“We launched the Global Dryland Alliance initiative, a mechanism designed to fill gaps in the areas of scientific research, strategies and policy in order to enable dryland countries to achieve food security and prevent food crises. “To that end, we earmarked nearly $43 million this year in response to the Secretary-General’s appeal for help for countries facing famine resulting from various causes, including conflicts. We also contributed $20 million to the Black Sea Grain Initiative to help African countries receive food exports. In addition, my country has contributed $90 million to the World Food Programme to respond to urgent food needs in Yemen. As is well known, when the need for emergency relief arises the State of Qatar contributes hundreds of tons in assistance through airlifts, including food relief, as we did in the Sudan this year and in Afghanistan prior to that. “International humanitarian law requires the parties to a conflict to refrain from inflicting harm on civilians and civilian property, particularly infrastructure essential to water supplies and the production and distribution of food. It also prohibits the use of food as a weapon of war leading to starvation, a prohibition that is reaffirmed by resolution 2417 (2018). In that regard, we would like to add that the State of Qatar also endorsed today’s joint communiqué. In fulfilling its humanitarian responsibility to respond to famine and food insecurity, particularly as a result of conflict, Qatar dedicates a significant part of its international assistance to addressing hunger and food shortages.”

“The State of Qatar remains steadfast in its principled position of solidarity with our brother people of Palestine until they regain their legitimate rights, including the right to establish an independent, contiguous and viable State along the 1967 borders, with East Jerusalem as its capital, in compliance with the relevant Security Council resolutions and the Arab Peace Initiative. We believe that resolving the Middle East question and reaching lasting peace cannot be achieved through de facto measures. There is no alternative to a two-State solution. The occupation of Arab territories, including in the Syrian Golan and Lebanon, must end immediately and completely. “In order to draw attention to those facts, the State of Qatar has submitted a written note to the International Court of Justice, which in response to a request by the General Assembly will shortly be issuing a legal opinion on the legal implications of the Israeli occupation. In the note we point to Israel’s obligations under international law to put an immediate end to its illegitimate occupation and to provide compensation for the damage and suffering that have been endured. “We once again reject all measures aimed at altering the historical and religious status quo of the holy sites and restricting the right of Muslims and Christians to free and safe access to their places of worship. We condemn the policies of Judaization in the occupied city of Jerusalem, as well as those aimed at changing its Arab, Muslim and Christian identity. In that respect, we emphasize the role of the Hashemite Kingdom of Jordan’s guardianship over the holy places of Jerusalem. The recent Israeli trends are dangerous. In that connection, the Israeli army’s decision to repeal the disengagement law for northern West Bank settlements is aimed at entrenching the occupation and the illegitimate settlements in the occupied territories. That is a gross violation of international law and United Nations resolutions.”

“Such recurring acts are essentially part of a series of crimes perpetrated by the occupying Power against the defenceless Palestinian people, jeopardizing the prospects for peace and risking exacerbating the violence. The cycles of violence we are witnessing come as no surprise. They are a result of the dangerous and provocative approach taken towards the Palestinian people, their territories and their Muslim and Christian holy sites. We watched as Israeli Government officials, parliamentarians and settlers recently stormed the Al-Aqsa Mosque and were protected by occupation forces. “The situation therefore calls for concrete measures to prevent the situation from deteriorating further, and for the Council to fulfil its responsibilities with regard to the Palestinian question, which has been central to the issue of peace in the Middle East for decades. Serious violations by the occupying Power have continued unabated since the beginning of the year. We also supported the operationalization of the Analysis and Outreach Hub in Doha, which we opened in June 2022 and which will work to improve institutional knowledge on current and future efforts for the protection of children, with a focus on their reintegration, and to implement the Practical Guidance for Mediators to Protect Children in Situations of Armed Conflict. “In that regard, I would like to point out that Qatar launched an initiative in the educational arena when we spearheaded international efforts around the adoption of General Assembly resolution 74/275, which proclaimed 9 September as the International Day to Protect Education from Attack. Following its adoption, Qatar’s Education Above All Foundation launched TRACE, the Track Attacks on Education data portal, which collects data related to attacks on educational institutions and aims to identify their perpetrators. The Foundation’s programmes have helped provide quality education for millions of children all over the world. We commend the important role and efforts of the Office of the Special Representative of the Secretary-General for Children and Armed Conflict and UNICEF.”

“In our view, strengthening accountability mechanisms is one of the crucial factors in ending impunity. It is equally important to ensure that children in conflict situations receive adequate protection and attention. We firmly believe that armed conflict should not interfere with the right to education. We commend the efforts to highlight and include such violations in the report. We also stress the importance of the historic Jordanian guardianship of the Islamic and Christian holy sites in Jerusalem. “The State of Qatar strongly condemned the storming of the Al-Aqsa Mosque, the assaults on worshippers, the actions taken to prevent ambulances from reaching the injured and evacuating those who were trapped in the Al-Qibli Mosque, and the restrictions imposed on Palestinians entering the Mosque. An extremist group expressed support for the occupation police increasing the number of hours during which the Al-Aqsa Mosque could be stormed. Restricting the right of Muslims and Christians to freely visit places of worship, the Al-Aqsa Mosque and occupied churches in Jerusalem in order to perform religious rites is a violation by the occupying authority of its commitment in accordance with international humanitarian law, which ensures the right to worship, the right to protection of worshipers and the rights of holy sites.”

“9263), the State of Qatar welcomed the presidential statement on behalf of the Arab Group and expressed its deep concern about the extremist tendencies of the new Israeli Government. We also stressed the pivotal role of the Security Council in addressing those violations. Since then, the occupation authorities and extremist settlers have continued their dangerous violations. The most dangerous of those violations occurred at the holy Al-Aqsa Mosque during Ramadan, with no consideration for the sanctity of the place or the time. The current month coincided with several important religious occasions for Muslims, Christians and Jews. However, that did not stop the Israeli occupation forces and extremist settlers from perpetrating blatant attacks on religious sites and freedom of worship.”

“The State of Qatar has undertaken numerous initiatives that reflect our commitment shared with the international community to strengthen understanding and dialogue so as to advance the premises oftolerance, cooperation and the fight against extremism and terrorism. The State of Qatar is one of the largest donors to the United Nations Office of Counter-Terrorism. Furthermore, our institutions have supported efforts to provide education for 10 million children in more than 50 States. Many of those children are in areas plagued by armed conflict and dire poverty, as well as by natural disasters. Those efforts have been undertaken through Qatari educational institutions and in cooperation with UNICEF and other United Nations agencies.”

“The absence of international institutions and legislation for governing this extremely serious and vital realm requires strict measures against the perpetrators as well as those who commit cybercrimes and piracy, including subjecting them to accountability and sanctions in addition to making them fully responsible legally for such crimes. The State of Qatar has closely followed recent developments in the Strait of Hormuz, particularly with regard to regional and international navigation. “Achieving lasting peace in the Middle East calls for abandoning threats and violations of State sovereignty and the stoking of artificial crises to achieve illegitimate objectives. At a time when our region is experiencing tensions that constitute a threat to international peace and security, the imposition of an unjust embargo on the State of Qatar, now in its third year, contributes to regional instability and undermines the efforts undertaken by the Security Council to establish international security. That illegal embargo causes damages that are not limited to the State of Qatar and other States in the region. It sets a serious precedent in international relations and constitutes a grave breach of international law and the principle of friendly relations among States.”
