“I refer Members to my entry in the Register of Members’ Financial Interests. I echo the concerns of the Union of Shop, Distributive and Allied Workers and the British Independent Retailers Association, which fear that the scrapping of short sentences will only embolden retail criminals. The Secretary of State will know that far too many shop workers face being attacked in shops across the UK, particularly as we approach the festive period. According to the police, there has been a 24% increase in shoplifting in the past year. Can the Secretary of State assure us that the probation service can cope with the expected surge in retail crime, and ensure that those who work in shops will be protected and anyone who attacks them will face the full force of the law?”

“The Minister will be aware that this time last year, almost 5,000 homes of armed forces personnel were affected by black mould and damp, which obviously included many properties that had children in them. A year on, too many of our service personnel and their families still have this problem. No matter whether it is one house or 5,000 houses, can the Minister set out how he is going to tackle this problem quickly? Our armed forces personnel and their families deserve better than what they have been getting to date.”

“It is deeply frustrating to hear the Minister say that round 3 was done by reviewing round 2 projects, which meant the Pencoed level crossing in my constituency was rejected again. That means my constituency has received zero levelling-up funding. There is a wider concern in local authorities across the UK that level 2 rounds, which may not start until the next financial year, will not have continuation of funding into 2026, because the Minister has said that this will potentially all end in 2025. Will he confirm that any project that starts next year from round 2 funding will be funded fully for completion of projects, even if it goes beyond the Minister’s confirmed funding for 2025?”

“The Bridgend food bank and the Baobab Bach food pantry are running out of food. My constituents in Ogmore and those across the Bridgend borough literally cannot afford to pay for the weekly shop. What work is the Secretary of State doing to tackle the significant access-to-food crisis that is impacting constituents in the Bridgend county borough and right across Wales?”

“T5. Although the police data leak in Northern Ireland was caused by human error, it raises wider concerns about cyber-security and data for our public service workers. I have been approached by constituents who work particularly within policing. They would like some reassurance that the Cabinet Office is working with forces across England and Wales to ensure that those types of data breaches do not happen again, and that the Cabinet Office will do more work on securing people’s personal data, particularly when they are working in services such as the police force.”

“Actually, according to the Government’s own figures, three and a half years after the pandemic began, employment is not back to pre-pandemic levels. “I have raised access to food before with the Minister and, in particular, how surplus food and food near its use-by date can be used by organisations such as FareShare. There is still a huge problem right across the country whereby constituents cannot afford to buy food in supermarkets, and are therefore relying on food pantries and food banks for their main shop. To have food security, people must be able to afford food. What more can the Minister do to resolve those issues and ensure that people are not literally starving, or in a position where they cannot afford to buy basic foodstuffs?”

“The Secretary of State will be aware of the announcement last week that has shocked the Bridgend communities about Zimmer Biomet and the suggestion of losing more than 550 jobs. I, along with my Senedd colleagues, have met the Economy Minister, Vaughan Gething. May I ask the Secretary of State to do all he can to make representations to the Business and Trade Secretary to encourage Zimmer Biomet to change its mind and keep the jobs in Bridgend and to grow from Bridgend to ensure that we keep these well-paid, highly skilled jobs into the future?”

“Q5. Hundreds of steelworkers are outside Parliament today, and some are in the Gallery, to call on the Prime Minister to act now to back our vital steel industry before it is too late. Will he confirm today that he will match the ambition of the Labour party, and our international competitors, to deliver competitive energy prices, invest in green steel production, use UK steel in our procurement systems, and protect us from dirty steel imports by introducing climate measures? When will he get on with protecting and supporting the industry?”

“Members of my trade union, the Union of Shop, Distributive and Allied Workers, who submitted claims for a protective award in 2020, after being made redundant without consultation, are still waiting for the employment tribunal to hear their claim. They are owed thousands of pounds in respect of failure to consult before redundancy and it cannot be just that, three years on, they are still no closer to receiving compensation. Will the Minister look into the case, to ensure that their collective claim can be dealt with by the Tribunals Service as soon as possible, because it is not acceptable that it has not been dealt with three years on?”

“Following the question asked by the hon. Member for Kettering (Mr Hollobone), may I press Ministers in relation to HMRC and Department for Work and Pensions phone services? I have constituents who are waiting over an hour to speak to DWP call centre staff, who are then cut off. The pressure is partly caused by more and more people relying on DWP and HMRC services. Having been cut off, they subsequently receive letters saying their benefits have been revoked or they are expected to repay taxes, without having been able to talk to any officials in those call centres. It cannot be right for the Minister to say that it is for those Departments to deal with the problem. The Cabinet Office needs to have a co-ordinating role to resolve these ongoing problems. It is simply not good enough.”

