These were our people: 55 Canadian citizens and 30 permanent residents mercilessly killed by a missile targeting a passenger plane, and then their remains bulldozed by the regime, which has done nothing to bring justice to those who fired that missile. That was an attack on every single Canadian, yet it took four years after that attack for the Liberal government to even list the IRGC, which fired the missile, as a terrorist entity, allowing this group to walk and operate freely on Canadian soil, terrorizing our people. To this day, the Liberal government and the Liberal Prime Minister refuse to deport the terrorist officials who are known to be on our soil.”

“The Prime Minister has brought in a new tax, the fuel standard, and has blocked domestic production of our oil. We need a plan to unlock affordable energy to supply not only ourselves but the entire world. We need to repeal anti-energy laws such as Bill C-69 and Bill C-48 , and the industrial carbon tax, to unblock and unlock our resources, shipping them off our coasts in order to fuel our friends and power our paycheques. “We as Conservatives make it clear that it is in our national interest that the regime in Iran, which has infiltrated our country, murdered at least 55 of our citizens, and harassed countless others, be removed. That is why I supported the Prime Minister 's initial support of the U.S. and Israeli air strikes. Since that time, the Prime Minister has flipped and flopped more than four times, having four contradictory positions in as many days. First, he said he was for the attack. Then he regretted his support for the attack. Then he said that his support for the attack was illegal under international law. He said he would consider sending troops for the attack, which he supported but regretted supporting, and then said that it was illegal under international law.”
“This list only chronicles the direct harm the regime has done to Canada itself. Forget that this regime is the single biggest sponsor of terrorism in the world, that it orchestrated the attacks of October 7, 2023, that it has killed countless of its own citizens, including 30,000 in the last month alone. All of these moral atrocities only compound the regime with the evil that the regime has done to our country. In other words, it is in our national interest for this regime to be defeated and replaced by the Iranian people with a peaceful democracy. “According to CSIS, “as of late 2023, Iran-aligned cyber actors [such as the IRGC-linked CyberAv3ngers] have been targeting Western critical infrastructure... including [and this is important] healthcare and public health, government, information technology, engineering... sectors.” In other words, they have been attempting to mess with our technological capability to deliver health care to our people through foreign attacks on our cyber networks. The Hogue Commission lists “Iran as a considerable transnational threat because it is likely monitoring, influencing, collecting information on, harassing and intimidating the Iranian diaspora community to prevent criticism of Iran” and the national security committee found that Iran is one of “the primary perpetrators of repression against ethnocultural communities in Canada”.”
“Victims' families and Canadians protesting the regime have reported harassment and surveillance on Canadian soil, according to the RCMP, which has received numerous “reports of foreign interference by...the Islamic Republic of Iran.” In 2024, two Canadians were indicted in the U.S. for their role in an alleged murder-for-hire plot on behalf of Iranian intelligence. In 2024, agents of Iran attempted to assassinate former Canadian justice minister Irwin Cotler. According to a CSIS report in 2024, “the regime is one of the main perpetrators of foreign interference and espionage” in Canada. “CSIS assesses that Iran will continue to use proxies, such as individuals involved in transnational crime networks” when its perceived enemies are active in other countries.”
“[ English ] That principle should guide us in the present war in the Middle East, so let us start with the regime itself. This is the most prolific terrorist regime in the world, a regime that routinely murders, harasses and intimidates Canadians. The regime killed 55 Canadian citizens and 30 permanent residents when it fired an unprovoked missile at a passenger plane PS752, for which there has been no subsequent justice by the regime. Further, let me chronicle the unprovoked aggressions this regime has taken against our country. In 2023, a year-long Global News investigation found that there are “700 regime [backed agents] operating on Canadian soil [for the purposes of intimidating] and threatening” dissidents who fled the regime.”
