“Mr President, democracy and the rule of law are the cornerstones that Europe was built upon. There should be no room in Europe for corruption. Judicial independence, free media and the right to assembly must be protected. While we are seeing signs that these values are under threat in Hungary, the European institutions have done a terrible job in addressing legitimate issues. Instead of fact‑based and objective evaluations, the EU keeps focusing on Hungarian healthcare systems, family policies and even Hungarian public transport. The EU is making a fool of itself. If the EU elite is so worried about Hungarian public transport, healthcare and so on, maybe you should resign, move to Hungary and try to fix these issues because, as an EU representative, these matters do not belong to your table. 1-0112-0000”
“Mr President, the EU is falling behind global rivals in AI. I don't think we truly understand the urgency with which we need to act before it's too late. The exponential growth of AI is unlike anything we've ever seen in human history. The US created 40 foundational models in 2020, China 15, the EU only 3. Regulation on the use of data and the slow adoption of AI use in industry are major barriers in scaling. So is the price of energy. Power demand of AI data centres is estimated to rise 165 % by 2030. Falling behind in the AI race would be like missing out on the Industrial Revolution 100 times over. We either deregulate or risk losing all relevance on the world stage in just a few years. 1-0382-0000”

“It addresses emerging tasks: from pollution prevention, crisis response and public health operations to support on zero-emission technologies and digitalisation. The mandate also sharpens our focus on environmental protection. EMSA will help implement FuelEU Maritime and the EU ETS for shipping. It will also improve our response to maritime pollution, work on ship recycling, and address sulphur and other harmful emissions. The revised regulation also recognises and reinforces EMSA's added value on training and capacity-building. The agency will support Member States both with new technologies and with accident investigations. This new report, together with greater focus on the EMSA Academy as a centre of excellence, will be decisive in building resilient maritime administrations across our Union. With new tasks come new resources.”

The revision of EMSA's mandate completes the maritime safety package. It complements the revised directives on port state control, ship-source pollution, flag state compliance and maritime accident investigations. It creates a coherent framework that strengthens safety and environmental protection at sea. EMSA's activities are at the very heart of what the Commission and Member States do on maritime safety. Nimestä päätellen luulisi, että viraston tehtävä olisi nimenomaan edistää meriturvallisuutta. Tämä ehdotus tekee virastosta kuitenkin vahvemman ilmastotoimijan. Kun tarkoitus on turvata merenkulkua, nyt päätetään alkaa raportoimaan myös laivojen piipuista tulevista päästöistä. Varsinaista kovan meriturvallisuuden ydintä. “Musimy pamiętać, że reżimy prowadzą kampanie propagandowe i dezinformacyjne, wykorzystują czerwone noty Interpolu, a nawet zlecają porwania, by uciszyć swoich przeciwników, że tak jak komunistyczne Chiny — agresywnie inwigilują diaspory, w tym Ujgurów i Tybetańczyków. Pamiętajmy jednak, że to państwo, jego instytucje i służby, aby chronić swoich obywateli i zapewnić bezpieczeństwo osobom, którym udzieliło ochrony, musi dysponować skutecznymi narzędziami. Unijna biurokracja w tym nie pomoże. To sprawozdanie, choć nie jest wolne od błędów, to po raz pierwszy wyraźnie definiuje zjawisko transnarodowych represji. “In responding to transnational repression, we must confront its full scope – not only the physical threats, but also the digital dimension: spyware, online harassment, disinformation campaigns and cyberattacks that seek to silence voices of conscience must be stopped. Our approach must also be gender sensitive, as we know that women human rights defenders often face multiple risks. This requires targeted measures that protect their safety and uphold their role in advancing justice and human dignity. No one should be beyond the reach of protection, and no regime should be beyond the reach of accountability. Your report calls for clear definitions, data collection and reporting mechanisms.”
“When authoritarian regimes extend their persecution beyond borders, they seek to silence not only individuals but also the very idea of freedom and civic space. The EU strongly condemns such actions. Transnational repression is not an isolated challenge, but it's a systemic one. It affects human rights defenders, but also journalists, lawyers and artists in exile. It calls for a coherent, transversal and global EU response. The EU is already taking steps in this direction: in our human rights and democracy action plan for 2020-2027, we have strengthened protection for human rights defenders worldwide, including those facing transnational threats. Since its inception in 2015, our human rights defenders mechanism has provided support to more than 85 000 defenders under attack, including transnational repression.”

“I would really like to stress once again that the implementation of the BBNJ Agreement is essential for achieving the 2030 biodiversity target and the goals of the Kunming-Montreal Global Biodiversity Framework. It will accelerate the creation of marine protected areas and ensure that all scientists from every part of the world can share knowledge, technology and infrastructure. This is how we make global cooperation real. Our vote tomorrow is therefore another formality. It is a statement of leadership. It is our opportunity to show that Europe stands for ambition, science and solidarity in protecting the global commons. If we succeed, the benefits will extend far beyond the high seas – to coastal communities, to our climate, and to every citizen who depends on a stable and healthy planet.”

