“Additionally, it can mobilize regional organizations and international financial institutions and foster South-South and triangular cooperation arrangements in support of national peacebuilding initiatives. The Commission can also support the implementation of peacebuilding activities by peacekeeping operations and help mobilize political support to promote reconciliation, the women and peace and security agenda, institution-building and other nationally defined peacebuilding priorities. However, there is more that the PBC could do. As Brazil and others have pointed out a number of times, the Commission is only a teen-ager in the United Nations family. “Finally, my very warm thanks to Ambassador Rabab Fatima for her support and leadership in the PBC in the first half of 2022 and her contribution to bringing the collaboration between the two bodies to the top of our agenda. In addition to the input on West Africa and the Sahel recently shared with the Council, the presentation of the annual report of the Commission for 2021 has provided several examples of the significant contributions that the PBC can make by playing its advisory, bridging and convening roles. The PBC is well suited to working as a platform to promote greater coordination among the relevant partners of a particular country at risk of lapsing or relapsing into conflict.”

I would like to thank my dear colleague Ambassador Osama Abdelkhalek for the comprehensive overview of the work of the Peacebuilding Commission (PBC) in 2021. Before the pandemic, the presentation of the annual report of the PBC (S/2022/89) to the Council was a common practice, which we are happy to resume and expect will continue. I also wish to thank Mr. Monwar Hossain for the very informative briefing on the PBC’s programme of work for 2022. As I highlighted at one of our meetings earlier this month, those opportunities for exchange between the Council and the PBC are very much welcome and should, in fact, happen more often.”

“Iraq should not be a battlefield, but a bridge between countries, cultures and faiths. The Iraqi Government has actively sought to perform that role, fostering understanding and cooperation among its neighbours and pursuing initiatives such as the historic Baghdad Conference for Cooperation and Partnership, held almost a year ago. The protection of civilians is a fundamental element of international law that must be observed by all Member States. It is the ultimate objective of international humanitarian law, international human rights law and international refugee law. Scenes like those witnessed in Dohuk are unacceptable and must be condemned unequivocally. I now resume my functions as President of the Council. The representative of Türkiye has asked for the floor to make a further statement. I now give him the floor.”

“Iraq has also spearheaded the fight against terrorism and has made grave sacrifices under extremely challenging circumstances. The Security Council has recognized those efforts and been consistent in its support for Iraq. The United Nations Assistance Mission for Iraq is a symbol of that commitment and fulfils a fundamental role in that regard. Iraqi efforts and sacrifices benefit the international community as a whole, but especially Iraq’s neighbours, for there can be no stability in the Middle East without a safe and sovereign Iraq. There can be no justification for violations of its sovereignty, be it by actors in the region or outside it. We hope that thorough investigations can come to a speedy conclusion and establish the facts behind this tragedy.”

“Over the past few decades, the Agency has consistently strived to contain violence and improve the living conditions of Palestinian refugees. Last month, despite severe budgetary constraints at the national level, Brazil announced an additional financial contribution to UNRWA. The ongoing violence must stop, which requires efforts by all parties to defuse tensions and reverse the negative trends that undermine the prospects for a peaceful resolution of the conflict. Violent escalations prevent durable solutions. The lack of lasting solutions fuels frustration and despair, which in turn result in further violent escalations. Reinvigorating the political process should not be a goal for the distant future but a necessary condition for preventing violence in the present and breaking the cycle.”

“Last month, General Assembly President Abdulla Shahid convened a donor conference in support of the United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA), a much-needed meeting as the Agency continues to face chronic underfunding against the backdrop of the competing needs of the growing number of refugees worldwide. We commend the initiative of the President of the General Assembly and welcome the encouraging results of the conference. Brazil reiterates its commitment to UNRWA’s tireless humanitarian action, which provides essential services to one of the most vulnerable refugee populations in the world. UNRWA plays a key role in stabilizing the region, in which poverty and political instability provide fertile ground for extremist forces.”

“Palestine has great economic potential in many sectors that can create job opportunities and raise the income of families, which means allowing Palestinian businesspeople to export their products to the world market. Confidence-building measures on both sides must continue. Brazil commends the Israeli authorities’ recent measures aimed at building trust with the Palestinians, including increasing the quota of workers from the Gaza Strip and the opening of a new vehicular crossing on the north of the West Bank, as well as measures to prevent the establishment of new outposts. We are following the developments in the talks regarding the exchange of prisoners and hope the parties can come to an understanding.”

