10. “Furthermore, in accordance with resolution 2254 (2015), my country calls on the Syrian parties to create the conditions necessary to enable refugees and displaced persons to return voluntarily and in dignity and safety to their home areas and to enable conflict-affected areas to recover. Cote d'Ivoire endorses the appeal made in Istanbul on 27 and 28 October during the quadrilateral summit for the effective establishment of a constitutional committee and for drafting a new constitution by late 2018. In that regard, cote d'Ivoire welcomes the most recent Geneva meeting on the implementation on an inclusive and credible constitutional committee.”

11. “The principles of justice and accountability should also be applied by all parties to the conflict as a necessary step in the search for achieving peaceful coexistence among all Syrian people of all creeds and communities. My delegation is concerned about the announcement by the Turkish President on 12 December ofthe launching ofa new offensive in Syria against the Kurdish People's Protection Units, which Ankara considers a separatist terrorist organization. Cote d'Ivoire therefore calls on the Turkish authorities to prioritize negotiations so as to avoid a new outbreak of violence that would lead to massive displacement of people and exacerbate the already alarming humanitarian situation.”

12. “I also call on all parties to the conflict to implement the agreement providing for a demilitarized zone in Idlib governorate, which was signed 17 September in Sochi under the auspices of the Russian Federation and Turkey. Moreover, Cote d'Ivoire welcomes the progress made within the framework of the pilot project prepared by the working group established by the Astana process and the United Nations, which aims at investigating the fate of missing persons and releasing those detained. That progress, which included the exchange of prisoners between the Syrian Government and armed groups in the northern part of Syria on 24 November, constitutes a decisive step towards building confidence among the parties to the conflict.”

I would like once again to congratulate Mr. Staffan de Mistura for his excellent briefing on the political process in the Syrian Arab Republic. We welcome the holding of the eleventh meeting of the Astana process on the settlement ofthe Syrian crisis, which took place on 28 and 29 November in Astana. My country welcomes the joint statement issued at the end of that meeting, which stressed the need "to intensify consultations at all levels to help the Syrian people to return to a normal life and preserve the territorial integrity of Syria". The declaration further reaffirmed, "the commitment to the sovereignty, independence and territorial integrity of the Syrian Arab Republic, as well as respect for the principles of the Charter of the United Nations".”

My delegation congratulates Mr. Jean-Pierre Lacroix for his excellent briefing on the situation at the border between Israel and Lebanon. Cote d'Ivoire remains particularly concerned about the recent discovery of tunnels along the Blue Line, the demarcation line between Israel and Lebanon. The discovery of four Hizbullah tunnels could exacerbate tensions between the two countries and hinder the full implementation of resolution 1701 (2006), of 11 August 2006. The relative calm in that area raised hopes for improved relations between Israel and Lebanon.”

22. “Regarding the human rights situation, we are pleased with the significant drop in human rights Violations and acts of Violence by the parties to the conflict since the signing ofthe Revitalized Agreement. However, we strongly condemn the continuing sexual and gender-based Violence against women and girls and the recruitment and use of child soldiers by parties to the conflict. We urge the South Sudanese leaders to implement the principle of accountability in order to bring the perpetrators of such acts before the appropriate courts. We therefore call for the Hybrid Court for South Sudan to be established as soon as possible, in accordance with the terms of the Revitalized Agreement.”

23. “Despite repeated appeals from the international community, humanitarian workers continue to be victims of violence, assault and detention in the exercise of their duties, among other things. C6te d'Ivoire firmly condemns all acts ofviolence against humanitarian workers and the looting of their equipment and once again calls on the South Sudanese parties to create a safe environment that is conducive to the provision of humanitarian assistance and the safe and dignified return of displaced persons to their areas of origin. 24. “My delegation also welcomes the multifaceted engagement of the member countries of the Intergovernmental Authority on Development (IGAD) in resolving the conflict in South Sudan. We urge the leadership of IGAD and the United Nations to rapidly deploy the UNMISS Regional Protection Force to ensure the protection of civilian populations. Cote d'Ivoire remains concerned about the humanitarian situation in South Sudan, where there are large numbers of internally displaced persons and refugees, food insecurity issues and health risks related to the outbreak of the Ebola virus in the Democratic Republic of the Congo. The situation is aggravated by continuing deliberate efforts to obstruct humanitarian assistance throughout the country.”

