“He had been working for the council for 40 years and was looking forward to his retirement, but when it was time for retirement, he was told that because he was not legally here, he would not have access to his pension. I was absolutely stunned by that.”
“That has a profound effect, and the fact that it is not considered is unacceptable. People were sacked from their jobs and they did not get their promotions. Some people could not find places to live or to rent, and as I have mentioned, they did not get their pensions. All of this is unacceptable.”
“He was offered £10,000, but then was told that giving him that amount of money was a mistake, which has retraumatised him, and he is now showing signs of dementia. There are problems with requests for updates, and there is a lack of transparency and a lack of care. All of this is unacceptable. As my hon.”

“Africa is rich in natural resources ranging from arable land, water, oil and natural gas to minerals, forests and wildlife. The continent holds a huge proportion of the world’s natural resources, both renewable and non-renewable. Africa is home to some 30% of the world’s mineral reserves, 8% of the world’s natural gas, 12% of the world’s natural oil reserves, 40% of the world’s gold and up to 90% of its chromium and platinum. It has the largest reserves of cobalt, diamonds, platinum and uranium and 10% of the planet’s internal renewable fresh water source. So I want everybody to consider the narrative that Africa is rich and it has had its wealth stolen. Africa is also a net creditor to the rest of the world. As my hon.”
“I thank my hon. Friend for her excellent plug for the conference on Sunday, and I will be there. The thing about resetting the narrative is that we have to learn. We have to educate ourselves, and there is nothing wrong in that. There is also nothing wrong in changing our mind. There is nothing wrong in having one position and then learning something new and understanding—for instance that reparations is not just about money—and then changing our mind. Slavery destroyed the African economy. It stripped Africa of its people and also stripped Africa of its riches. There is a narrative that Africa is poor because of corruption and we must help these poor African children. I would like to change that narrative and say that Africa is rich.”
“Q9. I watched in horror and condemned the act of 7 October by the terrorist group Hamas. A year later, I watch in horror as 42,000 people are killed in Gaza, 11,000 of them children. People have been burned alive attached to drips, aid workers have been killed and now families are starving. Our right hon. Friend the Prime Minister has said that the world will not stand by and see the lack of humanitarian assistance. If the Israeli Government will not listen to our Prime Minister’s words, what tangible, measurable actions will we take as the UK Government?”
“I congratulate my hon. Friend on the excellent job she is doing today, and on her appointment. I want to highlight one particular woman, Bishop Rose. In 2007, she was appointed chaplain to Her late Majesty the Queen, the first ever black female to hold that role. In 2010, she was the first ever black female appointed as chaplain—the 79th chaplain—to the Speaker of the House of Commons. Since 2019, the Right Rev. Rose Hudson-Wilkin has been the Bishop of Dover and the Bishop in Canterbury—Britain’s first ever black female bishop. Will my hon. Friend join me in honouring Bishop Rose?”
“Warm birthday wishes to the Leader of the House. I welcome the announcement that Black History Month will be debated in Government time. I hope that the decision has been made for perpetuity, so that no matter the colour of the Government, the debate will always happen. This year’s theme is “reclaiming the narrative.” Last week, I posted a poem, “Of the first ones”, on my social media platform. It received a lot of support and some wonderful messages, but also a lot of racist abuse. Researchers at the Natural History Museum have stated that “scientists are sure that homo sapiens first evolved in Africa”, so “reclaiming the narrative” might also mean resetting the narrative. Does my right hon. Friend agree that it is important to debate such subjects as Black History Month, so that we have an even greater understanding of history?”
“October is Black History Month, and the theme this year is “Reclaiming Narratives”. I thank you, Mr Speaker, for the event that you are putting on in your apartments with The Temptations, and the Prime Minister— [Laughter.] The Temptations tribute band. The Prime Minister will be having an event at No.10 this evening. Does he agree that it is important that we continue to have a debate on the Floor of the House in Government time on Black History Month?”
“I thank my right hon. Friend for pursuing renters’ rights in this way. Does she agree with the Mayor of London that we should consider setting caps for rent increases?”
