IN THEIR OWN WORDS

“Diolch. Os caf i, ar yr ateb gawson ni gan y Gweinidog, sef llythyr 3.6, dwi'n meddwl y buaswn i'n hoffi gwirio'r ffigurau sydd wedi'u rhoi ar Amgueddfa Cymru, oherwydd, os ydych chi'n edrych ar niferoedd y staff, maen nhw'n wahanol i'r hyn rydyn ni newydd ei glywed rŵan fel tystiolaeth o ran y lleihad sydd wedi bod yn nifer y staff.”

“Gaf i ddiolch i'r pwyllgor am eu gwaith ar hwn? Mi hoffwn i ddatgan yr oeddwn i'n gyflogedig efo Amgueddfa Cymru hyd at Ebrill 2021. Felly, er ei fod o ddim yn gyfnod hollol berthnasol, dwi'n meddwl ei bod hi'n bwysig fy mod i'n rhoi hynny ar y record, ac yn amlwg dwi'n adnabod nifer o'r unigolion yn fan hyn. Mae'n fy nhristáu i hefyd.”

“Thank you for taking an intervention. Obviously, a number of small businesses this week have been hit by devastating flooding. As we discussed yesterday, many can't get insurance by now. You mentioned resilience. What support will be made available? I heard the First Minister say on the news, in terms of support, in terms of insurance—.”

“May I thank you, Trefnydd, for including today's statement following our request on storm Bert? It is important that we have opportunities as a Senedd. May I also request that we receive regular updates and opportunities now, given that the First Minister just said about her meeting with Natural Resources Wales next week?”

“We have to also acknowledge that the storm was different, and we need to better understand why some homes and businesses were impacted so badly last time, why Pontypridd didn't suffer the same level of flooding this time, because what you outlined there is just rebuilding walls.”

“Thank you for today's statement. I'd like to associate myself with all the thanks given, but especially to those volunteers—people who are still out today, having taken time off work to support people in our communities. And thank you for acknowledging the trauma and distress of those affected. They are also angry.”

  1. “Does yna ddim gwybodaeth yna o ran y gwaith maen nhw'n ei wneud i ddeall beth ydy effaith y toriadau ar y sector, a'r cwestiynau hynny roedden ni'n mynd ar eu hôl. Felly, jest i nodi hynny, ond dwi'n ddiolchgar am y wybodaeth sydd wedi'i darparu.”

  2. “Thank you. If I may, in terms of the response that we received from the Minister, namely paper 3.6, I think I would like to check the figures that have been given for Amgueddfa Cymru, because, if you look at the staff numbers, they're different to what we've just heard in evidence in terms of the decrease that there's been in the number of staff members. I'd also like to note that we have the figures for the national library here of 282.3 members of staff in 2010, to 178 now. That's a major decrease. So, I just think, in terms of the record, I think it is important that we note that. Clearly, we'd want to look at this in greater detail. And I also note that I'm disappointed in terms of the response in terms of local museums. There is no information there regarding the work that they're doing to understand what the impact of the cuts has been on that sector, and those questions that we were pursuing. So, I'd just note that, but I'm grateful for the information that has been provided.”

Felly, dwi'n meddwl, jest o ran y record, ei bod hi'n bwysig ein bod ni'n nodi hynny. Yn amlwg, byddwn ni eisiau edrych ymhellach i mewn i hyn. 3. “Thank you for taking an intervention. Obviously, a number of small businesses this week have been hit by devastating flooding. As we discussed yesterday, many can't get insurance by now. You mentioned resilience. What support will be made available? I heard the First Minister say on the news, in terms of support, in terms of insurance—. Some clarity in terms of what that support means—. Obviously, with how climate change is happening, and more extreme weather time and time again, it is our small businesses that are so vital for our high streets that are being hit. Without them, I just dread to think what the future of small businesses in towns like Pontypridd looks like.”

  4. “May I thank the committee for their work in this area? I would like to declare that I was employed by Amgueddfa Cymru up until April 2021. So, although it isn't a period that's entirely relevant to this, I think it's important that I place that on the record, and obviously I know a number of the individuals involved. And it saddens me. It's an organisation that I'm passionate about. As Adam Price outlined, it's extremely important for us as a nation. This is a very important report and a sad reflection and a very sad chapter, not only in the history of Amgueddfa Cymru but also the Welsh Government. One of the things that I'm very dissatisfied by is the Welsh Government's response, which more or less suggests that this whole process is Amgueddfa Cymru's fault entirely. However, if you look at the committee's report, it is clear that lessons need to be learned by the Welsh Government.”

