“I hope that members across the chamber can support that, and that they will vote for my amendment. I move amendment 45. Meghan Gallacher: For the benefit of all members in the chamber, I can say that I will not move amendment 290, as I have identified a concern with its drafting. I will speak briefly to amendment 45, which Maggie Chapman lodged. I believe that lowering the deposit cap is unnecessary. It could leave landlords less protected against arrears and damage to property, and it could undermine the sector. For that reason, the Scottish Conservatives will not be supporting that amendment. 19:00 Maggie Chapman: Can Meghan Gallacher explain why exactly this provision—a maximum deposit of five weeks’ rent—was introduced by her colleagues elsewhere in the UK? Why will she not back it?”
“High deposits also place pressure on discretionary housing payments. I am proud that Greens have successfully campaigned for more DHP funding, but higher deposits are taking up funding that can easily be redirected to other pressing needs if the maximum deposit is reduced. I will now speak briefly to some of the other amendments in this group. Meghan Gallacher’s amendment 290 would require deposits to be paid directly to a deposit protection scheme. That would set up a direct line of communication between tenant and scheme, and it would make it easier for deposits to be returned. Ross Greer will speak to his amendments; I will not speak to them now. We have another opportunity here to improve people’s access to housing and to improve Scottish tenants’ rights to match those elsewhere in the UK.”
“They said: “We really needed to move, but we couldn’t because the deposit was the big sticking point. You can fiddle about with some other costs ... but having to have that deposit up front as well as the next month in advance, it was just too much.” Tenants face significant financial pressures at the beginning of a tenancy, with rent, deposits and other moving costs contributing to high up-front costs. In our survey, tenants were asked how they met those costs at the beginning of their current tenancy. Nearly a third—32 per cent of respondents—had to dip into their savings to cover their expenses, while a quarter of tenants had to borrow money from friends or family. For 14 per cent of tenants, credit became a lifeline to affording the deposit, whether through credit cards, overdrafts or loans.”
“Scottish renters, who, the cabinet secretary has repeatedly said, enjoy more protections than those in England, can already be charged much higher deposits than their English counterparts, who can be charged no more than five weeks’ rent in most cases. That change to five weeks was introduced under the Conservative Government’s Tenant Fees Act 2019, which was voted through by Labour, Lib Dem and Conservative MPs. I again hope— perhaps in vain—to see some consistency: that their MSP counterparts will not deny their constituents that same right. Generation Rent has conducted surveys with tenants, and it found that high deposits can cause serious issues with being able to afford to move, even when moving is essential. One tenant described needing to move for their partner’s mental health but not being able to.”

Amendment 45, in the name of Maggie Chapman, is grouped with amendments 290 to 292, 223 to 227, 379, 391 and 392. Maggie Chapman: Amendment 45 requires the Scottish ministers to reduce the maximum deposit allowed. As deposits are usually linked to rents, as rents have increased, so have deposits. The average rent for a two-bedroom flat in Lothian is £1,358 per month. As landlords can ask for up to two months’ rent as a deposit, a maximum deposit would be around £2,700.”

“We continue to communicate with potential operators and Scotland’s main ports to explore opportunities for new commercial ferry services so that our exporters and passengers have more direct routes to and from Europe. On the obstacles that the member referred to, I know from first-hand experience that a main obstacle is the border control post requirements, which were brought in due to the UK exiting the European Union. There have been some recent announcements by the UK and the EU on potentially relaxing some of those obstacles through the sanitary and phytosanitary agreement, as it is known. However, until the effects and conditions of the agreement is known, it is difficult for the Scottish Government to provide certainty about future border control post requirements.”
“I ask him to clarify where matters stand with regard to getting the proposed Rosyth to Dunkirk ferry over the line, specifically on what I understand is the key outstanding issue. What actions need to be taken by the Scottish Government and what actions are required to be taken by the United Kingdom Government to allow Grangemouth to be designated as a border control post on a temporary basis for the purposes of freight being transported on the new ferry route? “Our export strategy, “A Trading Nation”, sets out the focus of our trading links. That was updated and published on 11 September. Europe and North America remain key markets for Scottish exporters and there are increasing opportunities in the Gulf and east Asia. The creation of a category for special interest markets also enables our enterprise agencies to engage flexibly with fast-growing emerging markets such as Brazil, Mexico, Indonesia, Singapore and South Korea. The addition of Ukraine also empowers us to bolster trade with that country in its hour of need. Annabelle Ewing: The minister will be aware of the vital role that connectivity plays in international trade.”
