I once again congratulate the Government and the people of Iraq on their historic Victory in liberating their territories from Da'esh. At the same time, we highly commend the sacrifices of our brotherly Iraqi people, which embody the ideal of heroism in combating terrorism. We hope that the Iraqi Government will successfully hold accountable perpetrators of these criminal acts, in coordination and cooperation with the international mechanism pursuant to resolution 2379 (2017), in order to strengthen the country's relevant national judicial capacities.   2. I thank Mr. Kubis for his briefing. I shall now make a statement in my capacity as Deputy Prime Minister and Minister for Foreign Affairs of the State of Kuwait. First of all, I would like to highly commend the efforts of the United Nations in assisting the Government and the people of Iraq at such a sensitive and difficult juncture, in particular following the liberation of all Iraqi territories from Da'esh. I also thank the United Nations for its work and coordination through the United Nations Assistance Mission for Iraq (UNAMI) with the Iraqi Government pursuant to resolution 2367 (2017). I reiterate as well Kuwait's support for Mr. Jan Kubis, Special Representative of the Secretary-General and Head of UNAMI, and his Deputy Special Representative for Political Affairs in Iraq, Ms. Alice Walpole.

We welcome the contribution made by the States of Central Asia to non-proliferation, including the Treaty on a Nuclear-Weapon-Free Zone in Central Asia, and we encourage them to increase their cooperation in preventing illicit trafficking in nuclear, chemical and biological weapons and other radioactive materials. In conclusion, Afghanistan must not be seen as a threat to regional security but as a key partner. Achieving sustainable peace and stability in Afghanistan and in the region requires peaceful and diplomatic solutions. All parties involved must come to the negotiating table and participate effectively and constructively in diplomatic efforts aimed at restoring peace. Military solutions, as history has demonstrated, have never led to lasting solutions for peace.

That is why we call on all States to effectively implement all the relevant resolutions of the Security Council, in particular those pertaining to combating terrorism, and to strengthen international and regional security cooperation so as to promote information exchange and border control, law enforcement and criminal justice, in order to improve the capabilities to address the threats, including that of the return of foreign terrorist fighters. Kuwait would like to see a zone free of nuclear weapons and other weapons of mass destruction in the region.

We would like to express our concern regarding the continued threats to security and stability in Afghanistan owing to the presence of terrorists and extremist groups such as the Taliban, the Haqqani Network, Al-Qaida and the Islamic State in Iraq and the Levant. We note also the presence of other illegal armed and criminal groups, including producers and traffickers of narcotics. We are also worried about the threats that this represents for the region, in particular for Central Asian countries.

  8. The deterioration of the security situation in the country has slowed economic growth and hampered progress in the political process. We note that the parliamentary elections to be held in July 2018 and the presidential elections in 2019 have been delayed, and that we were looking forward to see them held according to the set timetable. The deterioration of the security situation has also aggravated the humanitarian situation in Afghanistan. The number of civilians requiring urgent humanitarian assistance has reached 3.3 million people. Millions of Afghans have become internally displaced persons or refugees. The worsening of the security situation has also led to an increase in the unemployment rate to 25 per cent, while 40 per cent of the population lives below the poverty line.

Concerning the importance of preventive diplomacy and regional cooperation, it is important to note the role of the United Nations Regional Centre for Preventive Diplomacy for Central Asia, which is an example of political engagement and preventive efforts on the part of the United Nations to support its Member States. We encourage Afghanistan to cooperate with the Centre. Afghanistan has for four decades been experiencing unstable and difficult political and security situations, with negative impacts on the economic and humanitarian situation as well as on regional and international peace and security. It is therefore important to pool the efforts of the international community to tackle these complex challenges.

  10. The State of Kuwait underscores that it is important to strengthen regional partnerships, as well as the role of all United Nations agencies in restoring peace and security in Afghanistan. My country welcomes all international and regional initiatives aimed at supporting such efforts, in accordance with resolution 2344 (2017). Kuwait would like to express its continued support for the Secretary-General's call for efforts to be made to prevent threats in Afghanistan and Central Asia, and to ensure that conflict prevention and resolution become the main focus of the work of the United Nations in the region, while stressing the importance of preventive diplomacy through, inter-alia, constructive engagement on the part of Member States in order to ensure long- term stability, security and development.

  11. Kuwait also notes the important role played by the United Nations Assistance Mission in Afghanistan (UNAMA). We appreciate the vital role of the Special Representative of the Secretary-General and Head of the United Nations Assistance Mission in Afghanistan, Mr. Tadamichi Yamamoto, as well as that of all other United Nations personnel working on the ground in an extremely dangerous setting. In that regard, we note that since September 2010 Kuwait has hosted the UNAMA Support Office. We would like to continue our cooperation with that Office in order to overcome all the difficulties it could encounter. We must ensure that we provide all the assistance necessary to the Office.

