals' solution to the cost of living crisis, which they created, is to spend even more than Trudeau did. Why does this Prime Minister not stop competing with Justin Trudeau to be the most expensive Prime Minister in Canadian history and get out of the way so Conservatives can fix everything these guys broke?”
“Mr. Speaker, after 10 years of Liberal government, food prices have skyrocketed 40%. The Prime Minister said he would be different, and he is right; he is even more expensive than Justin Trudeau was. He is doubling the deficit, racking up the federal debt and blocking anything that would help bring food prices down. With Liberal inflation, food prices are 75% over the bank's target. Why does the Prime Minister not just get out of the way so that Conservatives can pass common-sense legislation such as the Canada sovereignty act and actually bring down the cost of groceries?”
“Mr. Speaker, it is about a $90 tax cut. That is not even enough to get a bunch of bananas in the week, but Liberal policies are bananas. It is always about promises that they might do something. It is fantasy finance and pretend promises. At this rate, the next budget might as well come out with a box of crayons and a colouring book. The Prime Minister said to judge him by the price of groceries; grocery prices are up. He said he would deliver the fastest-growing economy in the G7; we have the fastest-shrinking economy in the G7 and the second-highest unemployment rate. Since the Prime Minister does not do his own groceries, and he admits that, will he at least commit to not making Canadian groceries more expensive?”
“Mr. Speaker, believe it or not, the Prime Minister admits he will outspend Trudeau. Large Liberal deficits made core inflation 50% over target and food prices 75% over target. No wonder everything is so expensive in this country. Let us listen to these stats: beef is up 33%; soup, 24%; and coffee, 22%. Now inflation is up, deficits are up, and borrowing costs are up, while the economy is down, and Canadians are down, because the Prime Minister's elbows are down. Why does he not put his head down and stop spending so much, so grocery prices can come down?”

He has broken all of his promises: spending, tax cuts and high-priced consultants, and he is all elbows down on the U.S. While he is begging on his knees in front of Trump, Canadians have high grocery prices, unaffordable homes and rising crime, but wait: Everyone should be grateful for a $90 tax cut this year. Why does the Prime Minister not just reverse his disastrous policies, drop his spring budget and actually lower taxes for Canadians?”
“Mr. Speaker, the Prime Minister is continuing the Trudeau tradition of breaking his promises and hiding from accountability. He refuses to table a spring budget, while massively increasing government spending and keeping the Parliamentary Budget Officer in the dark, and just like Trudeau, he cannot even get a tax cut right. He promised $800, yet the average Canadian will save only $90 this year, which is not even enough to get a hot chocolate from Tim Hortons weekly. Did the Prime Minister mislead Canadians during the election, is he misleading them now, or both?”
“It could have a plan in it to bring home safer streets by repealing hug-a-thug laws like Bill C–75 and Bill C–5 , and finally get immigration under control. If the Prime Minister is the guy who says he is the man with a plan, he needs to prove it and bring home a spring budget now.”
“Mr. Speaker, the Prime Minister said that he was the man with a plan. A budget is a plan, and now he is shooting blanks. After being Trudeau's economic adviser for the past five years, he is worse than the old guy when it comes to accountability and transparency. As the Liberals hide, Canadians are worried about how much more debt, inflation and taxes are going to be dumped on them, since this guy says he is going to spend even more than Justin Trudeau did. A spring budget could tell Canadians what the plan is to lower the cost of government, which would lower the cost of living. It could show a plan to actually get homes built, not more bureaucracy. A spring budget could show Canadians a plan to gain economic independence from the U.S. by scrapping anti-energy laws like Bill C–69 , Bill C–48 and the job-killing oil and gas cap.”
“Mr. Speaker, Canada cannot become energy independent until bad Liberal policies are repealed. The Prime Minister even admits that his own policies are not letting anything get built in this country. He even wants to give premiers a veto over pipelines, ensuring that Americans get Canadian product at a fire-sale price. With the world gathering in Alberta today, will the Prime Minister repeal his anti-energy laws so our allies can get more Canadian product, yes or no?”
