“The dehumanization and demonization of Palestinians have reached such depths that some could still wonder if there might not be some explanation for flattening entire neighbourhoods, leaving thousands under the rubble — children, women, the elderly and men killed indiscriminately and with total disregard for every legal rule and every human value. That dehumanization has consequences far beyond our borders, including here. It led to the stabbing of a 6-year-old and the shooting of three university students in the United States. Israel targets our children and then says we teach them hatred. “Is it not time that we found a way to live side by side? We do not even need to search very hard to find that way. It has been enshrined in international law and the relevant United Nations resolutions — the fulfilment of the Palestinian people’s inalienable rights and the concept of two States living side by side in peace and security on the pre-1967 borders. There have been calls for avoiding escalation in the West Bank. But the escalation is there. Since 7 October, more than 230 Palestinians have been killed in the West Bank, 3,200 have been injured, 1,250 have been displaced, including 500 children, and thousands have been arrested, maimed, humiliated or harassed. Escalation is therefore already there — or does it become an escalation only if Israelis are harmed?”

The Palestinian people are here to stay. They are from and of this land, and it is their destiny to live in freedom and dignity on this land.”

“A solvable political conflict is being turned into a never-ending religious confrontation. Our people are faced with an existential threat. Make no mistake about it, with all the talk about the destruction of Israel, it is Palestine that is facing a plan to destroy it, implemented in broad daylight, enacted in laws and policies and carried out with brutality by soldiers and settlers. We are being erased from the map — literally. From the rostrum of the General Assembly Hall Netanyahu announced a new Middle East from which Palestine had vanished (see A/78/PV.10). Anyone who is still not sure if they are against what is happening or if it should end should check their humanity. Life in Gaza must prevail over those who aim to destroy or uproot it. We thank Qatar and Egypt for their efforts that led to the truce, but the truce must become a permanent ceasefire. The massacres cannot be allowed to resume. This is not a war. It is carnage that nothing and no one can justify. It must be brought to an end. In the past two weeks, more than 5,700 Palestinians have been killed, including more than 2,300 children and 1,300 women. “Why would Israel, which violated the very conditions of its membership, namely General Assembly resolutions 181 (II) and 194 (III), and continues violating the Charter, be entitled to membership and we, who honour the United Nations Charter, be deprived of it? The Council has affirmed repeatedly the need for the protection of all civilians. While we adhere to that principle, it is our people who needs international protection. If anyone has a right to security in the occupied Palestinian territory, it is the Palestinian people. Everyone is opposed to settlements. Settlements deprive us of our land and resources and annihilate any chance for peace. We must ban settlement products, ban trade with settlements, sanction those who collect funds for settlements and those who advocate for them and those who advance them.”

The entire international law- based order is premised on two fundamental principles from which no derogation is tolerated: the right of peoples to self-determination and the inadmissibility of the acquisition of land by force. There are no greater breaches of these rules than aggression and annexation. Not only does the international community have the possibility to ensure international law is respected, but it also has the responsibility to do so, regardless of the identity of the perpetrators and regardless of the identity of the victims. “Nakba is a five-letter word that means catastrophe and encompasses the dispossession and displacement of an entire nation. Almost overnight, two thirds of our people became refugees. Seventy- five years later, the Nakba continues. The denial of our rights and the displacement and replacement of our people is still under way with one objective pursued in broad daylight: annexation. It is time to bring the Nakba to an end. This is the most protracted refugee crisis in the world. It is the most protracted denial of national, collective and individual rights in the world. It is the most protracted protection crisis in the world. It is the longest occupation of an entire territory in modern history. The question therefore begs to be asked: why is it still ongoing? Is it because there is a lack of rules or a lack of resolve?”

“In parallel, each State can help roll back the occupation and advance peace by upholding its own obligations, in line with international law and the relevant resolutions, including obligations of distinction between Israel and the territories it has occupied since 1967, non-recognition and non-assistance to illegal actions and policies and advancing accountability. We are grateful to every citizen taking action, every organization taking a principled stance and every State making a contribution. There are many important initiatives being taken to advance justice and peace by actors in our region and across the world. “It is that kind of resolve and sense of urgency that we need today, leading to the convening of an international conference for peace that would mobilize all the goodwill and means available out there to salvage peace and achieve a just solution in accordance with international law and United Nations resolutions. Many hoped that the end of the Trump Administration and the Netanyahu Government would be enough to pave the way for renewed momentum for peace. But while the new United States Administration has reversed several of the unlawful and ill-advised policies of its predecessor — and we hope it will fulfil its remaining commitments — it has yet to ensure the current Israeli Government renounces its colonial policies and abandons its rejection of the two-State solution and peace negotiations.”

“Israeli representatives proclaim their outrage that the Security Council is getting involved in the conflict, while the Council should be outraged by Israel’s dismissive attitude and persistent violations. I invite the members of the Council to visit Palestine, to examine first-hand the situation on the ground and to discuss and adopt the steps needed to ensure that what was adopted here affects realities there. Do those who claim that conditions are not yet ripe for peace think that, without international intervention, they will ever be? Thirty years ago, the Madrid Conference was held not because the parties themselves had decided to make peace, but because the world left them with no other option. If Yitzhak Shamir had been allowed to veto the peace negotiations, they never would have been held.”
