“The system is failing and it needs fixing. This country needs a solution to the crisis, not a distraction. The Bill claims that Rwanda is a safe country, because the Bill says that is so. That is not the type of country that Britain is. We are not like that. We believe in the rule of law and obligations under international laws and treaties. The Rwandan Government have been involved in many questionable events across Africa, including the kidnapping and beating of dissidents abroad. The Rwanda policy is an attempt by the Government to look tough and to distract the country from the sorry state they have got us into. Even on the off-chance that flights to Rwanda take off, they will deal with less than 1% of asylum claims. It is a Tory vanity project. It will not solve any problem. As a country, we are better than this.”
“Rwanda is not a safe country. This country is using the Bill as a distraction from the Government’s failure to sort out the immigration backlog. Millions of pounds of taxpayers’ money are being spent on hotels every day. Hundreds of millions have been spent on this fantasy Rwanda policy without a single person being sent there. That money would be better spent sorting out the backlog and getting people processed. Immigration policies are already in place, but they are not being enforced. The Home Office is working too slowly, as it has previously with passports. Processing claims quicker is the best way to free up hotels. In the past decade, the backlog of asylum claims has risen four times faster than the number claiming asylum. This is ultimately a crisis of the Government’s own making, and it has been years in the making.”
“We need to be able to identify who the true owner of offshore wealth is. We need to be able to uphold the law and make sure that tax is paid. We need to remove the veil of secrecy that, sadly, exists in too many of our territories and dependencies.”
“Public registers can also help to restore public faith in the tax system by helping to expose the high levels of aggressive tax avoidance and evasion that we know take place. In the long term, public registers can contribute to creating a fairer and less lopsided tax system. That allows the Government of the day to collect tax effectively, and fairly invest in our public services and infrastructure. Public registers of beneficial ownership are a sensible transparency measure, with broad cross-party support. The Government have repeatedly expressed their support for establishing public registers, but we are still waiting for them to be set up. They were supposed to be set up by the end of 2023. This situation cannot go on. The Foreign Secretary needs to get this over the line.”
“Quite frankly, every time there is a series of leaks—from the Panama papers and the Paradise Papers to the “Cyprus Confidential” dossier—it is an embarrassment to our country, and it is not going away. As has been set out, one of the most effective ways to crack down on the problem is with public registers of who owns the companies in our overseas territories and Crown dependencies. There has been enough talk about cracking down on tax avoidance for decades; it is now time for realistic and pragmatic action for good. Fraud, tax and sanction avoidance, and other economic crime can be cracked down on only if it is possible to follow the money. The Government cannot expect law enforcement to crack down on tax avoidance if it is not given the tools it needs to do it. We can do it and we have said we will do it, so we should get on and do it!”
“The presidential family of the Republic of Congo have enriched themselves to the sum of at least £500 million by completing dodgy oil deals through companies based in Anguilla, all while the Congo sits in billions of pounds of debt. Of all the cases, 92% of those were registered in the British Virgin Islands. The scale of the financial damage caused by those companies is £196 billion, which is greater than the UK’s foreign aid budget over the past 20 years. We in this House often talk about our responsibility to the world and to mankind, and about our duty to help the world’s poorest—that is why we believe in foreign aid—yet monumental sums are being robbed from countries around the world by despots and dictators and then stored in our territories. Our duty to the world requires us to do more to crack down on it.”
“We have a duty to the people of Ukraine to do our bit. We have heard many times from the Dispatch Box about how much support we are rightly giving to Ukraine, but the Government must press our Crown dependencies and overseas territories, which are the Russians’ laundromat of choice, to do the same. Transparency International has identified 237 cases of corruption enabled by companies based in the overseas territories. Those cases are worth an astonishing £250 billion, which was diverted via rigged procurement, bribery, embezzlement and the unlawful acquisition of state assets. All those cases passed through companies registered in our overseas territories.”
“I thank my right hon. Friend the Member for Barking (Dame Margaret Hodge) for securing the debate. Our country, with its Crown dependencies and overseas territories, is responsible for 35% of global tax loss. The UK tax gap is estimated by His Majesty’s Revenue and Customs to be worth £36 billion. Those billions of pounds could be spent helping our NHS or fixing our schools’ leaking roofs, but sadly, they are instead propping up Putin and his cronies as they try to destroy Ukraine. The past year has put a spotlight on dirty money laundered and hidden here, yet that problem has been around for years. We must act now to ensure that we are not indirectly responsible for horrors continuing to occur by failing to tackle dirty money, be it in London, the British Virgin Islands or one of our other territories.”
