“As the occupying Power, Israel is obliged under international humanitarian law to ensure, to the best of its ability, that the basic needs of the population are met. Open crossings must therefore remain open. Finally, the funding of the United Nations Relief and Works Agency for Palestine Refugees in the Near East is insufficient to cover operations that are essential to the survival of its beneficiaries. That situation is of concern. We hope that the annual donors’ conference in New York, to be held in early June, will alleviate the financial burden on the Agency. Developments over the past few days and weeks, including in connection with various dates of historical significance, have once again demonstrated the urgency of resuming a credible political process that addresses the root causes of the conflict.”

“Switzerland condemns the deaths of Palestinian civilians, including children, caused by Israeli air strikes on the Gaza Strip two weeks ago. We also condemn the indiscriminate firing of rockets from Gaza into Israel. In the West Bank, more than 100 Palestinians have been killed by Israeli forces this year, including 19 children. We call on the parties to respect their obligations under international humanitarian law, including the principles of distinction, proportionality and precaution, as well as human rights. As we heard in the briefing by Ms. Tania Hary, whom I thank, Gaza has been under blockade for 16 years. The blockade must be lifted. An immediate easing of restrictions on access and movement of people between Gaza and Israel is crucial.”

“The historical status quo of Haram Al-Sharif/Temple Mount, including Jordan’s role as Custodian of the Holy Sites, must be respected. Furthermore, Switzerland considers East Jerusalem as occupied territory, whose final status, including as the capital of two States, must be negotiated between the parties. We call on the parties to do all in their power to achieve a lasting de-escalation, in particular by implementing the commitments made in Aqaba and Sharm El-Sheikh, which followed the presidential statement (S/PRST/2023/1) adopted by the Council. In that regard, we call on Israel to revoke the order allowing its nationals to settle in Homesh, an outpost that is illegal under international humanitarian law. We also deplore the fact that the members of a Palestinian community had to leave their land in Ein Samia.”

“I shall now make a statement in my capacity as the representative of Switzerland. I would like to begin by thanking Special Coordinator Tor Wennesland for his briefing. Above all, we commend him for his efforts, as well as Egypt and Qatar for the role they played, both in negotiating and supporting respect for the ceasefire reached on 13 May amid the latest hostilities in Gaza and Israel. The incidents of the past week demonstrate that tensions and the risk of an escalation of violence remain very high. The racist slogans and incitement to hatred against Palestinian residents, as well as the attacks against journalists, are unacceptable. Switzerland calls on the leaders of all parties to refrain from any provocations.”

“Thirdly, respect for a long-term ceasefire must be combined with a return to negotiations. In that regard, we support the ongoing diplomatic efforts, in particular those of the African Union, the Intergovernmental Authority on Development, the League of Arab States, the United Nations Integrated Transition Assistance Mission in the Sudan (UNITAMS), neighbouring countries and bilateral partners. Those diplomatic efforts should be closely coordinated. As regards prospects for an eventual return to a political process, it must be underscored that Sudanese civil-society actors remain at the heart of any sustainable solution. In conclusion, we reiterate our full support for UNITAMS and the trilateral mechanism. We stand with the Sudanese people in achieving their aspirations for peace, justice and democratic governance.”

“It is essential to facilitate and enable full, safe, timely and unhindered humanitarian access to civilians in need and the evacuation of the injured, as was affirmed in the Jeddah Declaration of Commitment to Protect the Civilians of Sudan. Many who were able to flee the violence remain very vulnerable and need our full support. We commend the countries of the region for their solidarity in hosting refugees and returnees. We welcome the agreement on a short-term ceasefire and humanitarian arrangements signed by the Sudanese Armed Forces and the Rapid Support Forces in Jeddah, which comes into effect tonight. Its full implementation is crucial to alleviating the suffering of the population. Switzerland will continue to support humanitarian efforts in the Sudan and in the region.”

