“Almost all Members of the Organization have strongly supported the JCPOA and loudly voiced their rejection of the illegal unilateral sanctions that is a clear violation of resolution 2231 (2015). Consequently, the Council should hold the United States accountable for reimposing such sanctions and demand that it end their application. That would also would be in line with the obligation imposed on the United States by the International Court of Justice order issued unanimously on 3 October, which is a clear testament to the illegality ofthe United States sanctions. I would also like to clarify that our legal and technical observations on the report of the Secretary- General are contained in a letter that I sent to you yesterday, Mr. President, which also covers our views on issues that I did not address in my remarks today.”

“Today, in addition to transferring ISIS elements to Afghanistan and Central Asian countries, the United States has extended its sponsorship of terrorism to a vicious terrorist cult, the Mujahideen-e-Khalq, that has murdered more than 17,000 Iranians - including children, women, girls, officials and other ordinary people and many Iraqis, and whose leaders currently cosy up to the highest political figures in Washington, DC, to destabilize Iran through terrorist activities. Here, I would like to stress that according to the Charter of the United Nations, the Council represents all Member States and that its decisions should therefore also echo their views.”

“Who can also forget the United States role - as openly confessed by its President during his campaign 4 in creating the ugliest face of terrorism, the monstrous Islamic State in Iraq and the Sham (ISIS)? If not for Iran's support and help, the black flag of ISIS would still be flying around the Middle East. Our neighbours have repeatedly acknowledged Iran's role in fighting and defeating Da'esh in their countries. In reaction to Iran's prominent role in fighting terrorist groups in Syria and Iraq, such groups have conducted a few terrorist attacks in Iran in 2017 and 2018, including in our Parliament.”

“Most such restrictions continue. We have paid a very high price to save our territory from the aggressors and to ensure the security of our borders and citizens. Those days have long passed. Living in such a volatile region as the Middle East, our Government will not and cannot compromise on its security and its conventional defensive capability, as no other country does. Describing Iran as a source of regional threat is nothing but a shifting of blame in order to sell more American "beautiful weapons" - as the United States President calls them. Conflicts, insecurity and instability in our region have two main sources: the occupation of Palestine by Israel and America's interventions and massive military build-up in the region.”

“Moreover, no one can ignore the consistent tremendous threats Iran continues to face from the United States itself, in particular through its outdated mantra of "all options are on the table" - which amounts to a military threat. They are dreaming wishfully to bring us back to those days when Saddam's planes bombed an Iranian city for 105 minutes - the longest aerial assault since the Second World War - killing and injuring over 1,000 civilians. They also wish to bring us back to those days when Saddam rained missiles on our cities - some of them carrying chemical components provided by the United States - and Iran was actively prevented from purchasing even the most rudimentary means of self- defence to at least deter the aggressor. No one should be surprised that they even prevented the export of barbed wire to Iran.”

“Here, I draw the Council's attention to the interpretation of relevant paragraphs of the resolution by the United States Special Envoy for Iran, who says that the resolution "simply" and "kindly" calls upon Iran not to undertake certain activity. He then concludes that the resolution's language is "hardly a clear and enforceable prohibition". Iran's ballistic missile programme is designed to be exclusively capable of delivering conventional warheads required to deter foreign threats. While the Americans argue that Iran's security concerns are entirely self-generated, and also hypocritically state that Iran faces no natural threat from Israel, as recently as three months ago Israel's Prime Minister threatened Iran even with nuclear annihilation. That was definitely a wishful dream.”

“Does the weaponizing of food and medicine against civilians have any other designation than as a crime against humanity? Is the disruption of free trade and the application of United States national laws to other nations, thereby disrespecting their sovereignty, not a clear manifestation of economic terrorism? The international community should stand against American bullying policies and the United States authorities should be held to account for ordering, committing and enforcing such horrible crimes. Through fabrication, disinformation and invoking irrelevant criteria, the United States tries to create ambiguity and confusion in order to misinterpret the resolution with regard to Iran's missile launches.”

“They prevent even the import of basic foodstuffs, medicine and medical devices to Iran. Unlike the United States declaration, in practice there are no exceptions or exemptions for importing such needs. Now they argue that banks do not have confidence in Iran's banking system to facilitate those transactions. "That is Iran's problem," they say. "It is not our problem." Is this not ironic and disgraceful? How come they had confidence to Iran's banking system until weeks ago, and suddenly and for no reason lost their confidence? In fact, they avoid such transactions because they are intimidated and threatened by a bullying and irresponsible State. On 7 November, the United States Secretary of State threatened all Iranians with mass starvation. He said that the Iranian "leadership has to make a decision that they want their people to eat".”