“Mr President, recently, Turkish soldiers entered the UN buffer zone in Cyprus. You may ask, what did they do there? Well, without any excuse, they tried to drive away the Greek Cypriot farmers from their own lands while they were peacefully farming their fields. The UN peacekeepers needed to intervene twice before the Turkish soldiers got the message of staying out. This kind of behaviour is completely unacceptable and Turkey needs to be held accountable. We must not remain silent in front of an aggressor. Turkish soldiers do not belong to the buffer zone, but they do not belong to the whole island either. President Erdoğan should know that his provocations will not change this fact. Cyprus won't be a part of Turkey. Not now, not ever. 1-0226-0000”

“Our EU-Africa partnership is important at global level, at the United Nations and within our engagement with the Global South. The EU and Africa will remain key partners in terms of economic cooperation, but also on security, health, education, research and other issues. And given Africa's role in the world, like we heard just before, the scale of the European Union's economic and also political relations with Africa, and also our cultural ties, our historical ties, we need to strengthen our engagement with Africa. This is also in our interest in terms of managing migration flows, on the one hand, ending conflicts and also creating opportunities for European businesses. And the EU interests need to be combined with our traditional development support for Africa.”
“Mr President, building strong relations with Africa is an undisputed strategic need for Europe. But we cannot build them unconditionally; Europe needs to respect itself. Our message to African leaders should be the following: you want to neglect democratic principles? OK, it has consequences. You want to support Russian aggression in Ukraine? OK, it has consequences. You want to refuse to accept the repatriation of your citizens? OK, it has consequences. Europe is sitting on top of a huge economic tool that we are not using. That is insane. The Finnish Government has decided that it will not give development aid to countries that are either supporting Russian aggression, or are not accepting repatriation of their citizens. Let's make this Finnish position a European position.”
“However, I believe that we share a vision with many of you of a better Europe – a more social Europe that delivers for its citizens and that is effective. This Europe is not about individual partial interests, but about a common one, and Europe is strong when it is united. This is our next challenge at hand, finding a compromise that will be based on those principles. “We would like to have top-ups on very important issues, including EU4Health. We have a new committee and this is the first step for a better future, of course initially. It's the first time we have support for external border protection, including in the budget, support so widely in Parliament – do not ignore that this is the first time. So I think that we are close to also having satisfied conciliation and the negotiations, including understanding from both sides – the European Commission and and the Council. But we have to be united and strong tomorrow. But we have to be also offensive and responsible. And I believe in dialogue. We are different, but what I would like to emphasise is that we had a good understanding of our priorities in building the strong, united proposal of Parliament, and we cannot destroy this work. From the Greens to the ECR by the Renew Group, the S&D and the EPP, together we have to build our strong united position to achieve success during the negotiations, which is achievable, of course. So I would like to emphasise, once again, that we cannot accept the cuts, especially on flagship programmes like Erasmus+ or Horizon.”
“But, dear colleagues, at the end of the day there will be limits to the budget. Not everything can be equally important. We have to prioritise. That is not a job only for the Council, or the Commission, or the European Parliament – it is a job for all of us. We will need to find common ground. As I said in my initial remarks, I am confident and optimistic that we will do so, because I know that the spirit of this House, the spirit of the Commission and the spirit of the Council is that that is our job, because we have a job to do for the citizens of Europe. Instead of feeding this bloated bureaucracy, we should focus on serious topics, not ideological experiments. And most importantly: taking action now. In Italy, an explosive device detonated under investigative journalist Sigfrido Ranucci's car. If you end up committing a crime like this against a journalist, you have failed as a human, and you have even failed as a criminal. Violent attacks against media are attacks against our common values. I have a message to all the criminal networks and criminals out there: if you decide to live a criminal life, accept the consequences that officials and journalists will be after you. You don't shoot them, you don't bomb them, you don't try to cover your mess by hurting innocent people and their families. 2-0431-0000”

“Mr President, Russian troops have been halted on Ukrainian soil. They have not stopped because they were following orders from Putin. They have stopped because brave Ukrainian soldiers – with the support of the West – have forced them to stop. If he had his way, Putin would continue his march all the way through Ukraine. Behind Ukraine lies Moldova – Putin's next target. Russia is already conducting aggressive propaganda and other forms of interference in Moldova. Does this sound familiar? Ukraine faced the same onslaught before Russian tanks rolled in. Why? Because Putin wants a more Russian Europe. We can prevent this by supporting countries like Moldova on their European path. I want to see a more European Europe – Europe without Russian propaganda, without Russian interference and without Russian tanks. 2-0261-0000”
“With the declaration now finalised, we can be proud that there is a strong commitment at a global level to fully realising the fundamental principles and rights of work, strengthening social protection systems, tackling informality, reducing inequalities within and among countries, fighting all forms of discrimination and ensuring access to education, healthcare and housing. “– Mr President, honourable Members, let me start by saying thanks again for having me on this debate and also thank you in particular to Ms Li Andersson and all the shadow rapporteurs for your work on this resolution. It is a strong contribution, and it echoes many of the priorities that the Commission is already pursuing that I also mentioned in my first intervention. We have taken good note of your points that were raised in the debate, and in the preparation for the summit, the EU and its Member States took a strong role in negotiating a political declaration that is a true call to action: to eliminate poverty in all forms and all dimensions and to ensure decent work for all.”

Even those who live under authoritarian regimes have the chance to use it to fight for democracy in their countries.
