“Mr. Speaker, 1,600 is the number of crimes that happen in this country every single day. That is almost one crime per minute. These are not statistics. They are innocent people being hit over the head with baseball bats. They are jewellery stores being smashed in and opened up by an incoming automobile, which is then used to steal the proceeds families have spent their entire lives earning. They are the people who wake up in the middle of the night to the sound of stomping feet on their living room floor as home invaders break in to steal, rob, pillage and much worse. They are the Farooqi family, whose courageous father came running out to protect his defenceless children against home invaders and was shot in the throat.”
“Mr. Speaker, the Prime Minister promised that Canadians would be able to judge him by their experience at the grocery store. Well, that experience is what is now being called struggle meals, with Canadians now sharing tips on how they can scrounge together meals that are often of lower nutritional value because that is all they can afford. Food price inflation has accelerated to almost double the Bank of Canada's target, rising 50% faster in Canada than in the United States since the Prime Minister took office, promising the reverse. Will the Prime Minister finally axe the Liberal taxes on groceries so that Canadians can afford to eat?”

“Mr. Speaker, I know that it sometimes gets heated in this place. Recently, I said that the Prime Minister is just as irresponsible with money as Justin Trudeau. I now realize that was unfair to Justin Trudeau. In reality, he has increased the deficit by almost 70% above what Justin Trudeau left behind. Now, the Parliamentary Budget Officer describes the Prime Minister's deficit as “alarming”, “stupefying”, “unsustainable”, “if you don't change, this is done” and “something's going to break”. How is it even possible for the Prime Minister to be more fiscally incompetent than the drama teacher?”
“Mr. Speaker, he says, “spend less”. Deficit spending is up almost 100% since the Prime Minister took office. As for investment, it has fallen. In fact, $50 billion of net investment has left since he took office, yet he repeats the same promises the Liberals have been making for a decade. They said their deficit would lead to more investment. Since they took office, investment is down by 10%, the worst investment record in the G7. In fact, with $600 billion more debt under the current government, investment has fallen. How much more debt would the Liberals have to add on the backs of Canadians to reverse this disastrous result?”
“Mr. Speaker, since the Prime Minister took office, 86,000 more Canadians became unemployed. We have the second-highest unemployment in the G7. This is all the result of out-of-control government spending and taxes. Every dollar the Prime Minister spends comes out of the pockets of Canadians, and now the Parliamentary Budget Officer rates his deficits as “very alarming”, “stupefying”, “shocking”, “unsustainable”, “if you don't change, this is done”, “something's going to break” and as if we are at the edge of a cliff. Those are the words of the Parliamentary Budget Officer. When will the Prime Minister stop his out-of-control spending? Is it when he is over the edge of the cliff?”
“Mr. Speaker, after the Prime Minister broke his promise to negotiate a win with the Americans by July 21, lumber tariffs have more than doubled and job losses are piling up. Kap Paper is potentially laying off 300 workers in northern Ontario. That is on top of 800 workers losing their jobs at Imperial Oil. TransCanada and Enbridge are building more in the United States as their headquarters move south, after the Prime Minister broke his promise to “build, baby, build”. Does the Prime Minister not realize that when he does not do his job, Canadians lose theirs?”
“Mr. Speaker, Canadians deserve to live in peace and security. That security was shattered like bullets through broken glass at a radio station in Surrey once again. Swift radio was hit with a third extortion-related gunfire attack just yesterday. I spoke with owner Kulwant Dhesi, who had invited me to his station earlier. He said his family cannot sleep. This joins countless other examples in Brampton and Surrey along with, now, a spate of shootings in Laval. Here are the facts. Violent crime is up 54% under the Liberal government's catch-and-release bail system. Extortion is up 330% after Liberals lowered the penalties for extortion with a gun. Extortion is up 600% in B.C. alone. It is time to repeal these Liberal catch-and-release laws, restore order at our border and bring peace and security to our people.”