“Universities recently wrote a joint letter to the Secretary of State warning that his budget will force them to cut student places and will have a “fundamental and dangerous impact” on the future of Northern Ireland. “T5. How on earth can the Chancellor begin to understand the worries of ordinary homeowners when it would seem that in 2018 it slipped his mind to declare that he had spent £3.5 million buying seven luxury flats in Southampton as an investment opportunity? Is the reality not that he and the Treasury Front-Bench team are completely out of touch with what homeowners are facing?”

“I appreciate that the Minister is back in post temporarily but he is an experienced former Secretary of State. The initial Bill was introduced in 2022. We have had three Secretaries of State, several U-turns and non-privatisation of Channel 4. The reality is that this Bill is hugely important for the media and television industry. Can the Minister guarantee that the Bill will pass all stages in this House and the other place before the general election? The industry cannot afford to have another Parliament where there is no Media Bill.”

“The Leader of the House will know of the importance of good broadband connectivity for our constituents and the businesses within our constituencies. The new Department for Science, Innovation and Technology has announced a rural connectivity champion. This House has not been given any updates since the Prime Minister announced the new Department of what the champion will do, or indeed what the Department plans to do with its budget to improve connectivity. My deindustrialised Ogmore constituency is full of valleys and rolling hills and also has poor broadband connectivity. Can the Leader of the House find time for the Secretary of State of the new Department or a Minister to come to the House to set out what they will do to tackle the ongoing problems of poor broadband connectivity?”

“It is deeply concerning to hear from Bridgend County Borough Council officers that the Minister’s officials are suggesting that any local authority that was successful in the second round will get no additional funding in the third round. My Ogmore constituency has lost out on all levelling-up funding, despite Department for Transport officials suggesting that the only way I could get a level crossing closure in my constituency was by accessing levelling-up funds. What assurances can the Minister give the officials in Bridgend County Borough Council and my constituents that the much promised levelling-up funding will be delivered to the people of Ogmore? Or is it another case of the Tories misleading the people of Wales?”

“In response to the shadow Leader of the House, the Leader of the House talked about the good news that inflation is coming down, but she forgot to mention that core inflation has gone up and food inflation is running at 20%. The Chancellor said in response to the inflation figures that the Government must do more to bring food inflation down, without setting out what he or the Treasury will do. I have raised the issue of food poverty with the Leader of the House over many months. The fact is that people in my constituency are now running out of the surplus food that they purchase from food pantries, as I am sure are people in her constituency and the constituencies of every Member across the House.”

“The most recent statistics published by the Welsh Government show that almost a quarter of those in the private rented sector in Wales are living in fuel poverty, compared with only 13% of those who own their homes. The reality is that their rents and fuel bills are going up, and the Government seem to be sitting idle and doing nothing to support these people.”

“The Prime Minister before last, two years ago, told the country that Bridgend was going to be one of the great centres of battery manufacturing in this country, if not the world. Of course he meant Blyth, Mr Speaker, which is nowhere near Bridgend. Two years later, following the closure of the Ford factory, the people who worked in it for more than 40 years are still waiting for the UK Government to deliver on much-needed jobs across the M4 corridor. Will the Minister set out what support the Government will be offering and when they will deliver the long-anticipated battery plant for Bridgend?”

“The Leader of the House will be aware that the Department for Transport has confirmed that the Ukrainians who have come here from the conflict need to apply for a new driving licence after 12 months of residency, and they need to complete a practical driving test to confirm that new licence. There are huge backlogs in the testing system, and two of my constituents are concerned that they can no longer use their Ukrainian licence, cannot get a test and risk losing their jobs. Their employers have been on to me, begging for Ministers to intervene to ensure that these people, who have faced so much, can get their licences quickly and keep their jobs.”

“The Minister will know that 14% of veterans in England and Wales are female. In a recent survey, 23% of those veterans said they had suffered sexual harassment in the armed forces, and a further 23% said they had been subject to emotional bullying. That has significantly contributed to post-traumatic stress disorder cases among female veterans. Will the Minister set out what the Government are doing to ensure that these veterans get the best support they can and that they get it while they are serving, so that we can both encourage more women to join the armed forces and meet the Government’s target of 30% of the armed forces being female in the next five years?”

“There are 10 food pantries across my constituency supplying the surplus food from the various main supermarkets for between £5 and £10 per bag. The demand is so great that the volunteers cannot keep up with people doing their weekly shops at these pantries. We now face a new challenge: FareShare, which co-ordinates the surplus food, is running out of surplus food. What is the Minister going to do to start dealing with the huge problem of constituents paying for a week’s food of whatever they can find for £10, which is almost past its sell-by date, but the suppliers are running out? When is he going to get a grip and start dealing with the issues of food poverty in this country?”

