“Particular challenges in that regard are the actions of lone gunmen, as with the Fort Lauderdale attack of January 2017; mass-casualty explosive devices, as with the 2016 attacks carried out in Brussels and Istanbul; and attacks involving improvised explosive devices (IEDs) carried by passengers. The use of information and communications technologies for malicious purposes and the potential vulnerability of aircraft and airport information technology systems also require our urgent attention. Allow me to make a few brief proposals for further action by the Council and the Committee aimed at addressing the terrorist threat to civil aviation. The Council and the CTC should intensify their efforts to raise awareness of and promote the SARPs and the guidance material developed by ICAO.”

“Resolution 2178 (2014), adopted in 2014, requires Member States to ensure that airlines operating in their territories provide an API in order to detect the departure from their territories, or attempted entry into or transit through their territories, of individuals designated by the ISIL (Da'esh) and Al-Qaida sanctions committees. I should note that CTED is involved in the project of the United Nations Counter-Terrorism Centre to help Member States establish API systems. The project includes regional workshops, capacity-building consultations and the development of a national API implementation road map. A further major concern is the lack of protection in landside airport areas. Unlike security-restricted areas, landside areas are accessible to the public and often managed by a broad range of agencies.”

“Many States also lack access to the relevant databases, including those of INTERPOL and the sanctions lists of the Monitoring Group of the Committee pursuant to resolutions 1267 (1999), 1989 (2011) and 2253 (2015) concerning the Islamic State in Iraq and the Levant (Da'esh), Al-Qaida and associated individuals, groups, undertakings and entities. Moreover, as CTED's assessment and analysis work reveals, only 57 States have introduced an advance passenger information (API) system. The low level of API implementation represents a major security gap.”

“Member States are often not sufficiently engaged in dialogue with all the relevant actors involved in the implementation of aviation-security measures. Many fail to perceive the need to adopt a risk-based approach and apply a common methodology to assess the risk. In that regard, Member States can avail themselves of the risk context statement provided by ICAO. However, there remains a need to strengthen mechanisms for the sharing of threat information at the international and national levels, including by frontline aviation security staff, who often lack access to critical information or the knowledge and expertise required to handle and act on such information.”

“In a global environment marked by a number of new and emerging terrorist threats and rapid technological change, we must encourage and support all Member States to continue strengthening implementation of good aviation practices, in particular those set forth in paragraph 6 of resolution 2309 (2016). Those practices include enhancing screening and security checks, ensuring appropriate resources and effective quality controls, and promoting an effective security culture. It cannot be stressed enough that gaps in basic aviation-security measures result in vulnerabilities that can easily be exploited and circumvented by terrorists. New, updated and revised guidance materials developed by ICAO should be fully used, and threat and risk assessment methodologies should be regularly updated and amended.”

“It does so notably through the assessment visits conducted to Member States on the Committee's behalf, through its analyses and through its identification of gaps, challenges, trends and good practices. Whenever possible, ICAO takes part in the Committee's country visits, while playing a vital role in the evaluation of aviation-security measures. The visits and the resulting recommendations made to the Committee are thereby in full compliance with ICAO's work and audits. As the Committee's assessments and analyses make clear, many States lack the capacities and resources required to implement effective measures to strengthen civil aviation security.”

“I also welcome the current initiative of the Counter-Terrorism Committee Executive Directorate (CTED) and ICAO to enter into a formal cooperation agreement aimed at further harmonizing and strengthening their long-standing partnership. ICAO, of course, plays a central role in developing and monitoring international aviation security standards. CTED plays a central role in supporting and implementing the policy decisions of the Counter- Terrorism Committee (CTC) and the Council in assisting them to define the international counter- terrorism agenda and assessing States' efforts to prevent and counter terrorism, including in relation to civil aviation.”

“However, we must work together urgently to further strengthen Member States' implementation of the obligations and commitments aimed at addressing the threat. In doing so, we must work together to assist those States that lack the capacity to do so effectively. Resolution 2309 (2016), adopted in September last year, outlines a number of priority steps to be taken by Member States to strengthen their implementation of ICAO's security-related Standards and Recommended Practices (SARPs). Like the resolution, ICAO's new global aviation security plan also calls on States to strengthen coordination and cooperation among relevant national departments and agencies. “In my capacity as Chair of the Committee established pursuant to resolution 1373 (2001) concerning counter-terrorism, I have the honour to brief the Council, together with Ms. Fang Liu, Secretary General of the International Civil Aviation Organization (ICAO), on the outcomes of the Committee's special meeting on terrorist threats to civil aviation. The special meeting was held at Headquarters on 7 July, as requested by the Council in resolution 2309 (2016). It is clear that the global and interconnected nature of the international civil aviation industry exposes States Members of all regions to potential terrorist attacks. Attacks against international civil aviation cause substantial loss of life, economic damage and disruption. There is a growing awareness of the global terrorist threat to civil aviation.”

“We demand that all the perpetrators and their supporters be brought to justice and that they do not enjoy impunity. In that context, we would like to note that, despite the achievements by the Multinational Joint Task Force in combating Boko Haram, the Force still needs more support from the international community in restoring stability in the Lake Chad region. We urge all the international and regional partners concerned to provide more support to the Task Force at every level, including equipment, training, logistics and capacity- building. We call on international partners to make good on the commitments they announced at the donor conference held in Addis Ababa on 1 February 2016 with regard to launching an African fund to support the Multinational Joint Task Force.”