“Mr. Speaker, another thing my mother always taught me is to keep my promises. The Prime Minister promised to spend less, but the Parliamentary Budget Officer showed today that this Prime Minister is going to make his inflationary deficit two-thirds higher. He is going to add another $300 billion, or a third of a trillion dollars in deficit. That is double what it was under Justin Trudeau. That caused inflation and pushed prices up. Why should Canadians who cannot even feed their families have to feed the debt of this irresponsible Prime Minister?”

In fact, I think she should come in here as the finance minister. We would have a balanced budget right away. We would surely not have a PBO report showing the government adding a third of a trillion dollars of extra deficits. We know that every single dollar the Prime Minister spends comes out of the pockets of hard-working Canadians. Why do they not know that?”

She would not be happy with the Parliamentary Budget Officer's report today, which reveals that the Prime Minister is more expensive than even Justin Trudeau. Over the next five years, the Prime Minister will add an amazing $300 billion of additional inflationary debt, twice what Trudeau would have added, all of which will add to the cost of living for Canadians. How is it possible that any prime minister could be more expensive than Trudeau?”
“Mr. Speaker, my mother and people like her actually built this nation, and today is my mom's birthday. It reminded me that even when my schoolteacher parents were struggling, we always had delicious, nutritious meals. We had meat and potatoes on our plate, and we had to eat all the broccoli. When I called her today for her birthday wishes, she said grocery prices are terrible. I did not have the heart to tell her that the Prime Minister 's bait and switch is the culprit. Will the Prime Minister give my mother the ultimate birthday gift and end all Liberal taxes on groceries?”
“Mr. Speaker, the Prime Minister is on yet another costly and useless photo op tour to escape inflation, criminality, the housing price crisis and, of course, the scandal around his public safety minister . That is the minister who lost track of 600 foreign criminals on our streets, broke the Liberal promise to hire 1,000 new border guards and was caught on tape admitting that the Liberal plan to harass farmers and duck hunters has nothing to do with saving lives and everything to do with preserving the Prime Minister's political fortunes. Will the Prime Minister put Canadian lives first and fire the minister ?”
“Mr. Speaker, the Prime Minister is off on another pointless and costly trip to escape the scandals, inflation, crime and problems related to the Minister of Public Safety here at home. This minister lost track of 600 foreign criminals who are here in Canada. He broke the Liberal promise to hire 1,000 border guards and he admitted that his program to harass farmers and hunters will not protect Canadians. When will the Prime Minister protect the lives of Canadians and fire this minister?”
“Mr. Speaker, that is more money for bankers and less money for nurses. I know the Prime Minister likes to help make profits for bankers and people who work for banks instead of taxpayers. That is why he has no problem doubling the deficit that Justin Trudeau left us for the next five years. It is unbelievable that we now have a Prime Minister who costs more than Justin Trudeau did. I would never have thought it possible. I would add that the Parliamentary Budget Officer's projected deficit does not even include the increases for the armed forces that the Prime Minister has committed to or most of the election promises in the Liberals' platform. The deficit is out of control. Every dollar this Prime Minister spends comes out of the pockets of Canadians, who have none.”
“Mr. Speaker, we are proposing that we export our clean energy, namely nuclear, hydroelectricity and natural gas, to replace much dirtier and more polluting modes of production. That is the Conservative approach. I forgot to mention another tax: the plastic tax that the Liberals want to impose. It is a tax on food. If plastic is banned, food will spoil more quickly. This will rapidly increase the cost of groceries. We want to eliminate this tax in order to keep food fresh for longer and increase the number of jobs in the chemical sector in Canada. It is a major industry across the country. We must eliminate all taxes on groceries so that there can be more jobs and Canadians can eat better for less.”
“Mr. Speaker, of course she does not. The answer to the question really is that we have the ultimate corporate lobbyist as the Prime Minister of Canada . He is lobbying for tax evasion. His investments are stashed away in offshore bank accounts in the Caribbean, where they do not pay the taxes that Canadians pay. He wants to force Canadians to subsidize the electric car production system that profits Brookfield. He wants Canadians to pay higher inflation, which the CEO of Brookfield said would profit his company. We have a corporate lobbyist as our Prime Minister, and that is why a small group of people are getting rich, making everyone else poor.”