“That requires involvement and commitment from all relevant parties. Intra-Palestinian reconciliation is a crucial step towards resuming genuine dialogue within the framework of the peace process. International cooperation aimed at restoring and improving basic infrastructure and the economic empowerment of the Palestinian population can also improve prospects for reconciliation. It is equally important to address the structural impediments imposed on the Palestinian economy, which needs support to strengthen its industrial and agricultural production. “We must reflect on the role the Council should play in reinvigorating the peace process in the region, while paving the way for new negotiations. Without a horizon for conversations, faith in peace wanes and the reality on the ground precludes the possibility of a viable agreement. The Abraham Accords offered renewed hope in dialogue and diplomacy. Some important high-level meetings continue to be held, but the involvement of relevant stakeholders in efforts towards the two-State solution has stalled. Important mechanisms established by resolutions of the Council remain practically inoperative. In Brazil’s view, we should seriously pursue the objective of promoting political negotiations for a comprehensive, just and lasting peace in the Middle East, based on all relevant Security Council resolutions.”

Brazil remains concerned about the ongoing episodes of violence in the West Bank, including in East Jerusalem, and in Israel in recent months. There is no justification for any attacks on civilians. We call on both sides to exercise maximum restraint and protect the lives of civilians. Brazil agrees with the assessment that the mere management of this conflict in perpetuity is not a viable option. There is no substitute for a legitimate political process to bring about lasting peace and stability.”

“Finally, as my delegation has noted on previous occasions, while the Council should pay close attention to progress in the elimination of chemical weapons in Syria and enforcing accountability for their use, the periodicity of these meetings needs to be urgently reassessed. Not having held a meeting on the topic in June did not affect the Council’s work on the file in any way. That reinforces our perception that the ideal frequency for such exchanges is quarterly. Holding monthly meetings when there is little or no relevant development on the ground does not seem efficient in terms of either time or resources. “We welcome the recent understanding to address the shortcomings in the Syrian Arab Republic’s initial declaration through the exchange of correspondence, even if such exchanges cannot replace consultations between Syria and the Declaration Assessment Team. We hope that may constitute a further step towards the resumption of a constructive dialogue. “Furthermore, the Council needs to ensure that such measures, if adopted, do not have adverse humanitarian consequences for the civilian population, especially given the traumatic history of comprehensive sanctions imposed on Haiti in past decades. It is unfortunate that a legal scrubbing of the language on possible sanctions was not thoroughly carried out among all Council members. We reserve the right to further develop the language of the resolution in future meetings. In the light of the seriousness of the situation in Haiti, we note that we would have appreciated having had more time for meaningful discussions on these issues and other measures that the Council could have taken in support of BINUH and the Haitian authorities.”

“For the time being, we would like to underscore that prohibiting the transfer of small arms, light weapons and ammunition to non-State actors in Haiti may be an important measure to curb the escalation of violence. However, a monitoring mechanism might be necessary to oversee its effectiveness. With regard to the possibility of imposing appropriate measures against those engaging in or supporting violence, including an asset freeze or a travel ban, Brazil highlights the need to develop monitoring mechanisms, listing criteria, humanitarian exemptions and carve-outs and the conditions for lifting the sanctions. Those parameters are essential to applying such measures in a responsible and effective manner.”

“Increasing BINUH’s ability to help national authorities in preventing and responding to sexual and gender- based violence was also a major objective. Although we believe that more could have been achieved if we had had more time for in-depth debate, we hope that resolution 2645 (2022) will encourage and foster positive developments. It is clear that Haiti needs to remain at the forefront of our attention. The Council needs to closely follow the implementation of BINUH’s mandate and new developments on the ground, while carefully considering the need for new measures. Moreover, the resolution includes provisions that require further debate on their implementation. Brazil is willing to engage constructively in such discussions.”

“Since then, Brazil has been on the ground providing bilateral assistance to Haiti and developing cooperation projects with the country, which resulted in 2022, inter alia, in the construction of three referral hospitals that represent an important contribution to the Haitian health system and the inauguration of a professional training centre in Les Cayes. As an elected member of the Council, Brazil has engaged in the negotiating process for the renewal of BINUH, with the sole objective of galvanizing efforts to help Haiti overcome the economic, security and political crises in which it regrettably remains plunged. From the outset, we have emphasized that it was paramount to reinforce BINUH in terms of security, capacity and resources in order to help the country control gang violence and reinstate a minimum level of governance.”

Brazil hopes that the mandate in resolution 2645 (2022), adopted by the Security Council today, will provide the United Nations Integrated Office in Haiti (BINUH) with increased financial means and better tools to help Haiti. Haiti has been a priority for Brazil and will remain so. It is worth remembering that while the United Nations Stabilization Mission in Haiti was operational, Brazil deployed tens of thousands of Blue Helmets, as well as every single Force Commander to the peacekeeping operations there, for more than 13 consecutive years.”