“On a point of order, Madam Deputy Speaker. This is Second Reading of the Renters’ Rights Bill, and the shadow Secretary of State is all over the place.”
“Excuse me, Mr Speaker. Everybody there at Grenfell wants people to be held responsible—those in boots but also those in suits. A lot of money has also gone missing, and some have called for the use of joint enterprise to ensure that everybody is held responsible. Some survivors have written a poetry book, and there is one poem called “So What Simon” by Mary Gardiner. This is just the ending: “This is not about mercy, grace or kindness. It’s about justice and honesty and believing we are all born equal and that is how we die. No amount of wealth can make us differ so much that where we live becomes a rabbit hutch. Change your minds, you people with power, or give it over and let us flower.” Does the Prime Minister agree that justice delayed is justice denied?”
“I thank the Secretary of State for his important statement. I agree with the shadow Secretary of State that it is clear that Hamas have no humanity and no shame. Some have said that there is only a pause to vaccinate children because polio may spread beyond Gaza. With so many children killed in this war, I understand why some may say that. The World Health Organisation says that at least 90% of children under 10 must be immunised in a very short period of time. With that in mind, can the Secretary of State please tell the House what measures the Government are taking to ensure further agreements are made to have a pause for as long as possible and that both sides can adhere to?”
“May I just say what a powerful statement my hon. Friend the Member for Southport (Patrick Hurley) made? There is no excuse for being racist or for using the innocent lives of Elsie, Alice and Bebe. I thank the Home Secretary for mentioning Cher Maximen and Mussie Imnetu. It is important that we are all mindful about how we use language in this House, especially when we are referring to immigration and migration. It is also important that we talk not only about thuggery and racism, but about Islamophobia. The rise in racism is frightening, and Love Music Hate Racism is doing a lot of work around raging against hate. I hope my right hon. Friend will help to encourage it in that work. Does she agree that we do need stronger regulations around social media companies?”
“I thank the Secretary of State for giving way; he is being generous with his time. On that point about the public being confident in any systems we roll out, does he agree that we need to ensure guard rails are in place so that organisations and companies know what their responsibilities are?”
“I wonder how the shadow Secretary of State feels about the Rosalind Franklin Laboratory in Leamington Spa, which received over £1 billion in Government funding. The last Government put it on Rightmove.”
“Congratulations on your appointment, Madam Deputy Speaker. It feels really good to be back on the Government Benches. The annual accounts of the Department of Health and Social Care show that £9.9 billion spent on personal protective equipment was written off. Does the Chancellor agree that we could claw back this money through the covid corruption commissioner, and then possibly use some of it to eradicate child poverty?”
“Is it not true that the net number of police is lower after 14 years of Tory Government? There has been a net loss to policing. Does the shadow Home Secretary agree that the reason we have not hit our numbers in London for the Met Police is that we are in special measures, and there needs to be caution over the police who are recruited? We need to ensure there are good police officers, so it is about quality, not just quantity.”
“On the topic of mandatory vetting, does my right hon. Friend agree that we should also have psychological testing for the police? Some of the incidents that have been brought to light, such as the kidnapping and killing of Sarah Everard and the pictures taken of Bibaa and Nicole in Brent, are appalling and can only be done by people who have lost compassion in their job.”
“Sometimes this House really is a theatre. The Minister has come to the Dispatch Box all jubilant, but my constituents queue outside food banks for hours, from nine o’clock in the morning until nine o’clock at night. Prices are more expensive than when the Tories first took office. This Government have had 14 years and they have destroyed the economy. People are paying £250 more a month on their mortgages, according to the Bank of England. I cannot believe that the Minister is saying that things are going to get better. Ultimately, I hope that, in a few hours, the Prime Minister will be outside No. 10 and call a general election. People can then make a choice and vote Labour.”
