“The statistics in Hyndburn are even more shocking, with 38% of children growing up in poverty. Today, statistics from the Social Mobility Commission outlined that one in three children across the UK are growing up in poverty. That is the inheritance that we received, and it is evident from the empty Conservative Benches that not everyone in the House takes the issue seriously. Does my hon. Friend agree that it is important that the roll-out of the pilot targets communities, such as ours, that have the highest levels of deprivation, where we know it will have the most impact?”
“I am conscious of time, but I have some questions for the Minister. The attention on SEND provision across educational settings is welcome, but will she tell us a bit more about how the Government will approach that? When can we expect the children’s wellbeing Bill?”
“I strongly believe that a strong state education system is the key to overcoming that disparity, so I welcome the significant £1.4 billion schools rebuilding programme and the £2.1 billion we are investing in the repairs fund. That will have a direct impact in my constituency on Altham St James school, Knuzden St Oswald’s school, the Hyndburn academy and Haslingden high school. My inbox is filled with messages from parents who are desperately fighting the education, health and care plan system. I have to write to the head of SEND at the borough council more than to any other stakeholder. Just this week, a constituent told me that she has been waiting over a year for a copy of her daughter’s EHCP, after an emergency review hearing. In the meantime, her daughter is out of education, just before her GCSEs and transition to college.”
“I will focus on the issues that we must tackle in the special educational needs and disabilities system, particularly for children and young people who grow up with SEND, but I first want to highlight the absolutely catastrophic situation that we inherited. Sadly, across the country, 20% of children grow up in poverty, but in my constituency of Hyndburn it is 37%. The data is stark. The Institute for Fiscal Studies demonstrates that the earnings of boys who grow up in the most affluent households are 19 percentile points higher than those of boys from the most disadvantaged households, and for girls it is a 27 percentile point difference.”
“Thank you, Mr Pritchard, for your chairmanship. I thank my hon. Friend the Member for Folkestone and Hythe (Tony Vaughan) for securing this very important debate. I first got involved in politics because I thought it wrong that, far too often, the postcode in which a person is born dictates their life outcomes. I have spent the past 17 years working with some of the charities that the hon. Member for Chichester (Jess Brown-Fuller) mentioned to tackle that disadvantage gap. I am incredibly honoured to be the national champion for the opportunity mission, because I believe that the most important element of this Government’s priorities is to break down barriers to opportunity and ensure that a child growing up in Clayton-le-Moors in my constituency of Hyndburn has exactly the same opportunities as a child growing up in Chelsea.”

“Neglecting public services leads to real consequences, and my constituents have been left to pay the price for the Conservatives’ dereliction of their duty to manage health services sustainably. I therefore particularly welcome the Government’s announcement of a £1 billion investment to reduce the backlog of critical NHS maintenance. If that money had been available previously, and if maintaining NHS facilities at a local level had been a priority for the former Government, we might not have ended up in this unforgiveable situation. Is the Minister able to share any further information on that funding, and will he or a member of the Health team meet me to discuss how we can work to ensure that Accrington’s health services are both retained locally and aligned with this Government’s national strategy for community-based provision?”
“Would they choose to not invest in public services, to not lift children out of poverty, or to not get the public finances back on a firm footing? The increase in the national minimum wage is also welcomed by many of my constituents in Hyndburn and Haslingden, who work tirelessly to support their families and the local community in skilled but often undervalued jobs, whether in retail, in hospitality or in care. Currently in my constituency, though, we are facing entrenched problems due to a lack of investment in our public services. Most obviously, we face the closure of our highly valued Accrington Victoria hospital due to the fact that the building is now entirely unsafe for both patients and staff.”
