On her main point, about local community input, the Welsh Government have undertaken extensive consultation on the 2024 Act. Both the Act and the regulations were subject to extensive engagement. Two consultations were undertaken, one by the Welsh Government and one by the Senedd. The Welsh Government have also disseminated information on the changes to industry through various events. The Act provides a process that enables local communities to engage in decisions that affect them, as well as flexibility to capture the consenting arrangements for developing technologies. The Welsh Government have attended and presented at events targeted at different key stakeholders involved in the process, including developers, local authorities and the community.”

“Overhead lines are much cheaper to build; according to the Institution of Engineering and Technology, undergrounding costs an estimated four and a half times more than overhead lines. Overhead lines are also quicker to build, cause less environmental damage, and are much easier to maintain. The cost of building this infrastructure is borne by electricity bill payers, and Plaid’s policy on undergrounding will not only increase bills, but suffocate the economic potential of Wales’s green industrial revolution.”

The new community funds guidance aims to improve the consistency and amount of funding for communities that could be used for local projects. Turning to bill discounts, we are introducing a scheme that will provide household discounts to those living closest to new and significantly upgraded transmission infrastructure projects.”

I was at the groundbreaking ceremony to begin construction of the electric arc furnace, which will be one of the largest in the world, securing 5,000 jobs and the future of steelmaking in Port Talbot for years to come. It has been made possible by £1.25 billion of investment, including £500 million from this Government, as well as our £80 million to support workers and the wider steel community, and will benefit not just Port Talbot but downstream sites. This has been a really challenging time for steelworkers across Wales, but I think this week marks a real turning point, securing a bright future for years to come.”
“The Government’s investment in the electric arc furnace shows how serious our commitment is to the steel industry, not just in south Wales but across the UK. It is why we have slashed energy costs for steel producers and other energy-intensive industries through the industrial strategy, strengthened procurement rules to use even more UK steel in construction, ensured that the UK is the only country in the world not paying 50% tariffs to the United States, and boosted trade defences to protect the sector against foreign imports. The steel strategy, which we will publish later in the year, will also deliver up to £2.5 billion of investment to help to maintain jobs and growth.”

“My hon. Friend is right that floating offshore wind presents significant opportunities for Wales and the UK. In the leasing round that just took place we had a first-mover advantage in this technology of the future. Earlier this month, the Energy Secretary granted development consent for the Mona offshore wind farm, which will bolster north Wales’s offshore wind industry. All of that is contributing to securing our energy independence and bringing down bills for people in Cornwall, Wales and the rest of the UK.”
“I wish to start by paying tribute to Sir Billy Boston, the trailblazing Welsh rugby league legend who received a knighthood this week. It is fitting that Sir Billy is first recipient of a knighthood for services to rugby league, and I commend those colleagues who have campaigned so hard for this well-deserved award. This Government are totally focused on taking maximum advantage of the opportunities that floating offshore wind in the Celtic sea presents for Wales. The industry has the potential to create more than 5,000 jobs and bring £1.4 billion of investment into the UK economy in coming years. We do not support devolution of the Crown Estate, as that would risk market fragmentation, jeopardising those jobs and the significant investment that Wales deserves.”
“I am afraid that I will not take any lectures on the Crown Estate from the SNP, whose mismanagement of the Scottish seabed has seen Scottish assets sold off on the cheap. We are focused on doing whatever it takes to secure the more than 5,000 jobs, and billions of pounds of investment, that the Crown Estate can help to unlock for Wales.”
“My hon. Friend is absolutely right. If we were to devolve the Crown Estate and introduce a new entity, that would risk market fragmentation, complicate existing processes, and delay further development offshore, jeopardising those jobs and that investment. Even if it could be done without risking the revenues, that would not automatically lead to more money for the Welsh Government, because any revenues they retained would likely be offset through reductions to the block grant, as is the case in Scotland. Meanwhile, Wales would no longer benefit from Crown Estate assets and profits in England.”

“I listened carefully to the right hon. Lady’s question, and I am sure that she would not wish unintentionally to mislead the House. The situation regarding the Oxford-Cambridge line was an error made by the Conservative Government in the 2021 spending review, and as she knows, heavy rail infrastructure is reserved, not devolved, so for every heavy rail project in England, Barnett consequentials do not apply. The UK Government fund that is funding East West Rail is also directing funding projects in Wales, such as the redevelopment of Wales’s busiest station, Cardiff Central; improvements to level crossings in north Wales; and upgrades to the south Wales relief lines.”

In Wales, we are supporting a thriving creative industries sector, which our industrial strategy has rightly identified as providing more potential for huge economic growth in the years ahead. We have confirmed £10 million to upgrade Venue Cymru in Conwy—the largest arts centre in Wales outside Cardiff—and £5 million to fund repair works to the Newport transporter bridge, both of which play a crucial role in the tourism economy. The Welsh Government are also investing £12 million in the Elan valley lakes Project through the mid-Wales growth deal.”

“Yesterday we announced the biggest nuclear building programme in a generation. We are investing £14.2 billion to build Sizewell C, and we confirmed Rolls-Royce SMR as the preferred bidder to build the country’s small modular reactors. I met the chair of Great British Energy Nuclear last week to discuss how to maximise the opportunities for Wales of new nuclear projects, and I will continue to work with the Energy Secretary and the Welsh Government to ensure that Wales’s supply chain and workforce benefit from that investment.”

Great British Energy Nuclear acquired the Wylfa site last year, which previously hosted a nuclear power plant and is the best potential site in the UK for new nuclear deployment.”
“In 2024, British residents took over 7.5 million overnight trips in Wales, and during these trips they spent a total of £2.24 billion. Wales’s tourism sector is thriving, as was clear to see last month during the visit of the Under-Secretary of State for Wales, my hon. Friend the Member for Llanelli (Dame Nia Griffith), to Elan Valley Lakes, which will benefit from an £11.8 million investment from both the UK and Welsh Governments. According to the Welsh Government, if a visitor levy were to be introduced by all Welsh authorities, that could potentially raise up to £33 million.”
