“Sadly, the number of people serving in the UK regular forces decreased significantly under the previous Government, and the headcount at the end of April 2024 was down by over 15% compared with a decade earlier. As armed forces recruitment has fallen in recent years, the impact has been particularly acute in the north-east compared with other regions, perhaps because recruitment was disproportionately high in the north-east. Between 2015 and 2024, untrained intake into the armed forces reduced by 14% across the UK as a whole, but the reduction in the north-east was 34%. I welcome this Labour Government’s commitment to tackling not just recruitment in the armed forces, but retention. As hon.”
“At the 2021 census, there were over 100,000 veterans in the north-east, and the statistics for my constituency are similar to those for the constituency of my hon. Friend the Member for Sunderland Central (Lewis Atkinson): one in 20 individuals in North Durham is a veteran, and one in 10 households has a veteran in it. I am so proud to represent the many veterans, serving personnel, reservists and their families in my constituency, as well as what will hopefully be the next generation. I will just name-check the combined cadet force at Park View school in Chester-le-Street, where the headteacher was really proud of the pupils’ involvement. As we rightly renew our nation’s defences in the face of a much more unstable and uncertain world, we must recognise that the most important element of our defence is its people.”
“As has been flagged already in the debate, North Durham is closely associated with our historic county regiment, the Durham Light Infantry—the DLI, known as the Faithful Durhams—whose record of service in the two world wars and further back in British military history is incredible. I pay tribute to the individuals involved in that, but also to the many others who answered the call to duty across all branches and units. When I go door to door or meet people in the street, it is like a quiz: do I recognise the cap badge or know something about the history of the different units that people have been involved in? As other hon. Members have said, the north-east has contributed immensely to the defence of the UK.”

Friend the Member for Newton Aycliffe and Spennymoor (Alan Strickland) on securing this important debate, and all hon. Members on their contributions. It is quite tough to follow them and to add anything, given the quality of the speeches that we have already heard. It is very appropriate that we are having this debate in Armed Forces Week, and it was a pleasure to speak at the Armed Forces Week flag-raising event that was held in Stanley Front street on Sunday. Such is the passion for the armed forces in North Durham that Stanley gets two bites at the cherry, as there is also a ceremony this Sunday to mark the end of Armed Forces Week. Front street will be full of gazebos from different military units, cadet forces and veterans’ organisations.”

“I thank the right hon. Gentleman for correcting the record. It is indeed still a Bill, but soon to become an Act. The introduction of a new independent armed forces commissioner is a key part of the Government’s plans for improving service life for personnel and their families. For too long, morale and satisfaction with service life among our armed forces have been falling, as measured in the continuous attitude survey. I also welcome the Government’s action on military housing, which has shamed our country for too long and has often been a factor in people leaving or being put off joining in the first place.”
“I welcome the news that our deterrence capability will be enhanced and made more flexible as we take another step on the escalatory ladder. We are talking about a US aircraft with substantial UK industrial participation, a US weapon, US-UK decision making and a NATO mission. “Over the past decades, Iran and its terrorist proxies have effectively colonised five middle eastern countries and used them as launching pads for attacks against Israel. Iran has been goading and indeed preparing for a conflict with Israel for decades, including the genocidal intent behind its nuclear weapons development. How will the UK support our many allies in the region, including Arab countries as well as Israel, who are facing similar threats from the Iranian regime?”
“It is a pleasure to serve under your chairmanship, Sir Roger, and I thank my hon. Friend for giving way. Does she agree that we should pay tribute to the work of the Independent Commission on Neighbourhoods, led by Baroness Armstrong of Hill Top? Based on its detailed statistical research, the commission has identified 613 of the most left-behind neighbourhoods around the country—one of which is South Stanley in my constituency—where funding is essential if we are to achieve the Government’s five missions. If investment is not made in those neighbourhoods, we can never achieve our national targets.”
“I welcome today’s announcement about major investment in transport infrastructure, but we need to recognise the limitations of that when it comes to deprived communities that are more isolated and away from major conurbations. Too often, big infrastructure projects benefit the core cities, not isolated towns and villages like those that make up North Durham.”
“I was not expecting to be called to speak, Sir Roger, as I made an intervention, but I will make some additional points. I have already paid tribute to ICON, and I welcome my hon. Friend the Member for Wolverhampton North East (Mrs Brackenridge) having reinforced the point about mission-critical neighbourhoods. Given the level of deprivation in neighbourhoods such as South Stanley in my constituency, which is ranked 41st most in need out of 34,000 super output areas in the Government’s growth mission, it is unsurprising that my constituents tell me that they feel left behind and that our area is not getting the targeted investment it needs.”
