Today, on the fourth day of the holy month of Ramadan, we are facing a lost opportunity, with the increasing suffering of the Yemeni people, who are at the mercy of the militias of death. After more than two years of a coup d'etat led by the Houthi militias, in association with the former President, and with the support and incitement of Iran, Yemen is experiencing one of the most horrific humanitarian tragedies. The victims of the coup are on the rise, Yemenis have been displaced to the four corners of the planet, famine has spread as have diseases - the last of which was the dreadful cholera outbreak. Thanks to the support of the international community, Yemen had eradicated cholera in past years.

The group of 18, which sponsors the political operation in Yemen, has also issued a statement strongly condemning that criminal act and calling upon the leaders of the coup to undertake a full investigation of the crime. It came at a time when the Special Envoy carried new proposals to resume peace efforts, including a truce during the holy month of Ramadan, as well as arrangements to hand over the city of Hudaydah to the legitimate Government and the exit ofthe Houthi militias from the city as a first step towards resuming peace negotiations in Kuwait and signing such understandings. We invite the Secretary-General to visit the interim capital so that he can see the developments on the ground for himself. As everyone knows, those responsible for the coup have, at the instigation of Iran and by using Iranian- made missiles, targeted the United Arab Emirates ship Swift and a Spanish vessel transporting liquid natural gas, as well as United States naval ships. Our armed forces achieved further victories in Nihm, near Sana'a. We have been forced to close the Sana'a International Airport to protect civilians and passengers. Given the current military clashes, the Government can in no measure ensure aerial navigation safety. People can, however, reach all parts of Yemen and use the airports in Aden, Seiyun and Riyan, where normal operations have been saliently illustrated by the resumption of departing and arriving commercial flights.

Before concluding, I would like to underscore the victories that the Yemeni people and armed forces have achieved, as well as their courageous resistance in defeating the militias on all fronts, with the support of the alliance, to restore legitimacy in Yemen, under the leadership of Saudi Arabia and with the assistance of the United Arab Emirates. The latest such victory was the liberation of the port of Mokha and all areas south of the Red Sea. We have accordingly stood steadfast against all threats posed to international navigation.

  8. Why should we punish people by depriving them of their freedom simply because they refused to accept the coup d'etat? As we all know, the Council will meet tomorrow to discuss the final report (see S/2016/73) submitted by the Panel of Experts on Yemen. I met with the members of the Panel yesterday, and they stressed that their investigations proved that the Houthis and Saleh had no interest in peaceful solutions; they rely on violence as an instrument to achieve their ends. Former President Ali Abdullah Saleh still controls the billions of dollars that he stole and uses them to destabilize the country and finance the terrorist cells in Yemen. The Government has invited the Panel of Experts to all the areas that it controls. We will work for the success of the sanctions committee's efforts.

I have personally sent letters to the former and current Secretaries-General, the President of the Security Council, the Special Envoy of the Secretary-General for Yemen, the members of the Panel of Experts on Yemen established pursuant to resolution 2140 (2014), and the Office of United Nations High Commissioner for Human Rights, appealing to their moral conscience to intervene and pressure the militias to end the suffering of those detained and set them free without preconditions or delay. We must allow their relatives to contact them and learn of their fate. To date, unfortunately, that has not been achieved. I told the Special Envoy that we, as the legitimate authorities in the liberated areas, hold no detainees at all. If there are any, we stand ready to discuss their release.

Thousands of our brave Yemeni people, including journalists, students, activists, academics and politicians, continue to suffer under the yoke of imprisonment and detention by the militias, which have turned Yemen into a huge jail. By the end of 2016, the number of detainees had reached 4,414, with 204 of them children.