“I thank the Minister for his statement. I completely agree with a lot of what he said. As somebody who has been harassed a lot, I am against harassment, discrimination and all of that, but let me ask a question on procedure, because I think his responses today are superior to the report itself. I queried the Table Office about unopposed returns, and was told that they are essentially a way for the Government to publish a document or papers so that, according to paragraph 7.32 of “Erskine May”, they can be protected by statute. Unopposed returns cannot be debated or voted on, and there is no opportunity for Members to object. Will the Minister explain to the House why the Government used that procedure, and are they scared that the report will not stand up to scrutiny, whether from the public or within this Chamber?”
“I am a little bit confused. The Government have previously said that they will not endorse any military operation in Rafah because it would be against international law. The Minister has said today that that would be the case unless there was a very clear plan on how to protect people and save lives. What has changed?”
“I too congratulate my hon. Friend the Member for Cardiff West on the Bill. As he said, Wembley stadium is in my patch, and it was an absolute nightmare for all the families that were there and for the police to manage, because it was so unexpected. I thank my hon. Friend for bringing forward the Bill, in the hope that people can go to Wembley stadium with families and enjoy a match without the possibility of that happening again.”
“Minister, what does “finish the job” mean, with 40,000 people dead, many of whom are children? Is it finished when every single man, woman, child and baby is dead in Gaza? Is that what “finish the job” means? The Government said that the invasion of Rafah would not comply with international law. The Minister says that we do not supply that many arms to Israel, but if we were to stop even that supply, would it not send the message that our Government abide by, and believe in the importance of, international law?”
“On a point of order, Mr Deputy Speaker. I seek your advice on how we in this House can ensure that the National Security Online Information Team investigates the Facebook groups that Greenpeace exposed at the weekend, of which the Tory mayoral candidate, Susan Hall, is a member. People have put on this group that they plan to kill our current Mayor, Sadiq Khan. How can we make sure the Government are investigating that?”
“Madam Deputy Speaker, it is a matter of fact that Labour Members celebrated St George’s day. We all put it on our social media, and the leader of our party has made a point of wrapping himself in the flag. The Leader of the House is completely incorrect in what she just said to the House.”
“The counter-disinformation unit, now known as the national security online information team, has a remit to tackle the greatest national security risks facing the UK, and misinformation and disinformation cause risks to elections. Disturbingly, a racist letter riddled with misinformation and disinformation was posted to all Hindus in Brent and Harrow. It attacked our current Mayor of London and our Assembly member, Krupesh Hirani, incorrectly stating that Sadiq and Krupesh do not care about Hindus, which is a complete and utter lie. With one week to go until the mayoral election, will the Leader of the House condemn the letter and ensure that the NSOIT investigates it? May we have a debate on the Floor of the House on the NSOIT’s role?”
“My hon. Friend is making an incredible speech. Does she agree that hate is hate? Some of the hate we hear reminds me of the hate that my parents heard when they were being subjected to vile racist abuse.”
“As I discuss in my book, the Equality Act 2010 and the Gender Recognition Act 2004 have no bearing on each other. Therefore, you can be a feminist and stick up for the rights of women, and also be a trans ally. That, I think, shows the very best of humanity, and we all need a little bit more of that.”
“She was advised not to travel on public transport because of her report—before it was even published. Some people, including some MPs, implied that I had contributed to that, but Dr Cass said I could quote her saying that that is “absolutely ridiculous”. I felt really hurt and offended because they encouraged a pile-on on me over the weekend. I say to those who think they can silence me and stop me sticking up for marginalised or minoritised groups, think again. That is literally what I have been elected to do in this place—to speak up for people who may not be able to speak up for themselves—and I am not going to stop. People are making things up about me. They should read my book, which I am happy to plug. “A Purposeful Life”—out in all good bookshops now—is clear about why I am an activist and why I campaign the way I do.”
“I do not care who people love. As long as it is legal, love who you like. The world would be a better place if there was more love. There is too much hate right now, and I think we need more love in the world. As my hon. Friend said, in some countries, two consenting same- sex people are not allowed to love each other. That is wrong. Linda talks about LGB with the T. The trans debate has been extremely toxic. The debate in this House last week made trans kids and trans adults feel like they do not exist, like we want to erase them. This is the mother of all Parliaments; we should not have debates in this place that make people feel that they do not exist or that we want them to be erased. I spent a lot of time over the weekend speaking to Dr Cass, and I am grateful to her for her time.”
