The briefing bringing us together today is especially important to my delegation, marking as it does the symbolic closure of a third peacekeeping operation in West Africa, after those of the United Nations Mission in Sierra Leone and the United Nations Operation in Cote d'Ivoire.”

We welcome the determination of the Colombian authorities to pay close attention to these issues in order to ensure the safety of all Colombians without exception. In view of the complexity of the ongoing peace process, my delegation reiterates the need for the Security Council to fully support the peace and reconciliation efforts of the Government of Colombia. My country commends the commitment and work done in Colombia by the Verification Mission and the United Nations country team. “My delegation congratulates the Colombian Government on the work it has accomplished and encourages it to continue to strive to remove all obstacles. Despite the that progress, the implementation of the Peace Agreement faces many challenges, including in the areas of socioeconomic reintegration, security and justice. At the socioeconomic level, my country calls on the Government of Colombia to continue the reforms initiated by taking concrete measures to reintegrate former FARC-EP members and allowing access to land ownership and the development of productive projects and cooperatives. We urge the Government to take all the measures likely to improve the living conditions in ex-combatant assembly centres and to facilitate their successful socioeconomic integration.”

“On the judicial front, it is important to welcome the effective start of the work of the Special Jurisdiction for Peace, which continues to be an essential component of the transitional justice system, to implement of the Peace Agreement of November 2016. With regard to security, my country welcomes the establishment by the Colombian authorities of appropriate mechanisms to provide an institutional response to the deterioration of the security situation. My delegation also notes with satisfaction the emergence ofa national consensus between Colombian institutions and civil society with regard to the protection of the lives and roles of the social leaders who are working to promote land restitution and to protect resources and the environment.”

“On the political front, my delegation welcomed the peaceful holding on 11 March of the first inclusive Colombian legislative elections, in which 73 candidates from the political party of the former Fuerzas Armadas Revolucionarias de Colombia-Ejercito del Pueblo (FARC-EP) participated. Beyond their results, the legislative elections represent an important step in the intra-Colombian reconciliation and peace process. My delegation hopes that the presidential election scheduled for May will further strengthen such achievements. In that context, C6te d'Ivoire also welcomes the decision of President Juan Manuel Santos Calderon to resume the negotiations with the Ejercito de Liberacion Nacional that were suspended in the wake of several attacks perpetrated by that group. Their resumption could clearly help to de-escalate the conflict.”

“Cote d'Ivoire has been following the evolving sociopolitical situation in Colombia with great interest since the start of an intra-Colombian peace process two years ago. Our statement will focus on the implementation of the Final Agreement for Ending the Conflict and Building a Stable and Lasting Peace, the challenges in implementing it and the role of the international community, particularly the United Nations, in supporting the peace process. With regard to the implementation of the Peace Agreement, Cote d'Ivoire welcomes the significant progress that has been made at various levels.”

“As the poet has said, there are tears that never stop flowing, voids that are never filled, memories that nothing can take away and people who can never be replaced. “Mr. Dah (Cote d'Ivoire) (spoke in French): Today is a particularly sad day for my country, Cote d'Ivoire, which has just lost its Permanent Representative to the United Nations, Ambassador Bernard Tanoh- Boutchoue, who died yesterday afternoon. I would like to thank all United Nations delegations for the many messages of support and solidarity they have conveyed to my country and to my delegation in particular, which continues to be deeply affected by this sudden passing. Bernard, as his Security Council colleagues affectionately called him, was passionate about his work. He was a kind man who was always smiling and attentive to his colleagues and co-workers. I am sure that the Security Council will miss him. As co-workers, we already miss him.”

“My country is paying particular attention to the follow-up to the investigation conducted by the British authorities with a view to conclusively shedding light on that incident. We call on the various stakeholders to exercise restraint and to cooperate with the investigation, in accordance with their international obligations. My country reaffirms its principled position condemning any use of chemical weapons, regardless of the perpetrators, in times of both peace and war. In conclusion, Cote d'Ivoire welcomes the collective efforts under way to establish an accountability mechanism with regard to the use of chemical weapons.”