“We have also allocated more than £236 million in the current financial year to Scottish Enterprise to support its work to deliver transformational projects across the country. The most recent figures show that, last year, it supported, helped to create or safeguarded more than 15,000 real living wage jobs, which was the second-highest figure on record. Because the member mentioned the rising cost of energy bills, I urge him to signpost his local businesses to Business Energy Scotland. Although UK energy policy is being mishandled by the UK Government—that has been the case for many years, despite Scotland being an energy- rich country—we are doing what we can to help businesses to bring down their energy bills. A local butcher in my constituency saved a lot of money by contacting Business Energy Scotland after I referred him to it.”
“Fulton MacGregor: Given the significant pressures that local firms in Coatbridge and Chryston—especially those in our town centres— continue to face with rising energy bills and supply chain costs in particular, will the minister set out how the Scottish Government will ensure that support is targeted at and reaches the small businesses that need it the most? What further steps is the Government considering to help to sustain jobs and protect local economies in communities such as mine? Richard Lochhead: In her answer to another member’s question, the Deputy First Minister outlined some of the steps that we are taking as a Government. We will continue to support businesses and communities with our competitive non-domestic rates package.”
“The Find Business Support website offers a centralised platform for accessing public sector support across the country. Businesses in Coatbridge and Chryston can explore available grants, funding and advice, as well as events that are tailored to their needs. To help businesses to manage rising operational costs, the cost of doing business section provides guidance and funding opportunities that support greener, more efficient and financially resilient practices. The Scottish Government also offers a competitive non-domestic rates regime, with a package of reliefs that is worth an estimated £733 million this year. That includes the most generous small business rates relief in the United Kingdom. As of 1 June 2024, 4,110 properties in North Lanarkshire benefited from 100 per cent relief through the small business bonus scheme.”
“Richard Lochhead: I am surprised that, given his experience, Mr Hoy appears not to appreciate the fundamental point of the legislation, which is to enable local authorities to introduce the levy, should they so wish, after consultation with their local tourism sectors and wider communities. The Scottish Government does not impose the levy on any part of Scotland; we enable local authorities to take advantage of the legislation, should they so wish, and to do so in a way that is tailored to local circumstances. I know how valuable the visitor economy is to the south of Scotland. I have visited Dumfriesshire many times. It is undergoing a revolution in tourism at the moment, and has a very positive story to tell. The member should make those representations to his local authority, and it should take those concerns on board.”
“Across Scotland, councils are consulting on the visitor levy, and some are on the point of introducing it, but huge uncertainty now hangs over them. Dumfries and Galloway Council is consulting on its plans, and local hotelier Matthew Wallace, who runs the Cairndale hotel and spa in Dumfries, says that there is no overtourism problem in the region. He adds that the levy is just a further increase in taxation and makes the region needlessly more expensive. Will the minister join me in urging the Scottish Government to pause the implementation of the levy until it listens to the very real concerns of businesses in Dumfriesshire and fixes the problem that the Government has created?”
“The Scottish Government recognises the importance of the visitor economy and ministers regularly discuss how to grow the sector further. The Visitor Levy (Scotland) Act 2024 gives councils broad powers to shape a levy that suits local needs and benefits communities, councils and businesses, while supporting tourism. Some areas want greater flexibility, so, as the chamber heard yesterday, we are exploring options to extend powers and allow single or tiered flat-rate models in addition to the current percentage-based approach. Tourism stakeholders are involved, and the Minister for Public Finance will keep colleagues updated as that work progresses. Craig Hoy: The minister should be ashamed about the chaos into which the Scottish National Party’s tourist tax has descended.”
“Once again, I ask: when will the Government finally publish its late energy strategy? Richard Lochhead: The member talks about the implications for jobs. I should refer to another independent analysis by Ernst & Young that suggests that, with the right support, there could be 2,044 jobs and £383 million of gross value added in nuclear decommissioning in Scotland by 2045. The member is right, in that there are many valuable skills in Scotland’s nuclear sector, and we should put them to good use in the decades ahead. There will be plenty of jobs created in renewables and in nuclear decommissioning in this country. We will say more about our energy strategy in due course.”
“As the member will know, the cost of nuclear power plants is rocketing, and there is a lead-in time of decades for those technologies, whereas we have a prize that we can capture in the coming decade or so, so we should focus on that. Douglas Lumsden: There is no answer on when the energy strategy will be here. We have been waiting almost three years for it now. We have a brilliant nuclear workforce at Torness and Hunterston who add so much economic value to Scotland, but the SNP Government is turning its back on the workers who have been keeping the lights on for decades. By siting new SMRs at those sites, we could utilise and grow the existing workforce and negate the need for monster pylons and battery storage systems that blight our communities, as our production would be closer to the demand.”