“The Government are starting to deliver many great things through the plan for change, but we will deliver on their missions faster if we target deprived and mission-critical neighbourhoods —areas with the most concentrated problems in economic activity, health, educational achievement and crime. It is economically, fiscally and morally right to target those neighbourhoods, and it would be a clear demonstration of this Labour Government’s social democratic values.”
“I absolutely agree. We need investment in social infrastructure, such as parks, leisure centres and community centres, that will deliver rapid economic improvements and change how communities look and feel. Communities need to be at the heart of the decisions, cutting through the bureaucracy and red tape, and they must decide themselves what will make a real difference in their areas. After the recent local council election results in County Durham, I spoke about people feeling impatient for change, including economic regeneration, good-quality jobs and the new local infrastructure that they have needed for not just years but decades.”

“Yesterday’s strategic defence review rightly put our brave service personnel at the heart of defence plans, and this Bill is a fundamental part of renewing the nation’s contract with our armed forces. It was an honour to serve on the Public Bill Committee, and I am pleased to see the amendments made in the other place, which improve the Bill. However, I support Government amendment (a) in lieu of Lords amendments 2 and 3. Lords amendments 2 and 3 would introduce a new general function for the commissioner to investigate concerns raised by whistleblowers in relation to the welfare of persons subject to service law and relevant family members, but the House will know that the commissioner can already investigate any general service matters that they choose, and the Bill already allows anyone who wishes to raise such issues to do so.”
“The Secretary of State will be aware that I have been raising concerns about the state of our air and missile defences. I welcome that air and missile defence is a key focus in the SDR, which will make the UK secure at home and strong abroad. Notwithstanding previously announced initiatives to bolster collaboration on air and missile defence with our allies, can the Secretary of State give us more detail on what conclusions the SDR drew on this vital aspect of national defence?”
“I thank my hon. Friend for giving way. This has not been touched upon in the debate, but there is an issue of asylum seekers not just in hotels but in houses in multiple occupancy. That is causing a lot of community cohesion problems, with unscrupulous landlords buying up HMOs in cheap terraced housing in the towns and villages of County Durham. Does the Minister accept that that is also a problem that rose and rose under the previous Government?”
“The charging of Iranian nationals raises alarming questions about the extent of Iranian state activity in the UK. We know that Tehran uses the IRGC to push its influence around the world, including by supporting attacks against Jewish people and Israelis around the world. What assessment have the Government made of the threat posed to the British Jewish community by Iranian operatives? What steps are being taken to protect the community and eliminate those threats?”
“Those jobs and that spending are obviously welcome, but the figures are below those for the next lowest region, which is Yorkshire and Humber, and in some regions, such as the north-west, which obviously has a significant cluster with BAE, Barrow and things like that, spending reaches £7 billion. Does my hon. Friend agree that that imbalance represents something of a missed opportunity, given the region’s defence heritage and the passionate, patriotic nature of the workforce, who would probably love to work in the defence industries? Does he agree that we need to ensure that when the increased national spending is rolled out, some of that imbalance is addressed and the north-east is restored to its historical role as one of the flagship regions for defence manufacturing in the UK?”
“It is an honour to serve under your chairship, Mrs Hobhouse, and I thank my hon. Friend the Member for Middlesbrough South and East Cleveland (Luke Myer) for giving way. I wanted to intervene just after his description of the excellent existing capabilities and proud defence industry history in the region, to add the caveat that nowadays, sadly, we have the fewest defence jobs directly supported by Ministry of Defence spending of any of the regions—there are 1,600 according to recent MOD figures—and the lowest amount of MOD spend by region, at £380 million.”
“Many of my constituents work at HMP Frankland, which is in the constituency of my hon. Friend the Member for City of Durham (Mary Kelly Foy). I met representatives of the Prison Officers Association last week. Two of the concerns they raised were about equipment. They said that during the horrific terrorist attack by Hashem Abedi, they were unable to use batons because the space was too small to wield them, and he was so enraged that pepper spray had no effect on him. They clearly need additional equipment, so what steps are being taken on that? If, as the POA told me, activist lawyers and the courts are insisting that dangerous terrorist prisoners have access to kettles and the ability to use kitchens, will the Government consider changes to primary legislation to enable those privileges to be removed from that category of prisoner?”
“I welcome this statement, particularly the measures outlined to streamline deportation processes and ensure that they are fast, fair and effective. Can the Secretary of State remind the House what happened to levels of removals, including of foreign national offenders, on the Conservatives’ watch?”
“Calls for violence against politicians of any party have a chilling effect on the willingness of any normal citizen to think, “I could run for council,” or “I could run to be an MP.” They think that they will put themselves and their family at threat of violence. Does the Minister agree that it is vital for the future of democracy in this country that people feel that they can engage in public life without putting their life and safety in danger?”
