We also welcome Mr. O'Brien's impending visit on 9 August. The liberation of Aden, the temporary capital of Yemen, is an important step towards the restoration of the Government and the resumption of its duties, and in continuing to put pressure on the perpetrators of the coup and their destructive project. We express our thanks and appreciation for the medical and humanitarian assistance that we have received to date. We worked tirelessly with the United Nations to achieve the humanitarian ceasefire that was deliberately and flagrantly violated by the militias.

The militias must implement the resolution just adopted by the Security Council so as to allow for the drafting of a reconstruction plan, build capacities in cooperation with our GCC partners, and establish a regional security system whereby Yemen will be a source of stability, development and support to the brotherly countries of the region. In conclusion, I would like to express our heartfelt gratitude to the Security Council members who have always supported the Yemeni people and our constitutionally legitimate President, Mansour Hadi. I would like to thank in particular our brothers of shared destiny in the framework of ongoing corporation under the GCC, led by Saudi Arabia, and, in particular, the King of Saudi Arabia.   5. At the same time, Government efforts continue to seek an exit strategy from the crisis that has raged since the coup d'etat of 21 September. Consultations and dialogue continue among the various Yemeni forces in various Gulf capitals, including Riyadh. The presidential decree of yesterday designating Khaled Mahafoudh Bahah as Vice-President is of particular importance. It was a necessary measure to restore peace and stability in Yemen and to urge parties to the conflict to return to dialogue so as to implement the outcomes of the national dialogue. The only way out of the crisis in Yemen is through dialogue. There can be no forceful solution or coup d'etat.

Under the guidance of the President, we have worked in cooperation with coalition forces and humanitarian organizations to mobilize considerable resources provided by the GCC for emergency measures to mitigate the humanitarian suffering of the Yemeni people in various regions of the country; to provide humanitarian emergency assistance, medical supplies and medicines; to transport the wounded to Gulf States; and to help repatriate those stuck in airports in neighbouring States. Humanitarian operations continue under the auspices of the United Nations and the International Committee of the Red Cross. The Minister for Foreign Affairs is currently in Djibouti, which has become a humanitarian support centre, to organize emergency medical assistance.

  7. It was a very firm response aiming to defend the legitimacy of the Constitution and to rebuff Iran's efforts with regard to my country. The militias refuse to recognize the geopolitical or historical realities of the country or the blood ties between Yemen and the countries of the region. Let me therefore reiterate that my country will never forget and will remain forever grateful to our brothers in Saudi Arabia and other GCC countries. We must also pay heartfelt tribute to the heroic fighting of our brothers in Aden, Taiz, Shabwah, Al-Ghayda, Ibb and elsewhere - every inch of Yemen has presented a unified resistance against the army of death, revenge and destruction. From the very first hours of the Operation Decisive Storm, we have taken humanitarian concerns into account.

The coup d'etat was sped up against the legitimately elected President, whom these forces sought to replace, just as they sought to topple the Government in all areas, with militias from Sana'a and Taiz to Aden. The Yemeni people rose up against them. The militias tried to attack the President in Aden so as to topple his legitimate regime and perpetrate a coup d'etat. The President was forced, in the context of his constitutional prerogative, to ask his brothers and friends to protext the Yemeni people and the territorial integrity of Yemen, in keeping with Article 51 of the Charter of the United Nations. The response from the brotherly countries of the GCC, led by Saudi Arabia, was commensurate with the political responsibility and reflects our intertwined destinies.

Just as we approached the historic steps of adopting the federal Constitution of the State and holding legislative elections, destabilizing militia forces stepped up efforts to their own ends - a coup d'e'tat. The State under the constitutional legitimacy of the Yemeni President was the aspiration of all Yemenis. To the detractors, it was an obstacle to their designs. On the one hand, there was a spirit of brotherliness and dialogue in Yemen, in keeping with the hopes of the Yemeni people, through national dialogue, to create a unified State neither by coercion nor by hegemony; on the other hand, the putsch sought, through a vision manipulated by Iran - where Houthi militias and forces loyal to the former president were trained - to threaten the social fabric of Yemen and the cohesion of its people.

As the Council has today adopted a comprehensive resolution to deal with all aspects of the Yemeni crisis, may I recall the Security Council's visit at the end of January 2013 when it met with President Mansour Hadi and other members of the Government. That historic visit to my country by the Security Council, which followed that of the Secretary-General, affirmed the Council's commitment to the Gulf Cooperation Council (GCC) Initiative and its Implementation Mechanism, as well as to the outcomes of the National Dialogue and relevant Security Council resolutions. It was an appeal to all Yemeni parties to make headway in the political transition. The Yemeni people, with the support of international community and of the countries of the region, stepped up the pace to bring the transition to a close.

