Far too many families and businesses across the region have been affected. Under the Liberal's soft-on-crime policies, extortion has risen over 500% in B.C. alone. In my community, 100 shootings have been linked to extortion. Why do the Liberals block our request for an emergency debate? When will the Prime Minister finally get serious about extortion?”

I want to recognize the important week we have coming up as we approach Remembrance Day. I want to take a moment to reflect on the significance of this time and why the simple act of wearing a poppy holds so much true meaning. The poppy has become a symbol of remembrance for the men and women who served our country so proudly and continue to serve in our armed forces. Last week, Darshan Singh Sahsi was fatally shot and killed in Abbotsford. He was a father, a philanthropist and a man who came from humble beginnings. I knew Mr. Sahsi personally, and I am struck by the reality that I will never see him again. I trust that the Abbotsford Police Department is doing everything in its power to bring justice to the Sahsi family. To his children and loved ones, I express my deepest condolences. I am so sorry for their loss. As a friend and a member of Parliament, I am here for them.”
“Madam Speaker, Canadians have been struggling for a decade. They have nothing left to give. Canadians are being told to cut back while the Liberal government refuses to cut its own wasteful spending. Nationwide, food bank visits have hit 2.2 million, including 700,000 children. In my home province of B.C. alone, food bank visits have gone up 80% since 2019. Canadians cannot afford groceries or basic necessities. They certainly cannot afford another Liberal budget. When will the Prime Minister finally deliver an affordable budget for an affordable life?”

“This failure is compounded by the Liberals' choice for housing minister . The Liberal housing minister, as the mayor of Vancouver, increased homebuilding taxes by 141% while home prices rose 149%, making Vancouver the least affordable city in North America. In one of his very first interviews as housing minister, he flatly said no when asked if housing prices should come down. He was even caught admitting that the $4.4-billion housing accelerator fund would not result in more homes being built in Canada. All the government does is continue to waste taxpayer dollars on studies and not answer Canadians as to the root causes. How dare it claims to champion youth while refusing to take meaningful action. Young Canadians do not need another Liberal photo op; they need homes, affordable homes.”
“Taxes and fees on housing are so high that developers struggle to make projects viable, but many are being forced to lay off skilled workers because they simply cannot afford to keep them employed. Since the Liberals doubled housing costs, the Prime Minister celebrated the housing accelerator fund as a great Liberal success, but the numbers tell a different story. CMHC's own data shows that the fund does not build homes; it builds bureaucracy. In cities that received the so-called accelerator funding, housing starts went down, not up. (1820) The numbers speak for themselves. Vancouver received $150 million, but housing starts went down by 10.4%. Toronto received $471 million, but starts are down 58.5%. Guelph is down 78.6%, Hamilton is down 50.7%, London is down 72.3% and Kelowna is down 33.6%.”
“Conservatives have proposed to cut the GST on all new homes under $1.3 million, saving families up to $65,000; to tie federal infrastructure dollars to homebuilding, ensuring that municipalities permit at least 15% more homebuilding every year; to cut development charges by 50%, a promise the Liberal government made but failed to deliver on; and to end the capital gains tax on reinvestments in housing, unlocking billions of dollars for the homebuilding sector. These proposals are grounded in research, not rhetoric. Nearly half of Canada's housing costs stem from restrictive land-use regulations, municipal red tape and government overreach. Homebuilding taxes alone account for one-third of the total cost of a home.”
“It is unbelievable that we are facing a shortage in a country as vast and as resource-rich as Canada. We have the land, the material and the talent, but we are missing the leadership. While the Liberals continue with useless studies, fake announcements and photo ops, Conservatives are focused on solutions. We have introduced common-sense bills that would tackle the housing crisis at its source, yet time and time again, the Liberals have voted them down.”
“We are on pace to build only 212,000. The government has turned housing into a source of revenue instead of a necessity for all Canadians. That is what we call greed, and it has no place in a government that was elected to serve Canadians and not to profit from their struggles. Young Canadians deserve better, and so do workers, because the crisis affects not only young families but also all workers whose livelihood depends on construction, including tradespeople and suppliers. Housing comes down to basic economics: supply and demand. When government restricts housing development through endless red tape, and when construction is bogged down by taxes and fees, supply dries up. When supply dries up, prices skyrocket, and Canadians are the ones who end up paying the price.”
