“The charity Sense has criticised the Government’s narrative around disability benefits, highlighting the divisive and deeply damaging language used, which further stigmatises some of the most vulnerable people in society. Disabled people have told Sense that they are sick with worry about whether they will lose their personal independence payments, which are vital—a lifeline—for them. Given the Tory cost of living crisis that we have been living through for multiple years, does the Secretary of State not think that disabled people need more support, not dangerous rhetoric that casts them as undeserving?”

The most common origin countries for which family-related visas were granted last year were Pakistan and India, yet workers of Pakistani heritage have the lowest median hourly pay of any ethnic group, meaning they are less likely to meet the minimum income threshold. Does my hon. Friend share my concern that the policy only entrenches the UK’s hostile immigration environment, as it is likely to be overwhelmingly discriminatory against ethnic minorities, particularly British Asians?”
“I recently met the community president and secretary general of the Sudanese Community Association of Greater Manchester. We discussed the horrific civil war in Sudan and the desperate need to bring about a peaceful and sustainable end to the conflict. The war may be taking place in Sudan, but it has huge implications for Sudanese communities in Britain, like the one in Manchester. What support is the Foreign, Commonwealth and Development Office providing Sudanese communities in Britain, who are trying to support their loved ones who are fleeing from violence to reach a place of safety?”
“The Government rightly condemn Iran for risking destabilisation in the region, and for demonstrating that it is intent on sowing chaos in its own backyard, yet we have had six months of Israel killing civilians, doctors and aid workers; destroying almost all civilian infrastructure in Gaza; cutting off water, fuel and electricity; and severely limiting the supply of aid. That is all in clear violation of international law, has destabilised the region, and has sown chaos in Israel’s own backyard, so will the Minister condemn the action of Israel, too?”

The United States and the European Union are passing laws to ban solar products made by Uyghur slave labour in Xinjiang, which will leave the UK with an abundance of morally compromised solar panels. Does she agree that the fight against forced labour should be a collective responsibility? If so, does she agree that means the UK Government must work for a clean energy transition, without being complicit in Uyghur forced labour?”
“Twelve-year-old Zain Arouq miraculously survived Israel’s bombing that killed most of his family in Gaza three months ago, but he was killed this weekend by an aid airdrop when he was searching for scraps of food because the parachute did not open. Zain and thousands of others would still be alive had allies like the UK and the US pushed Israel to adhere to the UN resolution on a ceasefire in Gaza, which would allow aid to reach starving children safely. Will the Prime Minister set out exactly what repercussions Israel will face for failing to abide by the UN Security Council motion?”

Since April 2023, there has been a 575% increase in the number of people who have presented to Manchester City Council as homeless due to eviction from Serco accommodation. Those people come not just from Greater Manchester, but from as far away as Belfast. Does he agree that we need more funding and support from the Home Office for all local authorities that are supporting people who have recently been granted asylum?”
“The Minister touched on the difficulties with moving on. The difficulty seems to be that there is no proper co-ordination when people are actually granted asylum, and then they move. I gave the figure of the more than 500% increase in Manchester. Considering the difficulties that we already have with housing shortages, perhaps better co-ordination and asking those who have been granted asylum where they would like to move to would help local authorities.”
“Over the past week, we have seen Israel continue to commit atrocities across Gaza, with the Al-Shifa Hospital besieged for several days. Medical staff from inside the hospital reported gun battles, workers being beaten, patients dying on the floor, and even execution-style killings. “In response to this month’s Budget, the director of the Institute for Public Policy Research North has said that “This Budget is the government’s admission that it has given up on levelling up this parliament, despite there being much left to do.” Delivering on the Government’s levelling-up commitments would mean that my constituents would benefit from reduced social welfare dependency, increased earnings potential, and improved health and wellbeing. “Canada, Australia, Sweden and the European Union have now confirmed that they will restore the funding to UNWRA, refuting Israel’s position that 450 members of the agency’s staff had participated in the 7 October attack. With people dying from the imminent famine in Gaza and Palestinians being killed trying to get flour to feed their families, the international community holds a degree of responsibility for failing to stop this situation. In light of the catastrophic situation in Gaza, will the Minister commit to restarting and increasing this funding to UNRWA as a matter of urgency?”
“Despite serious opposition from the Archbishop of Canterbury, three former Home Secretaries and three Government advisers on antisemitism, social cohesion and political violence, the Secretary of State for Levelling Up, Housing and Communities is due to widen the definition of extremism tomorrow. While Members on the Government Benches peddle far-right conspiracy theories about Islamists and Muslims taking over Britain, should the Prime Minister’s priority not be to get his own house in order and to stamp out extremism, racism and Islamophobia in the Conservative party? “Manchester has a proud history of welcoming those seeking sanctuary, but the Home Office is failing to provide support for the move-on process to those recently granted asylum. Since April 2023, there has been a 575% increase in the number of people who have presented to Manchester City Council as homeless because the Home Office has evicted them. The Government expect local authorities and the voluntary sector to fill the gap that they are leaving, but without providing the resources. Councillor Craig, the leader of Manchester City Council, has written to the Secretary of State to raise the issue. Can we have an urgent debate in Government time on the support offered to newly recognised refugees?”
“I thank my hon. Friend for securing this important debate. In Manchester, pavement parking continues to prevent people from participating in everyday life, especially vulnerable and disabled people. Back in May 2023, I petitioned Parliament to outlaw pavement parking across the country. That had huge support from my constituents and local authorities, but the Government have done nothing about it. Does she share my concern that the Government continue to show their contempt for the people of Britain by failing to enforce simple measures that would greatly benefit the public?”