“Allegations of breaches of international humanitarian law should always be treated with the utmost seriousness. Assessing specific allegations is the proper task of lawyers in competent international courts. Does the Minister recognise, with Labour, that the International Criminal Court’s jurisdiction must address the conduct of all parties in Gaza?”

“Believe me, I was horrified when I learned of the working conditions, and I thought I knew quite a bit about health. In some hospitals, the NHS staff—doctors—are lucky if they have a mess like a sixth form might have. Surely our doctors are worth more than that. Solving the NHS workforce crisis cannot just be a one-off solution. There needs to be continuous assessment of our future needs as a country, so we do not find ourselves in this situation again. It takes years to train medical professionals, so the Government must plan continuously and years in advance. That is what a Labour Government will do; Labour will provide the short-term solutions along with a long-term strategy to ensure our NHS is never in the state that the current Government have driven it to.”
“What costs more money is having to recruit temporary or agency staff to plug the staffing gaps and losing the existing expertise in the workforce. What costs more money is having to send patients to private appointments due to lack of NHS staff. Our doctors deserve respect. The title “junior doctor” can be misleading to the public. Junior doctors are trained professionals who could have 10 years, or up to 20 years, under their belts. The term “junior doctor” does not give doctors the respect they deserve with their skills and experience. Adopting the use of “postgraduate doctor” or another term would be more befitting and give doctors more of the respect they rightly deserve. The Government should be speaking to those doctors to find out how to improve their working conditions.”
“Medical school placements need to be prioritised in current understaffed areas to help reduce the health inequality that exists across our country, which covid tragically put a spotlight on. Any long-term NHS workforce strategy needs to address that issue. The second part of the approach needs to be retention. There is no better short-term solution than to keep as many trained medical professionals in the NHS as possible, yet this is more than just a short-term solution. Keeping experienced and skilled staff in the NHS helps us both now and in the future, and is about more than simply money. The general working terms and conditions, whether that is work-life balance, job flexibility or pension allowance, need looking at. Yes, it costs money to improve the living standards and working lives of our medical professionals.”
“One way the Government are attempting to fill the gap is by hiring physician associates, who are expected to perform duties similar to a doctor’s without the required training. Physician associates are not empowered to prescribe, so doctors are charged with the duty of prescribing for the patients. That is one of the many problems that our NHS faces caused by the workforce crisis. The remedy to the crisis is a two-pronged approach. First and foremost, the number of medical school places needs to be dramatically increased. The same needs to be done for nursing and midwifery clinical placements. The only sensible and viable long-term solution to the NHS staffing crisis is to train more homegrown professionals and to value them.”
“Not enough doctors and nurses are being trained here at home. That is a problem not just for recruitment but for retention. Recruiting new staff is not good enough if the experienced are leaving. That is true of most professions, yet for some reason the Government are not doing more to retain the skills and expertise we so badly need. It takes years to train a doctor. Once they leave the NHS, they take their years of training and expertise with them. Instead, the Government try to plug the gaps by spending £3 billion a year on temporary or agency staff. A short-term solution to a long-term problem does not work. The UK is left with fewer practising physicians and nurses per person than the EU average.”
“It is a pleasure to serve under your chairmanship, Mr Pritchard. I pay tribute to my hon. Friend the Member for Wirral West (Margaret Greenwood) for securing this vital debate today. I also wish to pay tribute to all those who work in St Helens South and Whiston hospitals and those who work in social care for St Helens Borough Council, as well as all the other agencies—police, housing—involved in our health and social care integrated service. Our NHS is struggling: waiting lists are far too long; cancer survival rates are too low; and too many patients are kept in hospital when they could be, and want to be, at home. None of that can be fixed unless the NHS and social care is staffed to adequate levels. Right now that is not the case. Far too many medical professionals who are trained here are leaving the service.”

“The amendment must be seen in the context of our country’s wider relationship with China. The Government have extensively talked tough about standing up for our values against China. China is a trading partner that we cannot ignore or close ourselves off to, but that does not mean that we should not take such opportunities as this amendment to do right by our values and by humanity. Only a couple of days ago, the Prime Minister told the Chinese Prime Minister that attempts to undermine British democracy are completely unacceptable and that we will defend our democracy and our security. The amendment gives us the opportunity to use our democracy—the democracy that they seem to hold in contempt—to stand up for our values against China.”