25. “On the security front, we welcome the ceasefire that is being maintained in some parts of the country, as the report of the Secretary-General (S/2018/1103) so rightly emphasizes. We also welcome in that regard the confidence-building measures introduced by the Government of South Sudan and the opposition groups following the signing of the Agreement. My delegation urges both parties to work to consolidate that peaceful and Virtuous attitude so that peace and stability can be restored to the regions still affected by armed clashes and intercommunal violence. In that context, Cote d'Ivoire believes that the process of national dialogue, the unification of the South Sudanese army and the implementation of terms relating to security arrangements will make a major contribution to the gradual improvement of the situation throughout the country.”

My country welcomes and encourages the mediation conducted by the Egyptian authorities under the supervision of the United Nations. That support will allow it to efficiently carry out its mission of providing assistance to more than 5 million refugees whose needs are constantly increasing. The end of the humanitarian crisis is highly dependent upon a settlement of the political and military crisis that has pitted Palestinians against Israelis for several decades. Hence the need to put an end to the cycle of deadly violence and repression. 35. “The Israeli-Palestinian crisis carries with great risk of deterioration to the socioeconomic and humanitarian situation in the region. Many reports from United Nations agencies indicate that unemployment has reached 27 per cent, the highest in the world. According to those reports, the state of health of Palestinians is deteriorating and a significant proportion of the population does not have access to drinking water or electricity, despite the substantial assistance provided by some States in the region, in particular Qatar. Given the seriousness of the situation, C6te d'Ivoire reiterates its urgent call for a general mobilization and collective responsibility on the part of the members of the Council so that significant humanitarian and financial assistance is provided to the populations in distress.”

36. “That is why we believe, in accordance with international consensus, that the status of the city of Jerusalem must be determined following peace negotiations between Israelis and Palestinians. Cote d'Ivoire can, under no circumstances, approve the policies of settlement expansion and intensive reconstruction that have thrown entire Palestinian families into complete disarray, which threatens the urgent need to restore dialogue in the quest for lasting peace in the region. We therefore call for stringent compliance with the provisions of resolution 2334 (2016) and call on the various parties to exercise restraint and urge them to refrain from unilateral actions that could irrevocably compromise the chances ofa peaceful settlement to the conflict.”

That decision takes place in the context of a stalemate in the negotiations led by Mrs. Federica Mogherini, High Representative of the European Union for Foreign Affairs and Security Policy, with a view to normalizing relations between Serbia and Kosovo. 46. “With the transition in Darfur from a peacekeeping operation to a peacebuilding mission now a priority, it is essential for the Government of the Sudan, the international community and the various United Nations entities to work closely and constructively to ensure a successful transition, in accordance with the recommendations of the Secretary-General in his report of 12 October (S/2018/9l2). In conclusion, Cote d'Ivoire, a State party to the Rome Statute, commends the high quality of work carried out by the International Criminal Court and reaffirms its unwavering support for the Office of the Prosecutor in its efforts to combat impunity. 47. “In that regard, Cote d'Ivoire reiterates its appreciation to the International Criminal Court for its efforts to promote justice and combat impunity for crimes committed in Darfur. My delegation therefore calls on the Sudanese authorities to engage in constructive cooperation with the Office of the Prosecutor in order to address its concerns. Despite the efforts of the Sudanese Government to restore State authority throughout Darfur, weak institutional capacity and the lack of financial resources have an adverse impact on rule-of-law, justice and security institutions. Therefore, in accordance with resolution 1593 (2005) and other relevant Security Council resolutions, Cote d'Ivoire encourages the international community to support efforts to establish the rule of law and build the capacity of the Sudan's legal and judicial institutions.”

48. “My delegation therefore encourages the Sudanese Government to build on those gains and engage resolutely in finding solutions to the root causes of the crisis, in order to restore peace and stability to the region and prevent a recurrence of the conflict. Despite the considerable progress made, my country notes with concern the allegations of sexual and gender-based violence against women, as well as those related to human rights violations in Darfur. Driven by its recent experience and firm commitment to respect for human rights, C6te d'Ivoire maintains that the fight against impunity provides important leverage for the national reconciliation process. We also believe that lasting peace in Darfur remains dependent upon holding accountable those guilty of serious crimes and human rights Violations.”

49. “I shall now make a statement in my capacity as the representative of Cote d'Ivoire. I thank Ms. Fatou Bensouda, Prosecutor of the International Criminal Court, for her briefing on the twenty-eighth report on the work of the Court on the situation in Darfur, pursuant to resolution 1593 (2005). Cote d'Ivoire welcomes the gradual improvement of security conditions in Darfur, after several years of conflict. We also welcome the decrease in the level of violence against civilians, as mentioned in the report presented by the Prosecutor. The improvement in the situation is the result of the good collaboration between the Government of the Sudan and the African Union-United Nations Hybrid Operation in Darfur.”
