“Vernon Building Society, which was established in 1924, offers financial services to people in Stockport and across Greater Manchester. It is a true mutual, owned by members, not shareholders. However, as the building society sector grows, there are concerns about meaningful democratic engagement for members.”
“That is the second lowest percentage in England. Alongside this, research from the University of Liverpool suggests that 1.2 million residents in Greater Manchester could be digitally excluded, with around 450,000 residents being non-users of digital technology. Reddish library was the first to have been purpose built in Stockport.”

“A few months ago, I wrote to every single dental practice in my constituency and included a small survey that they could fill out. The responses that I received from dentists and dental workers did not make for positive reading. I will quote from one of the contributions that I received. The dentist in question wrote: “The whole service has been underfunded for years. I receive a very low UDA rate compared to other practices in the area. In 2006, I was paid £22 UDA and now it is £27. Patients need to know that we are not just greedy dentists. There is a shortage of dental nurses so they are demanding more money. Where am I supposed to find that extra funding?” That is just one of the contributions that I received back following my survey. It is a significant issue.”
“If a person is on a low income, they are much less likely to have access to NHS dentistry than if they lived in a more affluent area. As has been mentioned, oral cancer is one of the fastest-rising cancers. The reality is that people from deprived communities are significantly more likely to develop it and die from it. It is shameful and unacceptable that the Government are not doing enough to tackle this issue. Dentists are often the first health professional to spot symptoms of oral cancer. This dentistry crisis means that fewer cases of oral cancer will be detected early, adding even more pressure on to the NHS, and, more importantly, detrimentally impacting people’s health. As I said, this is a significant issue in my constituency.”
“I receive a large amount of correspondence on dentistry. Since my election just over four years ago, I have had several people come to see me, I have visited practices in Stockport, and I have often received communications from people on the issue. I thank the British Dental Association for all the work that it has done on NHS dentistry over the years, and the Nuffield Trust for providing excellent briefings for this debate, and for its commitment to highlight the issues with NHS dentistry across England. It is shocking that 12 million people were unable to access NHS dental care last year. That is more than one in four adults in England. The crisis in NHS dentistry is having a disproportionate impact on low-income people and vulnerable groups. This is a class issue.”
“I agree with the hon. Member and thank him for his contribution. I think the BDA tagged me on Twitter in its dentistry bingo. I have not managed to play yet but will definitely be checking it out. He makes the point that the Government are being dishonest. The Government are being more than dishonest; they will not tell us if and when the plan will be published. They clearly do not have a plan to address the backlog in NHS waiting lists or the crisis in NHS dentistry in England. The next Labour Government will tackle the issues of NHS dentistry and the millions of people rotting on the NHS waiting list. “Labour has revealed that the Government’s delay to the phase-out date for the sale of petrol and diesel cars to 2035 is set to cost drivers £13 billion in higher fuel costs. On top of that, petrol prices have already soared and car insurance costs have gone up by an eye-watering 50% in just a year. Where is the Government’s plan to tackle the rip-off prices facing drivers?”
“My local authority in Stockport states that the average waiting time for a blue badge parking pass is 12 weeks, but my constituents tell me that in reality the wait is often much longer. In addition, the rigid criteria to quality for a blue badge laid out by the Department for Transport mean that people with genuine serious and complex medical issues are frequently refused. That leaves many people who are in genuine need isolated and struggling to find adequate support for car parking. The key issues are the long wait times, the need for additional resources for local authorities, and the need to extend the qualifying criteria for those with degenerative medical conditions. As such, will the Leader of the House allocate Government time for a debate on the blue badge scheme in England?”
“I am listening to the hon. Gentleman’s contribution with great interest. He made a point earlier about misleading information. The House has been told that the primary function of this merger is to increase investment in infrastructure in the UK. Does he agree that the primary function of this merger is pure profit—it is basically corporate greed?”
“We have already heard about grey spots and areas with no 5G, 4G, 3G or even simple mobile coverage at all, so we need to ensure that Parliament gives proper scrutiny. This merger is bad news for British customers and bad news for Britain, but I fear the Government are, yet again, asleep at the wheel on another crucial issue.”