“The heavy toll that the conflict is taking on the population is unacceptable, and yet the fighting has continued in densely populated areas, critical infrastructure continues to be targeted and widespread looting and theft threaten the security and livelihoods of civilians. Many diplomatic premises, as well as those of humanitarian organizations, have been looted or destroyed, severely limiting their occupants’ ability to support the Sudanese population. The conflict also threatens to exacerbate existing conflicts, particularly in Darfur and Blue Nile state, which could lead to a further escalation of the conflict. Secondly, both parties to the conflict must respect international humanitarian law. Parents and children remain trapped in the crossfire and are struggling to access food, water and medical care.”

“In this regard, we welcome the continuation of the Black Sea Grain Initiative and encourage further discussions in order to achieve its improvement, development and extension. Switzerland deplores the disastrous consequences of the war and condemns the military aggression against Ukraine in the strongest possible terms. I reiterate here the firm call upon Russia to de-escalate the situation, cease all combat operations and withdraw its troops from the whole of Ukrainian territory without delay, a call that has been made repeatedly and confirmed by the International Court of Justice. “We welcome the holding of the conferences on water and climate change, in Baghdad and Basra, respectively. Indeed, climate change is a destabilizing factor in Iraq, as it contributes to droughts and water scarcity, with serious consequences for agriculture and livelihoods, thereby reinforcing threats of social unrest and internal displacement. Every measure aimed at mitigating the effects of climate change also serves a preventive purpose. For this reason, Switzerland believes that aspects related to climate change should be maintained and strengthened in the UNAMI mandate. With regard to missing Kuwaiti and third-country nationals, we welcome the ongoing efforts to make progress on this issue, including the question of missing Kuwaiti property, in particular the national archives.”

“In that regard, Switzerland welcomes Iraq’s efforts to find durable solutions for internally displaced Iraqis. Providing them with the necessary civil documentation to access basic social services, including education for children, is fundamental. We recognize the progress made by the Iraqi Government in implementing the Yazidi female survivors law by distributing the first payments. In addition, the issue of the inclusion of children born as a result of conflict- related sexual violence deserves to be addressed, in particular by tackling the administrative obstacles faced in reporting such cases. Thirdly, Switzerland welcomes Iraq’s accession to the 1992 Convention on the Protection and Use of Transboundary Watercourses and International Lakes.”

“First, we welcome the representation of women in the Parliament and the Government and encourage Iraq to build on this to strengthen women’s full, equal, meaningful and safe participation in all aspects of life. As Ms. Latif just stated, the approval of the law against domestic violence would be an important step in that regard. In addition, efforts to protect the rights to freedom of expression, association and peaceful assembly and, more generally, to protect the space for civil society must continue. Those responsible for human rights violations must be held accountable. In that regard, we welcome UNAMI’s activities to assist the Government in those areas. “Thirdly, we share our deep concern about the difficult social and economic situation facing the civilian population in Yemen as we enter the ninth year of the conflict. We therefore firmly condemn all restrictions on humanitarian organizations and especially women humanitarian workers. We remind all the parties of their obligation under international humanitarian law to allow and facilitate, including through the provision of necessary documentation to humanitarian personnel, the rapid, safe and unhindered delivery of aid. Furthermore, in the absence of a lasting peace, the protection of children from conflict-related violence remains a great challenge, as shown by the increase in incidents involving children who have fallen victim to mines and explosive remnants of war.”

“At the same time, we encourage all parties to agree without delay on new confidence-building measures, such as the recent release of prisoners. The joy of those families reunited as they celebrated Eid is still fresh in our minds. Secondly, that positive momentum must be manifested in the realization of an inclusive intra-Yemeni political settlement under the auspices of the United Nations. Civil society, especially women, must be part of it. Their voices count and must be heard. In that regard, it is essential that they can participate fully, equally and meaningfully, free from threats or reprisals. We must spare no effort in promoting women’s freedoms.
