“In responding to the Sahel crisis, the United Nations Integrated Strategy for the Sahel (UNISS) will help support development processes, promote good governance and improve security. In that context, the United Nations Support Plan for the Sahel (2018-2022) aims to support efforts under way in the region to achieve sustainable development and realize the 2030 Agenda for Sustainable Development and Agenda 2063. My delegation therefore urgently calls for the effective recalibration of UNISS, which will help us to emphasize the area's assets, on which its future will depend, while looking beyond the challenges it currently is facing.”

“With regard to the humanitarian situation, the alarming figures noted in the Secretary-General's report challenge and call on us to pool our efforts to find solutions to the plight of the 6.9 million people in situations of food crisis in the Sahel and the 2.3 million people displaced in the Lake Chad basin. Moreover, the resurgence of conflicts between farming communities and herders, especially in periods of transhumance, amplifies regional instability. With regard to the last point, Cote d'Ivoire welcomes the initiative of UNOWAS and the Economic Community of West African States to develop a regional action plan on transhumance. My delegation believes that only concerted, planned and coordinated joint action can effectively contribute to the stabilization of the Sahel region.”

“While the economic prospects of all West African countries are encouraging, more remains to be done to offset the low purchasing power of populations linked, according to the African Development Bank, to high levels of income inequality. In the Sahel, too, economic indicators do not inspire optimism. In addition, inequality, unemployment and the lack of opportunities further undermine the stability of the area. That is why my delegation endorses the analysis of the Economic Commission for Africa, which advocates addressing the root causes of the crisis, ensuring the implementation of the 2030 Agenda for Sustainable Development and offering investment opportunities in the Sahel.”

With regard to security governance and the political situation, my country welcomes the progress made in security sector reform in The Gambia and Burkina Faso. “One of the major obstacles to the development of the region remains the insecurity caused by terrorist groups, such as Boko Haram, Islamist groups, acts of piracy and armed robbery ofthe population. Initiatives to address those threats would therefore benefit from being accelerated and strengthened. My country supports and encourages the States of the Group of Five for the Sahel (G-5 Sahel) to continue to take the measures necessary to ensure that the Joint Task Force reaches its full operational capacity. In that regard, we welcome the Secretary-General's personal commitment to supporting the operationalization of the G-5 Sahel Joint Force. I therefore urge donors to deliver on their financial pledges, which are essential to the ability of the Multinational Joint Task Force to play its full role.”

“Indeed, in addition to terrorism and violent extremism, the region is also exposed to transnational organized crime, cross-border armed groups and the intensification of violent conflicts between nomadic herders and farmers. Moreover, the relative weakness of State institutions, which impacts the provision of public services, is exacerbating the already difficult living conditions of millions of people in the region. In order to mitigate the damaging consequences of those phenomena, it is important to adopt a comprehensive approach involving local populations and the Governments of the States concerned, regional organizations and the United Nations with a view to working collectively to find lasting solutions.”

“Mr. Dah (Cote d'Ivoire) (spoke in French): My delegation would like to express its gratitude to Mr. Staffan de Mistura and Mr. John Ging for their respective briefings on the political and humanitarian aspects of the crisis in Syria. Echoing other delegations that spoke earlier, my delegation remains deeply concerned by the most recent developments in Syria, which are characterized as a fresh resurgence of fighting in the south-west part of the country, particularly in Dar'a, which has triggered the flight of some 45,000 people towards the Jordanian border. We particularly deplore the challenging of the de-escalation status enjoyed by the city of Dar'a, which had allowed that city to benefit from relative calm. It is now seeing an intensification of armed clashes and bombings carried out by the various parties to the conflict.”

“That situation is exacerbated by floods as a result of heavy rains in several parts of the country in recent weeks, leading to the destruction of crops and people's properties and significantly reducing their means of livelihood. According to the Office for the Coordination of Humanitarian Affairs, to date approximately 718,000 people have been affected by the floods. Humanitarian needs continue to increase, while the humanitarian aid plan developed for 2018 is only 19 per cent funded. Given that situation, while recognizing the considerable financial and material efforts already made, my delegation encourages international partners and donors to mobilize in order to contribute to the financing of the 2018 humanitarian assistance plan and to respond urgently to the humanitarian needs of the Somalis in need.”

“Cote d'Ivoire also welcomes the commitment of the Federal Government and the federal states to work together constructively in building a State based on the rule of law, as demonstrated by the signing of an agreement on the justice and corrections model in Somalia. It also encourages the leaders of the federal states to accelerate their justice and corrections plan. My country remains concerned about the increasingly worrisome humanitarian situation. According to the Secretary-General's report, the level of malnutrition is among the highest in the world, as 5.4 million people require humanitarian assistance, with 2.1 million others displaced and dependent on international support.”