“Gentleman used the word “sinister”, and I agree with him: I too think that there is something quite sinister going on. The Government are not being upfront. While I am quoting what has been said by earlier speakers, let me quote the hon. Member for West Dorset, who observed that the regulator was weak. I agree with him entirely, but I also think that the Government are weak. The Government should get a grip on the situation, because it is terrible news not only for people in each and every constituency but for the nation. This merger would result in Chinese state interference in the UK, and it would give the CK group access to sensitive national Government, local government and public body contracts. The merger is not worth the risk. My understanding is that there is no evidence that this merger would increase investment.”
“I could go on and on about CK group’s close personal links with the Chinese state and the Beijing-supported Hong Kong Government, but I will not go through them again. The Chair of the Intelligence and Security Committee, the right hon. Member for New Forest East (Sir Julian Lewis), made this point earlier, but I would like to reiterate that no parliamentary scrutiny of the security approval process is under way. The Government are thought to be assessing the merger under the National Security and Investment Act 2021, but have refused to inform Parliament about the process or how they will make their decision. I am told that the Prime Minister and senior Ministers have held closed-door meetings with CK group executives in the last 12 months. I think right hon.”
“The chief constable told me that under section 17 of the Local Government Act 1988, forces are not permitted to take non-commercial considerations into account when awarding contracts. The exclusions set out in subsection (5) are wide-ranging, and without intervention from the Secretary of State on specific issues, public bodies must adhere to the rules set out in the Act. I am quite concerned about the fact that my local police force has a contract with Vodafone, as have several other forces in England. The issue of the data transmitted through Vodafone from those police forces, as well as the NHS, the Ministry of Defence, the Ministry of Justice and other public bodies is a very serious matter.”
“If the merger goes through, the new entity will have access to the data of 27 million UK nationals, as well as highly classified data under Vodafone’s existing contracts with, for instance, the national health service, the Ministry of Defence, the Ministry of Justice, and several police forces. I have been campaigning on this issue for a long time, and was lucky enough to secure a Westminster Hall debate on it earlier in the year. In July, following my campaign to stop the merger, I wrote to the chief constable of my local force, Greater Manchester police, about its contract with Vodafone. I received a speedy response, and I am grateful to the chief constable, Mr Watson, and to the force.”
“Friend the Member for Birmingham, Hodge Hill mentioned the research conducted by the former chief competition economist at the European Commission. According to that research, we can expect an average increase of about £300 in mobile phone bills. Reference has been made to Vodafone’s customer service. I am not a Three customer, so I do not know what its customer service is like, but we are looking at nearly 1,600 job losses. Given the cost of living crisis, not only is the merger terrible news for UK customers, but the livelihoods of the people who work in these businesses is on the line. I will not repeat many of the points that have already been made about national security, but we should be clear about the fact that Three is owned by the Hong Kong-based CK group.”
“A Liverpool University study found in 2020 that as many as 1.2 million residents of Greater Manchester alone faced some form of digital exclusion, while the Office for National Statistics has found that 40% of Greater Manchester benefit claimants have very low digital engagement and 23% of residents are not using digital services because of lack of money. This merger will increase prices and dramatically worsen the situation. The hon. Member for West Dorset talked about his patch. He represents a rural part of England, while my constituency is more urban, but there will be people in each and every constituency who are digitally excluded, in many cases because of a lack of financial resources. My right hon.”
“There are 650 constituencies represented in this House and I believe this merger impacts every single one. If the merger goes through it will mean higher costs for consumers. Currently more than 2.2 million households in the UK are struggling with the cost of mobile services, so it is not as if they are in a good position to start with. The merger will reduce competition and increase monopoly and pricing power for these operators. I want to say a little about Greater Manchester, because that is the part of the world that I represent in the House.”