Mae hwn yn adroddiad pwysig ac yn adlewyrchiad trist iawn o bennod difrifol iawn, nid yn unig yn hanes Amgueddfa Cymru, ond hefyd Llywodraeth Cymru. Un o'r pethau dwi'n anfodlon iawn efo fo ydy ymateb Llywodraeth Cymru, sydd mwy neu lai yn awgrymu mai bai Amgueddfa Cymru ydy'r holl broses.”

  5. “Secondly, in terms of insurance—I've raised this, in terms of business, being an issue, time and time again. The First Minister said on the news yesterday that there would be insurance for businesses. When will that be in place? How will it be accessed? Thirdly, in terms of a flood forum, we need a Welsh flood forum. We need to support the establishment of flood action groups in every at-risk community in Wales. Where they are, they work brilliantly, providing psychological support, as well as practical advice. Will you meet with the National Flood Forum with me, and can we progress this, please?”

  6. “We have to also acknowledge that the storm was different, and we need to better understand why some homes and businesses were impacted so badly last time, why Pontypridd didn't suffer the same level of flooding this time, because what you outlined there is just rebuilding walls. There hasn't been further investment in Pontypridd itself to make the town safer. So, we need to better understand. So, I would like to urge the Welsh Government in terms of having caution there. In terms of questions, these are the ones posed by residents: for those who were refused flood gates for both businesses and homes and told that it was a once in 100 years event, will there be funding available now, and will they receive those floodgates? If so, when?”

  7. “Thank you for today's statement. I'd like to associate myself with all the thanks given, but especially to those volunteers—people who are still out today, having taken time off work to support people in our communities. And thank you for acknowledging the trauma and distress of those affected. They are also angry. And it's very early days; we need more analysis. I am proud, through the co-operation agreement, of the investment that we were able to make, but I am concerned. I hope, like you, that many homes and businesses were saved because of that investment, but I do think that we need to be careful. You and I both know, in terms of Clydach Terrace in Ynysybwl, there has been no investment. They weren't flooded this time.”

  8. “In terms of regular updates, regular opportunity to discuss this, I would also like to hear from Government in terms of preparations for storms in winter. We know that more extreme weather is becoming more frequent. I asked the Deputy First Minister last week in terms of how we are preparing. We have had updates from the Welsh Government, but given how frequently these storms are happening, I believe we need further information before the recess, because we don't know what's coming over the next few weeks and months.”

  9. “May I thank you, Trefnydd, for including today's statement following our request on storm Bert? It is important that we have opportunities as a Senedd. May I also request that we receive regular updates and opportunities now, given that the First Minister just said about her meeting with Natural Resources Wales next week? I would also like to request that the Government be very careful with the messaging around this, and I wonder if you could feed that back. To say in terms of the number of homes saved because of investment gives false hope and assurances to people. We don't know that as a matter of fact yet. Please can we be extremely careful with further storms that will be coming over winter? We need to make sure that everybody takes the steps to keep themselves safe.”

  11. “Well, you'll be aware, therefore, that that grant has declined significantly, with the Welsh Books Council stating that it's declined 40 per cent in real terms in the past 10 years. This has led to a significant decrease in the number of books published during this period, including a cut of 34 per cent in the number of books in Welsh published by major publishers with grant support. A number of people working in the publishing industry have contacted me to express their grave concerns regarding the situation, with further staffing cuts an inevitability and a number of publishers, such as Y Lolfa, unsure whether they can even continue to operate. Bearing in mind our Government’s focus on literacy, following the serious concerns expressed regarding literacy levels among children in Wales, in English and Welsh—with Welsh around 18 months behind English—I’m sure that you will agree how important this industry is in terms of delivering modern and representative material to help this situation. So, may I ask how is the Welsh Government responding to these concerns, and can you provide any words of assurance to those who work in this industry that you are listening and that you will work with them to ensure a viable future for publishing in Wales?”

Original: “Wel, fe fyddwch chi'n ymwybodol, felly, fod y grant hwnnw wedi disgyn yn sylweddol, gyda Chyngor Llyfrau Cymru'n datgan ei fod gyfwerth â gostyngiad o 40 y cant mewn termau real ers 10 mlynedd. Mae hyn wedi arwain at ostyngiad sylweddol yn nifer y llyfrau sy'n cael eu cyhoeddi yn y cyfnod hwn, gan gynnwys toriad o 34 y cant yn nifer y llyfrau Cymraeg a gafodd eu cyhoeddi gan brif gyhoeddwyr gyda chefnogaeth grantiau. Mae nifer o bobl yn gweithio yn y diwydiant cyhoeddi wedi cysylltu efo fi, yn hynod o bryderus am y sefyllfa, gyda rhagor o doriadau staff yn anochel a hefyd nifer o gyhoeddwyr, megis Y Lolfa, ddim hyd yn oed yn gwybod os gallant barhau.”