“Sources on the ground claim that CellCept, an immunosuppressive drug, has been used on Chinese prisoners for transplants. There is no evidence that those individuals consented. That is why a clear and direct provision relating to forced organ harvesting is necessary. UK taxpayers’ money should not inadvertently be supporting this inhumane trade perpetrated by the Chinese Communist party. There must be the ability or at least the option to stop it. The amendment is not asking for draconian action. It simply gives discretionary powers to exclude a supplier from a procurement contract if there is a connection to forced organ harvesting. That would give the Government the ability to act to prevent the complicity of UK taxpayers in forced organ harvesting.”
“Trying to cover all the different ethical and professional misconduct regulations across a multitude of industries is not practical. Only by having a specific provision for forced organ harvesting will we ensure that British taxpayers’ money is not funding this horrific trade. Otherwise, it will be all too easy for companies to hide behind complex supply chains. The second issue that the Government raised in the other place was that there was no evidence of UK organisations facilitating forced organ harvesting, yet there are companies with substantial operations in the UK providing immunosuppressive drugs for transplants in China. There is evidence of companies dramatically raising their stake in the Chinese market over the past few years.”
“At the tribunals, evidence was heard of systematic medical testing of thousands of prisoners of conscience, allowing the oppressive regime to create an organ bank. I have spoken extensively on the horrors that have occurred due to forced organ harvesting in previous stages of the Bill, so now I will address some of the concerns that the Government expressed in the other place when opposing the amendment. The Government claim that forced organ harvesting will be covered by existing provisions of the Bill. Certain conduct will absolutely not be covered by the existing provisions on professional misconduct. Supply chains can be complex, and improper conduct may often be one step too far removed from the crime for professional misconduct elements to be made out.”
“In this week of all weeks, the House needs to show that our democracy is strong and that we are not intimidated by other nations. The Chinese Communist party has shown that it holds our democracy in contempt. Today we have an opportunity to put tough talk into action. Forced organ harvesting is a systemic trade that is taking place on an industrial scale in China. Up to 100,000 of its citizens are butchered each year for their organs. This is a state-sponsored crime against humanity. The two or three organs harvested from a healthy young adult are worth over £500,000. Evidence of this crime has been extensively investigated by the China and Uyghur tribunals chaired by Sir Geoffrey Nice KC, the former lead prosecutor at The Hague.”
“The Chinese Communist party has shown once again that it will stop at nothing to get its way. The Deputy Prime Minister has said today that he realises there are serious issues and that this is a systemic challenge, but he would not come out with a statement that it is a serious threat and being treated as such. The CCP is infiltrating our academia, and a lot of people right across these Benches feel very uneasy. Actions speak louder than words, and the Government need to back up words with actions—strong actions—and give us the impression that they are not being dragged by the heels all the time. We are constantly having to raise these things, and there is no confidence that we are treating the CCP as an absolutely serious threat, which is what it is. We are playing cricket while the CCP has the machetes out.”
“The UK Government must look at the actions of Iran and label them for what they are: state hostage taking. Quite frankly, it is working. The Iranian regime is getting vast sums of money to release foreign or dual nationals whom they have arrested on trumped-up charges. The Foreign Office needs to take a much stronger stance within our role in the UN to call out state hostage taking. Iran is not the only country guilty of unjustly detaining British citizens. Jimmy Lai, a British national and long-time critic of the Chinese Communist party, was arrested in Hong Kong over three years ago.”
“It was only last month that Tahbaz was taken out of Evin prison, the infamous home to many political prisoners of the autocratic regime, and placed under house arrest. Yet this occurred only after America agreed to a prisoner exchange and to allow the Iranian regime to access almost £5 billion of frozen assets in South Korea. In other words, the Iranian regime was using foreign prisoners for ransom. The situation with Nazanin was the same: she was released only after the Government paid £400 million to Tehran. Mehran Raoof is another dual British-Iranian national who has been detained. At 66, he was detained in Evin prison for supporting and campaigning for workers’ rights. In his own letter, Mr Raoof says the Iranian regime is treating dual nationals as “a valuable commodity”, and the evidence backs him up.”
“I beg to move, That this House has considered British nationals detained overseas. It is a pleasure to serve under your chairmanship for the first time, Ms Ali. The first duty of the British Government is to protect their citizens at home and abroad. Being arrested or detained abroad can be a difficult and traumatic experience. Often the detained are unable to see their friends and family, sometimes for years. I am sure that we were all moved by the scenes of Nazanin Zaghari-Ratcliffe being reunited with her husband Richard and their daughter Gabriella. Iran has shown itself to be a serial offender of detaining British passport holders. Morad Tahbaz, a British-American citizen, is still detained there. It has now been over five years.”