“The concern is not just the glorification of violence against MPs, and the impact that has on the families of MPs who have been murdered in terrorist incidents, including Jo Cox and Sir David Amess; the same band has expressed support for Hamas and Hezbollah, which are proscribed groups, and that has an impact on the feeling of safety and security in the Jewish community. The rhetoric that the band uses represents a return to an ugly rhetoric about communal differences in Northern Ireland—a return that I know will cause fear and pain to hon. Members from Northern Ireland who lost friends and colleagues due to terrorism. My main concern, however, is about the impact on democracy as a whole.”
“I refer Members to my entry in the Register of Members’ Financial Interests. The Palestinian Authority are key to a two-state solution and should be the basis of the viable Palestinian state we all want to see. I welcome the Minister’s focus on practical steps to build up the Palestinian Authority. I think those are a lot more important than statements that might be interpreted as a little performative. Can the Minister update the House on the Government’s work with the PA to improve the situation on the ground in the west bank, including tackling the recent increase in Iranian-backed terrorism there and the expansion of Israeli settlements, both of which represent major practical barriers to a two-state solution?”
“The strength of unity these past few weeks in the Ukraine defence contact group and the coalition of the willing has sent an important signal at a critical time for Ukraine. Does the Secretary of State agree that it is critical that we and allies express our unwavering support for Ukraine’s right to exist, its freedom and its national sovereignty?”
“Does my hon. Friend agree that one major way in which we could secure markets for British steel is through the “British first” strategy that the Ministry of Defence has set out for the building of future warships?”
“I am very proud of the local campaign I have been involved in alongside councillors and residents to save Chester-le-Street post office. Although it is disappointing that we are losing the post office in its current form, I am relieved that the services have been saved. I recognise that the market for traditional post office services has been in decline for some years. Does the Minister share my disappointment that Post Office management did not have the commercial imagination to find new business streams utilising their brand and network of prominent high street locations?”
“Many of my North Durham constituents proudly work at Nissan in the constituency of my neighbour my hon. Friend the Member for Washington and Gateshead South (Mrs Hodgson). Nissan Sunderland’s 6,000 staff make excellent cars, including hybrid and electric vehicles. My right hon. Friend deserves credit for putting together at pace a package that has been welcomed by industry, but she is right to suggest that this is only one piece of the puzzle. What more will she and Ministers be doing to support the sector in the coming months?”
“Members to visit Israel and the west bank and see the situation at first hand; that doing so helps people to arrive at an informed, nuanced and balanced view; and that anything that hinders this is to be deplored?”
“For 13 years before my election, I worked as director of an organisation called We Believe in Israel, and I refer the House to my entry in the Register of Members’ Financial Interests. Part of my job was to lead study tours for British politicians to visit Israel—incidentally, every single trip I led also visited the west bank to hear Palestinian perspectives on the conflict. I commend my hon. Friends the Members for Sheffield Central (Abtisam Mohamed) and for Earley and Woodley (Yuan Yang) for wanting to visit the region and see the situation for themselves. We probably disagree on aspects of the conflict, but they are moderate voices who support a two-state solution, and it is outrageous that they were detained and not allowed entry. Does the Minister agree that it is vital for hon.”
“I welcome the Secretary of State’s announcement that seven new school-based nurseries will be established in County Durham, including one at Bloemfontein primary school in my constituency. The headteacher has said that this will transform unused space at the school and help address the current shortage of nursery spaces in our area. Does the Secretary of State agree that parents in Craghead and beyond in North Durham will benefit from cheaper childcare through these new school-based nurseries?”
“Does the Minister agree that we need leaders in the west Balkans region who are focused on building a stable and inclusive future for all the peoples of the region, instead of escalating tensions with reckless rhetoric?”
“The terrible loss of life and destruction caused by the earthquake in Myanmar is heaping further suffering on the people of that country, who are enduring a violent, repressive military regime and a brutal civil war. Does the Minister share my horror that Myanmar’s military regime is continuing airstrikes and ground attacks even during this humanitarian disaster? What possibility is there of humanitarian aid reaching non-Government-controlled areas in the periphery of the country?”
“Can the Secretary of State reassure forces families in North Durham that the Labour Government are ending the previous Conservative Government’s failed approach of papering over the cracks, and are instead taking action to deliver new, high-quality family homes for our service personnel over the years to come?”
“Does the hon. Gentleman not accept that the Government have introduced arms export licence suspensions, which target any weapons that might be of British origin that would be used in Gaza, but are attempting to balance that with the needs of the IDF to defend itself against acts of aggression—for instance, the Iranian missile attacks in other theatres in which the IDF is operating?”
“Does the hon. Member not accept that in the unlikely event that RAF transport aircraft had been carrying something as large as a helicopter or a military vehicle from Cyprus to Israel—it is the first time I have heard that allegation—we might have seen evidence of such helicopters or military vehicles of British provenance? The Israel Defence Forces have no need of such equipment. They have far more equipment than the British armed forces do.”
