I am pleased to inform the Council that in September 2018, the State of Qatar signed a partnership agreement with the Office of the Special Representative, which includes funding the New York Office and the establishment of a centre for children and armed conflict in Doha. The centre will be active in preparing research, analysis and evaluation, and will hold workshops, spread awareness and build capacities on issues related to the protection of children in armed conflict. We look forward to the launch of the centre before the end of the year so that it can begin its humanitarian work. In conclusion, I reiterate the commitment of the State of Qatar to protecting human rights.

  2. The Office of the Special Representative of the Secretary-General for Children and Armed Conflict is carrying out the important role of protecting children and reintegrating them into their communities. In that connection, we commend the proactive efforts of the Special Representative in working with national and regional actors to create initiatives to prevent grave violations from being committed against children affected by armed conflict. The State of Qatar believes in the importance of strengthening human rights and protecting children. We will therefore spare no effort in supporting the Office of the Special Representative and enabling it to fully implement its mandate.

  3. We also take this opportunity to urge Member States to join the Safe Schools Declaration, to which the State of Qatar has acceded, alongside 94 other Member States. We reaffirm the need to consider children linked to armed groups first and foremost as victims. Countries must provide them with programmes for their long- term integration. In that regard, we commend the important role played by the Global Coalition for the Reintegration of Former Child Soldiers, established and co-chaired by the Special Representative of the Secretary-General for Children and Armed Conflict and UNICEF. The Coalition is helping to return children to their families and to make sure that they are given back their childhood and provided with a suitable environment for their upbringing.

We therefore make great efforts to guarantee education for children in emergencies, especially those in situations of armed conflict, as demonstrated by the initiatives and programmes backed by the Qatar Foundation, first and foremost, in cooperation with international organizations. The Foundation has provided quality education to millions of children around the world. Given the gravity of risks and challenges children face in armed conflict and the fact that they are deprived of the most basic means of subsistence, including the right to education 4 as reaffirmed in reports issued by the United Nations, international organizations and right-based organizations 4 we call on States parties to conflicts to refrain from targeting schools and universities and to avoid using educational institutions for military purposes.

  5. This constitutes a blatant violation of international law. We commend all efforts to report those violations and to hold the perpetrators accountable. The responsible parties should be identified in the Secretary-General's annual reports. We believe that accountability is critical to ensuring justice for the victims, enforcing international law and putting an end to the commission of such crimes, which humankind has rejected. In that respect, we join other countries in calling for an accurate list of perpetrators of violations to be included in future annual reports, which in turn must be based on impartial, factual and evidence-based information. We believe in the importance of protecting the right to education. This is no less a right during armed conflict.

  6. It is the central pillar of building and maintaining peace, as well as respecting human rights and international law. We must therefore protect and guarantee the rights of children and provide them with what they need for their upbringing so that they can contribute to building stable and prosperous communities in the future. However, the picture painted by the Secretary- General's report (S/2019/509) on the situation ofchildren and armed conflict is cause for concern and regret. It is a serious humanitarian challenge. We must address this matter in the light of the gravity of the situation and its implications for international peace and security. The report highlights the severity and frequency of harm inflicted through grave abuses perpetrated against children as fighting continues among conflicting parties all over the world.

I further thank all the briefers, who have enriched this debate with their valuable expertise and perspective on this sensitive humanitarian issue. We associate ourselves with the statement delivered by the representative of Canada on behalf of the Group of Friends of Children and Armed Conflict. Preventing violence against children in armed conflict is extremely important for the international community.

Its place has been recognized, as it is based on positions and policies rooted in the principles ofinternational law, the United Nations Charter and based on an important contribution to cooperation that seeks to preserve international security, bring about development and protect human rights. However, the ongoing crisis sets a dangerous precedent in international relations and is a threat to international peace and security. The international community must therefore take a firm position on the issue and put an immediate end to the illegal blockade. In conclusion, the continuation and growing number of crises in the Middle East should not undermine our hope in our ability to address them. The Council has played a key role in combating threats to international peace and security.

