  3. The answer is crystal-clear and well known to everyone. Any professional, credible and objective report on the impacts of the coercive unilateral measures on the daily life of millions of Syrians will undoubtedly condemn the policies of the countries imposing those measures. United Nations resolutions are clear in that regard. Any report will also prove that those countries have flouted the call made by the Secretary-General and his Envoy to Syria to mitigate the impacts of those measures, especially with the spread of the coronavirus disease (COVID-19). That will not be all. If issued, such a report will expose those who call themselves the opposition.

The approach of the Western States, spearheaded by the so-called co-penholders during the consultations related to resolution 2253 (2015), days ago, as well as their pattern of voting on the draft resolutions proposed by the Russian Federation, expose once again those countries’ false humanitarian claims. How can those countries justify their opposition to including in the draft resolution any reference to the catastrophic impacts of the unilateral coercive measures imposed on the Syrian people, even though both the Secretary-General and his Special Envoy, Mr. Geir Pedersen, together with another 44 agencies and entities, have made reference to such impacts? How can they explain their refusal to mandate the Secretariat to submit a report or even information on the consequences of those measures on the lives of Syrians?

It is surprising how the United States and other follower countries issue statements and positions against Syrians exercising their free, democratic and responsible right to elect their representatives. We have not interfered, and will not interfere, in any American or other constitutional entitlements, despite all the defects and irregularities in them. The past few days have seen millions of Syrians cast their votes in the legislative elections that resulted in the election of the members of the People’s Assembly to the third legislative session. Those elections stress the commitment of the Syrian people and State to keep the Syrian State institutions working and thwart any foreign agendas aiming to replace those institutions with void and chaos, in a similar manner to what we have witnessed in other countries. The elections are also testimony to the fact that Syria is determined to carry out all constitutional entitlements as well as liberate its territories from terrorism and every illegitimate foreign presence.

  9. Moreover, the Israeli occupation authorities continue to treat our people in the occupied Syrian Golan in a discriminatory manner because they refuse to carry Israeli identity cards. How could it be otherwise? They can see no international attempt to put an end to the Israeli occupation’s policy of arbitrary detention and mock trials. The most recent instance of this policy was the unjust and arbitrary ruling handed down by the Israeli occupying forces on 10 June, imposing a three-year sentence on the activist Nihal Suleiman Al-Maqt, sister of the released prisoner Sidqi Al-Maqt, the Syrian Mandela, and a resident of Majdal Shams in the occupied Syrian Golan.

This new settlement was a present from the Prime Minister of the Israeli occupation to American President Trump for his flagrant violation of United Nations resolutions and international law in unilaterally recognizing what he termed Israeli sovereignty over the occupied Syrian Golan. How could it be otherwise? They cannot see any international effort being made to put an end to systematic Israeli violations and repressive and racist policies, including, but not limited to, seeking to organize illegal local elections in the occupied Syrian Golan; refusing to open the Quneitra border to our people in the occupied Syrian Golan who wish to visit their homeland and relatives in Syria; and failing to provide adequate medical care to the people of the Golan amid the coronavirus disease pandemic, which places their lives at further risk.

Those campaigns include, but are not limited to, confiscating 4,500 dunums of Syrian land to set up a project to build wind turbines to generate power; concluding contracts with and granting permits to the United States Genie Energy Company, whose Executive Board is headed by former United States Vice President Dick Cheney, to drill for oil and plunder natural resources; and coercing our people in the Golan to register land they inherited from their parents and grandparents with the Israel Land Authority under penalty of confiscation. That resolution was adopted after Count Folke Bernadotte was assassinated in Jerusalem by the Zionist Stern Gang for stating, in his report (see S/863) to the Security Council in 1948, that Palestine refugees had the right to return to the cities, villages and homes from which they had been expelled. My country reiterates its demand that Palestine be allowed to become a full-fledged Member of the United Nations. The citizens of my country living under occupation in the occupied Golan have the right to question whether the United Nations can credibly and effectively uphold their just cause. How could it be otherwise? They can see Israel flouting internationally recognized resolutions demanding that it withdraw from the entire Syrian Golan to the line of 4 June 1967.

The Syrian Arab Republic, along with the overwhelming majority of Member States, strongly condemns those decisions and considers them as a merely unilateral act undertaken by a party that has neither the status nor the political, legal or moral capacity to decide the fate of the peoples of the world or to dispose of lands that are an integral part of the territories of the Syrian Arab Republic and occupied Palestine. Syria supports the right of the Palestinian people to self-determination and the establishment of an independent State encompassing all of its national territory and its capital, Jerusalem, and the right of refugees to return to their homes in accordance with General Assembly resolution 194 (III).

