“Thompson is insisting on a confrontational row with Royal Mail employees and their trade unions, and is deliberately mismanaging our postal services to undermine them and to put pressure on Ministers to reduce the USO. The Government could help to solve the dispute by reiterating to Royal Mail that it should not be going down the gig economy path to a parcel service, and that the USO will not be reduced. Will the Minister commit to that? During my years at Royal Mail as a union negotiator, I had many meetings with CEOs and management regarding pensions, pay, terms and conditions and working practices. We agreed changes to deal with new challenges, which were numerous. The workers know much more about the detail of everyday working practices than most, if not all, of the senior management teams.”
“In 2010, Moya Greene was the highest-paid civil servant in the UK. Just three years later, she oversaw the privatisation of Royal Mail and then disappeared with a pay-off worth over £3 million and a pocket full of shares. Less than two years later, Rico Back left with around £3 million of shares. Now we have Simon Thompson, a CEO with no experience of logistics, who is hell-bent on inflaming industrial relations and destroying Royal Mail and our USO. During the pandemic, posties were relied on to deliver covid tests, as well as deal with the huge increase in parcels. That led to an influx of cash that would not, of course, continue post-covid. Instead of using that extra money to transition back to a business-as-usual level of revenue, Thompson awarded £567 million to shareholders.”
“That obligation is overseen and monitored by Ofcom. I have spent this week meeting people from professional publishing agencies, business, industry and trade unions, as well as others, are all whom are keen to protect the future of Royal Mail. I have met representatives from Royal Mail, and my office met them again this week. Royal Mail has been a huge part of my life. Before being elected the MP for Jarrow, I was employed by Royal Mail for 25 years. I joined the Communication Workers Union—or the Union of Communication Workers, as it was then known—on the very first day. I saw numerous chief executive officers come and go—a bit like Ministers—and take millions in pay-offs on their way out. We have had Adam Crozier, Moya Greene, Rico Back and Simon Thompson over the last 20-odd years.”
“In Tuesday’s debate on the future of postal services, I was pleased to hear from the Minister that the Government remain committed to securing a sustainable universal service for users, and that there are currently no plans to change the minimum requirements of the service. Unfortunately, Royal Mail does not seem to be listening. Even after the Minister’s response on Tuesday, it wrote to me continuing to push for a reduction in the universal service obligation. Royal Mail took £758 million in profit last year, yet it is still pushing to reduce our services and to erode workers’ pay and conditions, and is threatening to cut thousands of jobs. The universal service obligation sets out that Royal Mail must provide a six-day-a-week, one-price-goes-anywhere postal service to the 32 million UK addresses.”

The future of Royal Mail and the universal service obligation is important to us all. It is important for our communities and businesses, and for our economy. “I thank all hon. and right hon. Members for speaking in the debate. I am not surprised to hear the Minister say that he will be voting for the legislation on Monday; I will certainly not be voting in favour of it, because it is a fundamental attack on workers and human rights. I thank the Minister for his responses, and I mostly want to thank all postal workers—my old colleagues—for continuing to deliver, literally, in the face of the vile attacks that they are receiving from the management of Royal Mail. As the Minister has heard, there are so many different areas in which Royal Mail’s senior management is failing. We need an inquiry into the gross mismanagement of Royal Mail; that is something that I have asked for before, and I ask for it again.”

“I have raised previously in the House, and in letters to Ofwat, the Environment Agency and Northumbrian Water, the disastrous impact on waterways in my constituency of the continued pollution by Northumbrian Water. Sewage was dumped every four minutes during the Minister’s years as a junior Minister, with nearly 3 million hours of sewage discharged into waterways and the sea during her tenure as Minister with responsibility for water. As Environment Minister, will she now take action to stop the pollution? When will she publish the clean water and biodiversity targets, as required by the Environment Act 2021?”
“The Minister says that it is not a disaster, but the courts backlog has undeniably been made worse by the common platform system that Crown Prosecution Service members have been taking strike action over. It is a £300-million-plus IT scandal that has been dubbed “Horizon mark 2”; workers at my local court say that it is driving them to despair and judges have said that the system is not fit for purpose. Can the Minister confirm what cost-benefit analysis was done before making such drastic changes? What is being done to tackle the fundamental flaws in the system?”
“The Minister’s proposals criminalise workers for taking action in legitimate disputes, threatening to turn the clock back on workers’ rights by 200 years. The Tolpuddle martyrs were criminalised for withdrawing their labour and deported to Australia, as were the seven men of Jarrow for protesting about their working conditions. These proposals would see NHS, education and other key workers sacked for the same crime. Workers need a pay rise, not a P45. When will Ministers put our country first and invest in, not attack, key workers?”