It has been campaigning on the issue for a long time, because, as both Members—my right hon. Friend the Member for Birmingham, Hodge Hill (Liam Byrne) and the hon. Member for West Dorset (Chris Loder)—who have contributed so far mentioned, almost 1,600 jobs could be lost. I thank my right hon. Friend the Member for Birmingham, Hodge Hill for securing the debate. He has done a lot of work in the background, including as Chair of the Business and Trade Committee. There are two key points I want to cover. First, the merger is bad news for customers.”
“I understand the Minister’s point about 85% 5G coverage, but what are the Government doing about the millions of people in poverty who cannot access 5G, 4G, 3G, or even simple broadband? Does he believe that the merger will mean lower prices for British consumers?”
“I wonder whether my hon. Friend agrees with me on these two points. First, this is a very serious matter and impacts every single constituency in the UK. Secondly, tackling violence and abuse against shop workers does not seem to be a priority on the Government Benches; as far as I can see, there are no speakers from the Government Back Benches in this debate.”
“We also need to make sure that police forces, including Greater Manchester police, have the resources and the support they need to tackle the issues that make life difficult for shop workers and members of the community.”
“I met Mr Lillis last week and spoke to him about the concerns in the sector, and he told me that there are significant issues. We need action from the Government, and we need to make sure that a specific offence is created. I worked in the retail sector for just under six years, and I had a good experience at a large national retailer. However, I did come across incidents where the customer was unpleasant or made derogatory, racist or sexist remarks. We need to make sure we legislate. My final point is that Labour has made a specific commitment—and not just offered warm words about jam tomorrow—that it will table amendments to the Government’s Criminal Justice Bill to strengthen the law to protect retail workers. We need that, and we need it urgently.”
“They have their own issues with regard to the workforce, the capacity of officers, the complexity of crimes, the rise in population, the rise in crime and all those issues, and they are often not able to support shopkeepers, shop workers or bigger stores with these incidents. We have seen a perfect cocktail of failure, where the Government have not legislated and there has been a massive increase in these crimes, but where there have also been cuts to police numbers. We need to address that. The Freedom from Fear campaign, which is run throughout the year by USDAW, the retail sector trade union, is important. There is also Respect for Shopworkers Week, and USDAW’s general secretary, Paddy Lillis, was on the parliamentary estate earlier this year when my hon. Friend the Member for Manchester, Withington hosted him for a meeting with MPs.”
“I would be happy to give my paper copy to the Minister if he is interested, because these jobs should be good, well-paid jobs and people should be able to afford to bring up their families and look after their communities. Often, however, these jobs are difficult and, on top of the financial difficulties, staff face violence and a lot of abuse. That needs to be tackled. I am sorry to say that the Government have failed us. Not only do we not have a specific offence for violence and abuse against shop workers, but we have seen significant cuts to my local force, Greater Manchester police, in the last 13 years of Conservative Government. The officers I speak to—just last week, I spoke to a senior Greater Manchester police officer in the Stockport district—do a difficult job.”
“The recent survey by USDAW, which had about 3,000 responses from retail workers, found that 65% of retail workers had been verbally abused, 42% had been threatened and a shocking 17.5% had been assaulted, with 4.8% assaulted just this year. Those figures are staggering, and we need action rather than just warm words from the Government. This debate is about violence and abuse towards the retail workforce, but I want to add a point about the value of retail jobs. These are important jobs. Often, they are low paid—they are not seen as well-paying jobs—and they involve long hours, and sometimes people are on zero-hours contracts. USDAW produced an updated report in July 2023 called “A Plan For The Future Of Retail Work”.”
“As on previous visits, I spoke to the managers and shop floor staff, and they told me about the incidents of antisocial behaviour, violence, sometimes threats, shoplifting and all of that. Often they feel that nothing is done. What are the police doing to tackle those issues? This is a serious matter, and it causes problems not just for shop workers but for customers who have to witness such incidents. The stats were mentioned by my hon. Friends the Members for Manchester, Withington (Jeff Smith) and for Blaydon. There are about 850 incidents of violence or abuse against shop workers daily, so the figures are quite high.”