“[ English ] Today we call on the government to stop taxing food; allow Canadians to have nutritious, delicious food; and make this a country where anyone who has worked hard can enjoy meat and potatoes on their table in a beautiful house that they own, on a safe street, with a wonderful Canadian flag hanging off the front porch.”
“We want to eliminate the “inflation tax” by reducing inflationary deficits. We need to reduce red tape, consulting contracts, private sector lobbyists, international aid, as well as funding for fake refugees. “There are a lot of things they do not know over there or that they do not want Canadians to know. We know that inflation is very good for Brookfield, because the CEO of that company said so. He said that his company profits from inflation, so the Prime Minister will get richer as he makes Canadians poorer and hungrier through his inflation tax. Our goal on this side of the House is exactly the opposite. (1235) [ Translation ] That is why we are proposing to eliminate the grocery taxes. We believe it is possible to lower the cost of groceries by eliminating the industrial carbon tax, which is pushing up the cost of fertilizer and farm equipment. We want to eliminate the fuel standard tax on diesel and gas so that food can be produced and transported more efficiently.”
“They have taken that mandate off the main web page, where they used to describe their mission as low and stable inflation, and they have replaced it with a grand pronouncement that they are not just any bank, they are “the Central Bank”. What they really mean is that they are going back to printing money to pay for a Prime Minister who cannot control himself. Every dollar the Liberal Prime Minister spends comes out of the pockets of Canadians in direct taxes or inflation taxes. An hon. member: I didn't even know they had a website. Hon. Pierre Poilievre: Mr. Speaker, the member across the way, who is the whip, is saying he did not know the Bank of Canada had a website. That is another example of a Liberal who should do a little more research before opening his mouth.”
“He will hopefully be apologizing to the British people for the economic hell he left behind in that role, but instead he is bringing that hell here to Canada. Today we learned that the Prime Minister is even more expensive than Justin Trudeau. Who would have thought it possible? The deficit for this year, according to the Parliamentary Budget Officer, will be two-thirds higher than the one Trudeau left behind. Over the next five years, the deficits will add up to $314 billion, more than double the deficits that Trudeau was expected to add over that period of time. In other words, he is borrowing at twice the rate of Justin Trudeau, which will be more expensive. Of course, much of that money will be printed. Already, the Bank of Canada is signalling that it is again doing away with its main mandate, which is to fight inflation.”
“It will be even worse for food prices than the previous tax was. (1230) Then there is the inflation tax itself: the most immoral, destructive tax there is and the sneakiest tax. The inflation tax happens when the government prints money to pay its bills, ultimately bidding up the cost of everything Canadians buy. If we have an economy with 10 loaves of bread and $10, it is a buck a loaf; if we double the number of dollars to 20, but we still have only 10 loaves of bread, each bread purchase goes up by 100%. It doubles in price, and that is what we call the inflation tax. The Prime Minister is familiar with it. He caused the inflation and housing crisis in Great Britain, where he was a disastrous and now totally despised Bank of England governor.”
“That tax increases costs right up through the food chain; it is a tax the Prime Minister intends to more than triple if, God forbid, he stays in power until 2030. Then there is the fuel standard tax, a 17-cent-a-litre tax that the government is imposing that would apply to diesel and gasoline, replacing the carbon tax fuel charge that was in place up until I forced the government to remove it just a few months ago. I warned that the Liberal government would simply bring in a new carbon tax if given the chance, and that is exactly what it is doing. That will, of course, raise costs. This one is worse, though, because unlike the previous fuel charge, which exempted tractors, combines and other on-farm use, it will apply to the fuel that goes right into the combine, the seeder, the planter and the tractor at the farm gate.”