“Richard Lochhead: I am old enough to remember being in this chamber back in 1999 or 2000 up until 2007, when my party proposed developing Scotland’s renewable energy potential. We were told that our renewable energy targets were unachievable and were pie in the sky, but here we are in 2025, producing enough renewable electricity in our country to meet domestic demand. We achieved Scotland’s ambitions on renewable electricity, and we can achieve much more. There is a huge prize to be captured for Scotland—a massive economic opportunity in terms of Scotland’s renewable potential. That is what we should focus on.”
“It is quite happy to use nuclear energy from England or France when the wind is not blowing, but it blocks any moves to have that baseload generated in Scotland, thereby closing the door on jobs, investment and opportunities. The Scottish economy is missing out on thousands of well-paid, good jobs. Next week, the United Kingdom and the US are set to sign a multibillion-pound partnership, but that investment in small modular reactors will bypass Scotland due to the SNP’s anti-science dogma towards nuclear energy. Will the SNP Government end the conspiracy against nuclear power, follow science instead and publish its belated energy strategy, with nuclear playing a key role?”
“We are focused on supporting growth and creating jobs by capitalising on Scotland’s immense renewable energy capacity, rather than the more expensive new nuclear energy, which takes decades to build and potentially creates a further legacy of radioactive waste, which is costly and difficult to dispose of. Significant growth in renewable storage, hydrogen, carbon capture and decommissioning are key opportunities for our future energy workforce in Scotland, with independent scenarios from Ernst & Young, or EY, showing that, with the right support, Scotland’s low-carbon and renewable energy sector could support nearly 80,000 jobs by 2050. Douglas Lumsden: There is a fundamental dishonesty towards nuclear from the Scottish National Party.”
“We have the fantastic performance of Scottish Enterprise, as the Deputy First Minister said, which is achieving record-breaking additional export sales for the companies that it is working with. We have so many people out there with good will for Scotland. We have a strong brand and strong products. Scotland is responsible for the biggest UK food export in Scottish salmon and the biggest UK drink export in the form of Scottish whisky. We have exciting high-growth sectors in this country that are export dependent, and they are fast-growing economic sectors for this country, as well. We have a lot of optimism when it comes to growing exports in the years ahead, but we have to overcome some of the obstacles that we have spoken about today. I commend the motion to the Parliament. “One member is shaking his head, completely denying the link between Brexit and this country’s export performance in international trade—it beggars belief. We now also have the issue of tariffs with the US. As we saw this week, the First Minister is leading from the front and has taken on the case of whisky, in particular. It is not the only sector that is affected, but the impact on whisky is huge, at £4 million a week. The First Minister took that case directly to his engagement with the US President in America. The US whisky market is huge, so we must break that down, as well. I pay tribute to team Scotland. We have trade envoys, GlobalScots, Scottish Government offices and Scottish Development International offices.”
“We are proud to have added Ukraine as a special interest market, allowing our enterprise agencies and all our partners to support bilateral trade in Ukraine’s hour of need. I return to some of the challenges and global headwinds that our businesses face when it comes to exporting around the world. Brexit has had huge ramifications for Scotland’s businesses. As I have said before, I often meet small businesses, particularly in Scotland, that do not export to Europe any more because of Brexit. We welcome the non-EU trade deals that have been referred to by Opposition members in the debate, and there is an exciting opportunity in the Indian market, particularly for whisky, as has been mentioned by others. Despite that, Scottish GDP will take a hit of 2 per cent because of Brexit, costing this country more than £4 billion.”
“There are calculations that we can make, but there is sometimes a time lag, which is why we cannot always give the updates that we would prefer to. The “A Trading Nation” document that was updated, refreshed and published this morning says that, despite the headwinds that have been caused by Covid, Brexit and, of course, the war in Ukraine, Europe and North America remain key markets for Scotland. The US is the single biggest country that we export to, and the EU is the biggest market that we export to—it is very important to keep that distinction in mind. Trade with the middle east and Asia is also offering strong potential. We have added special interest markets to our existing top 20 markets to give us flexibility to engage with fast-growing emerging markets such as Brazil, Mexico, Indonesia, Singapore and South Korea.”
“Northern Ireland, which has arrangements to export to the single market, has seen exports rise. That is no coincidence; it is because it has access to the single market of Europe, and we, of course, do not. Daniel Johnson: I will make two important points. First, the plan was produced after Brexit, that is, in 2019, which somewhat diminishes some of those points. Secondly, and more importantly, does he recognise that the plan has had only two updates—one in 2022 and one that has just been published? Given the numbers that are flying around, does the minister consider that we need more regular updates on the plan and on how we are progressing against the very solid numbers that were set out in 2019? Richard Lochhead: I am very keen to find ways to have regular updates. We largely rely on HMRC data on goods exports.”