“There are increases in company profits and shareholder pay, yet people are being asked to pay more. We need an urgent change of direction in this country. We need a right to food. In the sixth richest country in the world, it is not too much to ask that our kids do not go hungry.”
“That is a horrifying statistic, but we must not forget that behind all these stats is the face of a hungry child and a family who are struggling. When we visualise an average primary school class of 36 children, we should recognise that 14 of them will be living in poverty, too hungry to concentrate at school. Poverty is clearly a political choice—one that this Government keep on making. This Government should be ashamed that poverty pay and the cost of living crisis have led to millions living in in-work poverty. Throughout the pandemic, supermarket profits soared and they continue to do so. Tesco’s pre-tax profits jumped from £1.1 billion to £2.2 billion in the 12 months to 26 February this year, and the company recently announced a 20% increase in its interim dividend to its shareholders.”
“We are hearing reports that food prices are so high and wages so low that firefighters, nurses, teachers and many others are now reliant on food banks. Yesterday in Parliament, the National Education Union told us that support staff are using food banks set up in their schools. Teaching assistants are still trying to feed students from their own pocket, while they themselves are being forced to use food banks to put food on the table in their cold homes. One million children living in poverty do not even get a free school meal. No child should go hungry; no child should be left behind. The nationwide figure that 28% of children live in poverty is appalling. In my constituency of Jarrow, that rises to 39%.”
“It is an honour to speak under your chairship, Mr Gray. I thank my hon. Friend the Member for Liverpool, West Derby (Ian Byrne) for securing the debate. One in six Jarrow constituents have gone without food in recent months, and two in five have cut back on food spending. Food prices increased by 16.4% in the 12 months to October 2022, and the cost of wholesale food is having a huge impact on charities and food banks. At my surgery last week at Hebburn Helps, it reported that wholesale food prices are severely impacting its ability to help those in need. Food insecurity rates have doubled since the start of 2022, with an estimated 10 million adults and 4 million children impacted. Reductions in food quality and quantity are having serious health consequences for children, the elderly and the vulnerable.”
“The commitment to introducing specialist rape courts has not been met. Instead, there is a pilot scheme in just four locations, yet survivors cannot select where their cases are heard. Each day in the UK, there are around 300 rapes, of which around 190 are reported. Of those, only three rapists will see the inside of a courtroom, never mind a prison cell, and the rest will be free to abuse and rape again. Over the Christmas period, the number of rapes rises, so will resources be put in place to ensure that cases reported to the Government’s new 24-hour hotline are actually prosecuted?”
“A compassionate Government would introduce a one-off 1% wealth tax on households with more than £1 million, generating £260 billion, but, instead, the Government are content to force people into deeper poverty while lifting the cap on bankers’ bonuses. People in our communities need investment, not more cuts. In her summing up, will the Minister tell us when the Government will stop making the political choice to keep people in poverty?”
“When the Chancellor said that the UK will “pay our way”, he meant that our communities will pay. When he said, ahead of his autumn statement, that “everyone will have to make sacrifices”, he did not actually mean everyone. The UK billionaires who increased their wealth by £55 billion last year will not be making any sacrifices. The companies that made obscene excess profits will not be making sacrifices. Those who can afford to make sacrifices are not being asked to pay for the crisis that their class has caused. The OBR’s assessment is that this never-ending austerity will lead to a further decline of 7% in our living standards. Yet the Chancellor claims that his Government are compassionate. There is nothing in the autumn statement that shows compassion. A compassionate Government would ensure that our kids were not hungry.”
“Now, they are using it themselves. They are turning to the food bank for blankets to keep warm and food for their kids. They have given up their car. They are both still working, but their bills and food prices have risen so much that they are now struggling and are at risk of losing their home. So many people tell me that they cannot see any hope of things getting better. There is no light at the end of the tunnel. That is what the last 12 years of a Tory Government and the Chancellor’s autumn statement have done, and are doing, to our communities. On top of this, the autumn statement will force families such as the couple in Hebburn to pay more in tax, as the freeze in the income tax threshold equals a pay cut for millions. We have a stealth tax rise and a rise in council tax. We cannot carry on like this.”