“It is a pleasure to serve under your chairship, Sir Edward. I congratulate my hon. Friend—my good friend—the Member for Blaydon (Liz Twist) on securing this debate. I declare to the House that I am a member of USDAW, the retail sector trade union. I worked in the retail sector for six years, so I was, and I remain, a member of USDAW. I also refer the House to my entry in the Register of Members’ Financial Interests. In my constituency there are 9,000 retail workers, whose jobs make up 16.4% of those in the constituency. In my region, the north-west, there are 523,000-plus retail workers. Retail jobs are important in my constituency, in the north-west and across the UK. As part of the recent Respect for Shopworkers Week, I visited the Co-op on Castle Street.”
“I appreciate the points that the Minister has made about policing and meeting the Co-op. Will he give a commitment to the House that he will meet USDAW, which is the sectoral trade union for retail workers, because the people who are at the forefront of this crisis are the low-paid retail workers themselves?”
“The Union of Shop, Distributive and Allied Workers—my trade union, as a former retail worker—is campaigning on that issue, and the Government need to bring in legislation to address it. We need a general election now so that we can replace this tired Government.”
“On local government funding, Stockport Metropolitan Borough Council—my local authority— has delivered over £140 million in savings since 2010. It is also facing further savings of £44 million by 2027-28. The current cost of living crisis, caused by the Conservative party, is having a severe impact on my constituents and on people across the borough of Stockport. The council needs much greater funding certainty from central Government, and the national local government funding settlement falls short. I call on the Treasury to address that urgently. I will finish with a comment about Respect for Shopworkers Week, which is this week. We have seen a significant rise in physical and verbal attacks and threats against shop workers.”
“I recently wrote to all NHS-registered dental practices in my constituency, asking them whether they had any availability for registration for NHS treatment. In my local hospital, Stepping Hill, 365 patients had to visit A&E over the past year to get emergency treatment for tooth decay. We are in a crisis. I thank the British Dental Association for the work it is doing on this issue, but the Government have forgotten about NHS dentistry and it needs fundamental reform. From the letters and emails I have had from dentists in my constituency, I know the service is underfunded and people who cannot afford dental treatment simply do not get it; they have to do DIY dentistry at home, which is very dangerous.”
“In Stockport, unfortunately, the wait for an assessment by NHS continence services is 31 weeks, which is far too long. My constituent, whose mother is 90, contacted me in distress regarding the very long period of time her mother had to wait to get an assessment. I am told that the assessment should take no longer than 12 weeks, but in this case it took 31. That is a very serious matter and I will write to the Department of Health and Social Care about it. There are almost 8 million people on NHS waiting lists in England. The Prime Minister promised to cut those waiting lists, yet last month they rose to a record high of 7.7 million people, meaning that one in seven people are currently waiting for NHS treatment. That is simply unacceptable.”
“The current housing emergency cannot be fixed overnight, but ending the freeze on the local housing allowance would have an immediate impact on those in need ahead of another difficult winter for the nation. People deserve the security and opportunity to get on in life, but under the Conservatives the foundations of a good life are crumbling. Homeowners face eye-watering mortgage rates, young people are struggling to get on the housing ladder and the dream of home ownership has been snatched away from so many people who are stuck paying unaffordable private rents. Labour’s plan for secure homes will put an end to the Tories’ housing emergency, and we support fundamental reform of the private rented sector. I also want to cover NHS waiting lists. I recently spoke to a constituent regarding her mother, who is in a care home.”
“Stockport has seen a significant increase in homelessness: more than 2,300 households sought assistance from the council in 2022-23—an increase of 22% on the previous year—and, sadly, I see that trend becoming worse. Stockport is the best place to live in England, but private rents have shot up in recent years. The housing emergency is now a full-blown crisis; it is placing those on low incomes in a very difficult place, and the Conservative Government are failing them. A constituent contacted me recently because her rent had shot up from £600 to £900 per month, causing her immense financial hardship. That rent increase seems entirely unreasonable. She now faces an eviction via section 21 notice from a home she has lived in for 15 years, at a time of her life when she should feel secure and comfortable in her own home.”