  17. Yesterday the Israeli occupation forces once again launched a series of attacks, firing guided missiles at the territory of the Syrian Arab Republic over the occupied Syrian Golan. This act of aggression, which gives a morale boost to the remaining pockets of terrorist proxies of Israel, is in flagrant violation of the 1974 Agreement on Disengagement between Israeli and Syrian Forces, international law, the Charter of the United Nations and the relevant Security Council resolutions. These attacks would not have taken place had the Security Council not, for several decades, failed to enforce its resolutions related to the Arab-Israeli conflict, and had certain permanent members of the Council not extended unstinting support to the rogue entity, encouraging it to intensify its crimes, violations and acts of State terrorism with impunity.

Accordingly, we consider the analysis of the Special Representative on Sexual Violence in Conflict to be flawed on the factual and legal levels and that it does not reflect her intended mandate, which requires an objective approach to the reality of the issue. The Office of the Representative of the Secretary-General on Sexual Violence in Conflict continues to ignore the hundreds of identical letters of the Syrian Government addressed to the Secretary-General and the President of the Security Council, which document the crimes and massacres committed by terrorist armed groups and the so-called Global Coalition to Counter Islamic State of Iraq and the Levant, which has had a profound impact on women and compelled them to live in harsh conditions, physical and psychological, including exposure to various forms of violence.

Furthermore, the Syrian Arab Republic categorically rejects the use by the Special Representative of the Secretary-General on Sexual Violence in Conflict of the phrase “parties to the conflict” in her reports, thereby putting the legal and legitimate Government of the Syrian Arab Republic — which is upholding its constitutional duty to protect its people and ensure the safety and territorial integrity of its lands from the danger of terrorism, in accordance with the provisions of international law — on an equal footing with terrorist armed groups created, financed, armed and supported by countries that have employed terrorism as a tool for their war on Syria.   22. The reports of the Secretary-General continue to refuse to acknowledge that terrorism is the root cause of the long-suffering of Syrian women. They also refuse to indicate the huge challenges that prolong and deepen such suffering. The policies of aggression and occupation targeting the sovereignty and territorial integrity of the Syrian Arab Republic, the unilateral coercive measures imposed on it by several international parties and the politicization that has stigmatized the humanitarian aspect in the Syrian Arab Republic are all challenges that have changed the lifestyle of many Syrian women and led them to experience displacement to escape terrorist armed groups or exposure to the nascent practices of these groups and their extremist beliefs, depriving them of fundamental rights.

In this context, several amendments to Syrian laws were made, the most recent of which are the amendments to the provisions of the Personal Status Law (Law 4 of 2019), which establishes the minimum age for marriage; and Law No. 2 of 2020, which cancels article 548 of the Penal Code, therefore, cancelling the pardonable or mitigating excuse relevant to honour crimes. Furthermore, a national interpretation of resolution 1325 (2000) is being prepared in the form of a draft programmatic plan on the content of the resolution. A study is also under way with a view to identifying discriminatory laws in Syria to ensure their compatibility with the Constitution of the Syrian Arab Republic, which guarantees that women enjoy full citizenship rights, equality and no discrimination in any fields.

With regard to women with disabilities, the national legislative framework and plans include providing protection for them, promoting their advancement, ensuring the full enjoyment of their rights and achieving their full integration into society in a manner commensurate with the obligations of the Syrian Arab Republic under the Convention on the Rights of Persons with Disabilities. We would also like to mention that Syrian legislation imposes severe criminal penalties for perpetrators of sexual assault crimes, in accordance with the Syrian Penal Code promulgated by Legislative Decree No. 148 of 1949 and its subsequent amendments. Moreover, we note that it is an obligation of the Syrian Arab Republic to advance, protect and promote the status and rights of women, together with their empowerment.

  26. My delegation takes note of the concept note addressed to the Permanent Missions to the United Nations on this topic. The Syrian Arab Republic affirms its support for all efforts aimed at combating the phenomenon of sexual violence in situations of armed conflict and the importance of holding the instigators and perpetrators accountable, and calls for extreme caution and objectivity in dealing with this serious humanitarian issue without the politicization that extends the suffering of the victims and hinders its elimination through international efforts. Allow me to refer to the efforts made by the Syrian Government to strengthen the national framework, including the legal framework, to protect women and ensure their rights and empowerment.

Such invitations are a deliberate misuse of the Council’s mechanisms aiming at distorting facts and misleading Member States’ representatives. The repetitive invitation of tools of fabrication to Council meetings, whether it is related to the humanitarian situation or to the political or chemical file, highlights the degree of prejudice that the enemies of Syria in the Council hold against my country and how desperate they are because they lost the bet on terrorism and sanctions during the years of the crisis.