“There was nothing in the autumn statement to protect the lowest paid and most vulnerable in our communities. With average rent up by more than 8%, and some landlords asking for as much as a 15% rise, there was nothing to protect private renters. There was nothing for the 800,000 children living in poverty who do not even get a free school meal, and nothing for families who are living in fuel and food poverty. I am in daily contact with people who are struggling—struggling not with a choice of heating or eating but because they are now unable to do either. Kathleen, a 73-year-old woman from Wardley in my Jarrow constituency, emailed me to say that she has cut back on both heating and eating and does not know what else to do. Then there is the couple living in Hebburn with two kids. A year ago, they still donated to the food bank.”
“Councils have lost billions from their budget and cannot cope with more cuts. It does nothing for public sector workers who have seen their pay eroded—their wages are worth less now than they were in 2010. The autumn statement proposes more real-terms pay cuts, pushing more public service workers into food poverty. We have already seen reports that nurses, teachers and firefighters are now reliant on food banks. It does nothing for our NHS. As Health Secretary, the current Chancellor caused a huge amount of damage to our NHS with cuts and privatisation, leaving us with a waiting list of 7 million, 132,000 staff vacancies across our NHS, and another 165,000 vacancies in care. Now he wants to pretend that the NHS is being protected. Well, it is not. We can all see the push towards a two-tier system that prices the poorest out of healthcare.”
“Last week’s autumn statement failed to address our major economic problems. We have had 12 years of cuts leading to the collapse of our public services. The Government are now proposing another round of austerity, but, Mr Deputy Speaker, there is nothing left to cut. The Chancellor’s statement leaves people facing a winter of hardship, with the Institute for Fiscal Studies admitting that we have just got “a whole lot poorer”. It leaves our NHS, councils, schools, transport and police all unable to cope financially. It does nothing for small businesses struggling with bills and at risk of going under, or for new businesses, such as the independent vet practice, Bridge Referrals, in Boldon in my constituency, which has raised its concerns with me about soaring energy bills. The statement also does nothing for our local government services.”
“Q14. In 1936, people from my constituency marched to Parliament demanding jobs. They were living in poverty and were hungry. Some 86 years later, 39% of kids in Jarrow are still hungry. Will the Deputy Prime Minister and the Government end that scandal and commit to providing free school meals to all 800,000 children—40,000 of whom are in the north-east—from households in receipt of universal credit?”
“T3. I thank the Minister for the constructive meeting that I and others had with him last week regarding the Post Office Horizon scandal, but he will know that no one from the Post Office, Fujitsu or the Government has yet to be held accountable. At that meeting, and last night in the other place, it was raised that despite this scandal, the Government are still awarding multimillion-pound contracts to Fujitsu. An apology from Fujitsu is not enough. Will the Secretary of State commit to pausing and reviewing all existing Government contracts with that appalling company?”
“Q14. Privatisation does not work. It does not work for our national health service—we have another amber alert in the NHS blood service, which this week’s Chancellor sold when he was Health Secretary. Nor does it work for our postal service—Royal Mail Group took £758 million in profit last year, yet our universal service obligation is at risk, and workers’ pay and conditions and 10,000 jobs are under threat. Will the Prime Minister continue to let obscene amounts of profit be made while services are cut and stamp prices rise, or will she launch an inquiry into the gross mismanagement of Royal Mail?”
“Crime is up, charges are down, criminals are getting off and victims are being let down—and that is just in the Met police. Yesterday, we saw the alarming weight of evidence from the Casey report, identifying structural misogyny, racism and homophobia in the Met, with thousands of serving police officers getting away with breaking the law. That cannot be a problem for the Met alone but goes across police forces. That culture explains the failures in our wider justice system, where sexism, racism and homophobia are unrecognised by police officers, and victims are not believed or supported. Unless those issues are addressed, we will never change the appalling low charge and conviction rates for rape and sexual assault, so will the Secretary of State—”
“Will the Secretary of State look into whether this culture is symptomatic across police forces and take steps to ensure that victims get the justice that they deserve?”
“As well as making up over 50% of the population, women are the fastest growing group in the workplace and are staying in work longer than ever before. Does the right hon. Lady therefore agree that it is vital that the Government appoint a menopause ambassador to champion good practice, and that they commence section 14 of the Equality Act 2010 to allow dual discrimination claims? And a fellow member of the Women and Equalities Committee, does she agree that, despite the fact that the word “women” has this week been dropped from departmental and ministerial titles relating to women and equalities, women, as well as equalities, will always remain at the top of the Committee’s agenda?”