“I congratulate my hon. Friend, the new Member for Mid Bedfordshire (Alistair Strathern), on an excellent and important maiden speech. I hope he will continue to serve the people of Mid Bedfordshire for many years to come. I want to talk first about housing, because that is the issue on which I receive the most casework in my constituency inbox. In recent years we have seen an escalation of section 21 notices, extortionate increases in private rents and a general increase in household costs. It is vital that the Conservative Government end the freeze on local housing allowance. I am also extremely concerned about the level of homelessness, the demands on social housing providers in Stockport, and the financial demand on my local authority of meeting emergency and temporary housing costs.”
“When Vodafone and Three merged with TPG in Australia in 2020, they claimed that it would accelerate the benefits of substantial network investments made by both companies, when in reality investment levels across the sector are down by 45%.”
“The newly combined company would have 27 million customers, which would make it the largest mobile network operator in the UK, surpassing O2 and EE. That makes today’s debate important, as both carriers already have customers in every one of the 650 seats represented here in the House of Commons. The announcement of the merger came only months after Vodafone had already announced 11,000 job cuts worldwide, including here in the UK. When Vodafone UK’s chief executive was subsequently asked what impact the merger would have on future job losses, he stubbornly said, “it’s very early…to talk about job losses” and that “some roles” might be impacted. External studies suggest that “some” could be as many as 1,600 roles.”
“I beg to move, That this House has considered the proposed merger of Three UK and Vodafone. It is a pleasure to serve under your chairship, Sir George, and I am grateful for having been granted the debate. I refer the House to my entry to the Register of Members’ Interests. I also welcome my hon. Friend the Member for Rhondda (Sir Chris Bryant) to his new role as shadow Minister. In July, it was announced that Vodafone and Three UK had agreed to combine their businesses, in an effort, they claim, to create one of Europe’s leading 5G networks. Although I welcome the aspiration, such a deal will have terrible consequences, with higher prices for consumers, job losses alongside inflated corporate profits, and a threat to the UK’s national security.”
“We know that electricity and gas payments almost doubled between May 2020 and June 2023, and the Bank of England chief economist recently warned that food inflation is unlikely to come down soon. Why will British customers who use Vodafone and Three have to find even more money for an unnecessary choice that has been foisted on them? The merger is bad news not only for households’ financial security, but for the UK’s national security.”
“As a report by the House of Commons Library stated: “Bills for some customers rose by over 11% in 2022. Communications consultancy Farrpoint has estimated that, based on inflation projections, bills will rise by a third over the next five years.” Will the merger make bills cheaper for British customers? Research suggests not. The former chief competition economist at the European Commission has undertaken work showing that prices after a Three-Vodafone merger could be 50% higher. Based on average spending patterns, that means UK customers would pay up to £300 more per year on their mobile bills. Only a few months ago, we heard that water companies were pushing for bills to rise by up to 40%.”
“I entirely agree with my right hon. Friend. This merger is bad news not just for UK customers, but for the people who work for both these businesses and, of course, it poses threats to national security as well. Investment levels in the sector after the merger of Vodafone and Three in Australia went down by 45%. I ask the Minister: does the evidence therefore suggests that this will be a sensible merger here in the UK? I want to place on the record my thanks to my union, Unite, for campaigning on this issue. It shares the concerns that so many of us have about jobs and national security, and it has consistently kept members aware of the implications since the merger was announced. According to Ofcom, 2.2 million households are struggling with the cost of mobile services.”
“The right hon. Gentleman makes important points, and national security is vital. I pay tribute to him for his work on this issue, and to all the members of the Inter-Parliamentary Alliance on China in the House of Commons and the House of Lords who are active in that campaign group.”
“In the light of all this, I will be interested to hear the Minister’s contribution and whether he supports the merger. If he supports it, why? If he does not, what will he do to stop the merger?”