“The bill would do nothing to address the root cause of the housing crisis. It would simply create more bureaucracy, more studies and more expensive government offices that would not put a single roof over a young Canadian's head. Let us be clear: The housing crisis did not appear overnight. It is not a naturally developing problem. It has been created by the Liberal government's policies. Liberals inflated the housing bubble with excessive money printing and immigration, then blocked supply with taxes and red tape for builders. Building permits in Canada now take longer to approve than in any other country in the G7, stalling development and driving up costs. On top of that, nearly 30% of the price for new homes is government taxes, fees and charges. CMHC says we need to build 480,000 homes this year to restore affordability.”
“Mr. Speaker, I am honoured to rise on behalf of the good people of Abbotsford—South Langley, whom I represent so proudly in the House. Today I am honoured to rise on behalf of youth across this nation. Young people across Canada are sacrificing their dream of home ownership, just to make ends meet. In my hometown of Abbotsford, the number of people experiencing homelessness continues to rise every single year. Families are struggling, rent is unaffordable and the dream of owning a home feels farther out of reach than ever before. I am tired of watching the Liberal government's political theatre while Canadians suffer. The Liberal private member's bill before us, Bill C-227 , which claims to introduce a national housing strategy for youth, is yet another example of performative virtue signalling, with big promises but no real results.”
“Mr. Speaker, they failed to answer the question. The members opposite have announced a new blue seal program and said that Canada has abundant opportunities for youth, but the facts tell a different story: Youth unemployment has risen by 14.7%, the highest since 2010, with employment levels now at their lowest since 1998. CIBC says that youth unemployment rates have climbed 5.5% since 2022. Will the government stop congratulating itself and start helping youth find real jobs?”
“Mr. Speaker, it is shameful that the elitist Prime Minister would speak to university students about making sacrifices. Students have already sacrificed their dream of home ownership. They pay for the climbing cost of food. They are living paycheque to paycheque, that is if they can even find a job. Will the Prime Minister rein in his out-of-control inflationary deficit so young Canadians can finally afford a home?”
“Mr. Speaker, my colleague is absolutely right. On this side of the House, we are really concerned. Families are reaching out to us concerned, now more than ever, as we are affected by intimate partner violence and by these big drug dens that are affecting our communities. As of now, we want to make sure that we can be here to raise the voices of the people of our communities, because the government is just giving us big scenarios and big-mouth words, as the Liberals always do. They never deliver what the people from our community need.”
“Mr. Speaker, the truth is that the health minister has allowed drugs to be poured into our country. In my home riding alone, I can give the example of how there is going to be another safe supply housing site that is going to be opened up across from a school, which is going to allow illicit drugs to be smuggled around the area. This is what we see as concerning. This is what we see as the whole problem. We should not allow these safe consumption sites in our communities or in Canada overall. What Conservatives are going to do is eliminate all of these challenges that the government is putting forward and make sure that we can take drugs out of the picture for everyone.”
“Mr. Speaker, the truth is that Canadians are worse off now than ever. There is extortion happening in my community in Surrey, British Columbia, as well as in Abbotsford. It is happening repeatedly. The crime rates are higher now than ever. We need to make sure we can take care of our communities now and that we are bringing forward legislation that is not the watered down legislation of the Liberals. Conservatives are bringing forward the “three strikes and you're out” rule, which is what we need to implement safety on our streets and in our communities.”
“We will continue to defend Canadians' privacy and demand that the Liberals become tough on crime, end their soft-on-crime sentencing for serious violent repeat offenders, put a stop to drug trafficking that kills a record number of Canadians, secure our porous borders that risk this country's very own fabric and put criminals behind bars where they belong. The minister opposite may claim the border is secure, but it is easy to say that when the evidence and statistics my colleagues and I continue to raise are ignored.”
“It is obvious that in my community there is an urgent need for border security and that it remains insecure, yet this bill fails to adequately address these concerns and serves as nothing more than Liberal empty promises. Conservatives are focused on making sure we prioritize Canadians' safety. Conservatives forced the Liberals to retreat from Bill C-2 , which threatened Canadians' freedoms and privacy, as we believe wholeheartedly that law-abiding Canadians should never be made to pay for the government's failures on borders and immigration.”