“Since asking a question on this issue in the House on Tuesday, we now have a new Secretary of State—I welcome him to his place—but we also have a new wave of sewage warnings across the country. Over 100 beaches have pollution warnings for untreated sewage. Water companies such as Northumbrian Water in my area have paid billions in dividends for dumping filthy raw sewage on to our playing fields, our beaches and our waters, and that is having a huge impact on biodiversity and public health. I went to the River Don in Boldon in my constituency a few weeks back, and the stench alone made clear the scale of the issue. The last Minister refused to do anything about this environmental vandalism. Will the new Minister take urgent action?”
“While water companies such as Northumbria Water have made on average £2 billion profit a year since privatisation, filthy raw sewage is being dumped into our playing fields, our beaches and our waters. This included 1,248 sewage dumps across 48 sites in my constituency last year. Profits and shareholder dividends are up, at the expense of public health. I went to see for myself the River Don in my constituency a few weeks ago, and the stench alone made clear the scale of the issue. Will the Secretary of State and his Government act on this immediately, or is he content with this environmentally criminal behaviour?”
“13. What steps her Department is taking to support the families of women who have died in (a) domestic abuse-related suicides and (b) suspicious deaths following domestic abuse.”
“The Government’s latest domestic abuse plan confirms the stark truth that action on domestic abuse is getting worse, with fewer domestic abusers being prosecuted. Three in four recorded domestic abuse cases are closed due to evidential difficulties or because the victim is unable to continue. I hope the new Prime Minister takes the issue more seriously than she did as Minister for Women and Equalities. Will the Minister commit to bringing forward plans to support victims taking action and introducing a domestic abuse perpetrator register?”
“All of that has the devastating consequence of forcing more and more people in pain and desperation to take out loans and crowdfund on the internet to pay for an operation because the wait is too much for them to bear. A two-tier health system is being privatised by the back door. It was the NHS’s 74th birthday yesterday. Nye Bevan said: “Illness is neither an indulgence for which people have to pay, nor an offence for which they should be penalised, but a misfortune, the cost of which should be shared by the community.” If we want to make sure that future generations do not have to pay when they are ill, we must urgently ensure that our NHS is funded, and that all the parts that have been privatised are brought back in-house.”
“Our NHS cannot sustain the current level of attacks from this Government. Inevitably, both staff and patients will suffer. It is a disgrace that the Government are attacking the workers who have kept us going through covid—the workers who put themselves at risk every day and who go to work to protect us, who are called heroes one minute and vilified the next. More and more is being outsourced to private companies using a false narrative of bringing down waiting times. The more the private sector becomes involved, the worse the situation becomes as capacity in the NHS is reduced and private companies cherry-pick easy and lucrative cases.”
“The South Tyneside and Sunderland trust in my constituency has 39% of people waiting longer than four hours to be seen. Our emergency services are there for us in times of crisis, making life and death decisions in an instant and providing care and comfort to us at our moment of need. They need our support and they need the Government to start investing directly in our NHS. I want to put on the record my thanks for the great work that the Save South Tyneside Hospital campaign is doing in its campaign for the future of South Tyneside Hospital and its acute and emergency services. Instead of investing in our NHS and staff, the Government insist that staff take a real-terms pay cut and attack staff sick pay, at the same time privatising as much as they can get their grubby little hands on.”
“My constituency of Jarrow is covered by the North East Ambulance Service, and such reports are obviously very concerning. NHS England is now investigating the tragic failings of NEAS, but it is clear for everyone to see that our NHS is at crisis point. That is not the fault of individual staff members who do their best to cope with an under-resourced and understaffed NHS; nor is it just the impact of the pandemic. For too long our NHS has been pushed to the brink by the Tories. We entered the pandemic with the longest financial squeeze in NHS history, with thousands waiting longer for cancer treatment and the A&E target not met for six years. A&E waiting times are at an all-time high with 30% of people waiting more than four hours in A&E. Those waiting times have become progressively worse over the last decade.”
“The North East Ambulance Service claims to be one of the best performing in the UK on ambulance waiting times, but that ignores the unacceptable waiting times that individuals face even in the most serious cases. Ten per cent. of people who had emergencies such as strokes or serious chest pain were left waiting for 40 minutes—more than double the target wait time—and some waited for more than 90 minutes. Shockingly, 10% of individuals with urgent conditions who needed treatment and transfer to hospital waited more than three hours, and some waited as long as five hours. Disgracefully, just a few weeks ago, reports emerged of a cover-up in the North East Ambulance Service regarding patient safety and possible deaths. There were allegations that the service withheld details from coroners in more than 90 cases between 2018 and 2019.”