My Government reiterates its position regarding the Brussels Conferences and stresses the fact that those conferences are nothing but a propaganda showdown aimed at implementing the agenda of certain countries that organize and participate in those conferences in a clear politicization of humanitarian work, and the imposition of their conditions, with deep-rooted obstinacy. My Government reaffirms that it does not recognize any initiatives or meetings that are held on Syria without its participation and full coordination. That is confirmed by the notorious Caesar Act, which excluded north-eastern Syria from its provisions in order to encourage separatist tendencies among the proxy militias of the occupation and try to create new facts on the ground. My delegation reiterates its call on countries that have pledged and committed to respecting international law and the maintenance of international peace and security to put an end to the politicization of the humanitarian issue in my country and support the efforts of the Syrian State in the humanitarian and development domains. Those countries should also reject the political conditions and dictates set by some Governments with the aim of obstructing reconstruction and recovery efforts as well as the return of displaced Syrians.

Instead of wasting time on misleading OCHA reports and their pointless details, the Council must address the root causes of the crisis, which would consequently restore security and stability and improve the humanitarian situation. That means ending the United States-Turkish occupation and its crimes, including the destruction of Syrian infrastructure, the looting of various resources and the burning of agricultural crops. Addressing the root cause of the crisis entails supporting the efforts of the Syrian State and its allies in combating terrorism, in addition to the immediate lifting of unilateral coercive measures. The effects of those measures are not limited to the livelihoods of millions of Syrians but are also aimed, among other things, at dividing my country.

  32. Such resolutions ignore the tremendous efforts exerted by the institutions of the Syrian State and its partners in humanitarian work, in cooperation with allied and friendly countries. Resolution 2165 (2014) was an exceptional, temporary measure taken by the Security Council in specific circumstances that no longer exist. Its sustainability cannot be permitted, nor can it be strengthened by including additional crossings that serve the occupation and threaten the integrity and unity of Syrian territories. OCHA is able to operate from inside Syria and use the official approved crossings, including the Abu Kamal and Nasib crossings and Aleppo and Al-Qamishli airports.

If they prevent the Council from fulfilling its primary responsibility for the maintenance of international peace and security, then what is the alternative international reference that can be entrusted with the purposes and principles of the United Nations? Once again, the co-penholders are preparing a draft resolution to extend the effects of resolution 2165 (2014), on cross-border activities. I will not elaborate on my country’s well-known position that rejects such resolutions, which completely depart from the assumed humanitarian goals and the provisions of General Assembly resolution 46/182. Such resolutions aim to serve the agendas of hostile Governments and infringe on the sovereignty and territorial integrity of the Syrian Arab Republic on the basis of OCHA’s politicized allegations and distorted reports.

I invite my fellow NATO representatives in the Council to answer our questions openly and without equivocation: do they support international law and the United Nations Charter, or do they support the United States-Turkish-Israeli occupation of parts of my country? Those Governments also support Erdoğan’s expansionist ambitions and crimes against Syria, Iraq, Egypt, Libya, Tunisia, Armenia, Greece and Cyprus, as well as his violations of the rights of all his opponents from the friendly Turkish people. Such violations were clear in the aftermath of the alleged coup attempt. All present are fully aware of the fact that the coup was followed by massive violations of the rights of tens of thousands of civilians and Turkish State employees. Let me be clear: even if some people dream of repeating the experience of the Turkish occupation of parts of Cyprus since 1974 in my country, we will not allow that to happen even if NATO itself is behind Erdoğan.

The Governments of some of the members of the Council have insisted on their hostile policies towards my country to the degree that they are completely unable to play any positive or constructive role regarding the situation in my country and the region. That is attested to by the silence and pressure imposed on the Security Council by those Member States that are trying to make it into a platform for NATO. The Governments of these countries seem to be surrendering to the whims and ambitions of the American Administration and are fond of the policies of occupation and Turkification and of the support for terrorism practiced by the Erdoğan regime on the territories of my country.

In that context, it is certain that the Governments of some Western countries that are trying to promote themselves as paragons of humanity and ethics have failed to rise to that rank. That was confirmed once again by those very same Governments when they turned a deaf ear to the appeal made by the Secretary-General on 23 March to waive unilateral coercive measures. Finally, my Government affirms that the occupied Syrian Golan is an integral part of the territory of the Syrian Arab Republic and that its restoration to the line of 4 June 1967 by all means guaranteed by international law will remain a priority for Syrian policy and the compass from which it will not deviate.. Syria reiterates its support for the right of the Palestinian people to self- determination and the establishment of an independent State over all of its national territory and its capital, Jerusalem, while ensuring the right of refugees to return to their homes in accordance with resolution 194 (III), of 1948. It renews its call to grant the State of Palestine full membership in the United Nations.