“Mr. Speaker, when the world faces upheaval, when war breaks out, and when energy and food supplies are interrupted, we must zero in on what matters most at home and on what we control. We work for Canada and its people. Here is our home. We want this country to be affordable at home, safe at home, and strong at home, so that we can be unbreakable abroad. Put in more academic terms, we must put Canada's national interests first and foremost as we look at this war, what it means and where we stand. [ Translation ] We are working for Canada and for Canadians here at home, because we want a Canada that is affordable, safe and strong, at home. “Mr. Speaker, the Prime Minister may pretend he just got here, like he is a temporary foreign worker or something, but in reality, we have the same Liberal House leader , the same Liberal finance minister , and the same Liberal justice minister who was the immigration minister who broke the entire system, and they are running it into the ground today. It is not just health care where there are two tiers. The Prime Minister is keeping laws in place that allow foreign criminals who are visiting Canada to have less time in jail after they commit crimes. Will the Prime Minister get rid of the two-tiered system so that we can lock up serious criminals and then kick them out of our country when they are done serving their time?”
“Mr. Speaker, the Prime Minister says he has the system under control. Obviously, he is just another Liberal. He thinks it is under control when the cost of deluxe supplementary benefits is up 1,000%, and the number of refugee claims is up 3,000%. Meanwhile, under his leadership, and after 11 years of Liberal government, we have six million Canadians who cannot find a family doctor. Will the Prime Minister take his head out of the sand, vote for our motion and give Canadians back the health care they deserve?”
“Mr. Speaker, the problem is that the government is not taking care of health care for the Canadian people. Six million people do not have a family doctor and 100,000 have died while on waiting lists since the Liberals unleashed out-of-control immigration. There are currently literally thousands of people who are waiting for procedures as we speak. The Prime Minister claims he is getting it under control, but it is all an illusion. He is just another Liberal. There has been a 3,000% increase in refugee claims under his out-of-control system. Will he rein it in, support our motion and put Canadians first for health care?”
“Mr. Speaker, Canadians deserve good quality health care, but after a decade of the Liberal government, six million Canadians do not have a family doctor. Part of the reason is that mass, out-of-control, Liberal immigration has overwhelmed the system, and many of those resources are going to people who are here illegally and have been rejected. There has been a 1,000% increase in the cost of providing deluxe benefits to many people who are here illegally. Will the Prime Minister reverse this policy, support our motion and put Canadians first for health care?”
“Mr. Speaker, this Liberal government has wasted $5 billion in cost overruns. Today, under the watch of this Liberal Prime Minister, 85,000 seniors are not getting their cheques and cannot buy food. The Prime Minister doubled the deficit, saying that he did not have enough money, but apparently he had enough to squander $5 billion. What will the Prime Minister do to fix this Liberal scandal, protect taxpayers and make sure that our seniors get their cheques?”
“Mr. Speaker, Quebeckers are fed up with Liberal waste. After this Liberal Prime Minister doubled the deficit and drove up inflation, we are now seeing unconscionable waste: ArriveCAN, WE Charity and now Cúram. According to the Leader of the Government in the House of Commons , the fact that 85,000 seniors are not getting their cheques is good news. A $5-billion cost overrun is good news. Does the Prime Minister agree with his House leader that wasting money and depriving seniors of their cheques is good news?”
“Mr. Speaker, no, what is irresponsible is the radical open borders experiment that the Liberals have brought to this country, which has overwhelmed housing, health care and job markets. What is irresponsible is leaving six million Canadians without a family doctor and allowing thousands of people to die on waiting lists because the system is overwhelmed. That is irresponsible. We want to restore the country we love so it is open to everybody and treats everyone fairly.”
“Instead of trying to disparage and defame Canadians who are speaking out to restore our system, the Liberal Party should actually take personal accountability for the chaos it has unleashed.”

Is it compassionate that in the city of Brampton, the municipality found there were 26 international students living in one basement? Is it compassionate that an entire generation cannot find a home, that six million Canadians are without a family doctor or that 100,000 have died on waiting lists since this radical experiment with open borders happened under the Liberal government?”
