At the outset, I should like to thank everyone for the kind words addressed to the Egyptian presidency during the month of May, and I express our deep gratitude to all members of the Security Council for the support provided to Egypt throughout this month. “I reiterate my delegation's position on the importance of the international community's support in general, and the Security Council's support in particular, for the efforts of the Transitional Government of National Unity to overcome the political, economic and humanitarian challenges facing the country, and for the full implementation the Peace Agreement. In that context, I reiterate the importance of the meticulous targeting and moderation of sanctions regime, given that renewing and expanding sanctions is not the ideal way at the moment to address the conflict, in which we are seeing a rapprochement among the parties. The Council must send positive messages to encourage the initiatives in South Sudan in order to maintain the positive momentum towards a resolution of the conflict.”

I also thank the delegations that made positive contributions to the negotiations and those whose amendments improved the text of the resolution, leading to its unanimous adoption. The negotiations on resolution 2290 (2016) reflected the Council's support for the Transitional Government of National Unity, established in April; for the important efforts of the African Union High Representative for South Sudan, President Alpha Oumar Konare; and for their hopes for the full implementation of the South Sudan Peace Agreement.”

“The direction for the Security Council and the General Assembly in that resolution gives priority to the establishment of a comprehensive political framework for efforts to achieve sustainable peace in which political, security, economic and social dimensions are taken into account. Indeed, we believe the Peacebuilding Commission must serve as the political forum for achieving synergy among the United Nations efforts. Egypt is prepared to cooperate with the peoples and Governments of the Sahel through the programmes implemented by the Egyptian Agency of Partnership for Development, which builds national capacities in various fields based on the principles of partnership and national ownership. “Therefore, Egypt calls for UNOWAS to ensure that future reports provide a vision for the implementation of the Strategy in the Sahel, including figures, statistics and time frames for the implementation of programmes and activities. How did the Office respond to national priorities and the needs of the peoples of the region? That would help the Security Council be aware of the level of implementation and its shortcomings. Resolution 2282 (2016), on the review of the United Nations Peacebuilding Architecture, adopted on 27 April, was an excellent addition to the efforts to implement the United Nations Integrated Strategy for the Sahel.”

“We also believe that future efforts to implement the Strategy must be sufficiently flexible to adapt to variables and escalating challenges in the African Sahel, especially the challenges related to climate change, environmental deterioration and the spread of terrorist ideologies and organized crime throughout the region. “Therefore, Egypt agreed with the Secretary-General's proposal in January of this year to merge the Office of the Special Envoy of the Secretary-General for the Sahel with the United Nations Office for West Africa and the Sahel (UNOWAS) in order to maximize the logistical and human resources available and to find the means to achieve a true qualitative leap in the implementation of the Strategy, while concentrating on improving the national capacities of Sahel States. We therefore believe that the review of the Strategy is of utmost importance in order to identify what progress has been achieved and the shortcomings in its implementation. We must identify the obstacles to implementation, both nationally and regionally.”

“In confronting these varied challenges, international, regional and national efforts must be concerted and coordinated so as to prevent criminal and terrorist armed groups from exploiting any weaknesses in the region. Undoubtedly, the Security Council is in dire need of such a comprehensive vision, and it must undertake an in-depth analysis to identify the root causes of the conflicts we are dealing with. “The International Criminal Court must respect international norms and the principle of complementarity between the competence of national jurisdiction and that of the ICC. The Court's efforts must be seen in the context of the broader framework required by the international community to bring terrorists to justice and to ensure that there is no impunity for the horrendous crimes that they are perpetrating. We welcome the cooperation and assistance that the Office of the Libyan Prosecutor General is giving to the Prosecutor of the ICC, particularly with regard to the submission of information and evidence, as well as the ongoing implementation of the memorandum of understanding, concluded in November 2013, on burden-sharing in investigations into the former members of the Al-Qadhafi Government and bringing them to justice.”

“Secondly, there is a need to stop all crimes oftorture and inhumane acts being committed in Libya. The international community must help the Government of National Accord to design a global strategy to address the vicious crimes that have been committed in Libya. The Libyan authorities must be assisted so that they can be in a position to deliver justice to the victims. Therefore, the Government must be given the necessary tools and the Security Council's resolutions, particularly resolution 2214 (2015), must be implemented. Egypt notes that the Office of the Prosecutor intends to broaden investigations to cover the crimes committed by Da'esh and Ansar Al-Sharia. States must assume the primary responsibility to investigate their citizens who have joined terrorist militias in Libya, including Da'esh, and to bring them to justice.”