“The average dairy cow can produce four times as much milk as 50 years ago, and the average acre can produce four times as much corn. All the costs of producing food are dropping, but the price of buying food is going up. What explains the difference? For part of that, we will have to wait to hear from the member for Chatham-Kent—Leamington , a very esteemed colleague with whom I will be splitting my time. I can guarantee that he will tell us that part of it is the cost of government, which, again, is the biggest cost contributor, and it has been rising under the Liberal government. The Prime Minister has three main grocery taxes, all of which he has been raising. First, there is the industrial carbon tax on fertilizer and on farm equipment.”
“The average family of four is expected to spend almost $17,000 on food this year. That is up well over $800 over the previous year. This is at a time when wages are flat and joblessness is skyrocketing. One hundred thousand more people lost their job this summer under the Prime Minister 's high tax, low-growth policy, which has given us the fastest-shrinking economy in the G7. Meanwhile, jobless people are walking down grocery aisles and seeing that beef is up 33%; canned soup, 26% grapes, 24%; roasted and ground coffee, 22%; and beef stewing cuts, 22%. Food costs should be dropping in this country, because the amount of fertilizer, fuel, water and labour that goes into producing food has dropped dramatically.”
“In fact, they should be looking at the items they cannot wait to bring home and transform into the next delicious family meal, rather than looking at the price tag and wondering whether it will empty their bank account. They should have a full fridge, a full stomach and a full bank account, all at the same time. That used to be what we took for granted in Canada. After 10 years of Liberal inflation, the cost of food is up over 40%. In fact, since the current Prime Minister took office, promising that he could be judged by the price of food, food prices have been rising 50% faster in Canada than in the United States. The Daily Bread Food Bank says that this year, Toronto alone will have four million visits to the food bank. That is double what it was two years ago, meaning it is worse than it was under Justin Trudeau.”
“Mr. Speaker, I would like to talk about our objectives as the official opposition and as the future government. [ English ] Our goals are very clear: stronger take-home pay with affordable food and homes, safer streets by locking up the criminals Liberals turned loose, secure borders by fixing the broken Liberal immigration system, and a self-reliant Canada by unlocking the power of our resources, industry and entrepreneurs, but first among all these is that we must be able to feed our people. Conservatives believe that everyone, including our families, seniors and workers, deserves nutritious, delicious, affordable food on their table: meat and potatoes night after night, not as a once-in-a-while treat. They should not feel stress and anxiety as they walk down grocery aisles.”
“Mr. Speaker, the Prime Minister's knowledge bank on this subject is now depleted, so we will move on to something else: the subject of food prices. The Prime Minister said that he would be judged on prices at the grocery store. Well, the verdict is in: Food prices are rising 50% faster in Canada than in the U.S. and are almost double the Bank of Canada's target. The Daily Bread Food Bank says that there will be four million visitors to Toronto food banks, a doubling from over two years ago, yet the Prime Minister has three grocery taxes in place, and going up, while people line up at food banks. “Mr. Speaker, the Prime Minister has absolutely no idea what guns he is banning. He is banning twenty-twos. These are known as farmers' guns for going after gophers and other pests. One of them is even called the Plinkster because that is the sound it makes when it bounces off a pop can. The Prime Minister is wasting precious border and police resources, harassing farmers and banning duck hunters while real gun crime rages in our streets. Once again, will he pick up a briefing note so that he knows what he is talking about and go after the real criminals?”
“Mr. Speaker, the Prime Minister just admitted that he does not even know what his gun ban applies to. For example, this gun ban applies to 10-gauge and 12-gauge shotguns, which are used by the great people of Alberta and all Canadians for duck hunting. It applies to 70 .22-calibre firearms that are used by almost every farmer to go after gophers. Will the Prime Minister stop wasting money banning gopher guns, read his briefing notes, so he knows what he is talking about, and fire that incompetent minister ?”
“Mr. Speaker, I voted against the Liberal policy of reducing criminal sentences for those who use guns to commit extortion, commit robbery and commit other serious offences, while voting in favour of locking up criminals who use guns in the commission of crime. The police say that 90% of gun crime is done with guns that come illegally over the broken Liberal border. The Liberal public safety minister admits that the Prime Minister is only playing politics. Will the Prime Minister stop the politics, fire the minister and leave Grandpa Joe's hunting rifle alone?”