“We should all think very carefully about that in relation to allowing people to be their authentic self. Another lesbian, Sally, came out at work during Lesbian Visibility Week. It stopped a lot of men coming on to her, which she was grateful for, but some other men thought, “Oh, I’ll give it a try.” Get over it. Some women are lesbians—get over it. Linda welcomes lesbians and makes them feel safe in her environment. I have watched how she looks after the people my hon. Friend the Member for Jarrow mentioned—people like Kelly Holmes, who kept her sexuality secret because of her time in the Army, but who is now an activist and advocate, and engaged to a wonderful, beautiful woman called Louise. That is the power of allowing people to be their authentic self and just allowing them to live, giving them space to grow and be happy.”
“As an activist and a butch lesbian, Linda has supported everybody in the LBGTQI+ community. She can do that and support trans people because the two things are not mutually exclusive. I believe it is more important to know what is in people’s hearts than what is in their pants, and that we should spend more time talking about what is in people’s hearts. Nobody wants to erase lesbians—honestly, I would feel sorry for anyone who tried—and this debate highlights that. I remember my hon. Friend the Member for Llanelli (Dame Nia Griffith)—I am sorry if I mispronounced her constituency—talking about her experience when she was a teacher. Her girlfriend was sick, and my hon. Friend was unable to talk about it in her workplace because she was not out.”
“I congratulate my hon. Friend the Member for Jarrow (Kate Osborne) on securing this debate and on her excellent speech. At first I thought, “What am I going to say in this debate?”, because I am not a lesbian, but I have stood in this Chamber and spoken on many issues. The thing is, you do not have to be a lesbian to speak in this debate; what you have to be is a good person. You have to be a person who believes in equality and fairness—that is what is important. As my hon. Friend the Member for Jarrow said, Lesbian Visibility Week was created by a bestie of ours, Linda Riley, who is in the Gallery today. She has fought all her life to be heard and to be her authentic self, and what she wants more than anything is for everybody else to have that same privilege. Yesterday we watched a documentary, “The Life of Riley”.”
“She has made it clear—not just to me, but to the trans and LGBT+ communities in a number of valuable clarifications on the radio and in other media—that all reports were included and that research of both high and moderate quality was considered as part of the evidence review. Dr Cass has also said that her report is being misrepresented and hijacked—but not by me, Mr Speaker; let me make that clear. My question to the Secretary of State for Health was about additional funding for children’s mental health services. The report is being hijacked by anti-trans groups, and that is why it is important that we can be as factual as possible about the research. I was also concerned about the advice that Dr Cass was given about her safety, and was shocked that some people implied that I was partly responsible for—”
“On a point of order, Mr Speaker. Last week, on 15 April, I said: “All trans children and young people deserve access to high-quality and timely healthcare and support. Around 100 studies have not been included in the Cass report, and we need to know why.” —[ Official Report , 15 April 2024; Vol. 748, c. 65.] I was quoting from Stonewall’s briefing. There was some fallout from that, so I have spent the weekend in conversation with Stonewall and Dr Cass. It seems that by quoting from the briefing, I may have inadvertently misled the House. As you know, Mr Speaker, I have been thrown out of Parliament for calling the then Prime Minister a liar, so it means a lot to me to be able to come back and correct the record, and practise what I preach. I spent the weekend speaking to Dr Cass, and I am very grateful for her time.”
“My condolences to you and your family, Mr Speaker. Prime Minister, I condemn Iran and Hamas—let me start there—but we must not lose focus on the situation in Gaza, where there is a humanitarian crisis and famine. It is just destruction that people are seeing in front of their eyes. If we want to ensure that the hostages come home—like the hostage who has been adopted in Brent, Noa Argamani—we must argue for a ceasefire, not a pause. Will the Prime Minister clearly state that we should be calling for an immediate ceasefire on all sides?”