“Mr. Speaker, they should serve their time in prison. After that, they should be deported if they are not a citizen or a permanent resident of Canada. These criminals are doing neither. They are not being sentenced and they are not being deported either. The Liberal system is allowing these foreign criminals to stay in Canada and harass communities. Quite frankly, it is immigrant communities themselves that are the main victims of these crimes. [ English ] I will say that in English. Right now, by keeping foreign criminals here and not allowing them to even serve a sentence in Canada, the biggest victims are immigrant communities who then have to live with the hell and the danger that is unfolding through extortion, theft and other crimes in our streets.”
“No, Mr. Speaker, and this is the old Liberal trick. When they mess up the system, destroy people's lives and turn the country upside down, Liberals immediately go on the attack. They start calling patriotic, honourable Canadians horrible names, anybody who disagrees with them or who is upset that they destroyed the immigration system, by their own admission, by the way. Instead of holding themselves accountable and firing the minister who did it, they promoted him to justice minister . It is no wonder we have a crime wave. They then look out at all the millions of Canadians, the six million Canadians who cannot get a doctor or the 100,000 families who have lost a loved one on a waiting list, and call them horrible names because of the mistakes that the Liberal government made. It is disgusting.”
“Let us once again put our people first and ensure that they have affordable homes and food, safe streets to live on and health care that cares for them when they need it. That is a common-sense approach. We call on all members of Parliament to put aside their differences and support this common-sense motion. Let us bring back the greatest immigration system in the world.”
“To that effect, Conservatives moved a motion today for a full review of the federal benefits provided to asylum claimants, in order to find savings for taxpayers; to restrict benefits received by rejected asylum claimants to life-saving benefits, and nothing more; to provide transparency on the spending for these programs through regular reports to Parliament; and to pass policies into law that would immediately expel foreign nationals who are visiting our country and commit crime while they are here. We call for no more sentencing discounts and no more two-tiered system. We need a system that treats everybody fairly. We are a compassionate country, but we are a country based on law and a country with an affordability crisis. We are a country with health care wait times out of control. Now is the time to work to change all of that.”
“Canadians have big hearts, but they expect to be treated fairly, and they expect that they should get at least as good, if not better, services than those people who are here illegally, nor do Canadians accept the idea that Liberal-appointed judges give sentence discounts to foreign nationals who commit crimes while visiting this country. It is insane that these sentencing discounts are deliberately designed to prevent foreign nationals from being deported from this country after they commit crimes. The government should have a deliberate policy of deporting foreign criminals who are visiting our country and breaking our laws. We do not need lawbreakers. We need good, law-abiding Canadians.”
“Over two million people's stays are expired or will soon be expired, and the Prime Minister has no plan with respect to how he is going to return them to their country of origin. The Liberals oversaw the removal of only 22,000 people last year. Again, we have two million refugees whose stay here will expire, and the Liberal government of this Prime Minister was able to remove only 22,000, barely a tiny fraction. Even rejected asylum claimants get access to these deluxe taxpayer-funded benefits, and when Conservatives moved a motion at the committee to study this problem, Liberals filibustered and blocked it. It is more obstruction from a Liberal Prime Minister who does not want to change anything.”
“To be clear, these are things like vision care, physiotherapy, home care and speech therapy. Things not covered by the public plans of lifelong taxpayers are then being provided to people who are here illegally or have been refused because they made false asylum claims. The cost of the program that provides these benefits has gone up 1,000% under the current Liberal government, from $66 million to about $1 billion, and it is expected to run to $1.5 billion by 2030. The backlog of asylum claims has exploded by 3,000% under the Liberal government. Three hundred thousand cases were active as of last December under the Liberal Prime Minister . Eighty-six per cent of rejected refugee claimants are still here in Canada.”