“Mr. Speaker, the Prime Minister 's own Minister of Public Safety says the government is doing it wrong. He was caught on tape saying the program will not work, and yet the Liberals are going to rip $750 million away from our border services and police services to harass duck hunters and farmers by banning the firearms they use. This approach has led to a 130% increase in gun crime under the Liberals' watch. The police say they will not implement it. The minister says it is a bad idea, but they are doing it only for political reasons. Why is the Prime Minister putting lives at risk for politics?”
“Mr. Speaker, under the Liberals, gun crime went up by 136% in five years. Their policy has been to waste money going after hunters and farmers and take money away from border services and law enforcement, and that is what led to this crime wave. The Minister of Public Safety admitted that this policy does not work. What they did was strictly for electoral reasons. [ English ] The public safety minister has admitted that going after farmers' and hunters' hunting rifles is not going to fight crime, so the only reason to do it is his politics. If he was telling the truth, then why not reverse? If not, why is he not fired?”
“Mr. Speaker, it was just last week that the minister's own department revealed that the Liberals are breaking their promise on having 1,000 new border guards. Not only have they not hired the 1,000, but they have not even developed the plan to do so. That is the responsibility of the public safety minister. He has broken the promise. Will he be fired?”
“Mr. Speaker, it is incredible. Only this minister, who ruined the immigration system and the housing market, could simultaneously repeat a promise while breaking it. It was last week that the Liberal promise of another— Some hon. members: Prop. Hon. Pierre Poilievre: Yes, that is right; a Liberal promise is a prop. Some hon. members: Oh, oh!”
“Mr. Speaker, it seems the Liberal strategy is to say that the public safety minister is not incompetent enough to be fired because the Liberals have, by comparison, an even more incompetent Minister of Justice. I guess everything is relative. To prove his incompetence, I am glad the minister brought up the issue of border security. We asked the government in an Order Paper question last week whether it would keep its promise of 1,000 new border guards. The Liberals got back, saying not only have they not hired 1,000 more, but they have no plans to do so. It is more incompetence from the public safety minister . When will the Prime Minister fire him?”
“Mr. Speaker, the minister did have a real conversation about guns. He was caught on tape admitting that his program will not work because it will go after legitimate hunters and sport shooters rather than after the 80% of guns used in crime that come illegally across the border. He admits that his $750-million program will not work. He offered to bail his tenant out of jail if he breaks the rules. He lost track of 6,000 foreign criminals in our country. He admits he does not know what a gun licence is. More than half of Canadians do not feel safe under his watch. Will the Prime Minister do the only thing that will secure our country and fire this incompetent minister?”
“Mr. Speaker, I have to admit, in all my years here, I have not seen this before. On Monday, a minister says that his program will not work. On Tuesday, he says he is going ahead with the program, a program that will take $750 million away from frontline border and police services to go after Grandpa Joe's hunting rifle. It is a waste of money that police say they will not implement and that the minister was caught on a recording saying the government will never implement. He even promised to bail his tenant out of jail if he breaks the law. When will the Prime Minister fire this minister?”
“Mr. Speaker, he said exactly the opposite in the recording. He admitted that seizing $750-million worth of weapons will not work. He even offered to bail his tenant out of jail. He broke the Liberal promise to hire 1,000 border agents, even though 80% of the firearms used to commit crimes cross the border illegally. He lost track of 600 dangerous foreign criminals on our streets and does not even know what a firearms licence is. He is incapable of protecting Canadians. When will the Prime Minister fire him?”
“Mr. Speaker, I must admit that I have never seen anything like this. On Monday, in a recording, a minister said that his program will not work. On Tuesday, he announced that he is going ahead with the program. He was right in the recording: It is a waste of $700 million. This money is being taken from our border and police services to go after hunters and sport shooters, which will endanger the lives of Canadians. When will the Prime Minister fire this minister?”