Resolution 2216 (2015), adopted today, is a tangible demonstration of the serious approach being taken by the international community and the Security Council to provide unified support to our people in pursuit of their legitimate aspirations to instate the rule of law in a dignified State where all citizens are all equal and peaceful federal democracy reigns.

I stress the President's call on all Yemeni political elements, which has been welcomed by our brothers in the GCC, to grasp the gravity of the current situation and to participate effectively in the GCC dialogue being held in Riyadh in order to find a solution that would avert Yemen's descent into civil strife, partition and violence. The Council's ongoing support for the constitutional legitimacy embodied in President Hadi Mansour and the unity and security of Yemen is reflected in the many resolutions it has adopted on this issue, including resolutions 2014 (2011), 2051 (2012), 2140 (2014), 2201 (2015) and 2204 (2015), as well as the relevant presidential statements. I would therefore urge the Council to silence the drums of war being beaten by the promoters of the coup, as well as the sedition they seek to fuel in my country, which is incited by Iran's ambition there.

I appeal to the Council, and to every representative of States that enjoy ties of friendship to our people, to fulfil their obligations under the Charter of the United Nations to take urgent measures to halt the progression of aggression and violence that is undermining the legitimate authorities, partitioning Yemen and attacking its security and its political settlement, since the criminal acts of the Houthi militias and their allies threaten peace and security not only in Yemen but also regionally and internationally.

As the President of Yemen said yesterday, that would involve withdrawing all the committees that have been imposed on ministries and Government institutions, as well as all the armed elements in Sana'a and other cities of Yemen; returning to the official military all the light, medium and heavy weaponry that has been plundered and seized from the armed forces units and security camps; working to comply with all relevant Security Council resolutions and abandoning any measures adopted since 21 September; and beginning to immediately implement the main points of the road map for the political process, particularly the Gulf Initiative and the outcomes of the National Dialogue Conference agreed to by the United Nations and the 10 States sponsoring the Initiative, and establishing a specific timetable for that implementation.

The Peace and National Partnership Agreement permits no one to act selfishly, unilaterally or autocratically, or to use force to achieve political gains at the expense of the people's aspirations and interests. The only way for our country to emerge from the current crisis is to comply with the relevant Security Council resolutions regarding the situation in my country, most recently resolution 2201 (2015), which calls on Ansar Allah to abandon its coup of the constitutional legislature.

In the gradual Yemeni political transition - which is a model for such transitions and for peaceful change, under the Initiative of the Gulf Cooperation Council (GCC) and its Implementation Mechanism, for which we thank our brothers in the GCC, particularly the Kingdom of Saudi Arabia, and which are designed to enable Yemen to emerge from its problems and build a modern federal State - all that there remained to do was to adopt the Constitution and convene presidential and parliamentary elections in a specific time frame so that our people could overcome their suffering and build a State based on the rule of law, justice, equal citizenship and good governance.

Mr. Alyemany (Yemen) (Spoke in Arabic): I would first like to express our sincere thanks to you, Mr. President, for convening this important meeting of the Security Council in order to bring us up to speed on the fast-developing events in Yemen that have followed the aggression on Thursday against the city of Aden and the presidential compound of Al-Maasheeq, in the context ofthe ongoing coup that began on 21 September 2014 with the Houthis' occupation of the capital, Sana'a. The entire population of Yemen deplores and rejects the coup, which is helping to fuel civil war and sectarian infighting. This violent scenario has continued with the insane acts of terrorism committed by unseen hands in Sana'a on Friday at the Al-Badr and Al-Hashoosh mosques, in which dozens died, leaving a deep scar on Yemen.

  21. Consultations among Security Council members should rapidly lead to measures that would enable us to move forward towards achieving national consensus and advancing the transition period. I am compelled to refer to the very serious humanitarian situation being endured by Yemenis. In addition to hundreds of thousands of refugees from the Horn of Africa and regions affected by conflict within the country, millions of Yemenis live below the poverty line. Statistics show that nearly 60 per cent live in poverty, with record levels of unemployment, pushing Yemen to the very brink of humanitarian catastrophe. We invite the international community to provide the necessary humanitarian assistance for Yemen in 2015. Yemen is commited to providing all necessary protection to diplomatic and consular missions.

On 6 February, developments in the situation encouraged all parties to act responsibly by granting priority to the national interests, and to agree that consultations would resume on 9 February. That was certainly necessary as dialogue is the only possible way for Yemen to extricate itself from the potential crisis. We certainly appreciate the very constructive role played by the Secretary-General through his Special Adviser, Mr. Jamal Benomar, working alongside all political components to achieve a consensus solution to ensure that the country does not plunge into the abyss. God preserve us from that. Yemen should not be turned into a hotbed of tension, threatening the region and the world. The situation could lead to civil war, which would not benefit Yemen, the region or the world.