“That is why we call on donors to honour the commitments they undertook in Oslo early this year to avoid a full-blown humanitarian disaster. We call on the various international and regional humanitarian organizations to redouble their efforts to address and combat the crisis. We are also deeply grateful to the Secretary-General, who has spared no effort to raise early awareness of the signs of this crisis this year and to mobilize the funding needed to address it. We strongly condemn any act that violates human rights, including barbaric actions by Boko Haram against the civilian population of the States in the Lake Chad region, and especially Violations against women and girls, and the devastation wrought on schools, hospitals and Nigeria's medical and educational infrastructure in general.”

“Significant national efforts have also been made, particularly in the legal sphere, where there is greater cooperation and where measures are being taken to respect human rights, to allow refugees to return to their homes and to free many young women kidnapped by Boko Haram. The States of the region are today a model to be emulated. Indeed, the humanitarian crisis is being managed diligently and humanitarian aid has reached the affected regions rather seamlessly. Additionally, significant financial contributions have been made to the region, primarily to benefit refugees. Nevertheless, we are concerned about the humanitarian crisis in north- eastern Nigeria, where 5.2 million people are affected by a humanitarian crisis that today is looking very much like a famine.”

“Mr. Aboulatta (Egypt) (spoke in Arabic): I am delighted, at the outset, to thank the Under-Secretary- General for the briefing pursuant to resolution 2349 (2017). I also wish to thank the Secretary-General for his report (S/2017/764) and Ms. Imam for her briefing. The Lake Chad basin region has witnessed genuine progress in the fight against terrorist group Boko Haram. First of all, many regions have been recovered by Nigerian so Boko Haram no longer has such a strong hold over so much territory, and many members of Boko Haram have also been arrested. We commend the efforts of the States of the region to overcome their challenges despite their lack of resources. They are clearly taking this multidimensional crisis seriously, and we are seeing greater cooperation among them.”

I also wish to stress the importance of implementing the principle of sustaining peace and of integrating it into the various facets of AU work. “In that regard, South Africa welcomes the appointment by Secretary-General Antonio Guterres of the first United Nations Victims' Rights Advocate, which aims at addressing accusations of sexual exploitation by international peacekeepers. In conclusion, the idea of peacebuilding is strongly based on the understanding that peace cannot exist without development and that development cannot thrive without peace and stability. We believe that notion should underpin the approach of the United Nations to fulfilling its central mandate of the maintenance of international peace and security, which is strongly dependent upon a prosperous and peaceful Africa. “At the same time, my delegation reiterates its call for the use of United Nations-assessed contributions to secure predictable, sustainable and flexible financing for AU-led peace-support operations authorized by the Security Council. Adequate gender representation within the United Nations peacekeeping structures should continue to be an important objective in our search for more effective and efficient peacebuilding processes. The need for women peacekeepers is more urgent than ever, as women are often better placed to carry out a number of crucial peacekeeping tasks, especially with regard to allegations of sexual abuse and exploitation and providing safe environments for women to voice their safety and security concerns.”

“The African Union and the continent's subregional organizations have deployed a great deal of effort to develop and operationalize the African Standby Force and its rapid deployment capacity, which will impact directly on the process of peacebuilding and sustainable peace. The recent implementation of the joint United Nations-AU Framework for Enhanced Partnerships in Peace and Security reflects the AU's commitment to the framework's four key action areas, namely, first, prevention and mediating conflict and sustaining peace; secondly, responding to conflict; thirdly, addressing root causes; and, fourthly, the continuous review and enhancement of the partnership.”

“The promotion of a culture of prevention to stop conflicts before they occur complements the objective of the African Union (AU) to elevate the critical importance of preventive diplomacy. Given the excessive cost and limited success of conflict management, a shift is required to focus more on pre-emptive action that will allow for sustainable peace and an environment within which reconciliation and institution-building can thrive. In essence, the United Nations must move away from managing conflict towards laying the necessary groundwork for an inclusive dialogue, peaceful transition and long-term sustainable peace. The African Union's Peace and Security Architecture focuses on conflict prevention, conflict management and peacebuilding, which are all fundamental to the AU's aspiration of silencing the guns by 2020.”

“More emphasis on conflict prevention means recognizing the primacy of politics in the pacific settlement of disputes. The relevance of investing in structures such as early-warning systems, instead of reacting to outbreaks of violence, is pertinent. The full implementation of the resolutions will result in less emphasis on militarized responses to conflicts in Africa and elsewhere. Instead, it will promote more political engagement, which we believe will result in effective peacebuilding. Together with the Slovak Republic, South Africa co-chairs the United Nations Group of Friends on Security Sector Reform. It is within the milieu of sustaining peace that we have experienced how relevant and complimentary such reform has become, taking into consideration the Secretary-General's emphasis on preventative approaches to sustaining peace.”

“Those parallel resolutions on sustaining peace are regarded as a comprehensive statement on the role of the United Nations in peacebuilding and prevention, and are directly linked to efforts towards peace and security, human rights and sustainable development. Furthermore, the resolutions stress the fact that there is a conceptual shift from peacebuilding to sustaining peace, which is both transformative and forward thinking. In practical terms, peacebuilding is no longer restricted to post-conflict situations, but applies to all phases - before the conflict, during the conflict and at the cessation of a conflict. In essence, the resolutions are the first to explicitly link peacebuilding and prevention, and they underscore the essential role that sustaining peace plays.”

Mr. Mminele (South Africa) My delegation would like to congratulate you, Mr. President, and the Arabic Republic of Egypt for your leadership of the Security Council during the past month. The debate on the theme "United Nations peacekeeping operations: their potential contribution to the overarching goal of sustaining peace" is important and timely. My delegation aligns itself with the statement made by the representative of the Bolivarian Republic of Venezuela on behalf of the Movement of Non-Aligned Countries. In April 2016, the Security Council and the General Assembly adopted ground-breaking parallel resolutions on the review of the peacebuilding architecture.”
