“Although the cabinet secretary told us that this bill is a “significant step on our land reform journey” and that the Government was “committed to delivering ambitious proposals”,—[Official Report, 26 March 2025; c 83, 80.] I will leave Parliament knowing, as this Government must know, that this bill is neither ambitious nor significant, that it will not fundamentally tackle the power imbalance that exists, that this bill will make no structural difference to the distribution of land ownership and that class inequality will remain Scotland’s hereditary curse. The final words of that pamphlet written all those years ago, when I was in my 20s, I still stand by.”
“I will leave it as campaigners like Andy Wightman have shown: over the last decade, land ownership in Scotland has not got more diverse, it has got narrower; the estates have grown larger and the owners fewer; and there is more capital accumulation, more land monopoly and more ownership concentration, not less. “My faithfulness to this cause stretches back almost four decades, when, under the tutelage of Alex Falconer, I wrote a short pamphlet entitled “Who Owns Mid-Scotland and Fife?” In it, we exposed that, in the old Central region, including part of the area that I am now privileged to represent in this Parliament, fewer than 100 landowners—92, in fact—owned 50 per cent of all the land. It became yet another compelling reason for me to join the campaign for a Scottish Parliament and why I stood for election to be a member of the Scottish Parliament. It has been a privilege to be here. I have loved almost every minute of it, but I will leave it, as I entered it, with half of Scotland still owned by fewer than 500 people.”
“It is exactly half a century since the publication of the first “Red Paper on Scotland”, in which John McEwen boldly set his objective to see “the stranglehold of our mainly absentee landlordism destroyed”, and in which Jim Sillars argued that, for democratic socialist land policies to be applied, it required the “devolvement of legislative power from Westminster to a Scottish Parliament.” But, oh, how we have let them down. How we have let the people down with the timidity of our action, including the rejection of radical amendments to this bill. This may be my last chance to speak on land reform in this Parliament.”

It is a quarter of a century since the death of Donald Dewar, who warned that Scotland’s land had “too much control in too few hands”— that radical action was needed. It is 60 years this year since the death of Tom Johnston, who began his great work on land ownership with a general indictment of the “various divinities, dignities and privileges” of Scots landlords as a class. Our “Old Nobility is not noble”, he famously concluded.”

“The loss of a dog through a deliberate act of theft is unconscionable and unacceptable, and we should simply not tolerate it. That is why today I will be voting in favour of this bill at stage 1. 16:22”
“I also believe that a victim impact statement would undoubtedly assist those in our justice system charged with determining how to respond proportionately to the real effect—not least emotionally, physically and mentally—of dog abduction or theft. But I do remain to be convinced about some of the lengthy custodial sentences that are floated as options in this bill. A change in the law will require to be resourced if it is to be enforceable. We will need good data—so, proper reporting and recording as well—and we will need to keep the bill’s effectiveness under review, but these, in my opinion, should all be a routine part of what this Parliament does with all the legislation that it passes. The loss of a dog under any circumstances is unconscionable and unbearable.”
“The point that I am trying to make is that dogs are not kept property; they are sentient beings. They know when their routines are disrupted, when their lives are turned upside down and when they are no longer with the people who love and care for them, but I am open to persuasion that that might be applied to other animals, too. I hope that the bill will also give consideration to something that I have raised in Parliament before, and that is the stress, anxiety, injury and cost when there is an attack on one dog by another, as is raised in petition PE1892 by my constituent Evelyn Baginski. It is already an aggravating factor if any dog theft is part of organised crime, so I can also see the case that has been made in this bill by Maurice Golden for making it an aggravated offence if an assistance dog is deliberately targeted.”
“We need to be clear, as well, that we are not pioneers here—that we are in the slipstream of others—and that means that we need to have the grace to learn lessons from those who have gone before us. So, I remain open minded about whether or not the terms of the legislation should be limited to dogs. Dogs are sentient beings. They are not kept property, as the existing common law covering dog theft would have it. Christine Grahame: Unfortunately for Richard Leonard, we have to look at the purpose of the bill. It is about dogs, so I am afraid that he cannot introduce another lot of animals—that would not be competent. Richard Leonard: Well, I have just said that we also need to listen to our constituents and what they are telling us. We can deal with that matter at stage 2, perhaps.”
“For me, this bill is about human rights and our physical and mental wellbeing, but it is also about animal rights and animal welfare. It is about encouraging the better side of human nature, which is precisely what this Parliament should always be about. So today, we are being asked to make a political decision, and in due course we may be asked to pass a law based not on expediency or short-term popularity but on values and principles. We know that this bill will not end dog theft—it will not solve every problem—but the people who elect us need to be heard, and they need to be listened to, and they are telling us that they want us to act. The creation of the statutory offences is backed by the Dogs Trust, the Scottish SPCA, Guide Dogs for the Blind and Blue Cross, which is in Parliament this week.”
“I am pleased to speak in support of the principles contained in the Dog Theft (Scotland) Bill, and I commend Maurice Golden for bringing it to this stage. This is a bill that I view not as a matter of crime and punishment, but as a matter of compassion and decency. I have come to dog sharing and companionship quite late in life, and it has come about as a result of sadness and loss rather than by design. But, through it, I have learned much of joy and of hope, of humility and responsibility, and I have gained an understanding of our interdependency and have shared the blessing of unconditional loyalty and love, as well as being required to find out what the world looks like on a dog walk at half past 5 every morning.”