“If a merger creates the technical or human means to collect valuable data, then the security services of any nation-state, Chinese or otherwise, are likely to make use of it.” The Government have said that they will assess this risky merger through their investment security unit, so what stage has the ISU assessment reached, and will the acquisition be called in for a further national security assessment? Knowing what we know about the proposals, they seem wrong on so many levels. They are bad news for British customers, will result in significant job losses, and plainly pose a national security threat to the UK. Perhaps things would be very different if the Government actually had an industrial strategy for the UK and were not asleep at the wheel while our national infrastructure got sold off to hostile actors.”
“Unite the union has commissioned analysis from digital security expert Dr Alexi Drew, an academic and the director of tech security at consultancy Penumbra Analysis. Dr Drew found that the potential merger created substantial security risks, noting: “Domestic laws and internal company policies will do little to hinder the exercise of nation-state intelligence gathering apparatus from leveraging any means of access to data that company mergers and acquisitions might enable.”
“The recent report by the Intelligence and Security Committee of Parliament found that the UK is of “significant interest” to China “when it comes to espionage and interference”, and notes that China uses “all possible legitimate routes to acquire UK technology, Intellectual Property and data”, but that such overt “acquisition routes have been welcomed by HMG for economic reasons”. Now would be a good time for the Government to acquit themselves of that allegation, and to put British consumers and our national security first. In the past, the Prime Minister met the Intelligence and Security Committee yearly. I hope the Minister will give the House his assurance that the Prime Minister will reinstate those meetings. Now, faced with this significant merger and a litany of other national security threats, would be a good time to do so.”
“I have grave concerns that China’s domestic and counter-intelligence laws and Hong Kong’s national security law may pave the way for China’s security services to obtain confidential data from companies such as CK Hutchison. While in theory UK law prohibits the collection or transfer of individual user data, in practice there have been numerous examples in the UK and elsewhere where data has been accessed and transferred to China. Can the Minister give his assurances that he will do all in his power to prevent this from happening? Although Ministers may assure us that they will do all in their power, I remain worried that that is not enough to stop sensitive UK Government communications being exposed. It goes beyond the police, as Vodafone has contracts with the Ministry of Justice and the national health service, too.”
“Does the Minister feel comfortable with a hostile foreign actor potentially having access to millions of UK citizens’ data? Last month, I wrote to Greater Manchester police, my local force, sharing my concerns about the impact that such a merger would have, and Greater Manchester police is just one of the many police forces that have contracts with Vodafone at present. I am aware that Unite the union is happy to provide a list of police forces that have contracts with Vodafone, so I urge Members across the House to contact their local force to seek assurances about security and privacy measures. I implore the Minister to meet Unite to discuss these concerns as a matter of priority.”
“That is an important intervention. I accept the point that the hardware and the software are both quite open to interference, and I hope the Minister will be able to address these concerns from Members. Following a merger, Three’s ultimate parent company, CK Group, will gain significant control over a business that will serve 40% of the UK’s population. Evidence suggests that there is extensive collaboration between the CK Group, the Li family that controls it and the Chinese state. It is well documented that the Li family has strongly backed pro-Beijing hardliner John Lee as the Chief Executive of Hong Kong, and supported a draconian new security law that would suppress dissent. On top of this, top CK Group executives sit on Chinese Government committees and have access to the inner circle of the Chinese elite.”
“The hon. Member is making an excellent speech. Does she agree that the root cause of the problem—the core of the issue—is that the Government do not have an industrial strategy? The merger seems to be bad news for customers, bad news for national security and bad news for people who work for telecoms businesses. The bottom line is that if we had a good, forward-thinking industrial strategy that looked at growing good, well-paid jobs in this country and treating customers well, perhaps we would not be in this place.”
“The information my hon. Friend is sharing is important. On the point that Vodafone and Three make about the merger creating a new outlet for virtual carriers—I think they are called MVNOs—Vodafone already supplies a number of MVNOs, including Asda Mobile, VOXI, which I think is its own brand, Lebara and several others. That does not make any sense at all. Surely consolidating the number of suppliers in the market will result in even higher price rises than the 14.4% he quoted.”

I am not quite sure what “Marxist” analysis the Minister was expecting, but I am sorry to disappoint him. I will end on that note.