“Mr. Dah (Cote d'Ivoire) (spoke in French): My delegation thanks the United Kingdom for having initiated this briefing on the letter (8/2018/218) of 13 March from Mrs. Theresa May, Prime Minister of the United Kingdom, following the events that took place in Salisbury on 4 March. We also thank Ms. Izumi Nakamitsu, High Representative for Disarmament Affairs, for her briefing. Cote d'Ivoire takes note of the findings of the report of the Organization for the Prohibition of Chemical Weapons (OPCW) confirming the identity of the nerve agent used in Salisbury on 4 March, which led to the poisoning and hospitalization of three people. It welcomes the British authorities' request to the OPCW to share the report with all States parties to the Chemical Weapons Convention and to make its summary public.”

“My delegation urges the parties to the conflict to authorize humanitarian agencies to conduct missions to those areas to assess the needs of the populations and provide them with adequate humanitarian assistance, in accordance with resolution 2401 (2018). Cote d'Ivoire believes that the international community's action, with a view to providing an adequate humanitarian response to the needs of the Syrian people, must be part of our overall collective efforts to seek a political solution to the crisis in Syria. We therefore reiterate our principled position in favour of a negotiated settlement of the Syrian conflict in the framework of an inclusive political dialogue among the different actors on the basis of the Geneva process, pursuant to resolution 2254 (2015).”

“In that respect, my delegation calls for the mobilization of the international community to provide the necessary assistance for the recovery of the wounded and to support demining activities and raise awareness of the dangers posed by improvised explosive devices. With regard to the Rukban IDP camp, my delegation remains concerned about the extremely precarious living conditions of the local population, which are mainly related to the lack of access to the camp, which is regularly subject to sandstorms and rising water salinity. In addition, the location of that remote camp, with no road access, makes it difficult to provide medicine, food and drinking water to residents.”

“While terrorist groups have been defeated and driven out of the city of Raqqa, the return of people to their areas of origin remains problematic owing to the lack of infrastructure, including health and social infrastructure, as well as the lack of many services, such as water supplies and electricity. Furthermore, the presence of unexploded ordinance poses a serious danger for the population. According to the World Health Organization and UNICEF, between 20 October 2017 and 23 February 2018, at least 658 people were reportedly wounded and over 130 others killed by mines, booby-traps and unexploded ordnance in the city, where there were an average of six blast incidents per day. Limited access to care also aggravates the danger for people wounded by those explosions.”

“It should be recalled that the resolution requires a long-term humanitarian pause to allow for the safe and unhindered delivery of humanitarian assistance and related services, as well as the medical evacuation of the seriously ill and wounded, in accordance with applicable international law. My delegation reiterates its call for the full implementation of resolution 2401 (2018) throughout the country - from eastern Ghouta to Douma and Afrin, where humanitarian needs arejust as urgent a as well as in Raqqa and in the Rukban internally displaced persons (IDPs) camp, which is in the grip of a humanitarian disaster.”

We also thank Mr. Mark Lowcock, Under-Secretary- General for Humanitarian Affairs, for his enlightening briefing on the humanitarian situation in Syria, and in particular on those two localities in the framework of the implementation of resolution 2401 (2018). Despite the recent relative lull, my delegation remains concerned about the precariousness of the humanitarian situation on the ground. Indeed, over two months after its unanimous adoption, my delegation notes with regret that resolution 2401 (2018) has not been implemented.”

“Despite our joint efforts, the humanitarian situation in Yemen will continue to deteriorate in the absence of a viable political prospect. My delegation deplores the current political impasse and calls for a peaceful settlement of the conflict through an inclusive political process involving all Yemeni stakeholders. It urges the international community, faced with the confirmed risk of destabilizing the entire region, to invest more in the pursuit of a peaceful solution to the crisis, which has gone on too long. My country believes that the international community's political efforts to find a peaceful solution to the Yemeni crisis will be completely futile if they are not accompanied by significant progress on the ground.”

“Indeed, the statistics are particularly alarming, with nearly 10,000 human lives lost, 3 million displaced and more than 24 million people suffering from malnutrition, including 2.4 million children, not to mention the threat of famine and the devastation caused by the cholera epidemic affecting the population. In view of the gravity of the situation, Cote d'Ivoire appeals for international solidarity. In that regard, it welcomes the donors' conference held in Geneva on 3 April, which resulted in more than $2 billion in pledges under Yemen's humanitarian response p1an. My country thanks all donors for that outpouring of solidarity, and especially welcomes the commitment by Saudi Arabia and the United Arab Emirates to raise an additional $500 million from donors in the region.”