“Does my hon. Friend accept that it is more likely that F-35s were in use to shoot down Iranian drones, cruise missiles and other projectiles that were fired at Israel? Israel needs to use that platform to defend itself, given that it has faced two of the largest barrages of weapons fired at civilian targets since world war two.”
“Last year, when Iran launched unprecedented ballistic missile attacks against Israel, which could have killed Palestinians as well as Israelis, British jets and intelligence played their role in shooting them down, saving Israeli and Palestinian lives and avoiding a huge escalation that could have brought all-out war across the region. I look forward to hearing more from the Minister about how the Government intend to strengthen our military co-operation with the middle east’s only democracy.”
“Disrupting collaborative programmes that have been painstakingly negotiated over decades with multiple international partners—in this case a programme where we have a unique position as the only tier 1 partner—would mean that we would not be trusted to be a reliable partner in future international collaborative programmes that are critical for our national security, our technological base and the future of our aerospace industry. I will finish by saying that military co-operation with Israel brings benefits to civilian populations in the middle east—Israeli and Palestinian.”
“I hope the Minister will be able to update us today on whether the UK will continue those surveillance flights and do everything we can to bring Avinatan home. The UK and Israel’s defence co-operation strengthens our international alliances, most obviously through the F-35 programme, which some other hon. Members have rather maligned today, but which has created more than 20,000 jobs in the UK. I ask for reassurance from the Minister that there will be no change to the UK’s participation in the F-35 programme, and that British- made parts will not be withheld from any of the other participants?”
“Over decades, Britain and Israel have conducted joint military exercises in areas such as counter-terrorism, cyber-security and defence technology. British troops have been kept safe thanks to co-operation with Israel’s cutting-edge defence sector, particularly in unmanned aerial vehicles, missile defence and radar systems. The UK and Israel share intelligence on counter-terrorism and security threats posed by Iran, ISIS and other malign actors, both in the middle east and at home. Indeed, it is my understanding that the surveillance flights are actually collecting intelligence relating to the hostages in Gaza, including Avinatan Or, whose mother is British and who has now been held captive for 528 days.”
“It is an honour to serve under your chairship, Ms Jardine. I thank the hon. Member for Leicester South (Shockat Adam) for securing this debate today and for the sincerity of the remarks that he made. I know this is an issue that he cares deeply about. I refer hon. Recent months have seen dramatic shifts in global geopolitics, and I pay tribute to the Prime Minister for the leadership he has shown in defending our country’s alliances in uncertain times. These developments are a reminder of how important our country’s defence and security relationships are. In the middle east, we have deep and historical links with both Israel and much of the Arab world. The military co-operation between the UK and Israel helps to keep our country safe.”
“I welcome the fact that the Government are not only protecting the triple lock for every pensioner in the country but tackling the biggest problems for pensioners by uprating pension credit by more than the rate of inflation, encouraging a higher take-up of pension credit and substantially increasing funding for our NHS. Can the Minister tell me how many pensioners in North Durham currently claim pension credit, and how many are entitled to it but do not claim it and could benefit from this increase?”
“The 6.7% increase in the national living wage in April clearly shows that this Labour Government are on the side of working people in North Durham and across the country and are making work pay. Can the Minister tell me how many families in north-east England will benefit from the increase in the national living wage and national minimum wage next month?”
“We need to provide all the support that we can to those organisations that are struggling to build a sustainable, peaceful middle east.”
“I could say many more things about the situation, both as it was on 6 October and as it has transpired after 7 October, but because of the limited time that we have and the need to enable more people to participate in the debate, I will cut short what I was going to say. We need to launch a diplomatic process towards ending the conflict, but it cannot just be a top-level diplomatic process between leaders; it must involve a grassroots diplomatic and co-existence process that marginalises the enemies of peace with a new strategy. We need to find organisations like Roots that bring together Israelis and Palestinians and build genuine understanding between them, that educate communities away from the ideologies and ideas of violence and bring them towards the ideas of peace and co-existence.”
“That role means that I have travelled many times to both Israel and the west bank. I have seen many examples of magnificent work to promote peace and co-existence, and I have met many inspiring Israeli and Palestinian voices for peace. An example of those is the organisation Roots, which is a grassroots movement for “understanding, non-violence and transformation among Israelis and Palestinians”. It also means that the appalling terrorist attacks on 7 October 2023 and the subsequent dreadful war do not just relate to places that I have only seen on the news; they have affected communities and families that I have visited and met. One of the things I find most painful is that the communities that bore the brunt of the attacks on 7 October were communities that were deeply committed to co-existence and to helping their neighbours in Gaza.”
