“Am în vedere în special punctele referitoare la noile resurse proprii ale UE, simplificarea și raționalizarea procedurilor, stimularea investițiilor, apărarea ca prioritate specifică, flexibilitatea pentru a gestiona provocările socio-economice și crizele neprevăzute și, nu în ultimul rând, împrumutul comun pentru a finanța rambursarea datoriei contractate pentru instrumentul de redresare NextGenerationEU (NGEU), instituit în urma pandemiei de COVID-19. Începând din 2028, costurile de rambursare a împrumuturilor pentru NGEU vor fi de până la 30 de miliarde euro pe an. Ținând cont de acest aspect, precum și de criza actuală din domeniul securității și apărării, consider necesar ca UE să poată recurge la împrumuturi comune.”

“Precisamos de investimentos que interliguem setores e infraestruturas, centros de conhecimento, regiões e comunidades locais, em benefício de uma União mais coesa e competitiva, que não deixe ninguém para trás e nenhuma região esquecida. E os investimentos necessários devem ser cobertos por genuínos recursos próprios do orçamento da União. Recursos próprios que não existiam ou não seriam possíveis sem a União Europeia, mecanismos que nenhum Estado-Membro sozinho consegue implementar. “This is why we will be strong on the rule of law conditionality, on implementing a budget in a way in which it is aligned with our European values. And – important – debt was made in the past. Immediately after the beginning of the Covid pandemic, we launched the Recovery and Resilience Facility, the biggest package of economic support ever. It contributes to growth, to employment, but the repayment is not yet clarified. Own resources are the only possibility to repay NextGenerationEU, the Recovery and Resilience Facility, without affecting the EU budget. This is why we as a Parliament stay so strongly in favour of own resources. And, to conclude, immediately after the European Commission puts forward their proposal, we will be ready to negotiate with the Council, with the support also of the European Commission.”
“The economy is strong and competitive only if people and enterprises feel protected and we will only be able to stay protected, to invest in security, defence, in protecting our citizens if our economy is strong and contributes also to the budget. We want a budget that is European. This is why – and we have heard it today very clearly – we reject 27 different divergent, sometimes opposing agendas, approaches at national level to the budget. This is why we say a clear no to the single national plans. What we have heard so far about this idea has not convinced us, and the colleagues in Parliament are absolutely united: a European budget for European priorities, for projects with European added value. We also believe that whoever accesses EU funds has to respect European values. You want European funds, you have to respect European values.”

Look, we as a Parliament want a budget of the European Union that is simple, that is flexible, that is aligned with the priorities of the Union and that is European. The priorities of the people right now are to keep Europe safe, to protect people, and to strengthen the economy, to make it more competitive. These are the priorities of the people. This is why we make these also the priorities of the budget, and we believe they are linked.”
“Negotiations on the MFF have been a source of tension and disputes, and they have dragged for many months; this is the history of this process. But this time, our joint ambition should be to try to make a difference. We cannot allow the MFF negotiations to consume all of the Union's political energy. The challenges and threats surrounding us are simply too numerous. That is why I would like to thank you once again for the contribution from the European Parliament on the MFF, and I hope that, together with the Commission's proposal built on the same logic, the Parliament's position could pave the way for the MFF negotiations that will unite rather than divide. “I think we have to be clear among ourselves that to meet the priorities – even the most important ones – with respect to competitiveness, with respect to the security, with respect to cohesion and agriculture, which I mentioned at the beginning, we will not manage to make it without progress in a debate on the new own resources. That progress in the Council is not, I have to admit, satisfactory from the perspective of the Commission. Therefore, the Commission will continue to look for new own resources to be able to present the renewed balanced package with more chances to be eventually agreed. This is one of the issues we are looking at right now in the preparations for the proposal in in July. Now let me share with you a general comment.”

“Mr President, after the United Kingdom left the European Union, a special support tool, the Brexit Adjustment Reserve, was created under the current MFF. It has provided assistance to municipalities along the western border of the Union, with total funding of EUR 5 billion. Recently, members of the European Parliament's Committee on Budgets visited the city of Balvi in Latvia, Latgale region, a region bordering both Russia and Belarus. The committee members saw firsthand the challenges faced by people and local authorities in these border areas: closed border checkpoints, severe economic and social problems. The three Baltic states, Finland and Poland are facing increased defence spending, at the same time urgently needing to support local residents and businesses struggling with various hardships.”