Three years after the outbreak of the conflict in Yemen, my delegation remains particularly concerned about the ongoing deterioration of the humanitarian situation, which has been described by the United Nations as the worst humanitarian crisis in the world.”

Needless to say, we are seriously concerned about the gravity of the situation that has led to the loss of lives there. We want to affirm our principled position on this issue, which is that only through dialogue and political compromise can we find a peaceful solution to the conflict in the region. Cote d'Ivoire calls once again for the effective implementation of resolution 2401 (2018) with a view to resuming the delivery of humanitarian aid, including medical evacuations from besieged areas and camps for internally displaced persons, in order to ease the suffering of people in distress. We urge the Council to overcome its differences and to demonstrate unity in order to ensure the effective implementation of the resolution, which is more relevant than ever. My delegation reiterates its belief that the humanitarian situation will not improve unless significant progress is made at the political level, as the two issues are closely linked.”

More than a month after its unanimous adoption by members of the Security Council, resolution 2401 (2018), on which so much hope was pinned, has fallen woefully short of our expectations, much to our regret. The fact is that the demand for an immediate cessation of hostilities to allow safe and unhindered delivery of humanitarian aid and related services, as well as medical evacuation of the seriously ill and wounded, in accordance with relevant international humanitarian law, has still not been adhered to, despite our joint efforts.”

We urge the Palestinian parties to show restraint and to conduct all necessary investigations to apprehend the perpetrators of the attack. We encourage the parties to pursue dialogue to ensure the effective return of the Palestinian Authority to Gaza, in accordance with the reconciliation agreement signed in October, in order to better manage the humanitarian situation. In the context of ever-decreasing contributions to the budget of the United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA), my delegation welcomes the significant financial contribution of $100 million made during the Extraordinary Ministerial Conference in support of UNRWA on 15 March in Rome.”

“It therefore calls for a resumption of talks between Israelis and Palestinians, in keeping with the relevant Council resolutions with a View to breaking the current political impasse. The socioeconomic, political and humanitarian situation in the Gaza Strip also remains worrisome and critical. On the economic front, my delegation remains concerned about persistent youth unemployment in the context of an acute economic crisis aggravated by the lack of water, electricity and medicine. On the political and humanitarian front, the resurgent tensions between the Palestinian Authority and Hamas hamper the return of the Palestinian Authority to the Gaza Strip and undermine national reconciliation efforts between the two entities.”

“It exhorts the international community to support the Iraqi Government so as to do away with this residual terrorism and provide the Iraqi people with the conditions for lasting stability and security. Cote d'Ivoire also encourages the Iraqi authorities to launch the security-sector reform programme to ensure that there are professional security forces who will respect the rule of law and human rights. Finally, my delegation calls upon the Iraqi authorities to duly consider the UNAMI-supported draft law on the creation of a specialized court for international crimes committed in Iraq. “My delegation is of the view that all stakeholders in Iraq must, in an atmosphere of calm, set the stage for the peaceful conduct of inclusive, democratic legislative elections on 12 May. We welcome the deployment in Iraq of an electoral needs assessment mission to assist in priority areas of action where the United Nations can provide support. We also thank the Special Representative of the Secretary-General for his good offices vis-a-vis women's representation and participation in political and electoral processes and in the reconciliation efforts under way. My delegation remains troubled at the security level by the sporadic asymmetrical attacks staged by the Da'esh terrorist group, which retains a considerable capacity to do harm.”

“Antonio Guterres, of the United Nations recovery and resilience programme for Iraq and expresses its support for the nine key areas of action set forth in the programme. The time has come for the Iraqi Government, with the assistance of the international community, to seek to bring about a lasting peace in the country through credible democratic institutions and an inclusive national reconciliation process. My country also is of the view that everything possible needs to be done to facilitate the voluntary, safe and dignified return of displaced persons. This requires expedited efforts to rebuild in conflict-affected areas and the establishment of basic administrative and social services.”