Felly, dwi eisiau adlewyrchu pa mor siomedig ydy nifer o bobl fod y Bil hwnnw wedi diflannu yn y 100 diwrnod cyntaf. Un o'r pethau mwyaf anffodus, dwi'n meddwl—. Dŷn ni gyd wedi dweud pethau anffodus mewn cyfweliadau—dwi'n siŵr ein bod ni i gyd yn euog o hynny—ond un o'r pethau sydd wedi adlewyrchu fwyaf gennyf fi ydy'r cyfweliad gan y Prif Weinidog ar Y Byd ar Bedwar , lle cymharwyd ei dylanwad ar Keir Starmer gyda'i dylanwad ar Donald Trump.”

  14. “Thank you very much for agreeing with every word I've said, Cefin Campbell—I'm pleased to have your support from a distance. [ Laughter .] In terms of those priorities, I think we need to ensure that we don't lose sight of those priorities. One of the things that have been very unfortunate is that one of the most notable things that have happened in the first 100 days has been on electoral candidates lists, and that we have changed that to guidance rather than an actual Bill. We are so proud to see a woman in the role of First Minister, but, as Women's Equality Network Wales have stated clearly, having guidance is so much weaker than having legislation. I had hoped that having two Labour Governments would have meant that any barriers in terms of that Bill could have been removed and that we could have seen real change. So many of us who were discussing the issue in the Chamber yesterday are very concerned that, without that Bill, we will not see the change that we need to see here. The evidence that we heard during Senedd reform committee meetings, in looking at this element, was entirely clear that this Bill was crucial. So, I want to say how disappointed so many people are that that Bill has been shelved in the first 100 days. One of the most unfortunate things—. We've all said unfortunate things in interviews—I'm sure we're all guilty of that at one time or another—but one of the things that created an unfavourable reflection as far as I'm concerned was the First Minister's interview on Y Byd ar Bedwar , where she compared her influence on Keir Starmer with her influence on Donald Trump. Given that Donald Trump has now become President once again, perhaps it would be good to know how much influence she actually has on Donald Trump, but those kinds of things do concern people in Pontypridd and across Wales. We want a First Minister who will insist on the best for Wales, who will insist on all of the points that we were so vocal in insisting upon before the election. It shouldn't make a difference to Wales which party is in charge in Westminster. We should be prioritising the people of Wales and what will make a difference to our communities.”

Original: “Diolch yn fawr iawn am gytuno efo bob gair roeddwn i'n ei ddweud, Cefin Campbell—falch iawn o'r gefnogaeth o bell. [ Chwerthin .] O ran y blaenoriaethau hynny, dwi'n meddwl mai dim ond angen sicrhau ydym ni nad ydyn ni'n colli golwg ar y blaenoriaethau hynny. Un o'r pethau sydd wedi bod yn anffodus iawn, dwi'n credu, ydy mai un o'r pethau mwyaf nodedig sydd wedi digwydd yn y 100 diwrnod cyntaf ydy o ran rhestrau ymgeiswyr etholiadol, a'n bod ni wedi newid hynny i fod yn ganllawiau yn hytrach na Bil. Rydyn ni mor falch o weld dynes yn y rôl o fod yn Brif Weinidog, ond, fel mae WEN Wales wedi dweud yn glir, mae cael canllawiau gymaint gwannach na chael Bil. Ac roeddem ni'n gobeithio y byddai cael dwy Lywodraeth Lafur yn golygu y byddai unrhyw rwystrau o ran y Bil hwnnw yn mynd o'r neilltu, a'n bod ni'n gallu gweld newid.”

A dyma'r pethau mae pobl yn adlewyrchu arnyn nhw: a ydy ein Prif Weinidog ni'n gwrando, a ydy hi'n ein blaenoriaethu ni dros ei haelodaeth o blaid wleidyddol, ac a ydy ei Gweinidogion hi'n cytuno? Mi wnaeth Mick Antoniw, fel yr Aelod lleol dros Bontypridd, siarad allan yn erbyn y lwfans tanwydd gaeaf, ond, o ran pleidleisio, mae wedi bod yn wahanol iawn ers y newid a fu yn San Steffan. Felly, dyna un o'r pethau dwi'n adlewyrchu arnyn nhw. Yn amlwg, mae pethau wedi newid o gael Llywodraeth wahanol yn San Steffan— Llywodraeth Lafur yno hefyd.”

