“As Israel has openly declared its intent to continue its illegal occupation and all its illegal practices, we call on the Security Council to act. The Council must adopt measures in line with international law, including its own resolutions, to hold Israel accountable and provide protection to the Palestinian people, including women. Only by ending impunity and achieving accountability can the Palestinian people, including its women, be enabled to finally realize their rights to live in peace, security and dignity. In conclusion, I convey the solidarity of Palestine’s women with all women around the world who struggle against violence and oppression and strive for justice, peace and better lives for themselves, their families, their communities, their nations and our world.”

“All of that is being done for the sole purpose of maintaining the illegal colonial occupation and its subjugation, persecution and domination of the Palestinian people under a system of apartheid. There can be no doubt that the Israeli occupation remains the main obstacle to achieving women’s rights and peace and security in occupied Palestine. The impact is generational, continual and enormous. At its first meeting on the situation in the Middle East, including the Palestinian question, which was held in June, the Informal Expert Group on Women, Peace and Security of the Security Council called on Israel to cease “all measures that affect the physical and psychological well-being and that have an impact on all aspects of the daily lives of Palestinian women living under occupation” (S/2022/557, annex, p. 4).”

“Other forms of such violence and terror include the confiscation and annexation of lands; the construction of settlements and the annexation wall; home demolitions and expulsions; forced displacement; the illegal blockade of the Gaza Strip; and the systematic denial of Palestinians’ basic and inalienable rights, including their fundamental right to return, to self-determination and to live in peace and security. Moreover, Israel targets human rights defenders, including women. “Similarly, we have established a national committee for implementing Security Council resolution 1325 (2000), and with Sustainable Development Goals 5 and 16 in mind we have developed a national action plan for the period from 2020 to 2024 that focuses on the four pillars of prevention and protection, accountability, participation and relief and recovery. “The passage of 25 years since the adoption of the mandate on children and armed conflict has proved that listing and delisting remains the most powerful tool of accountability and an effective deterrent and guarantee of child protection. In that regard, we take note of the Secretary-General’s warning that Israel is to be listed should it repeat its 2021 attacks against Palestinian children in 2022. However, we must reiterate our calls on the Secretary-General to list Israel now for the war crimes it has been methodically and constantly committing against Palestinian children year after year in order to hold Israel fully accountable for its appalling record on child rights. “Since the start of 2022, Israel has killed at least 16 Palestinian children in a pattern of extrajudicial and wilful killings. Such shocking and deplorable facts cannot be ignored. In Masafer Yatta, 1,200 Palestinians are at imminent risk of forced eviction and displacement by the occupying Power. Among them, 580 Palestinian children are threatened with the loss of their homes, access to water, primary health care and schools, in grave breach of international humanitarian law, thus representing a war crime. That scenario repeats itself over and over again in East Jerusalem and the Jordan Valley. An entire nation continues to suffer dispossession, displacement and the denial of rights. As I address the Council today, no Palestinian is safe, no Palestinian child is safe.”

“Even as the Special Representative and others stress the important role of child-protection partners on the ground, civil-society organizations in Palestine, such as Defence for Children International, are labelled terrorist organizations and banned by Israel in attempts to undermine their monitoring, reporting and advocacy, as well as to conceal the facts of Israel’s gross violations of children’s rights in the occupied Palestinian territory. “Since the start of the occupation, an estimated 10,000 Palestinian women have been arrested and/or detained under Israeli military orders. As of September 2019, 43 women remained among the thousands of Palestinians imprisoned or detained by the occupying Power. The majority of women prisoners report being subjected to some form of ill treatment and even torture, including sexual, physical and psychological harassment, intimidation and assault. “We are grateful to all the United Nations agencies that extend support to the Palestinian people, in recognition that UNRWA remains at the fore of upholding that responsibility pending ajust solution to the plight of the refugees, in accordance with General Assembly resolution 194 (III). We completely reject attacks against UNRWA and its programmes, which are recognized globally as providing exemplary humanitarian and development assistance. Attempts to characterize the Agency as part of the problem, when it has done extraordinary work to alleviate the plight of millions and to contribute to regional stability, are cynical, unfair and rejected - not only by us but also by the vast majority of States that continue to strongly support UNRWA's mandate, as we have heard today.”

“Any viable peace agreement must ensure the realization of the Palestinian people's inalienable rights and the independence of a sovereign, contiguous State of Palestine, with East Jerusalem as its capital, living side by side in peace with the State of Israel within secure and internationally recognized borders and based on the pre-1967 lines, as well as a just solution for the Palestine refugees, as per resolution 194 (III) and the Arab Peace Initiative. “We reject the politicization of humanitarian work, as has been egregiously done to the United Nations Relief and Works Agency for Palestine Refugees in the Near East. We call for the empowerment of women and youth in any peace initiative, and we reject attempts to falsely equate the just cause of Palestine with terrorism. We have publicly aligned ourselves with the global front against terrorism. We have never sought to force a solution, as the occupying Power and its supporters do; we have simply sought the law's application to peacefully end the conflict and achieve our rights. That is all we have asked for at every juncture: what we are entitled to as a people, as per the law and not beyond what is legislated in United Nations resolutions.”