“The Liberal government allowed multiple ISIS terrorists into Canada, including one who was caught desecrating a body abroad and who was later charged with planning attacks in Canada. In 2022, a senior Iranian official was banned from entering Canada due to human rights abuses and terrorism, yet several investigations into Iranian agents on Canadian soil remain open. We know the government has lost 600 foreign nationals with criminal records, and over 400 of those evading the government are convicted of serious criminality right here in Canada. The government has openly admitted it has lost track of how many people are living in Canada illegally. In my own riding, a sergeant from the Abbotsford Police Department reported that in my community there have been 60 incidents involving border jumpers on just one road alone.”
“We are not expecting him to do the job interviews himself, but we expect him to follow through, do his job and hire agents accordingly. The fact is that fewer than a hundred agents have been hired. This is simply unacceptable. (1820) To make matters worse, gun crime under the Liberal government has risen by 116% over the past nine years, and the Toronto Police Association reports that 85% of gun crimes involve illegal firearms trafficked from the United States, yet the Liberal government will still allow some of the worst criminals to receive house arrest. How exactly is this supposed to make Canadians feel safe? Canadian agencies have identified 350 organized crime rings inside our country, including 63 linked to international groups from China and Mexico.”
“I have spoken with many parents, such as the parents from the Abbotsford Traditional School and those in the PAC that is also responsible for the school. They are genuinely concerned for their children's safety. They want to know what is happening in our communities. It is troubling. I find myself asking, alongside them, the same question, as this is truly concerning for our communities and children. Is this the Canada our children should be brought up in? If that was not bad enough, the Liberals' own public safety minister admits he will not even do his job to keep Canada safe. He has stated that he is not responsible for hiring a thousand new CBSA agents. Why are Canadians paying him? His role is to protect Canadians by securing our borders, and right now, he is failing at that.”
“Langley authorities also reported on how this super lab was capable of producing multiple kilograms of fentanyl on a weekly basis, yet this bill still lacks mandatory prison sentences for fentanyl traffickers. This is just disgraceful. To make matters worse, with so many lives lost, the Liberals continue to push for safe consumption sites near schools. Conservatives urged the Liberals at the health committee to shut down fentanyl consumption sites located close to schools and children for their safety. However, the Liberals and the Liberal health minister refused to rule out approving even more sites near schools and day cares, despite admitting these locations have become hot spots for rampant fentanyl use. In my riding, the Liberals are planning to slap a safe consumption site right across the street from a school.”
“Why do the Liberals not understand these basic measures? The Liberals' track record says it all. They are not serious about securing our borders or keeping Canadians safe. According to Health Canada and the latest figures, there were a total of 49,000 opioid deaths reported between January 2016 and June 2024. Many were due to drug ingredients trafficked from China and Mexico. The Washington Post reported in December 2023 that fentanyl super labs in Canada are producing mass amounts of drugs as well. The super labs that police are finding in Canada differ because they are synthesizing the drug with chemicals sourced primarily from China. In Langley, British Columbia, in my own community, police recently uncovered a super lab containing enough fentanyl and materials to kill 95 million people.”
“I have stood in this chamber numerous times to raise concerns about extortion and the rising wave of gun violence that is occurring, terrorizing our neighbourhoods and communities. We are calling for stronger border security, yet the Liberals have turned a blind eye, ignoring the urgent need to secure our borders, toughen crime laws and prioritize the safety of victims over the interests of gun smugglers, gangsters and violent criminals. My community members should not have to live in fear wondering if they will be the next victim of a drive-by shooting, or worry that their children might be hit with a stray bullet while sleeping in their bedroom or playing at the park. Securing Canada's borders and being tough on crime means giving our citizens peace of mind that illegal firearms and harmful drugs are not flooding our streets.”
“Mr. Speaker, I want to start by saying I will be splitting my time with the member for Similkameen—South Okanagan—West Kootenay . It is always a privilege to stand in the House representing the wonderful people of Abbotsford—South Langley. Today, I rise to address many serious issues affecting my community, something I wish I did not have to keep doing over and over again. Bill C-12 fails to adequately address several key issues within our immigration system and at our borders. While the public safety minister claims that the legislation will make Canada safer, the bill ultimately falls short on delivering on those promises. In my community of Abbotsford—South Langley, a major border crossing and hot spot for illicit drugs and arms smuggling, this failure is very real with real consequences.”