  17. “In her tour over the summer, the First Minister visited Pontypridd, which is part of my region, and I know that she had many interesting conversations, which I'm sure helped to steer the priorities that we heard outlined by Rhun ap Iorwerth earlier. I, too, go to Pontypridd market regularly and speak to people. They love talking about politics there. They had very clear opinions on many things that have been going on here. But I've also been having discussions with them on how they think things are going after the last general election and what their reflections are of the situation in this Parliament, on the new budget and so on. And certainly, they want to see this Labour Government prioritising those things that they heard so much about before that general election, and they've expressed disappointment to me that there has been a change of tone in terms of this Parliament, led by the First Minister here, and insisting on some of the things that they were so vocal about when there was another party in charge in Westminster. To highlight the two-child benefit cap, this is having a huge impact on people in our communities. It is a cruel policy that is being continued by the UK Labour Government. I want to hear our First Minister stating that and challenging the UK Government on the issue. In terms of the winter fuel allowance for some pensioners, this is a very real concern for people in our communities. They want each and every one of us to be entirely united on the issue. I have no doubt that if a Conservative Government was still in power and introduced this change, you would have been standing shoulder to shoulder with us calling for that to be overturned. And these are the things that people reflect upon: is our First Minister listening, is she prioritising us over her membership of a political party, and do her Ministers agree with her? Mick Antoniw, as the local Member for Pontypridd, spoke out against the cut in the winter fuel allowance, but, in terms of voting, things have been very different since the change in Westminster. So, that's one of the things that I reflect upon. Now, clearly, things have changed in having a different Government in Westminster—a Labour Government there too.”

Original: “Yn ei thaith dros yr haf, mi wnaeth y Prif Weinidog ymweld â Phontypridd, sy'n rhan o fy rhanbarth i, a dwi'n gwybod ei bod hi wedi cael nifer o sgyrsiau difyr, dwi'n siŵr, a wnaeth helpu i lywio'r blaenoriaethau a glywsom ni gan Rhun ap Iorwerth yn gynharach. Rydw innau hefyd yn mynd i farchnad Pontypridd yn rheolaidd ac yn siarad â phobl. Maen nhw wrth eu bodd yn siarad am wleidyddiaeth. Mi oedd gyda nhw farn bendant iawn am nifer o bethau sydd wedi bod yn mynd ymlaen yma. Ond dwi hefyd wedi bod yn trafod efo nhw sut maen nhw'n credu mae pethau'n mynd ar ôl yr etholiad cyffredinol diwethaf a beth yw eu hadlewyrchiadau nhw ar y sefyllfa yn y Senedd hon, a'r gyllideb newydd, ac ati.”

  19. “The lack of availability of childcare was something that I was really disappointed that some of the local authority representatives who spoke to us as a committee did not even acknowledge was a problem. You would have thought, hearing from them, that there was no issue here. Unless we acknowledge that there is an issue, we cannot put things right. So, I would urge the Cabinet Secretary, in her response, to focus on how we get that acknowledgement and true picture of what's happening on the ground, so that we can put that right, because if we do have very senior people in local authorities saying, 'There's not a problem', and we have people in tears telling us that they're suicidal because of the failings, something's not right and doesn't sit right with me. Thank you for the committee's work.”

  20. “They're not home educated; they've been failed by an education system and there is no support, because it's seen as a choice by parents. It's not a choice when schools have not been able to support their child, and if they've been traumatised by school. So, what is that ongoing support going to be for them whilst we are, hopefully, making sure that any child who enters the education system from now on will be properly supported and won't be traumatised by education? What about those children who have been traumatised because they haven't received the support they require? Also, in terms of families, women are disproportionately impacted by the failings that are outlined in this report from not being able to work, and the impact, then, on the Welsh economy is profound.”

  21. “I, myself, because of the scale of casework that I receive as a regional Member relating to disabled children and young people, and their access, or not getting access, to education and childcare, decided to conduct a survey, which I then submitted as part of this work as information. The casework is still increasing, so even though we've done this work and engaged, the issues are still out there. I also want to really highlight the problem that I think that we are going to see of those who have been traumatised by an education system that hasn't worked for them to date and have been lost from the education system, maybe at five years old or at six years old. They're currently—well, they're categorised as being home educated.”