“Finally, I am bound to say to the cabinet secretary that that goal of a shift from road to rail is not helped by the fact that train stations on this line—Dunkeld and Birnam, Blair Atholl, Dalwhinnie, Newtonmore and Carrbridge—are not currently staffed at all and that Pitlochry station, which is staffed, is now suffering a 10 per cent cut in ticket office opening hours, and Kingussie, on the Highland main line, is facing a cut in ticket office hours of 65 per cent. That is more than 27 hours a week when the ticket office is now closed when formerly it was open. In my view, this is diminishing passenger service, diminishing passenger safety and diminishing passenger accessibility.”
“So boosting the Highland economy and electrifying this line, I believe, should be part of that, not least because every £1 million invested in rail generates £2.5 million-worth of value in the wider economy. We know that major exports from the Highlands and Islands, like whisky, shellfish, agricultural produce and timber, are nearly all transported at the moment on lorries, often on roads running alongside the Highland main line. If we are serious about getting traffic off our roads and on to our railways, we need to invest in rail and invest in electrification.”
“But, of course, strictly speaking, that means that we go beyond the Victorian era into the Edwardian steam age. The call for the electrification of this line in the motion, though, I believe is something that we should certainly pursue doggedly. As the RMT has said over and over again, electrification remains the most proven and effective method to decarbonise rail transport and to deliver faster journey times safely. That would benefit passengers, but it would also benefit freight, which is where we also need vision and ambition. In my view, we have a highly centralised economy. We need greater decentralisation of industry and a greater diffusion of economic power.”
“Indeed, I am told that the cost of the structural engineering works required if the whole route was to be dualled would be extremely high, because the line has never been extensively dualled. But if we can dual roads like the A9, why cannot we dual railways like the main line to the Highlands? So, when Ariane Burgess harks back to the Victorian era, she has a point. As my old friend and comrade, trade unionist, rail enthusiast and historian Dave Watson told me, the 1861 act of Parliament that paved the way for the Highland main line’s construction provided for only 7 miles of track to be dualled, near to Inverness. Later on, a further 7 miles were dualled near Perth, and then 23 miles of track were dualled near Blair Atholl between 1900 and 1909.”
“I thank Ariane Burgess for leading this debate in Parliament, and I begin by reminding members of my voluntary register of interests as the convener of the National Union of Rail, Maritime and Transport Workers Scottish parliamentary group, which Mr Hepburn would be very welcome to join. It is in that capacity that I am reliably informed that, under the rail systems alliance Scotland control period 7, safety, infrastructure and engineering works are being carried out on the Highland main line after many years of neglect, but a debate of this importance does require us to be honest with the people that we are here to represent, and dualling the Highland main line, and even its full electrification, as I understand it, are not on the near horizon.”

“The FBU, in its insightful “Firestorm” report, reminds us that, when the single fire service was set up by this Scottish Government, we were promised that it was about “stopping duplication of support services ... and not cutting front line services”, but that is precisely what we are witnessing today: downgrades, front-line jobs and service cuts, redundancies and a significant increase in response times as a result. In every area, the pros and cons of the proposals have been set out. In every area, the pros include financial savings that are to be made. In every area, the cons include increased response times. In every area, there is a reduction of fire cover. Describing those proposals as anything other than an exercise in financial cuts is the real con.”
“There has been a net reduction of 368 retained operational front-line firefighters; a net reduction of 729 whole-time operational front-line firefighters; and cuts to control staff, cuts to volunteer firefighters and cuts to the number of appliances as well. I vividly remember speaking to firefighters at the Hamilton station back in June 2023, where an appliance was being removed as “a temporary measure”. Over two years later, it has never returned. It was not a temporary measure—a temporary removal—at all. It was, as we warned at the time, a permanent measure—a permanent removal. At Cumbernauld, we are now witnessing a plan to remove whole-time firefighters and to replace them with on-call crews. The reductions that are planned for stations in Glasgow will have a knock- on impact in Lanarkshire as well.”
“Look at what happened at Grenfell: 40 per cent of disabled people who lived in Grenfell tower died that night in June 2017. A quarter of all children who lived in Grenfell tower died as a result of the fire that night. This is a public service that should be about people, and not about money. That includes the firefighters and their trade union, the FBU, who passionately tell us, “We don’t just fight fire, we fight injustice too” and who make it plain that, since the Scottish Fire and Rescue Service was created, there has, in their words, been “A decade of underinvestment—a decade of real terms cuts”.”
“What is taking place in our communities is not a Scottish Fire and Rescue Service delivery review—it is an experiment, and it is one which, as a matter of public record, is causing serious concern to members of this Parliament from all sides, including members from the minister’s own back benches. It is this Government that is putting at risk public health, community safety and even the lives of its own citizens. It is this Government which must be accountable to Parliament. “Where agricultural land is used for the accommodation of people involved in farming operations on a seasonal basis, a site licence for a caravan is not required.”—[Written Answers, 12 November 2024; S6W- 30998.] So, I am asking for these loopholes to be closed, because how can it possibly be justified— how can it possibly be right—that, if you stay in a caravan for a week’s holiday, you are entitled to certain tolerable housing standards, but, if you work on the land for six months, helping to bring the harvest home, stocking our supermarket shelves and generating export earnings, you are not entitled to any housing standards whatsoever? I will move the amendments in my name.”