“It is a pleasure to serve under your chairmanship, Mr Stringer. I thank the hon. Member for Bath (Wera Hobhouse) for securing the debate. In the north-east, as across the UK, our healthcare system is in crisis. We have an NHS staffing crisis and a lack of GPs, millions waiting for routine operations, a loss of hospital beds, and direct cuts to mental health services funding. The Health and Care Act 2022, which came into force this month, fails to address the serious challenges facing the NHS and public health and social care, and will likely make all the problems worse as local boards will make decisions based on financial constraints, rather than patient health.”

Tens of thousands of people were marching through London last weekend protesting against this out-of-touch Government, rail workers are on strike, and Royal Mail workers, NHS workers, teachers and even barristers are on the verge of taking industrial action. All workers are struggling to cope with the worst cost of living crisis in history. Ministers are planning to boost City bosses’ pay while demanding wage restraint for everyone else, so can the Prime Minister tell me when he is going to stop giving meaningless soundbites and instead start supporting working people across our country?”
“I stand with the FBU in its call for the Grenfell inquiry to recommend reversing the disastrous deregulation that led to this fire, and insist on investment in our fire and rescue service and the implementation of the recommendations that have already been made. I also stand with the FBU and the victims and survivors in their call for contractors and senior politicians to be held accountable for the part that they played. In the face of the injustice and struggle that has besieged the survivors and the family and friends of the victims at Grenfell Tower and the wider north Kensington community, I would like to pass on from the people of the Jarrow constituency our solidarity in their fight for justice. History will remember your strength and determination to make sure that such a disaster can never happen again.”
“At the forefront of this economic failure is the housing sector, with the fire at Grenfell Tower being the worst example of what happens when the interests of the market are put first and people’s lives a distant second. This is a rotten political culture that puts profit over people, that outsources work to companies that carry out these deadly construction decisions without oversight, that has a Government who are slashing local authority budgets, making them less able to monitor rogue landlords and homes that are unfit to live in, and that forces cuts on our emergency services. It is this rotten culture that leads to disasters like the Grenfell Tower fire.”
“This disaster has shown us, in the worst possible way, the deadly nature of Britain’s housing stock—a housing stock built against a backdrop of deregulation, where a culture of chasing profits and cutting corners was, and still is, prioritised over building safety and people’s lives. In this place today, we have to question how such a disaster was allowed to unfold, and remind ourselves that political rhetoric such as “cutting red tape” has real world consequences. Over the past 40 years, the dominant ideology of deregulation and allowing market forces to decide what is in the best interests of this country has not worked, with devastating consequences.”
“In the five years since Grenfell, the chief executives of the four biggest building companies linked to the fire have collectively received £50 million in pay, bonuses, shares and dividends—a point that was also made by my hon. Friend the Member for Hammersmith (Andy Slaughter)—yet the people and families who still live in buildings with flammable cladding are being asked to pay for its removal themselves. That cannot be right. This Government are failing to protect people. Their own statistics show that less than 1% of those who have applied to the Government’s 2020 building safety fund for buildings 18 metres or higher have had their dangerous cladding removed. That is not just dangerous, but a disgraceful indictment of this Government.”
“As with many of this Government’s policies, their response showed the disregard that they have for working class lives. We should never forget that the right hon. Member for North East Somerset (Mr Rees-Mogg) accused the 72 people who died at Grenfell of lacking common sense. The Grenfell Tower fire shows the way that working class communities are treated in this country. Residents had warned about health and safety issues for years, and were ignored. Grenfell Tower would not have happened to wealthy Londoners. It happened to mainly migrant and black Londoners and now, five years on, we have seen no accountability from those responsible for this horrific tragedy—or to call it what it was, social murder.”

Friend the Member for Leeds East (Richard Burgon) on securing this debate and extend my welcome to Emma Dent Coad, who I know is in the Public Gallery today. I wish to open my contribution by paying tribute to the family and friends of the victims and survivors of the Grenfell Tower fire, the residents of north Kensington and members of the emergency services. This week, as we know, marks five years since this horrific event—one of the worst disasters in modern times. The disaster unfolded in north Kensington and left the community traumatised and 72 people dead. We need truth and accountability to ensure justice for the 72 people who tragically died five years ago, and their families.”

“It is a pleasure to serve under your chairmanship, Sir Graham. I thank the 145,000 people who signed the petition, ensuring that today’s debate would go ahead. As politicians, we should always ask ourselves which side of history we are on. When the gay liberation movement started, it had almost no support in the House of Commons. When queer communities came under attack from homophobes and the police, it was left to us to defend ourselves. Now, once again, this Government seem to want the House to be on the wrong side of history.