  22. “All of us know of the difficulties facing local authorities, the education sector and the Welsh Government, but we were told last week that austerity is over and that things are going to improve now. Obviously, there was some good news in the budget, but we need to acknowledge the scale of the issues, and I'm glad that the Chair did highlight some of those key challenges, because it is difficult to understand why some of the recommendations have been rejected by the Welsh Government. I would, again, urge, as the Chair of the committee did, in terms of recommendation 19, in terms of mandatory training—I would like to understand the Welsh Government's position on this and ask you to reconsider.”

  23. “Honestly, we did try to make fewer recommendations; we did try to have a shorter report than this one. But the amount of evidence that we received meant that we had to include those important contributions and voices, and you only need to see, in terms of how many references there are, that we had so many written submissions as well. The visits really enriched our understanding. And when you think of some of the families, they gave of their time when they are struggling, and they gave of their time not just once, but on numerous occasions, to help advise us. My concern is what happens next, because when people give of their time so meaningfully and so honestly, they expect it to lead to change.”

  24. “It is an honour to take part in this debate; it was an honour to be part of the committee whilst this inquiry was taking place. I'd like to pay tribute to the clerking team. I'd also like to pay tribute to all my fellow members of the committee, as well as everybody who engaged in this really important inquiry. It was moving. It was heartbreaking. It was uplifting, at times, to see some of the fantastic examples when children are properly supported and when their families are properly supported, how they thrive, how happy they are, how they go on to do brilliant things. But we have to acknowledge, when those failings are in place, how devastating those impacts can be. I know that the clerking team, all Members, as well as those who gave of their time to this inquiry, didn't take the recommendations lightly.”

  25. “I spoke directly with residents in Ferndale House. They are fit and well, but not well enough to live at home. Many told me, directly themselves, that they feel that they wouldn't be alive now if they weren't in a care home. They'd tried being at home unsuccessfully and unfortunately that's not sustainable for them, and they're really concerned that a move from that home will kill them, that their only option will be to bedblock in a hospital, because there won't be care packages; they've had to sell their homes as well, there are no homes for them to return to. So, what conversations are you having with local authorities around this freeze now in taking cases and how that's going to be reflected in this 50-day challenge?”

  26. “I'd like to ask you a specific question about my region, please, Cabinet Secretary. You may be aware that there is consultation in Rhondda Cynon Taf council at the moment about the potential closure of two care homes, Ferndale House and Cae Glas. I've had staff working at the Royal Glamorgan Hospital contact me concerned because there is a freeze on admissions to care homes whilst this consultation goes ahead, meaning that, because they're uncertain of the future of those, there are people who should be going to residential care homes that are currently in hospital beds. So, can I ask what discussions are taking place with local authorities in light of this announcement to ensure that consultations that are currently being held actually are reflecting the budgetary situation that we now know and won't actually worsen the situation?”

  27. “Can I therefore ask what lessons you're taking from what's happening elsewhere to understand the potential impact here on communities in Wales, and also the assurances we can provide communities that were already devastated and concerned after 2020 but are watching the news now, knowing that they are at risk and their lives are at risk if a similar situation to storm Dennis happens, but are left asking, 'What if it's worse next time?'?”

  28. “Thank you for your response, Deputy First Minister. You will be aware from our recent visits to Clydach Terrace in Ynysybwl of the devastating impact of the 2020 floods. Luckily, no lives were lost, but we know that, in 2020, areas such as South Wales Central suffered three and a half to four months' worth of rain due to that storm. You only have to look at what happened in Spain to see a year's worth of rainfall in such a short space of time.”

  30. “Thank you for that response. Clearly, the concern is that perhaps this decision by the Chancellor didn't take into account the broader implications of this increase, because clearly, it's in the face of cuts to budgets, too. So, I know you're talking about a period of 12 months, but the situation has declined for many of these organisations and they're under huge pressure. Can I ask you therefore, if there is no additional financial support for them in the budget, what's plan B in terms of the Welsh Government? Because you will have heard from your discussions with local government how concerned they are in terms of the third sector and the services that they provide—so many Welsh Government plans, for example, in order to tackle poverty, and so on, which are so crucial, are in the hands of the third sector. So, what is the Welsh Government's plan if the definition doesn't change?”

Original: “Diolch am yr ymateb. Oherwydd byddwch chi wedi clywed o'ch trafodaethau chi gyda llywodraeth leol pa mor bryderus ydyn nhw o ran y trydydd sector a'r gwasanaethau maen nhw'n eu darparu—mae cymaint o gynlluniau Llywodraeth Cymru, er enghraifft, i fynd i'r afael â thlodi ac ati, sydd mor allweddol, gan y trydydd sector hwn.”