“And yet, the United States finds the audacity to hijack the Council in order to intensify its hostilities against Iran. We have not forgotten the days when the United States rendered the Council ineffective in preventing Saddam's aggression, stopping the use of chemical weapons against Iranians, and addressing the attack on an Iranian civil aircraft over the Persian Gulf by American forces, killing all 290 people on board, including 66 children. Rather than allowing the United States to repeat such abusive patterns, the Council should strongly condemn the United States for reimposing its illegal sanctions against Iranians in violation of the Charter of the United Nations and international law. These sanctions only harm the ordinary and, more importantly, vulnerable people of Iran, such as women, children, the elderly and patients.”

“Nevertheless, as soon as the sanctions came to an end with the conclusion of the JCPOA, and the IAEA repeatedly confirmed Iran's full compliance with its commitments, the United States withdrew from the JCPOA, violated resolution 2231 (2015), reimposed its illegal sanctions and started punishing States that abide by the resolution. Such policies and practices clearly indicate that even in the past, they did not have any genuine concern about Iran's nuclear programme. Now, for the first time in United Nations history, a permanent member of the Security Council is blatantly punishing United Nations Members not for violating, but rather for complying with a Security Council resolution. That is the first time in the history of the Security Council.”

“The irony is that the United States, which itself is in absolute violation of resolution 2231 (2015), today accused Iran of violating that resolution. What we heard today was another series of lies, fabrications, disinformation and deceptive statements by the United States. This is not unprecedented. Suffice it to recall the infamous speeches made in the past in this very Chamber by United States officials. This is not surprising. Deception is an inseparable part of the United States' foreign policy, as is bullying and its addiction to sanctions and warmongering. A clear example of such policies is the American approach to Iran's peaceful nuclear programme, about which it manufactured an unnecessary crisis and was successful in abusing the Council to impose illegal sanctions.”

“It is a clear violation of the resolution, which calls upon all States, without exception - all States, without exception - which includes the United States, not only to take actions as may be appropriate to support the implementation of the JCPOA, but also to refrain from actions that undermine the implementation of commitments under the JCPOA. Therefore, the Council should consider the United States' illegal acts as a flagrant violation of the resolution and hold it accountable for such violation. It is evident that any inaction or leniency in taking appropriate action to prevent any violation of the resolution will only embolden the United States to continue its unlawful practices and irresponsible policies.”

“In our view, the effectiveness of the role of the United Nations in conflict prevention and resolution hinges on its fully conforming with the Charter, on consistency in the application of provisions thereof and by avoiding politicization, selective approaches and so on. Ultimately, nothing can better contribute to helping the United Nations effectively fulfil its role in conflict prevention and resolution than the trust and confidence of the concerned parties to the Charter. “Moreover, we should stress the important roles that States can play using their good offices to de-escalate tensions, restore confidence, encourage consultations and facilitate negotiations aimed at preventing and resolving conflicts. With respect to regional arrangements and agencies, Chapter VIII of the Charter has clearly identified the role that can be played by such arrangements or agencies in conflict prevention and resolution. With the consent ofconcerned parties, Chapter VIII can be borne in mind when dealing with the peaceful settlement of local disputes. It is clear that the effectiveness of the efforts of such agencies and arrangements is dependent to a large extent on their impartiality. Therefore, such arrangements cannot and should not be abused by some that seek to impose their will on the countries of a region.”

“This, first and foremost, requires respecting the political independence and territorial integrity of other States, refraining from the threat or use of force, settling international disputes by peaceful means, and avoiding intervening in the internal matters of States. The emergence of conflicts in certain cases is due to lack of compliance with these important principles on the part of one party or all parties concerned. Our region has paid and continues to pay a heavy price as certain countries have chosen to resort to force to secure their national interests. “At the same time, African countries and organizations should be given assistance in playing their role in promoting international peace and security, since some African troop-contributing countries and African Union peace operations are constrained in terms of financial resources, equipment and internal management, which limits their ability to respond to peace and security challenges. It shall be appreciated that more than half of the top 20 countries currently contributing troops to United Nations peacekeeping operations are African countries. In conclusion, I should stress that Africa has already proved its ability in overcoming challenges such as apartheid, and we hope it will soon also overcome its security challenges.”