At the outset, I would like to thank Ms. Fatou Bensouda, Prosecutor of the International Criminal Court (ICC), for presenting her eleventh report to the Security Council pursuant to resolution 1970 (2011). The report notes several challenges and includes many important observations with regard to the functioning of the Court and the situation in Libya. I would like to make the following comments in that regard. Firs, the Libyan Government must cooperate with the International Criminal Court and surrender Saif Al-Islam Al-Qadhafi to the Court, and all manner of assistance must be given to the Libyan Government to ensure that it is in a position to honour its commitments with regard to the Court in that regard.”

“Staffan de Mistura's efforts there, developments in the Middle East peace process, the increased attention that could be given to the French initiative and the role that the Egypt and the United States Ambassadors could play to bring the parties back to the negotiating table, as well as the importance of finding consensus on some of the main issues that would allow for the launching of negotiations, including the establishment of two States on the basis of the 1967 borders. We also discussed the situation in Libya and the need to strengthen the country's institutions and win the confidence of the Libyan people so that they can achieve their ambitions and work to coordinate the efforts to fight ISIL under a unified joint command. “To achieve stability, the country needs to put an end to competition among Libyan factions, resolve the impasse between the Presidential Council and the House of Representatives, and fight the Islamic State in Iraq and the Levant (ISIL) on Libyan territory through a common military command. Also addressed were issues related to refugee crises, including the need to protect their rights and counter the Islamophobia and xenophobia facing Arab countries and the world at large. The meeting also discussed the need to coordinate international efforts with those of countries in the Arab region to create the conditions for Israel to come to the negotiating table to reach an agreement on the basis of the l967 borders, with all parties renouncing violence, and addressing the humanitarian needs of the Palestinian people.”

“The Arab League is an important regional organization that could play a significant role in addressing the many topics of common interest between it and the Security Council, with a view to coordinating our positions and becoming more responsive to the challenges that the Arab region is facing, foremost among which are terrorism and the way forward in the Middle East peace process. “The Security Council visit culminated in a key meeting to address the efforts made by certain circles within the United Nations to resolve the humanitarian crisis in Somalia, the difficulty of humanitarian workers gaining access to all areas that are in need ofassistance, and the challenges resulting from the increase in recruitment of children by the Al-Shabaab movement. We reviewed the lack of favourable conditions for the resettlement of thousands of Somali refugees and the unavailability of clear information on the presence of terrorist elements inside refugee camps. During our visit to Africa, I was honoured to accompany the Council to Cairo.”

“The visit to Nairobi also included a meeting with high-level ministerial officials at which discussions took place on logistics and on AMISOM's needs in terms of helicopters and other means of transportation and equipment, on the need to increase the Mission's strength and adjust its mandate accordingly, and on closing the budget gap that resulted from the reduced financing that the Mission has been receiving. We also discussed the security challenges posed by the presence of large numbers of Somali refugees in Kenya and addressed accusations that these refugees have been taking part in terrorist activities. “The AU has developed a road map for 2016-2020 that aims at enhancing coordination among all components of the African Peace and Security Architecture and the regional and subregional mechanisms. The road map is designed to ensure their effective engagement at the earliest signs of conflict, from the management and settlement of conflicts and all the way to the peacebuilding and reconstruction phases. In line with those important developments at the level of Africa and in the broader context of the United Nations, the three reviews - on the United Nations peacebuilding architecture, peacekeeping operations and the implementation of resolution 1325 (2000), on women and peace and security - came to encompass all the changes in the nature and scope of conflicts and international crises.”

“Over the past decade, in cooperation with different partners, at the forefront of which is the United Nations, the African Union has gone a long way towards building the components of the African Peace and Security Architecture, both at regional and subregional levels. It has also built the necessary capacities to operationalize it. This is a full-fledged Architecture, which includes prevention mechanisms, mediation, the management and settlement of crises, as well as reconstruction and development for peacebuilding and preventing post- conflict countries from relapsing into violence. It is in line with the African Union's endeavours to ensure a continent free from conflicts and in which everyone enjoys peace and stability, which is also one ofthe main objectives of the ambitious Vision Africa 2063.”

“They are therefore capable of playing vital roles in mediation and sponsoring the political operations aimed at the peaceful settlement of conflicts. In addition, regional organizations are always ready to deploy peacekeeping operations in the early stages. The role played by the African Union and other African subregional organizations in Somalia, Mali, the Central African Republic and other countries is the best proof that the continent is ready to assume the heavy burden of bringing peace and security to African countries. They are also upholding the principle of African solutions to African problems.”