“On the security front, it is clear that despite the air strikes against the strongholds of the Al-Shabaab terrorist group, the latter continues to pose a serious threat to security in Somalia, as evidenced by the attacks carried out during the first quarter of this year against Somali national army soldiers and those of AMISOM. “On this last point, my country welcomes the inclusive approach adopted by the National Independent Electoral Commission in the context of consultations aimed at overcoming possible obstacles to the holding of free, democratic and transparent elections. However, Cote d'Ivoire remains concerned at the continuing tensions in the federal Parliament and the resulting impact on the adoption of several draft laws that are essential for building the Somali State. My delegation voted in favour of the resolution, which clearly sets out the framework and the goals of the mandate handed down by the Security Council to the Secretary-General so as to enable him to take concrete action through negotiations, with a view to breaking the political impasse on the conflict, which has lasted for far too long. This will require a renewed and determined commitment on the part of the stakeholders to take ownership ofthe political process, with a view to holding a fifth round of negotiations under the auspices of the Secretary-General.”

“We strongly condemn the air strikes on a wedding in Haj jah, in the north-western part of the country, which allegedly killed at least 50 civilians, including children, and injured dozens of people. My delegation also condemns the firing of missiles by the Houthis towards Saudi Arabia, endangering the lives of innocent people. With regard to the Iranian nuclear issue, my delegation reaffirms its support for the Joint Comprehensive Plan of Action, adopted under resolution 2231 (2015), It represents a major achievement for the non-proliferation regime and allows for better supervision of Iran's nuclear activities in return for the gradual lifting of the sanctions against that country.”

“My delegation also remains concerned about the humanitarian situation in Gaza, which is heavily impacted by the ongoing blockade, youth unemployment and the shortages of water and electricity. We welcome the pledges made at the extraordinary ministerial conference held in Rome on 15 March aimed at reducing the budget deficit of the United Nations Relief and Works Agency for Palestine Refugees in the Near East, which has been facing a decrease in the usual contributions to its operation. Finally, we reaffirm our full support for the initiatives under way to find a peaceful resolution of the Israeli-Palestinian conflict, in particular the plan of the President of the Palestinian Authority to organize an international peace conference in mid-May, with broad international participation.”

Cote d'Ivoire is concerned about the escalation of violence during the Great March of Return, organized by the Palestinians along the fence separating the Gaza Strip and Israel; that violence is entering its third consecutive week. Our concern is justified by the heavy toll accompanying those demonstrations, which have resulted in the deaths of 37 Palestinians and more than 4,000 injured as a result of the various clashes.”

“Accordingly, the establishment of a ministry exclusively dedicated to promoting youth and youth employment and the civil service aims, inter alia, to develop and implement comprehensive policies concerning youth, to establish strategies to inculcate civic values, to encourage youth forums, to counter violent extremism, to bolster the empowerment of young people and to strengthen their role in promoting peace and security. In that connection, the Ivoirian Government has created a one-stop shop for employment, the Youth Employment Agency, to support Government initiatives promoting youth employment. Taking into account my country's recent past, the progress study on youth, peace and security highlights the demographic weight of youth, where the most striking statistic shows that three out of every four people are under 35 years of age. The changing impact of young people in the promotion and consolidation of peace and security in Cote d'Ivoire requires clear initiatives, namely, understanding youth diversity and strengthening the capacity of young people to better understand their contribution to peace, bolstering their legitimacy as peace stakeholders and promoting a model of youth commitment to peace.”

“If we accept that the world today has the largest-ever proportion of young people, it is important to involve them in efforts to transform our societies, particularly in protecting them, as advocated by the Secretary-General through his commitment to place prevention at the heart of his agenda. To that end, in accordance with its authority, the Security Council adopted resolution 2250 (2015), which formally recognizes the positive role and rights of young people to work towards lasting peace, including inviting Governments, international organizations and other actors to support them in such a role. The main goal remains, as Mr. Simpson clearly underlined in his study on the issue, to prevent violence and promote the integration of young people in an effort to put their inherent energy at the service of peace and security in the world.”

Liberia's fresh start must be based on a sound footing so that it can make resolute progress towards development in the interests of its people. The final departure of a United Nations peacekeeping operation is a milestone and marks the host country's break from a long, painful but instructive interlude towards a transition to sustainable development and stability. “Along with the rest of the Council, my delegation welcomes Liberia's evolving sociopolitical development, as manifested in the recent holding of open, transparent and peaceful elections and an exemplary political transition that shows Liberia to be a country that has definitively chosen a path of peace and democracy. Many challenges remain, but we believe firmly that the commitment and political will of the new Liberian authorities will enable Liberia to begin again on solid ground.