“I certainly agree with the hon. Gentleman’s comments. Mr Lai is accused of violating the new national security law in Hong Kong. Leaving aside our Government’s failure to properly hold China to account for reneging on the Sino-British joint declaration, there is still a duty to protect British nationals. Mr Lai awaits trial this month, yet the Chinese Communist authorities are trying to block his attempt to hire a British defence lawyer.”
“Many British citizens detained abroad do not even get the necessary consular assistance. That is why Labour is looking to introduce a legal right to consular assistance, which I am sure that the shadow Minister, my hon. Friend the Member for Hornsey and Wood Green (Catherine West), will go into in further detail. Consular support to British citizens must be a given. After all, it is the first duty of Government to look after their citizens.”
“The chief executive of the ombudsman’s office, Rebecca Hilsenrath, described Mr Hedges’ experience as a “nightmare” that was “made even worse by being failed by the British Government.” Quite frankly, that is not good enough, and it calls into question whether the current guidelines need reviewing. The cases that I have raised are examples. There are many others that I could have gone into, and I am sure that other colleagues present may well do so. I appreciate that these cases are often complex and no country is the same when it comes to Foreign Office engagement. However, there is much more we can do, especially with countries that we financially support. We can also work with our allies to take a much tougher stance on state hostage taking in countries such as Iran.”
“The Government need to get much tougher. Another case I will raise is that of Alaa Abd-El Fattah, a British-Egyptian activist who was detained in Egypt. Once again, he has been detained and denied fair and due process. He even took to hunger strike in prison to protest against his treatment. The Egyptian authorities also denied his British citizenship and refused British consular support. Our Government need to insist that Mr Abd-El Fattah gets that assistance. Only this week, the Foreign Office was told by the parliamentary ombudsman to make a formal apology to Matthew Hedges, who was accused of spying and tortured in the United Arab Emirates. The Foreign Office failed to do its duty to Mr Hedges, a British citizen being tortured by a country we consider one of our closest allies in the region.”
“Since his detention, he has been subjected to torture and many other unpleasantries. A United Nations Human Rights Council report released a damning assessment of the Nigerian Government’s treatment and called for his immediate release. My right hon. and learned Friend the Member for Camberwell and Peckham (Ms Harman) has worked tirelessly on behalf of Mr Kanu and is urging the Foreign Secretary to do more to secure his release. Nigeria is a Commonwealth nation that receives tens of millions in UK aid; it is one of the biggest beneficiaries. As part of that aid support, there must be a commitment to human rights and upholding the right to a fair trial. Mr Kanu must be given access to a fair and due process. A British citizen travelling on a British passport should not be kidnapped in a third country and dragged to a Nigerian prison.”
“I agree with my hon. Friend; of course we should be doing that. It is about justice, not rigged justice. The use of foreign lawyers by both prosecution and defence is a long-established tradition in Hong Kong. Only last month, the Foreign Secretary met the Chinese Vice-President, Mr Han, known as the architect of China’s crackdown in Hong Kong. The Foreign Secretary raised the case of Mr Lai, but did not go far enough. It is British values that are on trial: the values of freedom and democracy, which we signed a treaty to uphold. The Prime Minister should raise this with the Chinese regime at the highest possible level. Cases of British citizens being detained abroad are not limited to the middle east and Asia. In 2021, Mr Nnamdi Kanu, a British citizen, was abducted by Nigerian security forces in Nairobi, Kenya.”
“I thank everyone for contributing today because this is an important matter and something that has deserved the attention it has had in this debate. Hopefully we can get some movement from the Government and we can get this man’s citizenship sorted. I think he and his family know his citizenship better than anyone—far better than the Chinese would know. It is surely a con, isn’t it? I thank all Members who have contributed to this debate. We need to keep going. We need to do this as soon as possible. Please grab hold of it, Minister. We would congratulate you if you got things started now. Question put and agreed to. “Clearly, the money laundering regulations are not good enough. The new legislation would make companies prove that they have the right procedures in place to prevent money laundering. This is the type of tough legislation we need to crack down on economic crime. For too long Britain has been the laundromat for foreign despots and dictators. I heard a Member across the Floor talking about feeling the chill; what is more chilling than seeing what is going on and turning a blind eye, not washing the blood off our hands for the crimes against humanity committed for the very money being laundered around our country? I urge the Minister—I know where his heart is—not to throw away this wonderful opportunity to save so much. Democracy is at risk. It really is not acceptable. Please be brave enough—be brave enough and you will sleep at night.”