Unfortunately, they are manipulating access to such commodities for blackmail and to subvert trade in order to make enormous ill- gained profits at the expense of the dire humanitarian situation faced by the people of Yemen. The upheaval created by those responsible for the coup d'etat has reached unprecedented levels, in total disregard for human dignity. They are recruiting women and children. Official reports indicate that the militias have recruited 10,000 children and thrust them into the line of fire. That is to be expected from people who have indiscriminately planted in our territory thousands of anti-personnel mineswhich are internationally prohibited. On 22 January, the Deputy Prime Minister and Minister for Foreign Affairs sent a letter to the Special Envoy requesting his urgent personal intervention to put pressure on the Houthis and Mr. Saleh to ensure that salaries reached those in need without any obstacles or interference. It is a humanitarian matter and not a political issue. We, in turn, call upon the Security Council to bring pressure to bear on coup leaders in order to facilitate the transfer of salaries to persons in areas under their control so that we do not add to the complexity of the humanitarian situation.   13. The looted billions from the Central Bank. That compelled the Yemeni Government to relocate the Central Bank to the interim capital, Aden, after the State declared bankruptcy. Over the past two months, the Government has tried to generate the necessary liquidity to pay the salaries of civil servants and military personnel. Despite the escalation of punishment by the coup leaders, who threatened any party that cooperated with the Government in facilitating the payment of salaries, yesterday we were successful in transferring all Sana'a salaries to the Al-Kuraimi Islamic Microfinance Bank.   14. Ahmed stressed that the priority for reaching peace now is to start the work of the De-Escalation and Coordination Committee. The President has expressed his willingness to announce a cessation of hostilities - for the eighth time - if conditions are conducive to supervising such. Copious information has been provided on the humanitarian suffering in regions under the control of the coup leaders. Unfortunately, there is no talk about the carnage in Taiz. We would like to point out that a policy of collective punishment has been carried out against our people over the past two years in every area under the control of the coup leaders. Ismail Ould Cheikh Ahmed in the interim capital, Aden, on 16 January, the President stressed that the Government was willing to start work on the De-Escalation and Coordination Committee, which can hold meetings in Dhahran Al-Janoub, Kingdom of Saudi Arabia, in line with the Kuwaiti agreement, by which coup leaders refuse to abide. We, on the other hand, are committed to the agreement because we believe that no cessation of hostilities can remain in effect without activating all local committees. When it was affirmed that it was difficult to implement that resolution, we underscored that, in sum, as perceived by our people and other friendly countries that yearn for stability in Yemen and full adherence to international law, that resolution means an end to the coup d'etat and a restoration of constitutional legitimacy. Any proposal that is not aimed at ending the coup and its withdrawal from all of the cities and the State institutions and the handing over of weapons and missiles and release of the prisoners, all of that would be taking the side of the militias and accepting the logic of terrorism and its control over the fate of nations. The regional community as well as the international community have stressed that the solution to the Yemeni crisis cannot be a repetition of the Hizbullah model in Yemen and that the presence of statelets cannot be accepted within Yemen. When the Kuwait talks collapsed following the rejection of the putchists to deal in a positive manner with the efforts of the Special Envoy and States encouraging the political process in Yemen, international efforts continued and resulted in ideas that emerged from the ministerial meetings of the Quartet in Jeddah, Saudi Arabia as well as other efforts on the part of the GCC, the United States and the United Kingdom, in cooperation and coordination with Russia and the participation of the Special Envoy. The Yemeni Government was among the first to embrace those ideas, whereas the putchists rejected them.

  41. The Government of Yemen continues to make the painful and difficult concessions for peace in the country, whereas the putchists have remained staunchly opposed to any peaceful solution. With regard to the people of Yemen's present and future fate, they have insisted on the status quo and the rule of gangs and militias. While we stress the importance of the terms of reference in resolving the crisis in Yemen, the initiative of the Gulf Cooperation Council (GCC), the results of National Dialogue Consultations and the relevant Security Council resolutions on Yemen, namely resolution 2216 (2015), the putchists have insisted on circumventing them -particularly in their latest unilateral statement, which buries those terms of reference because they do not serve their plans to lay hand on the State.