“The current Liberal Prime Minister claimed he would change things, but it was all an illusion. Things are getting worse. Six million Canadians now cannot find a family doctor as the system has been overloaded with excess population growth not matched by new doctors. Wait times to see a specialist have hit 30 weeks. Patients in Canada were waiting for 1.4 million procedures last year. More than 100,000 Canadians have died on a wait-list since 2018, roughly the time when this radical immigration experiment began. Twenty per cent of Canadians are stuck waiting over a year for elective surgeries, the most out of 10 peer countries. Meanwhile, the government provides deluxe benefits that are not available to Canadian taxpayers. It gives those benefits to rejected asylum claimants.”
“We must cut costs and eliminate lenient sentences for foreign criminals. That is what we are proposing in our motion to restore the best immigration system here in Canada. [ English ] For over a century and a half, Canada had the best immigration system in the world. People came from all around the world. They worked hard, started families, launched businesses, contributed, paid into the system, integrated into our way of life and became proud Canadians. About four years ago, for reasons still unknown, the Liberal government decided to overturn the entire system of immigration. The Liberals tripled population growth. They opened the floodgates. They allowed rich multinational corporations to profit by bringing in low-wage labour that would drive down jobs for Canadians and drive up rent for the people in our country.”
“That is an almost 3,000% increase in the number of asylum seekers in Canada, and 86% of failed asylum seekers remain in Canada, even though they have been rejected by the system. We are talking about 86% of rejected claimants staying here. There are 500,000 people here illegally. Enough is enough. The Conservatives want to take back control. They no longer want to give deluxe benefits that help people who are here illegally more than they help Canadians, the people who pay the bills. (1245) Finally, we want to put an end to the system that gives lenient sentences to foreign criminals in order to allow them to stay here. We will put an end to the two-tiered system. We propose limiting benefits for asylum seekers, especially benefits that go beyond life-saving measures.”
“It is important to realize that these problems were created by the Liberals, not by immigrants or by people. However, people are the ones suffering the consequences. Six million Canadians do not have access to a family doctor. The wait time to see a specialist is now 30 weeks. Last year, patients in Canada were waiting for 1.4 million procedures. This Liberal Prime Minister promised that he would change things, but that was just an illusion. Now the results of his work are showing. Under this Liberal government and this Prime Minister, the cost of the interim federal health program has skyrocketed by 1,000%, from $66 million to $900 million. It is expected to reach $1.5 billion by 2030. Last year, the number of asylum claims increased by 2,900%.”
“Mr. Speaker, for a century and a half, Canada had the best immigration system in the world. Many hard-working, law-abiding people were invited to come here in an orderly fashion. Most of them quickly found jobs, paid taxes, followed the rules, raised families and integrated into our way of life here in Canada to become real, genuine Canadians. About four years ago, for reasons unknown, this Liberal government decided to overturn Canada's immigration system, to destroy the world's best immigration system. It did so by increasing population growth by 200%, adding 1.2 million people per year. Meanwhile, only 200,000 homes were built. The system is at a breaking point. The health care system and the housing and labour markets are now under unprecedented strain, and Canadians are paying the price.”
“Mr. Speaker, first of all, nobody has done more to champion turning Canada into an industrial superpower than the member for Windsor West. Every day, in every way, he fights for our auto workers, and we owe him a debt of gratitude. I am informed that since my speech began, team Canada has gone to 5-0. Apparently there is some momentum here, and I hope that the government will get out of the way and let that momentum turn into results. We are going to take the taxes off Canadian-made automobiles, so that they are affordable and our country is autonomous.”