[ Official Report , 22 April 2024; Vol. 748, c. 663.] (Correction) The Secretary of State is obviously not concerned about the way that the Cass report has been used to perpetuate a broader hostile environment towards trans people in the UK—a hostile environment created in part by the Government’s delay in reforming the Gender Recognition Act 2004. Misrepresenting the report, and the high-and-mighty attitude from the Secretary of State, helps no one. Will she commit to the extra funding needed to help young people have a holistic approach to their healthcare pathway?”
“I congratulate my hon. Friend on the Bill. Childline has talked about how young people have contacted them feeling torn and talking about what they are going through. They need a safe, non-judgmental space. Does he agree that his Bill will do just that?”
“For clarification, is the Minister implying that every time there is a new Minister we start again from day one? Is she able to give a timeframe for the Government Bill—by May, June or July?”
“MI5 has said that teenagers as young as 13 are joining in extremist activity, often online. Last week, the Minister in the other place revealed that the Government are “not intending to publish a hate crime strategy” —[ Official Report, House of Lords, 21 February 2024; Vol. 836, c. 599.] despite the last one being four years out of date. With the Community Security Trust report stating that there has been a rise in antisemitic abuse and a 300% rise in Islamophobia, why are the Government abandoning their work on hate crime?”
“I thank the Minister for his statement. If I heard correctly, he said that the Government have not quite got a definition of anti-Muslim hate. I wonder if that could urgently be rectified. The post of independent adviser on Islamophobia has been vacant for over a year, but the Government are in desperate need of one. I thank hon. Members for acknowledging the hate crime against women of colour. May I just mention my hon. Friend the Member for Coventry South (Zarah Sultana), who has had an obscene amount of hate levelled at her, and my hon. Friend the Member for Poplar and Limehouse (Apsana Begum), the first hijab-wearing MP? The abuse they have faced is terrible. MI5 and the Intelligence and Security Committee have stated that extreme right-wing terrorism is sadly here to stay, with the threat fuelled in part by racism.”
“It is a pleasure to follow the right hon. Member for Aldridge-Brownhills (Wendy Morton). I always say that we will know we have reached true equality in this place when we have as many rubbish women as we do rubbish men. [Laughter.] The Home Office Minister should be ashamed of how he attacked an Opposition Member of Parliament during the previous statement. I hope that she raises a point of order, because we are talking about the language in this place and we should all be setting an example. We saw at the weekend the language used by the hon. Member for Ashfield (Lee Anderson), the right hon. and learned Member for Fareham (Suella Braverman) and the right hon. Member for South West Norfolk (Elizabeth Truss)—”
“I is for image: centre images of victims, not perpetrators, and do not place their images side by side; and use official photos that have been provided by the police or the family, not social media. D is for dignity: a victim’s children, family and friends will read the coverage many times. They will be in grief and shock. Avoid sensationalising language, invasive or graphic details. Dead women cannot protect their families. Finally, A is for accuracy: name the crime for what it is—fatal domestic abuse, not a horror or a tragedy perpetrated by a monster or unknown evil. Use statistics from the Office for National Statistics for context on how many other women have been killed. Gender-based violence is a national and not a personal problem. It is not an isolated incident and many women are being killed each year.”
“By granting victims paid leave, those 10 days will save lives. As legislators, there is no greater honour than passing legislation that saves lives. To conclude, the third of my asks is for extra money for refuges. The Women’s Aid “Domestic Abuse Report 2024” states that £189 million should be ringfenced for women’s refuge services. Almost 50% of organisations have said that they are operating without funding, so they are saving lives but they are not being paid for it. Some 79% of people using refuges use food banks and 62.5% of survivors are unable to leave their abusers because they cannot afford to. Level Up has an acronym: AIDA. A is for accountability: murder is not a loss of control, but the responsibility of the perpetrator.”