“Mr. Speaker, today I rise to table a petition on behalf of religious institutions under attack in Abbotsford—South Langley and nationwide. Under the Liberal government, homelessness, addiction and mental health issues are at an all-time high. Stripping charitable status from religious organizations is a draconian attack on the communities that protect the most vulnerable. As a Sikh, my community alone donates hundreds of thousands of free meals each year. I fully support the petition and its call to ensure that the Liberal finance committee does not go after the 30,000 charities based on advancement of religion, which make up 42% of Canada's charitable sector. Religious communities selflessly protect Canadians, and the tax change is unlawful.”
“Mr. Speaker, Liberal bail policies have unleashed crime and chaos on our streets. Swift 1200 AM radio in Surrey was struck by gunfire on Monday night. Thankfully, no one was inside at the time, but our communities live in constant fear that next time they will not be so lucky. No one should have to fear for their safety while simply doing their job, but after 10 years of Liberal soft-on-crime policies, this has become far too common. It is enough empty promises. The Liberals have failed to act. Will the Prime Minister get serious on extortion and adopt our Conservative bill, or will he get out of the way and let the Conservatives do it?”
“Mr. Speaker, the number one job of the public safety minister is to keep Canadians safe, but he has failed. Extortion is up 330%, especially in my riding of Abbotsford—South Langley. The minister has not yet labelled the Bishnoi gang as a terrorist organization, but it is responsible for widespread violence in Canada. Designating the Bishnoi group as a terrorist entity would arm law enforcement with the critical tools needed to prosecute the gang's activities. Politicians nationwide have been calling for this. Will the minister resign today, or will the Prime Minister finally fire him for his poor behaviour?”
“Mr. Speaker, the minister said she worked all summer, and the system is worse. The Prime Minister promised he would be different, but illegal border crossers have been surging into Canada to abuse the asylum system all summer, and the minister has done nothing to stop it. She has not strengthened the safe third country agreement. She has not reviewed the benefits they receive to put a stop to the ones who come into our country. She has let the asylum seekers become even worse than the predecessor she followed. The Prime Minister chose to be incompetent and chose an incompetent minister for the cabinet. Why?”
“Mr. Speaker, the Prime Minister promised to deliver double the number of homes built in Canada, but instead it is down by 16%. It is no surprise. Just look at who the Prime Minister put in charge. The housing minister oversaw a 150% surge in home prices and doubled rent prices when he was the mayor of Vancouver. He even stated on record that home prices should not go down. Now we learn that 100,000 construction jobs could be lost. It is jobs for bureaucrats in Ottawa and job losses for construction workers. With records like these, why should Canadians believe the government will ever build affordable homes?”
“Madam Speaker, we need to make sure we address the concerns our citizens are facing. B.C. is facing a fentanyl crisis like no other. The member across the aisle is correct. He needs to make sure he is competent in what he is stating, as before. At one point, the member across was right, but now he is not aligned with what he said years before.”
“Madam Speaker, yes, it is exactly what my colleague from Richmond Hill said. It is Liberal incompetence. We see that our communities are now facing challenges like at no other time before. We have seen that incompetence trickle down year after year, and the effects are more crucial now than we have ever seen before. We need to make sure that we secure our borders properly and bring forward proper bills and amendments that will make sure we strengthen our justice system. My colleague is very right about the matter, because he is facing the same challenges we are in my community of Abbotsford—South Langley.”
“Madam Speaker, if the Liberals were so concerned about extortion, they would have supported my colleague's extortion bill, which addressed all these concerns, and voted in favour of it instead of opposing it. The Conservatives are here fighting for Canadians and voicing their concerns. I know on a first-hand basis the damage that is being done by Liberal policies.”
“To conclude my speech, I want to end on the note that I completely agree with the Parliamentary Secretary to the Leader of the Government , who once sat in opposition and said, “Could the minister assure those who are listening to the debate that the government does not, in any fashion whatsoever, allow for any sort of invasion of privacy without some form of a judicial court warrant to enable police to do so?” The Liberals once understood this policy, and today they are shredding it. Canadians want criminals behind bars, not their freedom bargained away. Bill C-2 would bulldoze liberties while letting criminals off the hook, and that is why the Conservatives will not stand for it.”