“The Government amendments to cover this do not go far enough. Well-organised criminal entities would easily get around legislation that only touches the largest companies and the largest businesses. They take advantage of small and medium-sized businesses, as my right hon. Friend the Member for Birmingham, Hodge Hill said. That is exactly what they do—they do whatever it takes. They are cleverer than us, and they are doing it now. Well-organised criminals will get around it. As 64% of companies have experienced fraud, this would help those companies. The Government legislation fails to make failure to prevent money laundering an offence. The justification for doing that is the money laundering regulations, yet there has been only one corporate conviction since they were introduced—that of NatWest in 2021.”
“Secondly, regulatory factors such as the fines that exist are not sufficient to bring about the required change. After all, the fines could be a lot less than these companies are earning from economic crime, and they become a cost factored into doing business for those companies. This cannot be right, and it simply cannot continue. To our shame, Britain is the global hotbed of economic crime, at a cost of £350 billion a year. The people of Ukraine are feeling the impact of this unchecked economic crime, as some of the main benefactors have been Russian oligarchs, the Russian state and Putin himself. There are the Magnitsky sanctions, but it tells us a lot, does it not, when Putin kills his own people as a deterrent? When we look at the invasion of Ukraine, we cannot sit back and let this continue unchecked.”
“First and foremost, they would act as a deterrent, forcing companies to act and to take economic crime seriously if they know they would be held liable. Deterrence is proven to work. As a health and safety professional, I know that regulations to make companies and directors liable made tremendous inroads on health and safety. We may wonder why there were always so many disputes on construction sites, but it was because there was no health and safety. The workers had to fight for everything, and they could not do it without legislation. That is why we are here: to tackle things when they are not being tackled, and economic crime is not being tackled at the present time. That legislation resulted in a 90% drop in deaths and serious injuries on construction sites, which could have involved just building a few houses.”
“Currently, there is a severe lack of provisions to prevent economic crime, which we know is the best, cheapest and most effective way to tackle our dirty money problem. These crimes are committed and witnessed by some of the most senior professionals at a company, and even if they are not participating but just happen to witness fraud, surely they must be under a legal duty to report it. Amendment 159 was introduced in the other place, and I pay my respects to the other place for its absolutely wonderful scrutiny of the Bill. I commend it to the Minister. He has spearheaded the Bill to where it is now, but he just needs to go that bit further. We must have reasonable prevention mechanisms in place. The failure to prevent measures would work on multiple fronts.”
“I would like to pay my respects to my hon. Friend the Member for Feltham and Heston (Seema Malhotra) for her excellent opening on our behalf, as well as to my right hon. Friend the Member for Barking (Dame Margaret Hodge) for her excellent knowledge and understanding. The time she has put in is just unbelievable. She spoke about Bill Browder—no one can read his work without realising just how serious this issue is. I also thank my right hon. Friend the Member for Birmingham, Hodge Hill (Liam Byrne), who covered it so aptly and brought it down to how dangerous and very serious this is for our democracy and our economic equality. What could happen, and what I think will happen, is frightening. I want to focus on the importance of legislating on the failure to prevent fraud and money laundering, which are crimes committed in the shadows.”

“In the last two weeks there have been repeated examples of the Chinese Government’s attempting to intimidate those who have bravely stood up for the freedoms promised to Hong Kong. Does the Minister accept that we must urgently improve our own protections of the Hongkongers, especially given our moral and legal responsibilities, and take the leading role in international discussions on how to protect the Hongkonger community?”
“The Prime Minister claims he is ready to take tough financial decisions, such as not giving our NHS heroes a pay rise, leaving them struggling to pay ever-increasing mortgages and the cost of living caused by those on the Government Benches voting measures through and crashing our economy just a few months ago. The Rwanda scheme is set to cost even more billions than the already crashed asylum system, delivered by those on the Government Benches over there. So how can the Minister truly sit there and justify spending £169,000 to send one single asylum seeker to Rwanda? I accept that the Government are working with local authorities on housing in the private sector—deregulated housing in the private sector that cannot be given to any of our people. That is what he is doing. You cannot justify what is going on here.”