Given the complex regional environment, we emphasize that close cooperation among neighbouring States is essential for strengthening stability and prosperity and will contribute to ensuring sustainable peace. My Government appreciates the visit of the Security Council to Afghanistan under Kazakhstan's presidency of the Council, which took place few days before the convening of this meeting. The visit underscores the interest and support of the Security Council for the Government and the people of Afghanistan as part of the efforts of the Government and of the international community to achieve security, stability and reconstruction. It also demonstrates support for democracy and Afghanistan's full return to its normal place in the international community.

I would also like to thank the delegation of Kazakhstan for preparing the concept note (S/2018/7, annex), which demonstrates the importance of effective partnership in restoring development and security in Afghanistan, which only serves to strengthen security in Central Asia and throughout the world. I would also like to take this opportunity to commend the Secretary-General, His Excellency Mr. Antonio Guterres, for his excellent briefing at the start of the meeting. The holding of today's meeting, under the presidency of friendly Kazakhstan, demonstrates the importance the countries of Central Asia attach to a return to normalcy in Afghanistan and to the restoration of stability and security. The meeting highlights the efforts made to develop a long-term political and economic plan for Afghanistan that involves the country's neighbours.

That includes their right to self-determination and the establishment of an independent State on their territory, with East Jerusalem as its capital, as well as the full Israeli withdrawal from Palestinian and Arab territories occupied since 1967, including the Syrian Arab Golan and the occupied Lebanese territories, and finding an equitable and just solution to the question of the Palestinian refugees, according to the relevant resolutions of international legitimacy.

The latest aggression against the sanctity of the Al-Aqsa Mosque, without any regard for the feelings ofthe Islamic world, is merely one link in a chain of oppressive and systematic measures to Judaize the city of Jerusalem and alter its demographic nature. In conclusion, we call upon the Security Council to assume its responsibilities, as stipulated by the Charter of the United Nations, and to work on implementing its resolutions in support of the rights of the Palestinian people.

The stalemate in the peace process and the persistence of the occupying Power in pursuing its practices and settlement policies, its blockade of the Gaza Strip and its continued aggression against the Palestinian people and their properties - in gross violation ofinternational law and United Nations resolutions and without any accountability for or condemnation of such acts - have created ofa state of despair and distrust in international justice. That failure has also undermined credibility of the international community with regard to standing by the Palestinian people in their quest to obtain their legitimate rights.

The failure of the international community, represented by the Security Council, to resolve conflicts and grave political and security crises in the region has contributed to the exacerbation of suffering and to a further deterioration of the economic and social conditions. As time passes, those crises have become more intertwined, difficult and complicated, thus increasing the costs incurred by the international community in attempts to resolve them and to limit their consequences and their negative impact on international peace and security. Perhaps the most outstanding example of that failure is the fact that the Palestinian question, the core of the Arab-Israeli conflict, has remained without solution.

In the framework of combating terrorism and extremism, the OIC has established partnerships with international and regional organizations and with relevant governmental centres for combating terrorism and extremism. It has convened numerous meetings and taken initiatives to highlight the values of moderation, justice and equality and is paying the necessary attention to studying the phenomenon of terrorism and extremism. The OIC has devised practical plans to deal with the various dimensions and roots of that phenomenon. In addition, an emergency meeting of the OIC Executive Committee was convened at the ministerial level on 15 February 2015. Another special meeting was held in the State of Kuwait on 15 May 2015 to develop an active strategy to counter terrorism, Violent extremism and Islamophobia.

  20. Therefore, all the Islamic States condemn terrorism in all its forms and manifestations wherever it is committed, regardless of its motives and justifications. The Organization also rejects linking the crimes committed by such groups with the Islamic religion. Terrorism has no religion and is not tied to any one country, race or culture. It cannot be fought through confrontation or conflict with a great religion like Islam, stoking feelings ofhatred and incitement and promoting erroneous concepts about Islam that contribute to the growth of Islamophobia across Western countries, because of which millions of members of the Islamic communities suffer.

They have used parts of the areas under their control as a launching pad to commit the most horrible crimes, such as killing, displacing and terrorizing the innocent and committing serious violations of international humanitarian law and human rights law. Some terrorist groups justify their heinous and extremist acts as being inspired by the teachings of the true Islamic religion, although they are far removed from the principals and the basic concepts of the tolerant Islamic Sharia. Such acts run counter to all moral values and principles and pillars of our Islamic teachings. The Islamic religion is a religion of love and peace that calls for tolerance, solidarity and moderation; it rejects fanaticism and extremism.

Due to the instability and the continued circle of violence and fighting, many countries in the region have witnessed a remarkable decrease in various levels of economic and social growth, thus exacerbating the plight ofthe peoples in the affected countries. Currently, millions of people are displaced persons, refugees or immigrants. For the first time, the international community is facing a humanitarian crisis of great magnitude, wherein the number of people in the world in need of humanitarian assistance exceeds 60 million, the majority of whom are from the Middle East and North Africa. The tragic circumstances witnessed by the region have provided fertile ground for terrorist and extremist groups, who exploit them to disseminate their aberrant and destructive thoughts.