“It is important to highlight that investing money in our valuable public services is also about securing growth in the long term, as my right hon. Friend the Chief Secretary to the Treasury has remarked. Enabling a worker to get a quicker GP appointment so that they can return to work sooner, or supporting a parent who wants to take a job that starts an hour earlier by giving them access to a breakfast club before school, supports growth. In my constituency of Hyndburn alone, the impact of the past 14 years of economic failure is that over 7,000 children are living in families that face absolute poverty. Investment in people and public services has real economic payback, as well as being the right thing to do. Members on the notably empty Conservative Benches refuse to say what choices they would make differently.”
“This Budget provides absolute clarity that the Government are focused on putting working people back at the heart of economic decision making. This is most evident in the Chancellor’s decision to protect and support public services, enabling the Government to kick-start a mission-led approach to reform. Let us be frank: this Government have inherited public services that are falling apart at the seams, and we know that our constituents deserve better. I commend the Chancellor and Treasury Ministers for taking the difficult decisions that will raise £9 billion per year by the end of the forecast to support public services. The tax decisions that have been taken are difficult, but I thank Ministers for being transparent, as restoring economic stability to put the country back on a trajectory of growth is essential.”

As I go on this journey, I will remember always the verse in Micah and aim to carry out justice, to love mercy and to walk humbly with God throughout my time here. “It is where my husband James grew up and where we got married, in the beautiful church of St Peter and St Paul’s where his dad, Paul, was the vicar for 18 years. As well as showing dedication to his parish, Paul was instrumental in establishing the sixth-form provision at St Christopher’s school, which has changed the lives of countless young people. Tragically, we lost Paul within days of my election, so he is not here with us today, but I will continue to fight to break down all the barriers to opportunity that our children and young people face. Without my family, I would not be standing here. I want to put on record how grateful I am to my parents, Rosemary and Gary, to my brother Mark, and to Margaux, James, Ellie and both the Ruths for believing in me and standing by me every step of the way.”
“We stand in this Chamber almost 200 years later, and although things have of course improved hugely, too many of my constituents are still struggling to make ends meet with zero-hours contracts, low wages and insecure work. While in the 19th century workers had to literally fight for basic rights, we now—thanks to trade unions and the Labour party—have representation of working people in this more civil way. That is why I welcome this Bill, which strengthens employees’ rights, stops the exploitative use of zero-hours contracts and, importantly, gives people the right to maternity and paternity pay from day one. Hyndburn and Haslingden is a magnificent and beautiful constituency that I am proud to call home.”
“The invention of the spinning jenny, the mechanisation of calico printing, and the creation of turkey red and khaki dyes enabled the globalisation of the textile industry, but the huge wealth that the mill owners made was often at the cost of the workers, whose living and working conditions were terrible. I also represent the magnificent and diverse town of Haslingden, whose coat of arms reads “Nothing without labour”. That motto was a statement of solidarity: in 1826, amid loom-breaking riots in east Lancashire, hundreds of people in Haslingden attacked machinery in protest at pay cuts and their awful working conditions. Many perished due to poverty and hardship, but by 1850 and with the support of churches and reformers, a minimum wage was eventually introduced.”
“My constituency is the home of the largest Tiffany glass collection in Europe, the Accrington Pals, and the Nori brick, which was used to build the Empire State Building. It is also the home of one of the 12 founder members of the football league, whose legacy is continued by Accrington Stanley football club. I am sure the House will join me in congratulating the boys on their third win on the trot against Barrow at the weekend. Perhaps most significantly, my constituency was the engine of the industrial revolution during the 19th century.”
“Graham is the most fierce champion of Lancashire: he has fought tirelessly for the people of Hyndburn, and is a man you always want in your corner. With the north-west of England being scourged with gambling-related suicides, particularly among young men, Graham led the successful campaign to reduce the maximum stake on fixed-odds betting terminals from £100 to just £2. That campaign will undoubtedly have saved and improved many lives. It may surprise Members when I say that Hyndburn is not a real place. No one really relates to being from Hyndburn; instead, they identify proudly as a resident of Accrington, Great Harwood, Rishton, Altham, Oswaldtwistle, Clayton-le-Moors or Church. Each of those communities has its own rich history, culture and identity.”