  10. Our approach is the right one, as was demonstrated in our handling of the crisis using international law and international dispute settlement mechanisms. Our legal position is also valid, as proved by the judgment of July 2018 at the International Court of Justice for measures to be taken against the United Arab Emirates for violating the International Convention on the Elimination of All Forms of Racial Discrimination, as well as the decision of the Court in June to refuse the request of the United Arab Emirates for the implementation of temporary measures against Qatar. The aim of those attempts to undermine the State of Qatar is now well known. Attempts to impinge upon our State have had the sole result of demonstrating its importance and place on the international stage.

I am speaking here of the crisis concerning the imposition of an unfair blockade and illegal unilateral measures on the State of Qatar and the accompanying campaign promoting hatred and disinformation 4 a flagrant violation of the Charter of the United Nations and the principle of friendly relations among States, which calls on States not to aggravate conflicts, but rather to resolve them through dialogue and peaceful means. The position of the State of Qatar is very clear. We call for the settlement ofthe crisis through dialogue, thereby guaranteeing our sovereignty and ending illegal measures. We have reiterated that commitment through the good offices of His Highness Sheikh Sabah Al-Ahmad Al-Jaber Al-Sabah, Emir of Kuwait. In that regard, we thank all States that supported it.

Fayez Al-Sarraj, Chairman of the Presidential Council, in his efforts to resolve the crisis by holding an intra-Libyan meeting in coordination with the United Nations Support Mission in Libya, so as to achieve a comprehensive political agreement guaranteeing Libya's sovereignty and territorial integrity and responding to the aspirations of its people for security and stability. We hope that the international community will support that initiative and express our full support for the efforts of Special Representative of the Secretary-General Ghassan Salame. For two years now, our region has been the scene of an escalating crisis, with serious repercussions on regional stability, which could become a threat to peace, security, human rights and cooperation in the region.

Furthermore, it is essential to work seriously to achieve a political solution that responds to the aspirations of the Syrian people in all their aspects, with respect for the Geneva communique (S/2012/522, annex) and Security Council resolutions, in particular resolution 2254 (2015). It is all in the context of preserving Syria's unity, sovereignty and independence, while guaranteeing accountability for the most serious crimes. The situation in Libya is at a critical phase, with escalating tensions in the west of the country following the assault on its capital Tripoli. That risks undermining the political process under way under United Nations auspices.

The State of Qatar has also committed this year once again to providing additional support to the United Nations Relief and Works Agency for Palestine Refugees in the Near East, as we realize the tremendous importance of the services provided by the Agency to millions of Palestinian refugees. Qatar reaffirms its support for national reconciliation among our Palestinian brothers. While the catastrophic humanitarian repercussions of the Syrian crisis continue, the State of Qatar, for its part, continues to provide the necessary humanitarian assistance to the brotherly Syrian people and cooperate with the United Nations and international partners to end the crisis. The only way to end the humanitarian suffering is to end the violence and serious violations of international humanitarian law.

In that regard, I should like to draw the Council's attention to the State of Qatar's pledge, made in May, to provide $480 million in humanitarian assistance to our Palestinian brothers in the occupied Palestinian territories. Of that, $300 million will be disbursed as a donation and loans supporting the education and health-care budgets of the Palestinian Authority, and the remaining $180 million are earmarked for emergency humanitarian assistance and the provision of electricity. Moreover, we are supporting those projects being carried out under the auspices ofthe United Nations.

  17. Qatar reiterates its principled and coherent position that the Golan Heights is occupied Arab territory. Therefore, Israel's imposition of its jurisdiction and administration is null and void and has no legal effect. As part of its commitment, Qatar has played a positive role in ensuring the necessary conditions for achieving peace and is pursuing efforts with the stakeholders, in coordination with the United Nations, to alleviate the very trying humanitarian situation that the Palestinian people are undergoing, in particular in the Gaza Strip, which is suffering under an extremely burdensome and long-standing blockade.