“I remind members that exports in Scotland are worth £24.1 billion at the moment—that only covers goods, as is the case with HMRC statistics. It represents an increase in value of exports over the past year of 6 per cent. At the same time, the UK has experienced only a 1 per cent increase in the value of exports over the past 12 months. EU statistics show exports of £8.4 billion to the EU. That is a real-terms reduction of 5 per cent over the past year. Indeed, since 2018, that is, before the pandemic, the decline in EU exports from this country is 21 per cent in real terms— remember that the EU is our biggest market. For those who are arguing in the debate that Brexit has had no impact on Scotland’s exports or on Scotland’s businesses and their track records, please pay attention to the statistics, which speak for themselves.”
“That is why we want to promote exporting to more companies in Scotland. It is also important to say that we want more women-led companies to export. I recently commissioned the “Gender export gap in Scotland” report, which estimated that Scotland’s trade could increase by between £3.4 billion and £10.3 billion over two years—think of that—if women-led businesses exported at the same rate as those that are led by men. That is why we are taking action to introduce more targeted trade missions for women, training programmes and so on. A working group on that is up and running. I welcome the fact that Scottish Chambers of Commerce, as I saw on social media, recently led an all-women delegation on a trade mission—I think it was to Brussels. I warmly welcome that. Fresh statistics were released this morning on the state of exports.”
“Richard Lochhead: In my initial intervention, I made clear the support that this Government has provided for the defence sector in Scotland, which we value greatly. A trading nation is about international exports, and that will involve aerospace, space, defence and a number of other sectors that I will come to as I progress with my remarks. It is important that Scotland supports exports. We are a smaller nation of 5.5 million people and, like our counterparts around the world, we therefore have an extra reliance on exports if we want to grow our economy as a country. That is why this is such an important agenda for Scotland’s future and economic growth. We know that exports lead to companies growing fast and making greater profits. Companies that export perform better.”

Has the minister completely missed the massive investment that there has been—and continues to be—in RAF Lossiemouth in his constituency, which is supporting jobs at the base? Seeing as the minister has raised defence, I go back to the question that I posed earlier. Why is it that, in the motion from the Scottish Government, in the Deputy First Minister’s speech and in the 18-page document, which is full of lots of lovely illustrations, there has been not a single mention of defence? Richard Lochhead: I feel so much better now, Presiding Officer, and I am happy to proceed with my speech. There were times when the debate descended into speeches about defence, which I thought was rather unfortunate. As Kenny Gibson referred to, the Tories are not in a great position to say that they are champions of the defence sector. I am the MSP for Kinloss, which David Cameron effectively shut when he came to power in 2010, causing misery for families and hundreds of households in my constituency and wasting billions of pounds of public money.”
“I welcome the debate, because it is important to discuss Scotland’s exports. I note that Opposition spokespeople started off on cordial notes by paying lovely tributes to my colleague and friend Kate Forbes, the Deputy First Minister. Of course, those tributes are well deserved. I also note that not one person said that they would miss me when I am gone. I will not take that personally, even though I did not even notice that they ignored me. That was not a plea for sympathy. Craig Hoy: Can I say how much the minister will be missed in the chamber when he goes? He has Scotch whisky interests in his constituency, so I hope that he, too, can be a voice of reason for that industry and that, between now and the election, he opposes any measures to introduce further restrictions on alcohol marketing and sponsorship.”
“Frankly, they are hostile to the defence sector. They have derided such companies for years and have neglected, ignored and boycotted them, but those companies are building the very technology that keeps us safe. There is much more that I could say. I hope that members will agree that I have been willing to engage in a debate, but, instead of debating at the level of student politics, this Parliament should champion Scottish enterprise, back innovation and open the doors to the world. 16:12”
“We should praise that incredible £10 billion export order, and we have other things coming along, as well. Murdo Fraser mentioned that that order alone benefits more than 100 Scottish businesses and 54 small and medium-sized enterprises. We also have the type 31 frigates, which present another fantastic opportunity. Denmark and Sweden are also interested, as are Poland and Indonesia—and we are not just talking about the construction of these wonderful products; selling the design to Canada and Australia has brought in more than £1 billion. That also directly benefits Scotland. There is much to talk up when it comes to the defence sector, but I know that there is a split personality at work in the SNP. SNP members cannot bring themselves to celebrate Scotland’s successes in the sector for ideological reasons.”

Indeed, more than £90 million-worth of support has been given to the sector, and we recognise its importance to the Scottish economy. Stephen Kerr: That will be why some ministers and many MSPs and MPs will not even meet representatives of the defence sector. I find all of that horribly inconsistent.”