“Putin invaded Ukraine because it dared to be a modern and free-thinking European nation. With our continuing multinational support, Ukraine will win. Russian assets and dirty money hidden here should and must be spent on rebuilding Ukraine for our brave Ukrainian friends, who are fighting for freedom and democracy. It is a war for our shared values, and that makes it our war as well. We must act now.”
“Our biggest ally, the United States, has introduced the Rebuilding Economic Prosperity and Opportunity for Ukrainians Act to repurpose frozen Russians assets towards Ukraine, and Canada and the EU are doing something similar. Our country should be doing the same. We are not standing shoulder to shoulder; we are following when we should be leading—especially as London has long been known as the Russian money laundromat. We need to correct this error. Since the unjustified and brutal Russian invasion of Ukraine began, I have been delighted by the unity across the House in support of Ukraine, and I hope the same will be true of the efforts to rebuild Ukraine. This motion is the start of that process—a process that will likely go on for years after Ukraine wins—but it is the very least we can do.”
“We must honour their sacrifice by rebuilding their country; we must honour their sacrifice by ensuring that dirty Russian money is finally put to a good use. Many of the foreign policy mistakes over decades have been caused by Governments failing to plan ahead. This must not be another example. We must not wait until the war is over to start taking action. Last October, the Government indicated support for repurposing Russian assets, yet there have been no specific proposals. Other countries—our own allies—are taking the first steps to achieve that goal. Time and time again, we hear the Prime Minister say how we are standing shoulder to shoulder with our allies to support Ukraine.”
“The Government can and must do more to ensure that dirty money and Russian assets do not remain hidden here. London must no longer be the laundromat for oligarch and kleptocrat dirty money. However, that money must be put to good use. The money generated or hidden here for decades has helped to finance the brutal invasion of Ukraine, and for too long a blind eye was turned to it. The Government have a duty to ensure that it is now used to rectify that mistake. Now is the time to start planning how to use the money. Russian assets should be used to undo the damage and destruction that Putin’s army has caused. Nothing will bring back the brave Ukrainian fighters who lost their lives defending their homeland, but we have a duty and a responsibility to honour their sacrifice.”
“Ukrainians are fighting for their country. They are fighting for their freedom and democracy, they are fighting for our shared values, and they are winning. Yet we must not be complacent: support for Ukraine needs to increase, and to keep increasing. Ukraine is strengthened with our international support. The question now rightly turns to what will happen when Ukraine wins. Many of the invaded towns and cities have been left in ruins. Mariupol, once a bastion of tourism and the arts, has been turned into a ruin. A centuries-old theatre was completely destroyed. The Russian forces acted barbarically, and it is estimated that nearly 300 civilians were killed. That is only one example among many horrific war crimes that have been committed by Putin’s henchmen. In March, the House rightly debated the seizure of Russian assets.”
“This means being stronger in defending our values… And it means standing up to our competitors, not with grand rhetoric but with robust pragmatism.” This amendment is robust pragmatism in practice. It is not grand rhetoric, but action— action to make sure we are strong in defending our values; action to make sure public money is not supporting a crime against humanity; action that this whole House can be proud of, as it always has been on human rights. I urge Members from across the House to support amendment 3 to keep our hands clean from this evil practice of forced organ harvesting. We must not continue to turn a blind eye to these horrendous breaches of human rights. Governments across the world need to step up on this. We need to be working together, for—believe you me—China would be far more difficult than Russia.”
“Once when a surgeon was removing organs, he noticed—he went into a cold sweat—that the body he was operating on was in shock: he was still alive. Professional misconduct! Forced organ harvesting is not an issue to take such a chance on; it needs specific references relating to this crime against humanity. Last month’s G7 heard our Prime Minister state that we need to work together with our allies to “de-risk” ourselves from China. In the United States, Congressman Chris Smith has introduced a Stop Forced Organ Harvesting Bill, which the House of Representatives almost unanimously supported—straight across. This amendment keeps us in line with our allies. Last November, the Prime Minister delivered his big foreign policy speech and said, on our relationship with China, that “we will make an evolutionary leap in our approach.”
“In Committee in the Lords, the Minister stated that this Bill was not the appropriate place to address this issue. I could not disagree more. The hard-earned money of our constituents is free to be used propping up this evil atrocity, but that is not right in a country that prides itself on supporting human rights. We all have a duty to our constituents to make sure they are not inadvertently supporting organ harvesting, or any crime indeed. The Minister also said that forced organ harvesting would already be covered on the grounds of professional misconduct. We have heard that before, only for it to turn out, once a Bill becomes law, that it is not covered. On professional misconduct, may I provide just one example?”