  23. Those issues top the list of priorities in the Organization's meetings, and many meetings have been held to discuss them. The OIC has adopted many resolutions and initiatives to deal with the issues in regular and extraordinary sessions. It has made efforts in supporting those of the United Nations and its various bodies aimed at finding solutions to the conflicts that have spread across the region and threaten international peace and security. The circumstances prevailing in the region are exceptional and difficult. There are enormous unprecedented security and political risks and challenges. The violence and turmoil that erupted in more than one country over the past few years are still going on unabated and have caused utter chaos and instability, producing dangerous fallout and consequences that everyone is suffering from.

At the outset, I am pleased to congratulate you, Sir, on your successful presidency of the Security Council during this month, and on the concept note (S/2015/678, annex) prepared on the subject of this important meeting. We also thank the delegation of Nigeria, a member State ofthe OIC, for presiding over the Council and the successful conduct of its work during the past month. The settlement of conflicts in the Middle East and North Africa and countering terrorist threat in the region are the prime concern of the Organization of Islamic Cooperation and its members.

It is our fervent hope that reason and wisdom will prevail with the unanimous adoption of a draft resolution that reflects the sensitivity and significance of the current situation and displays the Council's sense of determination to fulfil its obligations in regard to the maintenance of international peace and security. Such a draft resolution would demonstrate the response of the Council vis-a-vis actions that undermine peace. A collective and unanimous position on the part of the Council would demonstrate in no uncertain terms its resolve and will. The Council should not allow the aspirations of peoples for just and comprehensive peace to evaporate as a result of an aggressive drive by Israel which, if left unchecked, would bring about wide-scale destruction and despair.

Therefore, while Kuwait condemns these grave Israeli measures that may well destroy the peace process, it calls upon the Security Council to adopt without delay a draft resolution to force Israel to close the tunnel and to reverse all actions and practices that have led to these highly volatile situations. We also call upon the Council to fulfil its responsibility regarding the restoration of the peace process and to put it back on track by a reversal of the Israeli designs so as to avoid a return to the cycle of tensions and fighting. The Council should also reaffirm its previous relevant resolutions and its backing of the accords reached in order to safeguard the peace process and to halt its drift towards collapse.

The final communique adopted by the Arab summit meeting held at Cairo last June endorsed the peace process as a strategic choice anchored in international treaties, Security Council resolutions, the Madrid formula and the principle of land for peace. Therefore, no one should be surprised at the angry reaction now unfolding following the discovery by the Arab and the Muslim nations, as well as the international community, that the policies of extremism are supplanting reason and vision and that oppression and aggression are replacing legally binding obligations and signed agreements.

  29. Thus, Israel has reneged on its legally binding obligations under the Oslo agreement as well as disregarded the Security Council resolutions regarding the City of Jerusalem. These Israeli actions are the culmination of the new strategy and plan of action being pursued by the Government of Israel to pre-empt the provisions of the accords reached, to back away from obligations, to expedite settlement activities, to seize and annex more Palestinian land and displace more Palestinians, to disassociate itself from the land-for-peace principle and to shift towards inadmissible notions that seek security for Israel through territorial expansion, irrespective of the cost or the consequences.

Indeed, they are part of a series of steps intended to impose new facts on the ground in a bid to depopulate Jerusalem of its Arab citizens, build new settlements and expand the existing ones inside the city and in its surrounding areas. All of these Israeli measures are not the outcome of a policy that came into being overnight. They are, rather, the direct result of a long-term and focused plan of action that took concrete and unmistakable shape following the assumption of power by the new Israeli Government, which is pursuing an aggressive expansionist policy in violation of the agreements concluded by the former Government of Israel. Those agreements provide for negotiations on the determination of the status of the City of Jerusalem in the course of the final stage of talks.

  31. It also shows the Council's sensitivity to the current critical phase of the peace process in the region. Furthermore, it reflects the Council's perception of the gravity of the situation in the wake of the conflagration sparked by Israeli measures that constitute a stark challenge to and a repugnant provocation of the sentiments of the Palestinian people - indeed, a provocation to all Arabs and Muslims throughout the world. These measures are taken within an overall plan of action by Israel to judaize Jerusalem, change its Arab character, alter its legal status and suppress its Islamic physical features and cultural heritage.

Mr. Al-Sabah (Kuwait) (interpretation from Arabic): It gives me pleasure to convey to you, Sir, our sincere congratulations on your assumption of the presidency of the Security Council for this month. I wish also to pay tribute to your predecessor for his stewardship of the Council last month. The Security Council is meeting today at the request of the Arab Group at the United Nations, which cannot remain silent about the ongoing events in the occupied West Bank, the Gaza Strip and the Holy City of Jerusalem, the first Kiblah and the site of the third Grand Mosque, in the wake of the opening by Israel of the tunnel constructed under the western wall of the Al-Aqsa Mosque. The Council's accession to that request shows its appreciation of the threat of the tunnel project to the physical safety of the Al-Aqsa Mosque.