Without any form of legitimacy or legal basis, they have continued to destroy the homeland through their sectarian endeavour to gain legitimacy in promoting pro-Saleh factions and Houthis as representatives of the Yemeni people - a people who has fully rejected them and the family fiefdom of Saleh. The Yemeni Government has unconditionally renewed its firm commitment to choose the path of peace in order to end the suffering of the valiant Yemeni people, who continue to face the consequences of the unjust war launched by the Houthi and pro-Saleh militias in all areas of Yemen. The Government believes that peace is the only way to rid the country of those criminal gangs and warlords. Since the very beginning, the Yemeni Government has responded positively to the efforts made by the Secretary-General and his Special Envoy for Yemen.

We had hoped that the putchists would be aware of the tragedy of the situation in Yemen and that they would have agreed to the paper presented by the Special Envoy as the successful result of ongoing negotiations of over 100 days between the Government delegation and the putchists in neighbouring country of Kuwait. However, the pernicious Houthi and pro-Saleh militias have continued to wage war, kill innocent victims, expel civilians and blow up homes and houses of worship. They have continued to attack areas bordering Saudi Arabia, unleashing death and fuelling the terrorist gangs in Iraq through the regional proxy, Hizbullah. Those gangs took the State hostage back in September 2014.

  46. We will establish a centre for the rehabilitation of children who were recruited, forced to fight and then released by the fascist putschist factions. That is part of the Government's efforts to rebuild the country and reintegrate children into a normal life and allow them to resume their education. Furthermore, we provide special support for children with disabilities, and we call upon everyone to work together to ensure that all entities that recruited children are held accountable for their actions. Having signed the peace plan in Kuwait on 30 June, Yemen hopes that the international community, in particular the Council, will play a more active role in pressuring the putschists to accept and sign the Kuwait agreement, lay down their arms and recognize the legitimate Government.

To conclude, I want to reiterate that we in the Government will work with the United Nations through the Children, Not Soldiers campaign and non-governmental organizations to stop the violations committed by the putschists and armed groups and to protect children from those criminal groups, which do respect no national or international law. These criminal gangs do not respect international law. The Government has an ethical, legal and constitutional duty to implement a strategic plan to address the psychological impact of war on our children. Our children are the future of our country. We in the Government therefore are working to alleviate the suffering of children and end those violations.

In annex I of the report, which lists parties that recruit children, kill or maim children, there is an error in the part concerning Yemen with regard to the third point, according to which Government forces recruit children. We know, however, that the majority of Republican Guards brigades and the special security forces defied the legitimate Government and supported the leaders of the putsch. They are therefore accomplices in all the crimes that have been perpetrated against children. Moreover, the report mentions the First Armoured Division, but that Division no longer exits. It was dismantled in 2014. Unfortunately, this year's report of the Secretary-General on children in armed conflict has been politicized. Given the very clear evidence, the report is not objective.

The authors of the report have acknowledged that it was difficult to verify some cases, but the tone of the report is very firm in making its arbitrary accusations, the majority of which single out the Arab coalition. In that light, I commend the cooperation between the Office of the Special Representative of the Secretary- General and the legitimate Government of Yemen. In paragraph 175, the authors of the report do not say why there was no coordination with the Yemeni Government and its representatives to find the best ways to implement the action plan that we had adopted together with UNICEF in May 2014. We need to work in line with that plan.

  50. We have provided statistics to the United Nations, and we have released all the children. Furthermore, we released all other boys who had been transferred to us by the coalition. We are of course ready to cooperate with the United Nations on that matter. The Government authorities provided a secure environment for those children in order to reintegrate them into society following the prisoner exchange. Unfortunately, the children were once again forced to fight on the front lines. In that regard, I note that the report makes no reference to the many regions and cities that are under the control of the militias. Those cities are nearly empty of children. That is a very foreboding indication. It must be said that there are cities that are empty of children, who have been recruited and are combatants.
