12. “My delegation voted in favour of renewing for one year the mechanism for the delivery of cross-border humanitarian aid, which expires on 10 January 2019. For the fourth consecutive year, that allows the United Nations and its partners to continue their humanitarian assistance work despite the many challenges. We thank Kuwait and Sweden for their work in that regard. Cote d'Ivoire emphasizes the fact that all parties to the conflict have the obligation to respect international humanitarian law and human rights, including the responsibility to protect civilians. 13. “This new military escalation, following allegations of the use of chemical weapons in Aleppo by armed groups, is an impediment to the ongoing peace process and threatens the lives and well- being of millions of civilians living in the region. My delegation would like to remind all stakeholders of their responsibilities to ensure safe, prompt, unimpeded and sustainable access for humanitarian assistance to persons in distress throughout the Syrian territory. In that regard, we welcome the arrival of a United Nations and Syrian Arab Red Crescent humanitarian convoy at the Rukban displaced persons camp on 3 November after a lO-month interruption. The difficulties identified demonstrate the need for a participatory and inclusive regional cooperation strategy for all components ofthe populations concerned in order to provide an appropriate response to the challenges facing the region.”

34. “However, we fear that the absence of the Government of Burundi and certain political actors at the fifth session of the inter-Burundian talks, held from 24 to 29 October in Arusha, will contribute to relaunching the stalemate in the political process. Therefore, my delegation encourages the international community, the African Union and the Community of East African States to continue in their efforts for peace and stability in Burundi towards the holding of peaceful elections in 2020. The security situation in the Lake Chad basin is also a source of concern to my delegation in view of the continuing threat posed by Boko Haram, whose criminal and terrorist activities have disastrous consequences for civilian populations, particularly children, women and girls in Cameroon, Chad and the Niger.”

45. “The restoration and strengthening of the capacities of our police, judicial and correctional institutions were major achievements in the cooperation between my country's Government and the United Nations Operation in C6te d'Ivoire, and were among the factors that led to the universally recognized success of United Nations action in my country. In our desire to share the many lessons learned in its 13-year experience of peacekeeping, Cote d'Ivoire has therefore undertaken the crucial task of helping to ensure that this project comes to fruition. 49. “To that end, my delegation urges the Government of Haiti to fully cooperate with the United Nations for the success of the priority tasks identified in advance in order to create the conditions for a successful, smooth and effective transition without a United Nations peacekeeping presence. It calls on the international community to support the Haitian Government in achieving the objectives of the 2030 Agenda for Sustainable Development and to support it in the implementation of the 2018 humanitarian response plan. 50. “With regard to the MINUJUSTH exit and transition strategy, my delegation welcomes the Mission's support for Haitian Government institutions in the areas of justice, human rights and security. It also welcomes the outstanding work done by MINUJUSTH in combating violence and sexual exploitation. We are particularly pleased by the progress made in the implementation of the Mission's mandate, in line with the previously defined objectives. However, we remain concerned about the report's conclusions with regard to the difficulties encountered in improving the benchmarks.”