In that context, Syria rejects the arbitrary and unjust ruling issued by the Israeli occupation forces on 10 June of three years’ imprisonment for the patriotic activist Nihal Suleiman Al-Muqt, sister of the released prisoner Sidqi Al-Muqt, who is from the town of Majdal Shams, in the occupied Syrian Golan. That ruling is unlawful and invalid because it was issued by an illegal occupation force, and it complements the oppressive and arbitrary practices against the people of the occupied Golan and punishes them for their national positions, adherence to their homeland and Syrian identity.

This new settlement was a present from the Prime Minister of the Israeli occupation to American President Trump for his flagrant violation of United Nations resolutions and international law in unilaterally recognizing what he termed Israeli sovereignty over the occupied Syrian Golan. All these practices are flagrant violations of international law and S/2020/596 international humanitarian law, with which some deal with double standards and unlimited hypocrisy. The Government of the Syrian Arab Republic reaffirms that the policy of arbitrary detention and mock trials pursued by the Israeli occupation forces are part of a series of crimes and human rights violations committed by Israel against Syrian citizens in the occupied Syrian Golan over the more than five decades of its occupation of the Syrian Golan.

Israel, the occupying Power, continues, through its systematic and dangerous practices, to try to consolidate its control and impose its will on the occupied Syrian Golan, including, but not limited to: seeking to organize illegal local elections in the occupied Syrian Golan, concluding contracts and granting licenses to usurp its natural resources, looting the property of Syrian citizens and displacing them in order to set up a project to generate power by wind turbines and forcing our people in the Golan to register the lands that they inherited from their ancestors with the Israel Land Authority under penalty of confiscating the lands of protesters. That has been seen over the past few months through the unilateral, unlawful and provocative actions taken, including the United States Administration considering occupied Jerusalem as the capital of Israel, its declaration of what it referred to as recognition of Israeli sovereignty over the occupied Syrian Golan and the occupation authorities’ attempt to annex territories of the West Bank. The Syrian Arab Republic, along with the overwhelming majority of Member States, affirms its strong condemnation of those decisions and considers them as a merely unilateral act issued by a party that does not possess either the status or the political, legal or moral capacity to decide the fate of the peoples of the world or to dispose of lands that are an integral part of the territories of the Syrian Arab Republic and occupied Palestine.

However, those efforts went unheeded owing to Israel’s disdain for the United Nations and the resolutions of the Council, foremost among which are resolutions 242 (1967), 338 (1973) and 497 (1981). Israel refuses to commit to those resolutions because of the support it receives from some Member States, especially the United States, which contributes to prolonging the occupation, increasing the number of grave violations of international law, augmenting acts of aggression and threatening regional and international peace and security. The continued Israeli occupation of the occupied Arab territories is a clear indication of the politicization, manipulation and blatant double standards that face the principles of international law and the provisions of the Charter of the United Nations. The Palestinian question has accompanied the United Nations since the early days of its establishment, and the Security Council and other United Nations bodies have adopted hundreds of resolutions that affirm the need to end the Israeli occupation of Arab lands, including the occupied Syrian Golan. The Security Council has also held hundreds of meetings on this issue since the adoption of the item “The situation in the Middle East”, on a monthly basis, several decades ago.

  48. Such as report should also highlight the catastrophic impacts of those measures on the lives of the Syrian people. My country looks forward to the Secretary-General’s response to those requests and to being informed as soon as possible of the procedures being implemented, in keeping with his mandate and capacity, to facilitate the political process in the Syrian Arab Republic. We have always been a victim of Western score-settling; therefore, we are good readers of history. The problem with our enemies and rivals is that we read history differently. In that regard, it would be suitable to recall what a wise social politician once said — only fools defy history. In conclusion, I would like to say to my colleagues the representatives of the Western countries in the Council: take your pressure off Syria, let the Syrian people breathe.

In its official complaint, my country requested the Secretary-General and the Security Council to put an end to the hostile foreign interventions in its domestic affairs and to call on all Member States to refrain from engaging in any practices aimed at undermining the independence and course of the political process and which affect the interests and choices of the Syrian people, the safety and stability of Syria and my country’s regional and international relations. Syria also requested the Secretary-General to mandate the specialized legal bodies of the Secretariat to immediately prepare a report on how the American and European laws imposing an economic embargo on the Syrian people are in line with the provisions of the United Nations Charter and relevant Security Council resolutions.

In my statement delivered on 19 May (see S/2020/427), I referred to the confessions of ISIS terrorists captured by the Syrian Arab Army, in which they stressed the fact that they were trained by the American occupation forces in the Syrian occupied region of Al-Tanf. Recently, an ISIS terrorist named Mohammad Hussein Saud confessed that British intelligence forced him, along with other terrorists, to work for them and tasked them with gathering information on Syrian and Russian military locations and institutions in Syria.