  23. The 10-month dialogue resulted in the well- known outcome containing the recommendations of the National Dialogue Conference, which represent all the desired objectives the Yemeni people. After the National Dialogue Conference ended, varying interpretations of those elements emerged, giving rise to differences among the various political components, although the latter were able, on 21 September 2014, to forge the Peace and National Partnership Agreement. But the situation has deteriorated. His Excellency President Abd Rabbo Mansour Hadi was forced to resign, which led the various political components to engage in consultations under the auspices ofthe Special Adviser of the Secretary-General to reach a consensus solution that would be acceptable to all parties.

He was able to organize very complex negotiations with all political components and factions that led to the signing, on 23 November 2011 in the brotherly Kingdom of Saudi Arabia, of the Gulf Cooperation Council (GCC) Initiative and Implementation Mechanism. As the Council knows, the Initiative enabled Yemen to avoid plunging into chaos. All components of society have committed themselves to working through a period of transition that should enable us to recreate a secular, federal Yemeni State. The inclusive National Dialogue Conference, one of the main components of the GCC Initiative, enabled us to unite all political, cultural and social components around one negotiating table.

  25. Mr. Alyemany (Yemen) (spoke in Arabic): Four years ago, on 11 February 2011, demonstrations took place in all Yemen's provinces. The demonstrations grew, demanding a change and the creation of a legitimate modern secular State founded on the basis of the rule of law, respect for fundamental freedoms and human rights. Since then, my country has experienced a great deal of turbulence and a great many crises, which could have plunged the country into anarchy were it not for the grace of God, the support of our countrymen and the limitless support offered to us by friendly countries. The United Nations was present from the very outset, through the good offices deployed by the Secretary- General and his Special Adviser, Mr. Jamal Benomar.

Despite the many conferences and meetings that we have had on the economic, social and cultural underpinnings of terrorism, the international community should look further into the consequences of military operations, air raids and drone strikes, and their impact on civilian areas where terrorists are hiding. If we are to combat terrorism, we need military, legal and security monitoring at the highest levels - that is something that we all know. Transnational terrorist groups have at their disposal a wide range of modern technologies that enable them to adjust to current realities and work around our attempts to combat terrorism.

  28. Furthermore, the Government of my country has discovered that most Al-Qaida combatants are foreigners; some 70 per cent of them come from a wide geographical area. We therefore need all countries to exchange information to stem the flow of foreign terrorist fighters from many countries. We wish to reiterate that efforts to combat terrorism must address the roots of the problem. Yemen was one of the first countries to call for addressing the underlying causes of terrorism's spread. We believe that poverty and unemployment lead to the spread of terrorism. Based on the latest assessments, there are terrorist fighters earning $500 per month, whereas our Government soldiers are earning a mere $100 per month.

  29. In addition, we are facing difficulties because of the lack of financial resources. Our ministries and Government agencies entrusted with the implementation of that strategy are hamstrung by resource constraints. As is well known, Yemen is undergoing a difficult political transition, in addition to a very difficult humanitarian, economic and social situation. Despite robust military campaigns to eliminate Al-Qaida and its affiliates in various areas, and notwithstanding some success in that regard, the political climate remains unstable. Furthermore, our resources have been severely taxed and stretched thin because of problems compounded by the return of displaced persons. That means that we need our international donors to honour their commitments. We are still waiting for them to deliver on their pledges.

Al-Qaida in the Arabian Peninsula is still attempting to undermine the sovereignty and authority of our State, taking advantage of the humanitarian, social and economic situation that we in Yemen must confront. Yemen calls for international efforts to establish partnerships and to pool efforts to address terrorism. My Government has developed a national strategy to combat terrorism in accordance with Ministerial Decree No. 147 of 18 September 2012. The decree covers several areas of action, including political and economic issues and money laundering. There is also a component that focuses on training in the judicial arena. It provides for raising awareness in the military and law-enforcement sectors. There is also a project designed to bring together all the laws on the matter.

Mr. Alyemany (Yemen) (spoke in Arabic): I would like to begin by thanking Australia, as Council President for November, for taking the initiative to convene today's open debate on international cooperation to combat terrorism and violent extremism. This is a timely opportunity for us to assess the progress made by the international community in combating terrorism and to examine the gaps, fragilities and shortcomings in our efforts. It follows the conclusion of the fourth review of the United Nations Global Counter-Terrorism Strategy, conducted earlier this year. There is no doubt that the phenomenon of terrorism is a danger to the existence of societies, a threat on the same scale as that posed by devastating natural disasters. My country has long had to grapple with terrorism.
