We also commend the efforts of Mr. Dashti, the United Nations Coordinator for the Black Sea Grain Initiative. We regret that the Initiative was not renewed and stress the need for renewing it given its great importance in guaranteeing stability in food prices and establishing food security at the global level. The Ukrainian crisis is an example of why we need to reform the Security Council to enable it to fully carry out its responsibilities pursuant to the Charter of the United Nations. 9. “It also demonstrates the solid relationship between the State of Kuwait and the African Union as a whole, and anchors the relationship and partnership between the League of Arab States and the African Union. In this context, the State of Kuwait hosted the third Africa-Arab Summit, held in November 2013 under the rubric "Partners in development and investment". Furthermore, the Amir of Kuwait, His Highness Sheikh Sabah Al-Ahmad Al-Jaber Al-Sabah, was a guest of honour at the 2012 Summit of the African Union held in Addis Ababa. Furthermore, the report of former Secretary- General Kofi Annan entitled "The causes of conflict and the promotion of durable peace and sustainable development in Africa" (S/1998/318) asserted that there can be no peace without development and no development without peace. 13. “The best way to sustainably silence the guns is to build lasting peace and prevent conflict through continued work to establish foundations for peace, which can be achieved only by building societies in which all citizens can effectively participate. In order to reach lasting peace and achieve the 2030 Agenda for Sustainable Development, in particular the Sustainable Development Goals (SDGs), the root causes of violence and conflicts must be addressed before they erupt. The African Union Agenda 2063 cites several factors needed to prevent and resolve conflict. First of all, the culture of peace and tolerance must be strengthened by teaching children and young people the value of peace. Other concepts also have to be strengthened.”

14. “Given the foregoing, we stress the importance of maintaining these efforts, which have yielded many achievements, and of building on them, in particular through the Action for Peacekeeping initiative, in order to ensure that peacekeeping missions are more efficient, better equipped, stronger and safer. This requires robust Security Council mandates, as well as sustainable and predictable funding. In that regard, we commend the continued commitment of the African Union to covering 25 per cent of the costs of peace support operations. The concerted efforts made to address challenges to peace and security through preventive diplomacy and mediation must be the first line of defence in the prevention of conflict. Joint frameworks for peace and sustainable development have been signed this year. Furthermore, annual joint conferences have been institutionalized at the summit level between the two Organizations. A joint statement on cooperation in support of peace operations has also been adopted. 19. “Afghanistan has long suffered from terrorism and violent extremism, which have adversely affected all aspects of life there, including development. We must seize the opportunity to help Afghanistan to overcome similar challenges by encouraging relevant parties to reach a peace agreement that would pave the way for a road map for comprehensive national reconciliation. A peace agreement is undoubtedly a critical element in restoring security and stability in friendly Afghanistan. 43. “Relations between the two organizations date back to the 1950s and are based on General Assembly resolutions and the cooperation agreements of 1960 and 1989, as well as the protocol of amendment of 2016. Those documents make up the framework for the relationship between the two organizations and call on them to further deepen and expand that cooperation. In that context, we welcome the upcoming opening of the United Nations liaison office to the League of Arab States, pursuant to the agreement reached in the protocol of amendment that I have just mentioned and General Assembly resolution 73/267, adopted at its seventy-third session, which affirms that the opening of the liaison office will improve the effectiveness of cooperation between the Secretariats of the two organizations.”

44. “As stipulated in paragraph 3 of Article 52 of the Charter, "The Security Council shall encourage the development of pacific settlement of local disputes through such regional arrangements or by such regional agencies." Resolution 1631 (2005), which encourages the Security Council and regional organizations to advance cooperation, stresses also that the United Nations and regional and subregional organizations must cooperate in the maintenance international peace and security. Today's meeting is the first ofits kind under this agenda item and can be considered the beginning ofa new stage in cooperation between these two organizations. As the Council is well aware, the League of Arab States, as a regional organization, was founded on 22 March 1945 - just before the United Nations was founded on 25 October 1945.”

49. “The unity ofthe Security Council, especially among the five permanent members, is important to ensuring that the Council can carry out its functions and take decisions in an effective and decisive way. Confronting political, security and humanitarian challenges in our world today requires all of us to work together within the context of multilateralism. Those international challenges need international solutions. Because Kuwait is a small State and the smallest member of the Security Council today in terms of surface area, preventive diplomacy is a main pillar of its foreign policy. We believe that dialogue is the best way to resolve conflicts based on the rules of international law and the principles and purposes of the Charter of the United Nations.”

50. “A more difficult question is how many human lives and resources could have been saved had we ignored political calculations and narrow interests and instead focused on assuming our responsibility for maintaining international peace and security, including by activating these preventive tools. The Council's success in using those tools depends on the unity and consensus of its members. We have witnessed many conflicts in which the Security Council was unable to reach solutions because of the differing views of Council members and the use of the veto. Perhaps the most important issues where we have seen a division between the members of the Council and the use of the veto are the Palestinian question and the Syrian crisis.”
