In the reports of the Secretary-General and the Analytical Support and Sanctions Monitoring Team of the Committee pursuant to resolutions 1267 (1999) 1989 (2011) and 2253 (2015) concerning Islamic State in Iraq and the Levant (Da’esh), Al-Qaida and associated individuals, groups, undertakings and entities, the United Nations has confirmed the existence of tens of thousands of terrorist fighters who came to my country from more than 100 Member States. The International Centre for Counter-Terrorism in The Hague indicated years ago that there were some 4,300 European terrorists fighting in Syria and Iraq, including 2,838 terrorists from France, Britain, Belgium and Germany — in other words, more than 700 terrorists for each of the four countries that I mentioned, all of which are currently members of the Security Council and NATO.

These very same Governments consider terrorism to be a legitimate tool in which to invest as long as it does not target their countries, and describe the terrorists as the “moderate armed Syrian opposition”, “non-State armed groups”, “revolutionaries”, “jihadists” or “freedom fighters” who do not pose any threat to the peace and security of any country or region of the whole world, provided that they never think of returning to their countries of origin to continue spreading democracy and human rights there.

  8. A few days ago, on 31 August (see S/2020/870), the Security Council voted on a draft resolution on combating terrorism (S/2020/852). The draft resolution was supposed to contribute to addressing one of the weaknesses and to close an important gap in this field by calling on Member States of our international Organization to repatriate, prosecute or rehabilitate their nationals — “terrorists without borders”, or what some like to call “foreign terrorist fighters” — and by ridding the countries in which these terrorists are active of their evils and crimes. Unfortunately, the negotiation process on the draft resolution confirmed that some European countries represented in the Council have adhered to their selfish and irresponsible position of refusing to repatriate and hold accountable their hardened terrorist nationals.

It calls on Washington to weaponize wheat to starve civilians in Syria in order to reduce food supplies and pressure the Syrian Government and Russia to make political concessions that serve United States interests in the region. This twisted logic of using wheat as a weapon to punish civilians is akin to Erdoğan’s use of water as a weapon to punish civilians. Some of the Governments of Council Member States have slaughtered international humanitarian law in their policies towards my country just as they slaughtered its biological father — international law — before it. Nothing remains before the Council, except the provisions of the Charter of the United Nations, which a number of Member States still uphold and defend. Nor were their voices raised when, on 27 March 2017, the illegitimate coalition air force targeted a vehicle carrying a team of technicians supervising the Euphrates dam and volunteers from the Syrian Red Crescent as they were trying to reach the dam to repair the damage caused by the United States bombing and prevent its collapse. That sinful attack led to the death of Firas Al-Hussein, a Syrian citizen who was a humanitarian volunteer in the Syrian Red Crescent, while the rest of the team were injured.

I will be focusing in my statement today on the areas that were termed in the deliberations of the Council as areas located in north-eastern Syria and which have been dubbed by the United States Administration as areas east of the Euphrates. The suffering of those areas has not been limited to the afflictions resulting from the criminal practices of the terrorist organization the Islamic State in Iraq and the Sham, or to the results of the crimes of the illegal international coalition that wreaked havoc and devastation in the region and paved the way for the occupation and looting of Syria’s resources, including oil, gas, antiquities and agricultural crops. The Turkish regime is trying to change the legal, demographic, economic and financial character of those occupied territories by the Turkification and displacement of inhabitants, plundering their real estate and property, imposing the use of Turkish currency, and naming squares and streets after Turkish and Ottoman figures. The Turkish regime even uses Ottoman names for the terrorist organizations and entities that it supervises, operates and invests in for its foreign wars in Libya and elsewhere. These terrorist groups with historic Ottoman names include the Sultan Murad Brigade, the Sultan Muhammad Al Fateh Brigade and the Nur al-Din al-Zanki movement and others.

  36. Just two days ago, two American military helicopters attacked a checkpoint of the Syrian Arab Army south-east of Qamishli, killing one soldier and wounding two others. We all remember the sinful attack by the American occupation forces on the sites of the Syrian Arab Army on Mount Tharda in Deir ez-Zor, on 17 September 2016, to enable the terrorist organization ISIS to control those sites. Furthermore, United States President Donald Trump previously announced, on 27 October 2019, that he “intends to conclude a deal with an American company to go to Syria and obtain its share of Syrian oil”. Trump reaffirmed his endeavour on 1 November 2019 by announcing his intention to keep Syrian oil because he “loves oil”.

Every time we have submitted a complaint to the Security Council or informed it of facts about acts of support for terrorism, aggression, occupation, plunder and destruction of the resources of my country, the more Western pressure increased to deflect the efforts of the Council and prevent it from carrying out its role in upholding the provisions of the Charter of the United Nations and ensuring respect for the content of its own resolutions relevant to the situation in Syria, foremost of which is ensuring full commitment to its sovereignty, unity and territorial integrity. That only raises numerous questions. What has the Security Council done to end the American occupation of parts of my country? What has it done to put an end to the Turkish occupation and the practices of the terrorism-sponsoring Erdoğan regime?

In conclusion, the success of the political process facilitated by the United Nations with Syrian leadership and ownership requires that the Security Council fulfil its responsibilities and carry out its mandate to ensure full commitment to the sovereignty, unity and territorial integrity of Syria, ending foreign occupation, combating terrorism and ensuring the immediate lifting of the coercive measures imposed on the Syrian people. Achieving this is the basis, essence and goal of any political process, and it is the compass and the goal from which we will not deviate, no matter how great the pressure is or how severe the challenges are.   45. We believe that the mission of the Special Envoy requires him and the Secretariat to speak out against the Turkish and American interference in Syrian internal affairs. They should also speak out against the coercive measures imposed by the United States and some European countries. The historical links between Syria and Europe have left their marks on the European identity itself. The name ”Europe” is originally the name of the Syrian princess — the daughter of the king of Phoenicia — with whom the Greek god Zeus had fallen in love and subsequently kidnapped to Greece; hence, Europe has its Syrian name. Some colleagues might not know that the ancient name of the Syrian city Deir ez-Zor, which was ravaged by Islamic State in Iraq and the Sham terrorism and American airstrikes, was originally Dura-Europos; that name is well known to European intellectuals. I invite my colleagues to look at the 2-euro coin; they will find an engraving of the Syrian princess Auropa.

Maintaining international peace and security necessitates controlling the raging elephant that is stampeding all over the principles of international law and the provisions of the United Nations Charter, destroying everyone who stands in the way of its reckless steps. What is required today is to put an end to the disregard of international law by those Governments that are hostile towards my country and to other countries and to stop their practices, which are based on the law of the jungle and the law of force instead of the force of law. These are aggressive practices of which my country and other have had to bear the brunt. How long do we have to wait for the so-called international community to take action and put an end to the crimes of the Erdoğan regime and its operators in NATO?