“Mr. Speaker, these “leave it in the ground” Liberals keep blocking resource projects, giving more dollars to dictators. Radical Liberal policies are costing Canadian jobs and keeping our clean, responsible Canadian resources out of the hands of our allies. With the G7 now under way, will the Prime Minister put aside his radical climate agenda to make sure that Canadian resources get into the hands of our allies?”
“Madam Speaker, I would add that I think the biggest threat to the Canadian economy is the Liberal government, because it put in place bills that are continuing to kill our energy industry, such as Bill C-69 , the “no new pipelines“ bill; Bill C-48 , the tanker ban; the oil and gas cap, which, according to Deloitte, will kill around 110,000 jobs here in Canada; and this industrial carbon tax. We need to get rid of that, too. I fully agree with the member. If the Liberals wanted to steal some of our ideas, why not just take all of them and let us get this country back on track to make it an energy superpower, like it once was?”
“Madam Speaker, we are not angry at all. In fact, we told the Liberals that, if they are going to steal some of our ideas, why not just take all of them? This is what would get this country back on track. When it comes to the income tax cut, Conservatives proposed a bigger income tax cut that would have let families keep double, more than double, the amount the Liberals have in their plan. In fact, it would have been a 12.75% total, which means there would have been $900, on average, a Canadian would have been able to keep in their pocket at the end of the year. The Liberals' housing plan, according to the industry, does not go far enough. Of course, instead of taking our idea of getting rid of the consumer carbon tax, they should get rid of the industrial carbon tax as well, so we make Canada once again competitive on the world stage.”
“Madam Speaker, just because there is a new leader, it does not mean there is a new government. It is the same ministers sitting around the table, who caused the last 10 years of pain and misery for Canadians, who doubled the cost of housing, who made food prices go up and who made crime out of control in this country. The policies have not changed. The cabinet table has not changed, and neither will these Liberals. They are going to continue to make promises they can never deliver on, and that is why Canadians need a change now. We need to get this country back on track. If the Liberals keep following their failed broken record, Canadians will never have it any better.”

We can then talk about other things, such as the crime that is out of control.”
“Conservatives proposed a much broader plan to include more Canadians buying new homes, for all homebuyers, which proposed that homes could be up to $1.3 million and would save homebuyers around $65,000 on the purchase of a new home. The plan would also boost the number of new homes built each year by 36,000 new homes annually. House prices under the Liberals have skyrocketed, but housing starts cannot keep up with the out-of-control immigration system their new boss and Justin Trudeau supported. Even finance officials admitted the Liberal GST rebate could be inflationary as demand for homes continues to climb but not enough new homes are being built in this country. Meanwhile, the Conservatives' plan would lower home prices for all buyers and spur the construction of new homes.”
“The Building Industry and Land Development Association in the GTA said: Unfortunately, this limitation to first-time buyers only will have a very small impact, as very few new home buyers are first time buyers. It will not substantially help address affordability, nor will it help significantly stimulate sales and construction. That too is what the Parliamentary Budget Officer said this morning in his report. Only 140,000 new homes a year will be up for sale, and in the housing market, only 20% of homebuyers are first-time buyers. This means few homes will be eligible for this GST rebate. There is also a time limit on the Liberal plan, as it is for homes purchased before 2031, construction started before 2031 and construction substantially completed by 2036.”
“It is policies like the ones in Bill C-48 , the tanker ban, where we can get our product to the west coast, but it cannot go anywhere because of a tanker ban. As well, there is of course the job-killing oil and gas cap, which, according to Deloitte, will kill around 110,000 good-paying energy sector jobs. Only Conservatives will continue to stand up for our world-class energy sector, which will not only make Canada an energy superpower but also allow it to become independent so we can sell our product. What we have under our feet in Canada is what the world needs. It is good for the environment, and it is great to give Canadians good powerful paycheques. The last part of the bill that I want to go over is the GST rebate for first-time homebuyers purchasing a new home.”