A recent Sustrans report found that 49% of people in Greater Manchester wish to walk or use their wheelchair more, and 40% want to cycle more. Does she agree that if the Government banned pavement parking nationally, that would improve the accessibility of our footways, make our streets safer, and encourage people to choose active travel alternatives to cars?”
“The Minister has accepted that we have laws in London but not in the rest of the country. Would it not be consistent to have the same law across the board? After all, London is not the only important city. Cities such as Manchester or Birmingham are also important.”
“A recent report from the Energy and Climate Intelligence Unit exposes the Government’s record on insulation and says that the Government’s false claims about their success mostly involved taking credit for schemes that were a legacy of the last Labour Government. A record low of around 80,000 measures were installed in total under the Government’s programmes in 2022. Is not the truth that this Government are failing millions of people in fuel poverty?”

This policy, which will see the income threshold for family reunification visas almost double, will lead to multinational families being torn apart. She makes a powerful point about Mohammad Yasin Malik, who has the threat of a death sentence hanging over him. However, there are many other political people in prison in Kashmir. Political life has been stifled in Kashmir. As we approach 5 February, which is Kashmir Solidarity Day, it is important to make progress on this. Our Government have many reasons for being more engaged, and not complacent about getting the issue resolved. Remember that three nuclear powers are involved in this dispute, and the risk they pose to world peace is incredible.”

“I know that because Tony represented Whalley Range—an area in my constituency—and even now, long-term residents still remember him and talk fondly about how he sorted out their housing, their immigration or whatever issues they had some 30 years ago. As a councillor, a Member of Parliament, a police and crime commissioner and interim Mayor, Tony touched the lives of everyone in Greater Manchester. He will be missed here in Parliament and, most importantly, by people back home in Manchester and Rochdale, whom he never missed an opportunity to champion. May he rest in peace.”
“Again, Tony was a star—he knew exactly what needed to be done at the right time and what needed to be said. It was the same when it came to George Galloway—I have had my share from both the left and the right. I always found Tony to be an absolute gem. With his experience, his balanced ideas and his clarity of thought, I always found myself in a good place. He was an unfailingly warm, friendly and kind individual. He could always be relied on for support, whatever campaign or issue we were working on, and he was always available to intervene in obscure Westminster Hall or Adjournment debates. Despite being gentle and modest, he was a sharp politician who knew exactly how this place worked and how he could use it to get the best for his constituents.”
“My thoughts are with Tony’s family in the Gallery, and also his staff, past and present. Many of them will be mourning a man who made a great impact in their lives. I knew Tony for well over 25 years as a colleague and a friend. Of course, we shared the two reds idea. [ Laughter. ] The other thing that I shared with Tony was our community relations work in Greater Manchester, where I found him incredible. As a colleague and mentor to me when I joined the Labour party, he helped me with many great political challenges and fights, including winning my Cheetham Hill seat from the Lib Dems and the late Qasim Afzal. When I became a Member of the European Parliament, the fight was with Nick Griffin, who represented the north-west.”
“I previously raised the progress report from the Climate Change Committee, which said that the Government were off track. The Secretary of State then assured the House that the Government remain extremely ambitious about climate change. Does my right hon. Friend agree that she must have meant that she supports causing climate change, given she is pressing ahead with new oil and gas licences?”
“The End Child Poverty coalition recently found that 11 children in a class of 30 in Greater Manchester live in poverty, which is higher than both the England and the UK average.”
“In this debate, I will highlight just how bad child poverty in Greater Manchester is, and the range of factors and poor policy decisions by the Conservatives here in Westminster that have caused it. I will also pay tribute to the excellent work of Mayor Andy Burnham and Labour-led Manchester City Council to alleviate child poverty despite shoestring local authority budgets, and what Labour would do in government to tackle this important problem. The UN lead on extreme poverty and human rights has said that, in the levels of poverty over which they preside, the UK Government are in violation of international law. According to Greater Manchester Poverty Action, an incredible organisation based in Ardwick that focuses on research and outreach, we have about 250,000 children living in poverty.”