  32. “Thank you. It will be very beneficial, and I hope that you can put that case forward, because you too, I'm sure, will have received a whole host of communications from third sector organisations who are extremely concerned about the situation. Last week, I mentioned Citizens Advice. Obviously, we've heard also from hospices, and Platfform have estimated an additional cost of £0.25 million; St John Ambulance, £50,000; Mirus, which is a care-sector organisation, an additional cost of £1.6 million. One council leader told me that it would cost £2.5 million for all the third sector organisations providing services for that council. So, what I'm asking is: in terms of the national insurance point particularly, what will you be asking for the ONS definition to be? As we accept that there are different definitions, what I would like to know specifically is: what will you be calling on the Chancellor to do to put this situation right?”

Mae un arweinydd cyngor wedi dweud wrthyf y bydd yn costio £2.5 miliwn i'r holl fudiadau trydydd sector sy'n darparu gwasanaethau i'r cyngor hwnnw. 33. “Thank you, Llywydd. Cabinet Secretary, if I may return to some points that you made a little earlier in your response to Andrew R.T. Davies, just in terms of national insurance specifically, you mentioned the ONS definition, and that there was a possibility of using the same one as is currently being used, but there are very different figures in terms of which ONS definition is adopted, of course. The measure used by Stats Wales, which is the labour force survey, is far more favourable for Wales. Can I ask you, therefore, what definition you will be pressing for with the UK Government?”

  35. “Thank you, Cabinet Secretary. It's good to know that you do meet so regularly, and, clearly, I'm sure that local authority leaders will have emphasised to you the fact that they are hugely concerned about their ability to provide social care services specifically because of the financial challenges that they face. In my region, and specifically in Rhondda Cynon Taf, the council is consulting on the closure of two care homes in order to make savings at the moment: Cae Glas and Ferndale House. This is despite the fact that there are residents in beds in local hospitals who are ready to be released but are awaiting a place in a care home, sometimes for weeks. How, then, are you working with the relevant Cabinet Secretaries to ensure that no hasty decisions are made, such as the closure of care homes, until the funding picture is clearer for next year? And isn't it important, in terms of the funding position of the health service, that these homes remain open so that we're not putting more pressure on other budgets?”

  43. “I'd like to thank the Cabinet Secretary for bringing this debate forward. I'd also like to thank the commissioner and her team for the important work that they do, as summarised in this voluminous but very readable report, which is quite an achievement. The work is essential in terms of promoting the use of the Welsh language as we work towards the goal of securing a million Welsh speakers by 2050 and doubling the use of the language, and also in terms of protecting and promoting the rights of Welsh speakers. There are a number of positive aspects in this report, and there are a number of positive things that have been happening in terms of the Welsh language since this Senedd was established. But of course, this report once again does show that challenges remain. You referred, Cabinet Secretary, to those who have experienced someone interfering with their right to use the Welsh language over the past 12 months—18 per cent noted that, but with that increasing to 29 per cent of those questioned between the ages of 16 and 34. I'd like to understand better what discussions you have had with the commissioner in terms of how we get that message across. We often say in this Chamber that the Welsh language belongs to everyone, and I certainly agree with the points that you made in terms of learners and the kinds of attitudes, and correcting people's language—I hate that. Of course, there is an important role to have correct Welsh at times—of course there is—and we want to ensure that there is a high standard of Welsh, but for anyone trying to speak Welsh, there's nothing worse than being corrected—I know that. But we have to ensure that people understand that correcting people can be very damaging at those times when people are trying to use the Welsh that they have. One thing I wanted to highlight was regarding the 100 complaints about an alleged failure to comply with Welsh language standards and that 95 of those were valid. Looking at the register of enforcement actions, there are 126 references to Welsh Government Ministers. Evidently, that's over a large number of areas: it can be Transport for Wales—many different areas. But at the end of the day, Welsh Ministers are responsible for monitoring improvement and compliance in terms of those enforcement actions. So, could I ask how you go about doing that as Ministers? And further, of course, there are also several references to local authorities failing to comply. Recently, you invited us as Members of the Senedd to be ambassadors for the Welsh language in our communities. Do you intend to ask all local authorities to do the same thing? Because it's clear from this report, if you look at the enforcement actions specifically, that some councils fail to comply annually—that there is a pattern in terms of which councils are perhaps not meeting those standards. What work is being done, therefore, to ensure that all local authorities share the ambition of this Senedd in terms of the Welsh language? Evidently, the work of the commissioner and her team is very thorough when complaints are submitted, so, if there are repeat offenders, as it were, when it comes to local authorities, I think that it's important that we do see the progress that's being made, rather than seeing the same problems arising time after time. Evidently, the commissioner's comments in this report about the Welsh Language and Education (Wales) Bill say that she sees—. Well, if I quote here: 'It is not an overstatement to argue that this is a historic development for the Welsh language in education'. So, could I ask how are you collaborating with the commissioner and her team on the development of the Bill? You drew attention also to two very important reports: one on additional learning needs, published jointly with the children’s commissioner, and, secondly, a report on post-compulsory education and the Welsh language. You mentioned that there were actions that were taken in the wake of these reports, so could you outline those actions, please? I’m very pleased regarding the comments you made about HSBC. I think it’s very important in terms of online services as well, that we continue to ensure that companies understand the value of the Welsh language. One of the concerns that remain is in terms of the cuts that have been made to the commissioner’s budget, and you referred to the fact that they’d responded positively to the challenges, but what assessment have you made in terms of the impact of the budget cuts on the commissioner’s work, and how might that impact be mitigated? So, there are some questions there, but I hope that you do understand that they come from a very positive place in terms of how we see the commissioner’s work developing in order to support the united ambition of this Senedd in terms of the Welsh language.”