“The Minister has answered over and again that the projects will apply solely to England. The last time I checked, Manchester, Crewe and Birmingham were not in Wales. Can the Minister set out the economic benefits for Wales, where no track is being laid? He has given three answers about how Wales’s infrastructure for Network Rail is funded. The reality is that we have 11% of the track but 2% of the funding. The Tories are failing Wales and are investing nothing in Welsh rail infrastructure.”

“A recent report by the Defence Committee raised concerns about the UK’s lack of ammunition reserves. The Committee said that the inability to restock our supplies puts at great risk our own defence, along with our commitments to supporting Ukraine. The Minister will say that the Department is announcing today that there are £2 billion-worth of stockpiles, but he cannot magic up munitions off the shelf—they can take years to be created. What assurance can he provide to me and the House that the shortage will not impact our domestic abilities and our wider commitments to NATO?”

“I welcome the Secretary of State’s support running up to April, but he must accept that the changes that the Government are introducing from April are also bringing about huge amounts of uncertainty for many businesses, including in my constituency of Ogmore. One business is looking at potentially making several hundred of its workforce redundant because it is unable to get guarantees on funding beyond April. Will the Secretary of State meet me to see what work we can do to try to ensure that business is secured, and convince the Chancellor that more support is needed in the Budget for businesses in Wales and across the UK?”

“I thank my hon. Friend and constituency neighbour for giving way, and I congratulate her on securing the debate. She knows my constituency well and mentions the sheer number of banks that have fallen. In my entire constituency, there is now one bank left for 58,000 constituents. Does she agree that one of the pressures is the number of charities that rely on the banking sector? If there are no local branches, it makes it so much harder for charities to undertake their work and use local bank services. There is a real problem around the banking charter that the Government need to address.”

“In the Secretary of State’s first answer, she talked about domestic security and domestic growing, but it is being made clear across broadcast media this morning that the UK Government have refused to give support to greenhouse growers across the winter season, which has added to the shortages we are seeing and the restrictions in supermarkets. Why are the Government refusing to help those farmers, and to ensure that we have domestic food security and do not have these shortages across the supermarkets?”

“The Minister has said in various answers that the ambition has not changed, the policy has not changed and the budget has not changed. The reality is that the sign-off process has changed: the Treasury now signs projects off for his Department because it does not trust the Secretary of State. We are shortly due to move to stage 3 of the levelling-up fund. Stage 2 was a farce; stage 1 was a mess. What assurance can the Minister give that stage 3 will start delivering for some of the most deprived communities, including in my Ogmore constituency, which has had nothing?”

“Can I add the alternative fuel payment to the Leader of the House’s list? She has answered questions over a number of weeks, as have Ministers, about how constituents who are off the grid—particularly those who use oil—will receive the payment through their electricity companies, who will know that they are not on the gas network. I have received a number of complaints from constituents and businesses saying that their electricity companies have no idea that they use oil rather than the gas network for heating. Will the Leader of the House either arrange for a Minister to come to the Dispatch Box to make a statement about how these payments will work practically, or add it to her “Dear colleague” letter so that we can keep our constituents updated and, crucially, get them the money the Government have promised them?”

“The Leader of the House will be aware that, on Tuesday, the Royal British Legion published its report on the first three months of its cost of living payments. It has real concerns that 88% of the grants were for energy top-ups and 90% were issued to people of working age. It is also deeply concerned that veterans living with disabilities or who are carers are falling through the cracks of the schemes. I am aware that there are Defence questions on Monday, but can she find time for the Minister for Veterans’ Affairs to make a statement to the House on the support available for our veterans during the cost of living crisis? I have every confidence that all hon. “My levelling-up bid for a closure and redevelopment in Pencoed was rejected, for the reason that the spend could not be in the 2022-23 financial year. That was despite Department for Transport Ministers saying that this was the only way in which the level crossing issues could be resolved, and despite the Welsh Secretary and the Transport Secretary announcing increased services on this line, which means that the crossing will simply be closed. Yet in the Conservative neighbouring seat of Bridgend, funding is granted to the Porthcawl pavilion. The convenience of this speaks for itself: communities such as mine, which have large levels of deprivation, are ignored and Conservative seats are supported. The Minister needs to get a grip.”

At the end of the month, working with Citizens Advice Cymru, I am hosting a pension credit advice day, contacting pensioners and asking them to ensure that they get what they are entitled to. In that vein, will the Leader of the House make time for a debate—or can we have a Work and Pensions Minister make a statement, either written or at the Dispatch Box—on what more Ministers can do to ensure that pension credit take-up is improved? “The Welsh are never knowingly undersold—two for the price of one. Let me plead with the Minister: as she knows, communities along the M4 corridor still do not have the superfast broadband roll-out. That is not to do with delivery; it is about the companies saying that they are unable to install on streets within three miles of the M4 motorway. I have raised with the Minister many times, from the Dispatch Box and the Back Benches, the fact that communities in my Ogmore constituency have some of the lowest speeds in the whole UK.