“I am sure that all the women in the Chamber today have suffered some kind of domestic abuse or unwanted attention in their lifetime. Every three days a woman is killed by a partner or ex-partner. None of those deaths have come out of the blue. Criminologists have established that when a woman is murdered by a partner, it marks the end of a sustained period of coercive control. Abuse does not end when the relationship ends. In fact, the time when women are most vulnerable is when they leave a relationship. The moment someone leaves an abusive relationship is the moment of greatest risk. I urge the Minister to urge the Government to look into a domestic abuse policy requiring employers to provide up to 10 days’ paid leave, as enacted in the Philippines, Australia and New Zealand.”
“These provisions should not restrict the right to report legal proceedings.” Level Up says: “Given the academic research on the negative impact of romantic framings and the known damage caused to victims’ families, Level Up recommends the Editors’ Code Committee introduce a subclause to the effect of: ‘In cases where a person has been killed by a partner or former partner, care should be taken not to use language which could frame the killing as an act of ‘love’, or which could be construed to blame the victim for their death.’” That amendment needs to be made to the code with urgent effect. We cannot say that this is voluntary; it has to be enshrined in the code. One in four women experience domestic abuse in their lifetime.”
“Let me start by discussing the IPSO code. The way the press reports is often inaccurate and undignified, and prioritises sensationalist headlines over responsible reporting. That approach needs to be replaced with responsible reporting that tackles the root of domestic abuse and the dynamics of power and control. We need to end victim blaming. By doing that, we will save lives. We need to improve and strengthen clause 4 of the code. As Level Up has said, clause 4 deals with: “Intrusion into grief or shock”. The clause states: “In cases involving personal grief or shock, enquiries and approaches must be made with sympathy and discretion and publication handled sensitively.”
“I wish to thank Level Up and Glamour magazine for their tireless campaigning in this area. I also thank the Minister for Women, the hon. Member for Lewes (Maria Caulfield), for the productive discussions we have had on language changes to the Independent Press Standards Organisation code. It is important that we have cross-party discussions on that, because we are talking about the safety of women. It is a shame that those changes have not happened yet. I feel that the Minister understands their importance, but I sometimes think there is a barrier stopping her from making them happen. I do not know who or what the barrier is, but I feel that she understands the importance of the changes. The second thing we need to do is put in place 10 days’ paid domestic violence leave. The third thing we need to do is ensure funding for refuges.”
“I have not notified them, Madam Deputy Speaker; I have just been so angry about this. I will withdraw naming them. I thank the right hon. Member for Romsey and Southampton North (Caroline Nokes) for calling out the language used by those on both sides of the House. My hon. Friend the Member for Birmingham, Yardley (Jess Phillips) is no longer in her place. When she read out her list, it was heartbreaking, and when we saw the family members stand, it broke all of our hearts. The media are failing women and, as legislators, we are too, because that list should be getting shorter every year and it is not getting shorter. In the short time I have today, I wish to mention three things that we can do as legislators to help stop the killing and abuse of women.”
“At the weekend I had to seek extra police support, due to the far-right abuse that I have suffered, which has been inspired and unleashed in part by the conspiracy theories and racist, Islamophobic, anti-Muslim hate peddled by the Members for Ashfield (Lee Anderson), for Fareham (Suella Braverman) and for South West Norfolk (Elizabeth Truss). [ Interruption. ]”
“It was peddled by Members of the Government party. Does the Minister agree that there is no place in this House or society for such divisive language? One Member has had the Whip removed. Does the Minister agree that other Members should also have the Whip removed, or does he agree with the points that were made?”
“On a point of order, Mr Deputy Speaker. I seek your guidance. On 29 November 2023, I wrote to the Prime Minister asking him to correct an oversight in the autumn statement. Although it included welcome additional funding to tackle antisemitism, it did not include an announcement of additional funding to tackle Islamophobia. Three months later, I have yet to receive a response. The Government seem to have a blind spot when it comes to Islamophobia—they cannot even mention the word—and what happened at the weekend makes that especially concerning. They have still not filled the role of independent adviser on Islamophobia, and they refuse to say the word. May I have your guidance on how I might secure a reply from the Prime Minister, so that we can all work urgently to stamp out Islamophobia, antisemitism and all forms of hate speech?”