Original: “Diolch i'r Ysgrifennydd Cabinet am ddod â'r ddadl hon gerbron. Hoffwn innau hefyd ategu fy niolch i i'r comisiynydd a'i thîm am y gwaith pwysig maen nhw’n ei wneud, fel sydd wedi ei grynhoi yn yr adroddiad swmpus ond darllenadwy hwn, sy'n dipyn o gamp. Mae’r gwaith yn hanfodol o ran hyrwyddo’r defnydd o’r Gymraeg wrth inni weithio, wrth gwrs, tuag at y nod o sicrhau miliwn o siaradwyr Cymraeg erbyn 2050 a dyblu’r defnydd, a hefyd o ran amddiffyn a hyrwyddo hawliau siaradwyr Cymraeg. Mae yna nifer o bethau cadarnhaol yn yr adroddiad hwn, ac mae yna nifer o bethau cadarnhaol wedi bod yn digwydd o ran y Gymraeg ers sefydlu’r Senedd hon. 44. “So, I really do have a lot of concerns in terms of what I've been hearing today about those mechanisms of support. What are they if they're not funded? Because things like Equal Power, Equal Voice, there's no certainty that those will continue, and so on. So, what are the practical steps and the financial support available to parties to put in place this guidance, so that we are able to bring them into effect?”

  45. “You talked about being evidence led, but the evidence showed, whilst we were scrutinising the Bill, that gender quotas were absolutely necessary and the benefit they would have in terms of greater diversity in the Senedd. So, I don't understand this roll back from the Government on this, and I'm really concerned, because there are no repercussions, no penalties if parties do not implement the guidance. And I would like to know what funding is being set aside to support political parties in this endeavour. Because not every party does have big funders to support this work, and doing so on a voluntary basis, yes, we can ask people to come forward, but I saw the excitement from speaking to women, who would never have thought about standing, when they thought this Bill was coming into legislation, because they saw it as a game changer.”

  46. “Mi wnes i godi hyn efo'r Prif Weinidog yr wythnos diwethaf, ond mae yna broblemau yn parhau o ran y rhai sydd ddim gyda'r cyllid er mwyn talu am drwsio eu tai, yn arbennig felly pan fyddan nhw mewn stad o dai lle mae yna dai cymdeithasol, neu'n rhannu to, er enghraifft, gyda thŷ sydd gan gyfrifoldeb, dywedwch, Trivallis yn fy rhanbarth i, ond sydd hefyd yn eiddo i rywun efo tŷ preifat. Mae angen eglurder ar hyn. Mae yna arian ar gael yn yr Alban, a dwi yn pryderu bod y bobl sy'n dioddef oherwydd RAAC yn cael eu hanghofio gan y Llywodraeth hon. Byddwn i yn hoffi'r cyfle i ni gael trafodaeth ar lawr y Senedd o ran beth mae Llywodraeth Cymru yn ei wneud i'w cefnogi nhw.”