“It also obliges the Security Council, where appropriate, to utilize such regional arrangements or agencies for enforcement action under its authority. It is clear that such activities must be conducted consistent with the purposes and principles of the United Nations. Therefore, to promote peace and security in the African continent and countries, Africa's leading role in resolving its own security issues has to be respected. Accordingly, we should promote African Union-led peace operations authorized by the Security Council. “As a victim of aggression, foreign military invasion and terrorism, we attach great importance to the role that women can play in building a secure, stable and prosperous society. The outstanding role of women in Iran is incontestable; for instance, they are active participants in political life and elections as both candidates and voters. Similarly, the number of women who study medicine and science in Iran now surpasses that of men. Such achievements are being made despite extremely hostile United States policies and illegal sanctions, which make no distinction between men and women, and violate the basic human rights of both, ultimately undermining the constructive role that Iranian women can play.”

“In such situations, air strikes, in particular on residential areas, hospitals, schools and even wedding ceremonies, mostly affect the lives of women. We share the view that women must be at the forefront of development, peace and security. However, in such an unstable region as the Middle East, there is little room for women's empowerment and development. In some societies, what women and girls look for first and foremost is to remain alive; empowerment remains a secondary priority to them. Stopping the suffering of women, preventing their marginalization and protecting their lives can create conditions conducive to the empowerment of women and enhance their role in promoting a lasting peace in the Middle East.”

“The major threats to the security of women in our neighbourhood are foreign occupation, military invasion and terrorism, all of which infringe on and threaten women's rights and lives. Foreign occupation is the most severe threat to the security of women and girls in Palestine. It is even more horrifying in the Gaza Strip, where women and their children are the main victims of a decades-long, inhumane and illegal blockade. Moreover, the long-term impacts of foreign occupation on Palestinian women in neighbouring countries, where they have suffered for decades and are still waiting to return to their ancestral land, should not be overlooked or underestimated. Foreign invasion has had the same impact on women in Syria and certain other countries of the region, where their situation is exacerbated by the effects of terrorist activities.”

In its various resolutions on women and peace and security, the Security Council has recognized the need to address the threats to the security of women and to protect them in conflict situations. “Hundreds of Iranian children were killed by Saddam's chemical weapons, which were mostly supplied by the United States. Hundreds of Iranian children were killed by the Mujahidin-e Khalq Organization, a terrorist organization that was de-listed by America and now has the United States as its safe haven. In 1988, the American forces in the Persian Gulf deliberately targeted an Iranian civil aircraft and killed all 290 people on board, ofwhom 66 were children. The United States illegal sanctions hurt and harm children more than others. That is how they help Iranian children. Recently, the International Court of Justice ordered the United States to remove all such sanctions. They must implement that ruling. My last point is that the kingdom of terror, Saudi Arabia, is not eligible to talk about "our islands" in the Persian Gulf.”

“The United States has again abused this Council's agenda. It focused on Iran's children. That is not surprising. Like its addiction to imposing sanctions, America is addicted to disinformation, fabrication and deception. In doing so, it has tried to cover up its own shameless, illegal acts against the Palestinians, including recognizing Jerusalem as Israel's capital, and to distract attention from Israel's crimes, including its brutal killing of Palestinian children. But the bullets and bombs that kill them are either directly supplied or funded by the United States. Therefore, that country is an accomplice in all crimes committed by Israel. I always hesitate to respond to our colleagues from Saudi Arabia, but, unfortunately, they misuse every meeting here in the Security Council and in the General Assembly as an opportunity to go against Iran and encourage a few small States of the region to follow them. That is very sad for our region. That country has played a very destructive role. Everyone around this table knows about Saudi Arabia's destructive role in the region, which recent events have demonstrated. It should cease its fabrications and disinformation. Terrorist groups in Syria and Iraq were nurtured by Saudi ideologies, funded by its petrodollars and armed with its weapons.”

“Equally important is the reconstruction of Syria. This is critical to facilitating the return of refugees and IDPs and to launching a significant political process. While the Syrian Government has already started the reconstruction process, the international community needs to contribute to the country in order to enable it to rebuild all of its infrastructure. That should not be politicized, delayed or made conditional. Just as the Islamic Republic of Iran supported Syria in defeating terrorists, it will also play a constructive role in bringing peace and prosperity to the country. Finally, with regard to the allegations made by the United States, I must stress that they only reflect the failure of that country's policies in Syria.”

“No success can be achieved and no progress can be made through making hasty decisions, ignoring the realities on the ground or making political miscalculations. Ultimately, the right to determine the future of Syria belongs exclusively to Syrians. We should therefore only facilitate a Syrian- led and Syrian-owned political process. One of the key factors that can contribute to national dialogue and accelerate the reconciliation process is the return of all refugees and internally displaced persons (IDPs), and every effort should therefore be made to facilitate their voluntary return. Unfortunately, there have been attempts to deliberately discourage refugees and IDPs from returning to their homes. That is an irresponsible approach. They should not be forced to stay where they are or prevented from repatriating.”