“The only people who would get squeezed are honest Canadians who pay their bills and send packages. Canadians want real change and criminals behind bars, not more government control over their mail and money. Under this legislation, the government reserves the right to force the hand of Canadians and Internet companies to surrender sensitive data without a warrant. Police cannot search our homes without warrants or probable cause, so why should they be allowed to search our private communications without warrants? That is not just an attack on privacy. It goes against free speech and expression, both of which are protected by the Charter of Rights and Freedoms.”
“(1755) This bill would also give the government warrantless power over Canadians' mail. The Liberals seem perfectly fine with intercepting private letters and packages of law-abiding Canadians. This is not public safety; this is government overreach. Bill C-2 then targets the use of cash, our legal tender, based on hypothetical crimes, while the Liberals stay soft on the real ones. Extortion, auto theft and human trafficking are the real crimes surging, and the government is more interested in regulating what is in our wallets and in our mail. Drug dealers would not be stopped by this bill. They would simply move their operations to different forms and different systems. Money launderers would not be stopped either. They would find new ways to move their cash.”
“Homicides are up by 27%. Sexual assaults are up by 75%, and 90% of those are committed against women. The Liberals should be ashamed, especially as they claim to champion the support of women. Violent firearms offences are up by 116%, and gun regulations do not stop criminals from acquiring firearms. They only hurt law-abiding citizens. Since 2015, extortion is up 357%, auto theft is up 45% and human trafficking is up 84%. The bottom line is that if the Liberals cared about strengthening our borders, they would jail the traffickers, and there would be an immediate drop in crimes with illegal weapons, such as extortion and armed robbery. Bill C-2 , if passed in its current form, will allow gangsters and traffickers to continue to cause chaos and tragedy in my riding.”
“If this so-called strong borders act was serious about protecting our borders, it would increase mandatory minimums for drug traffickers. Currently, the mandatory minimum is only one year. How could our borders be truly strong if those who are trafficking toxic drugs are not being punished properly? Drug traffickers are bringing death sentences to our communities. One year in jail is insulting to the victims of dangerous crimes. However, it is not surprising considering that the Liberal Party is the one that supported the decriminalization of fentanyl in my province. Why is it that the more the government fails to address real criminality, the more it simultaneously increases the targeting of innocent law-abiding citizens? The reality is that Canada is desperate for tougher policies on crime. Since 2015, violent crime has gone up 50%.”
“This bill does not address any mandatory minimums. It would maintain house arrest for serious crimes and includes no minimum sentencing for those who commit sexual assault against children. Since 2015, sexual violations against children have gone up 118%. That is simply disgraceful. If families cannot protect their children and we here cannot protect our children, who will? Bill C-2 demonstrates a larger issue in Canadian policy. The Liberal government will overlook serious crimes, including crimes against children, without any ramifications. If passed in its current state, Bill C-2 will allow criminals to keep taking advantage of Canadians. Crime rates for extortion and sex-related crimes are growing dramatically. We need to bring in real change, and we need it now.”
“According to Health Canada, close to 50,000 Canadians died from apparent opioid toxicity between January 2016 and June 2024. Of all accidental opioid deaths in the first half of 2024, 79% involved fentanyl. In November 2024, police uncovered a superlab in Langley, within my community, that was capable of producing multiple kilograms of fentanyl every single week. Despite these alarming facts, the Liberal government refuses to fix Canada's broken jail system. Members of my community believe that those who are profiting from poisoning community members, especially the children within our communities, belong behind bars. If the government were serious about protecting our borders, our neighbours and the neighbourhoods within our communities, it would ensure that moving fentanyl into our communities carried real jail time.”
“Madam Speaker, I want to start by thanking all the constituents of Abbotsford—South Langley. I am honoured to be here representing my community today. The citizens of my riding have been advocating for stronger laws and stronger borders. I appreciate that Bill C-2 is trying to tackle high crime rates, but the bill in its current form is unacceptable. It has taken 10 years for the Liberals to put it forward, and if it is passed, crime rates will continue to rise in our communities and individual freedoms will be bulldozed by the Liberal government. My riding encompasses borders with the United States. The Sumas and Aldergrove border crossings fall within my riding. It is close to the Pacific Ocean ports as well. In British Columbia, fentanyl continues to be devastating in all of our communities.”