It is now clear that the path towards resolving the Palestinian question lies in the two-State solution, predicated upon the establishment ofa viable Palestinian State within the 1967 borders with East Jerusalem as its capital. That also requires ending the Israeli occupation of occupied Palestinian territories and immediately halting all settlement activities. Refugees must be able to return. The Palestinian people must recover all of their inalienable rights. The State of Qatar condemns the intensification of settlement activities in East Jerusalem, in particular the announcement in May of the construction of 805 new housing units. In that regard, we call for the full implementation of the relevant Security Council resolutions, the most recent of which is resolution 2334 (2016), on settlements in the occupied territories.

It is therefore quite usual to see the representative of that terrorist regime falsely accusing the State of Qatar after it played a key role in establishing the International, Impartial and Independent Mechanism to Assist in the Investigation and Prosecution of Persons Responsible for the Most Serious Crimes Under International Law Committed in the Syrian Arab Republic since March 2011. We are keen to achieve justice and the rule of law and to protect the rights of the victims of war crimes and crimes against humanity perpetrated by both the Syrian regime and the terrorist groups in Syria.

Everyone here knows that Qatar's efforts to fight terrorism are clear for all to see, in particular within the relevant United Nations bodies and international anti-terrorism forums, such as the Global Counterterrorism Forum. We have also played a key role in the Global Coalition to Counter Da'esh. The close cooperation of the State of Qatar with the relevant United Nations bodies to combat terrorism has had a significant impact and tangible results that are in complete contrast to the destructive role played by the Syrian regime.

It is unacceptable to see the representative of the internationally illegitimate Syrian regime, which was the main reason behind the emergence and the proliferation of Da'esh and other terrorist groups in Syria, such as the Al-Nusra Front and other groups that controlled some Syrian lands, preaching to us today about the threats of terrorism. The representative of the Syrian regime spoke today about Qatar's violation of Security Council resolutions. Those accusations are a figment of the imagination. We can no longer keep count of the United Nations reports that document the Syrian regime's violations of all Security Council resolutions on Syria, which continue today.

It is a paradox to hear the representative of the Syrian regime speaking about playing a key role in fighting terrorism, while the regime's policies gave rise to a climate conducive to the emergence and proliferation of Da'esh over the past years before other responsible countries made genuine efforts to address and eliminate that terrorist group, which has threatened the entire world from the territories under its control in Syria. Were it not for the State terrorism practised by the Syrian regime against its population and the use of weapons against protesters, including chemical weapons being repeatedly used against peaceful civilians on many occasions, we would not be here today at this meeting to discuss the threat of Da'esh and its financing.

Mr. Al-Maawda (Qatar) (spoke in Arabic): My delegation finds itself obliged to take the floor at the end of the meeting to address the false information provided by the representative of the Syrian regime, which was an insult to my country, instead of addressing the topic of our meeting, which is the threat of terrorist groups - an important issue for everyone in the Chamber. Those lies and accusations against my Government accusing it of funding terrorism are a repetition of the false information that we are used to hearing from those who speak on behalf of the Syrian regime in an attempt to distract us from its actions. Member States well know the paradox as we meet today to address this dangerous issue and the reasons behind the terrorism threats in recent years, namely, the Da'esh terrorist group.

  26. The goal was also to support preventive diplomacy, which is one of the Secretary-General's priorities. Those consultations were part of the preparations for the high-level meeting of the General Assembly that was held in April.   27. In that context, we are continuing our efforts to open United Nations House, which would host representative offices from many United Nations bodies. That would facilitate and support their work in the region. In order to support United Nations efforts to resolve and prevent conflicts in our region, the mediation undertaken by the State of Qatar with relevant parties as part of multilateral diplomatic means has been appreciated and welcomed by the United Nations. The aim is to peacefully defuse and settle many ofthe crises in the region, in line with the purposes and principles of the United Nations. Last January, the State of Qatar hosted regional consultations on sustainable peace in the Middle East and beyond, which is consistent with our policy to support United Nations efforts and objectives in the area of peace.