“At the same time, we would like to stress that measures related to the constitutional committee should be carried out according to the understandings reached between the Astana guarantor States and the Special Envoy. The proposal that was submitted in that regard should be further examined and adjusted. In their upcoming consultations in Geneva, the representatives of the Astana guarantor States will discuss that issue with the Special Envoy of the Secretary-General. We underline the importance of making progress in launching the constitutional committee. Nevertheless, exerting political pressure to set artificial deadlines, deviating from the understandings reached or any other political manoeuvring is not acceptable and would prove to be counterproductive.”

“Regarding the armed opposition groups, it is essential that all States with an influence thereon encourage them to end the fighting in order to join the political process. That is crucial to making any progress in the political domain. Concerning the political process, our ministers expressed satisfaction at the fact that there is increasingly strong international support for the efforts initiated within the Astana process, aimed at solving the Syrian crisis through political means. That is also confirmation of the fact that the Syrian crisis did not and does not have any military solution. “It was underscored that every effort should be made for the full implementation of the agreement, and it was emphasized in particular that in order to preserve the Idlib de-escalation zone and to build on that achievement, all terrorists must leave the zone. The guarantor States also reiterated their strong resolve to continue fighting terrorists. With respect to terrorists, one thing should be made crystal clear: foreign terrorist fighters should return to their country of origin, and terrorists of Syrian origin must be dealt with according to Syrian law. In any case, and as a principle in combating terrorists inside or outside of Syria, international humanitarian and human rights law should be strictly observed.”

“That includes the targeting of Shia communities and religious sites, resulting in high civilian casualties. That trend needs to be thwarted. To enhance democracy, political institutions and national unity in Afghanistan, every effort should be made to ensure that the upcoming elections are held and result in success for the country. Iran will continue its constructive role in that regard. “It is one of the main requirements for long-term stability and socioeconomic development in Afghanistan. Therefore, enhancing its security situation should be pursued as a high priority. In that context, counter-terrorism efforts must have the highest priority. The recent terrorist acts, which claimed the lives of innocent civilians, further prove that the threat of terrorist groups, including Daesh, should not be underestimated. Iran will continue to support Afghanistan's Government in its struggle against terrorist groups. The need for sustained regional and international support in countering terrorists in Afghanistan is crucial. However, it needs to be achieved in a realistic manner. Another source of concern in the security field in Afghanistan is the increase in civilian casualties.”

“As a neighbouring country, Iran continues to contribute to and support the promotion of Afghanistan's stability, political-security conditions and socioeconomic development. Certain efforts are under way to ensure that such a contribution is carried out in an institutionalized and sustained manner. We also continue our endeavours to promote regional efforts in support of peace, stability and development in Afghanistan. In that regard, the development plan for Iran's Chabahar port will indeed have a significant impact on the promotion of trade and economic cooperation with Afghanistan. Any attempt to disrupt that vital project will play only into the hands of those who do not want peace and progress for the Afghan people. Security remains Afghanistan's major challenge.”

“The international community should fulfil its responsibility in rejecting it, as its aim is to legalize the occupation and to deprive Palestinian of all of their inalienable rights, including their inherent right to self-determination and to return to their homeland to establish their own independent Palestinian State with Al-Quds Al-Sharif as its capital. In conclusion, I hesitate to respond to the Ambassador of Saudi Arabia. It is very sad for Iran to see Saudis aligned with Israeli representatives in accusing Iran of sponsoring terrorism. “The enactment of this law once again proves that racism is in the very nature of the Israeli regime. Therefore, the General Assembly should not permit itselfto be deceived and blackmailed by Israeli rhetoric and victim-playing. The adoption of this racist law has to be condemned in the strongest possible terms. Israel should be compelled to revoke it, as it runs counter to the Charter of the United Nations, international law and the basic principles of international human rights law. Moreover, the recognition of Al-Quds Al-Sharif by a certain State as the Israeli capital gravely contravenes international law and relevant resolutions of the Council and the Assembly.”

“The law runs counter to the 1963 United Nations Declaration on the Elimination of All Forms of Racial Discrimination, according to which "any doctrine of racial differentiation or superiority is scientifically false, morally condemnable, socially unjust and dangerous" (General Assembly resolution 1904 (XVIII), fifth preambular para). We recall General Assembly resolution 3379 (XXX) of 1975, in which the Assembly determined that "zionism is a form of racism and racial discrimination". Unfortunately, in 1991, when Israel had made its participation in the Madrid Conference conditional on the revocation of resolution 3379 (XXX), the Assembly decided to revoke that resolution. Now, nearly 30 years after of the revocation of that resolution, it is crystal clear that by doing so, the General Assembly only emboldened Israel to legalize racism.”