“Mr. Speaker, I and we have voted against policies that have given Canada a 130% increase in gun violence. Speaking of getting things through Parliament, the minister said “seek” to introduce. The government has been in place for 10 years. It has softened penalties for repeat offenders. The minister took the summer off and still has not introduced any criminal justice reforms to stop guns. We put forward a “three strikes and you're out” law that would lock up repeat violent offenders. Instead, the government is spending $700 million of police resources going after licensed, law-abiding people. Why?”
“Mr. Speaker, while the Liberal government blocks criminal justice reforms that would lock up gun criminals, it wants to go ahead and take nearly $1 billion away from border security and police officers to go after licensed, law-abiding, trained and tested hunters and sports shooters, a project that the OPP refuses to enforce and numerous provincial governments have said they will not go ahead with. The government has even had to ask Canada Post to collect these firearms. The minister himself has now admitted that it would not work. Why will the Liberals not drop the politics and save lives?”
“Mr. Speaker, the minister did have a real conversation about guns. Unfortunately for him, it was caught on tape. He was caught on tape admitting that the gun grab is a waste of money, caught on tape admitting it would go over budget and caught on tape admitting it would be better just to lock up the gun criminals who are doing the crime. Why is it that Liberals only tell the truth when they do not think anyone is listening?”
“Mr. Speaker, the minister said that his gun grab will not work, that it will go over budget, that it would be better to lock up criminals, as Conservatives have been suggesting, but that the government is going ahead with the gun grab anyway because the Prime Minister wants to pursue electoral politics. When a mother is hit with a stray bullet, a police officer is murdered by a firearm or a bullet flies into a child's bedroom as part of an extortion case, we do not have time for politics, so why is the minister caught on tape playing politics with guns?”
“Mr. Speaker, by freeing rampant gun criminals and wasting billions of dollars of police and border resources targeting law-abiding, licensed, trained and tested firearms owners, the government has overseen a 130% increase in violent gun crime. Over the weekend, the Minister of Public Safety accidentally told the truth, and he was recorded doing it. He said that the gun grab is not worth the money, that it will go over budget, that it would be better just to lock up the criminals, but that the government is going ahead with the bad policy because it is good politics. Does the Prime Minister agree?”
“Mr. Speaker, by releasing criminals and wasting money on targeting law-abiding hunters and sport shooters, the Liberals have increased gun crime by 130%. We already knew that. However, the Minister of Public Safety accidentally told the truth and was recorded saying that that to confiscate firearms from law-abiding people was a waste of money. Does the Prime Minister agree with his minister?”
“If we are selling more oil and gas, we would have a stronger dollar, and everything that is priced globally would become more affordable in our domestic market. That dollar would go further and buy more. We would have more affordable food and fuel, and more affordable homes. That is all part of the Conservative plan for stronger take-home pay and a better life for our people.”
“Mr. Speaker, the hon. member is asking a very tough but fair question. The member points out that the Prime Minister has changed his tune. He is plagiarizing Conservative words, but he is governing like Justin Trudeau or worse. In reality, he has not changed anything. That is the grand illusion. In reality, he has a “keep it in the ground” caucus that is rebelling against him. That is why the Liberals will never be able to get anything done over there. We need a Conservative government in order to do it. How do we get more affordable food? One of the ways we do it, in addition to getting rid of the carbon taxes, the inflation tax and all the other Liberal taxes, is to have a stronger dollar. How do we get a stronger dollar? We grow our biggest export sector, oil and gas. That is right.”
“Mr. Speaker, this Liberal government is grossly mismanaging our forests. Take, for example, the massive wildfire in Jasper, Alberta, where government officials, Conservative MPs and real environmentalists and conservationists warned the government to manage the forest and remove the dead wood to avoid a major wildfire. For years, people wrote reports and letters, but the Liberal minister at the time did nothing. At the same time, she accused everyone who was against the carbon tax of being arsonists and trying set the world on fire. In reality, it was mismanagement. We need to manage our forests, we need to remove dead wood and, yes, we need the forestry industry to cut down trees to prevent major wildfires.”