“Mr. Speaker, I thank the hon. member for his question, but not for his research, because he made a mistake. We did not say that workers who lost their jobs would not have to pay the usual taxes. What we said was that the taxes should not be taken off at the beginning of the year, because then those workers will be forced to wait a year before getting a refund. The problem with a one-time payment when a worker loses their job is that it puts them in a very high tax bracket. They lose half the money and have to wait 14 months to get a refund. Why not let the workers keep that money and pay the taxes on it later when they have a job? That is my first point. My second point is that the member has lost touch with the regions of Quebec, where people like trucks that run on gas and diesel. We support Quebec consumers.”
“Mr. Speaker, we are in favour of Canada, and that means low-cost energy. I do not want high-priced European or Californian taxes on consumers and industry. That is how jobs get killed. That is how people are made poor. Europe is rapidly running away from the radical net-zero agenda that the member just talked about. The Germans tried it and are having to reverse themselves completely because they are being shut down. In the United Kingdom, they realized that high-priced electricity, because of these same radical net-zero policies that the Prime Minister has embraced and written about, are impoverishing the working class and deindustrializing society. We do not want any of these foreign policies he wants to impose. We want a Canadian policy to reindustrialize and make Canada affordable and autonomous.”
“We would get rid of the industrial carbon tax on Canadian steel, aluminum and plastic to make cars with Canadian steel. We would get rid of the capital gains tax on reinvestments in Canadian auto plants. We would end the new Liberal fuel tax so that we can move our parts around more quickly and economically, because low-cost energy is the key to reindustrializing our country. These are solutions. They are positive ideas to make Canada an incredible industrial powerhouse, where patriotic Canadians can save money and save jobs at the same time and where team Canada not only wins out on the ice but wins at the auto dealership, wins on our streets and wins in our factories. I say, “Canada first and Canada always.””

It drives me crazy to think of the laid-off auto worker who is looking at their severance right now and sees 50% is gone in tax, knowing that their tax dollars will subsidize the very American-made vehicles that were made in the country that tariffed him out of a job. He does not have to live like that; we have a plan. We will unleash Canadian production. We will take the GST off Canadian-made automobiles, saving people $2,500 on a Canadian car. This would include, for example, the Chrysler Pacifica, the Chrysler Grand Caravan, the Dodge Charger, the Toyota RAV4, the Lexus NX, the Honda Civic, the CR-V, numerous Ford products, the Chevy Silverado and many more.”
“In fact, the reality is that if someone were trying to predict the future, and I do not believe that governments are able to do that, and simply based on the trajectory, it is clear that electric vehicles are not on track at this time to overtake the market. They are not even close. Our Conservative approach would allow the free market to decide which vehicles get purchased. It lets consumers choose what they want to buy. We know that they will be biased in favour of the lowest price and the highest quality, and those vehicles happen to be, in many cases, Canadian-made internal combustion vehicles. That is the reality, and we have a plan to make sure that the maximum amount of content in those vehicles is made by our Canadian workers. We are going to reindustrialize Canada.”
“It does not seem to matter how much Liberal governments throw away in handouts and subsidies; they cannot turn those dollars into enough production to satisfy even a tiny fraction of the Canadian marketplace. Liberals say that is the present, but we should look to the future. That too is an illusion. Here is the reality: EV purchases are in free fall. Between December 2024 and November 2025, the market share of EVs in Canada plummeted almost by half, from 18% to 11%. Canadians are buying vastly fewer electric vehicles. In dollar terms, the sales have decreased in that period of time by 37%. That is absolute free fall.”
“While President Trump tariffs our automobile sector, the Liberal Prime Minister subsidizes the American auto sector. (1255) Let us be very clear. Liberals are claiming that somehow the rebates will be used for Canadian automobiles. Here are the facts: In 2023, under the previous Liberal EV rebate program, which was pretty much the same as the one we have now, 99% of the subsidies went to foreign-made EVs: 31% went to the U.S., 25% to China, 19% to Japan, 16% to South Korea and 1% to Canada. Let us be clear: Only 1% of EVs purchased in Canada are made in Canada, and that is after $52 billion of taxpayer subsidies for the EV supply chain.”