  47. “I would like to ask for two statements if I may, Trefnydd. First, I would like to ask for a statement from the Cabinet Secretary with responsibility for health. Following the publication of the written statement yesterday on the 50-day challenge to help patients to leave hospital and to improve community care, there are so many questions that Members have on this. We would like the opportunity to discuss this in the Chamber, particularly given the challenges that we've heard about in terms of local authorities. I'd also like to ask for a statement from the Cabinet Secretary with responsibility for housing on reinforced autoclaved aerated concrete in private housing. I did raise this issue with the First Minister last week, but there are ongoing problems in terms of those who don't have the finances to pay for repairs to their home, particularly when they are in an estate where there is social housing and they share a roof with a house that is in the care of Trivallis, for example, in my region, but also belongs to a private home owner too. We need clarity on this. There is funding available in Scotland, and I am concerned that those suffering because of RAAC are being forgotten by this Government. I would like the opportunity to have a debate in the Senedd in terms of what the Welsh Government is doing to support them.”

Original: “Trefnydd, hoffwn ofyn am ddau ddatganiad, os gwelwch yn dda. Yn gyntaf, hoffwn ofyn am ddatganiad gan yr Ysgrifennydd Cabinet gyda chyfrifoldeb am iechyd. Yn dilyn cyhoeddi'r datganiad ysgrifenedig ddoe ynglŷn â'r her 50 diwrnod i helpu cleifion i adael yr ysbyty ac i wella gofal cymunedol, mae yna gymaint o gwestiynau gan Aelodau ar hyn. Dwi'n meddwl y byddem ni'n hoffi'r cyfle i drafod hyn ar lawr y Senedd, yn enwedig o ystyried yr heriau rydyn ni'n eu clywed o ran awdurdodau lleol. Buaswn i hefyd yn hoffi gofyn am ddatganiad gan yr Ysgrifennydd Cabinet gyda chyfrifoldeb dros dai ynglŷn â RAAC mewn tai preifat.”

  48. “Mae'n bwysig ein bod ni fel Senedd, lle mae cytundeb, yn parhau i gydweithio i fynnu tegwch i Gymru. Ac yn sicr, fe gaiff y Llywodraeth hon ein cefnogaeth ni ym Mhlaid Cymru o ran mynnu'r hyn sy'n ddyledus i Gymru. Gobeithiaf, felly, y gall y Senedd heddiw gefnogi ein gwelliannau ni, a gyrru neges glir i San Steffan fod y Senedd hon eisiau gweld camau pellach yn cael eu cymryd i sicrhau'r adnoddau a'r grym sydd eu hangen arnom er mwyn cyflawni i'n cymunedau.”

  49. “Mae hyn yn rhywbeth sy'n pryderu arweinwyr llywodraeth leol hefyd yn fawr, oherwydd bod nifer o wasanaethau maen nhw'n gyfrifol amdanyn nhw'n cael eu darparu gan y trydydd sector. Mae eglurder ar hyn yn hollbwysig. Da oedd clywed ddoe gan yr Ysgrifennydd Cabinet fod y Llywodraeth hon yn parhau i gytuno â Phlaid Cymru ar yr angen i ddiwygio Barnett, am ddatganoli Ystad y Goron yn llawn i Gymru, ac am sicrhau'r arian sy'n ddyledus i Gymru o ran HS2, ynghyd â diwygiadau eraill sydd eu hangen, megis o ran benthyg. Efallai mai dim ond 14 wythnos mae Llafur wedi bod wrth y llyw yn San Steffan, ond maen nhw wedi cael 14 mlynedd fel gwrthblaid a 25 mlynedd o lywodraethu yma yng Nghymru i sicrhau bod y newidiadau hyn yn cael eu rhoi ar waith, felly rwy'n gobeithio yn fawr y gwelwn hynny'n digwydd, a hynny'n fuan.”

  50. “Mae hyn hefyd wedi dilyn penderfyniad y Llywodraeth hon i leihau rhyddhad ardrethi busnes o 75 y cant i 40 y cant, felly mae yna double whammy yn wynebu busnesau Cymreig o ganlyniad i benderfyniadau Llafur ar ddau begwn yr M4. Mae'n angenrheidiol, felly, fod y Llywodraeth yn asesu effaith posib y codiad mewn yswiriant gwladol ar fusnesau yng Nghymru, ac yn y cyfamser yn edrych pa gefnogaeth gall y Llywodraeth hon ei chynnig yn sgil yr arian ychwanegol. Yr hyn sydd wedi dod yn amlwg hefyd ydy'r effaith ar y trydydd sector. Hoffwn pe bai'r Ysgrifennydd Cabinet, yn ei ymateb heddiw, yn gallu ateb y cwestiynau y gwnes i ac eraill eu holi ddoe ynglŷn â hyn yn benodol, ac os ydy'r Llywodraeth wedi gwneud asesiad o ran effaith hyn ar wasanaethau mae'r trydydd sector yn eu darparu yng Nghymru.”
